The Office of Public Accountability has warned that continued overspending by the government will result in increased tax liability, which means residents continually getting their refunds late. But the Calvo Administration believes it has a solution to put an end to that practice.

In which John Green teaches about filthy, filthy lucre. Money. And Debt. So, what is money? And what is it for? And why do we use money? And why does it all disappear so quickly after payday? John will look into 75% of these questions, and if he doesn't come up with answers, we'll get into some interesting ideas along the way, at least. This week we'll investigate whether money displaces barter, then leads to war, slavery, and what we think of as civilized social orders. Guam - Interview between Ray Gibson and Father Richard McGowan on 'The Breakfast Show' on News Talk K57 about the 'Gaming Initiative' for Guam. Father McGowan, a Jesuit priest and professor of economics at Boston College, stresses he does not recommend which way to vote on the initiative.
It was the first time these two gubernatorial candidates met face-to-face to debate. The venue: the Pacific Star Hotel in Tumon. The event: the Rotary Club of Guam gubernatorial forum. They are two candidates with drastically different personalities. One charismatic, one calm. Carl Gutierrez said, "This idea of throwing out this bullshit that you're throwing out all the time its gotta stop, governor." Governor Eddie Calvo said, "I apologize if any of you area offended by the profanity." One claims to be a victim the other believes he's being portrayed as a villain. Gutiuerrez said, "Thank God the time has elapsed where there are documents now that can undo the negative caricature that has been painted about Carl Gutierrez by my political enemies, by the media, by people that have ulterior motives and hidden agenda." He also said, "It's a shame to understand that you people are continuing to say that this is the great governor. If he controls the economy by his family business, he controls the media now because of his ownership control by advertising money continue to allow him to hold that third leg and you'll see there's no transparency in this government." Governor Eddie Calvo responded b saying, "And of course, every time he's run against someone as a superhero, he's needed an arch-villain, and before me it was [Dr. Robert] Underwood who was as racist or hated the south and Tom [Ada] and Lou [Leon Guerrero] who were going to take over the people of Guam. God bless Governor Joe Ada, who's really just a great guy that had an administration who knew how to serve the people. I can't remember how my opponent vilified him as well. I'm not even going to entertain the inaccurate false statements made by my candidate - it's been a broken record for over thirty years." Make no mistake - both are seasoned and experienced leaders. Gutierrez is a two-term governor, serving as the island's chief executive from 1995 to 2003 and having served in the Guam Legislature for nine terms, Calvo is finishing his term as governor of Guam and seeking four more years in office. He also is a five-term senator and a successful businessman. Before Rotarians the two candidates were asked several questions such as how to increase private sector jobs, increase the level of customer service in the government, and how if elected they plan to pay back bonds that were floated or pay the debt service and operations going forward.
Dissatisfaction on the part of the growing middle class with the corruption and inefficiency of politics as usual, and the failure to deal with increasingly important urban and industrial problems, led to the dynamic Progressive Movement starting in the 1890s. In every major city and state, and at the national level as well, and in education, medicine, and industry, the progressives called for the modernization and reform of decrepit institutions, the elimination of corruption in politics, and the introduction of efficiency as a criterion for change. Leading politicians from both parties, most notably Theodore Roosevelt, Charles Evans Hughes, and Robert LaFollette on the Republican side, and William Jennings Bryan and Woodrow Wilson on the Democratic side, took up the cause of progressive reform. Women became especially involved in demands for woman suffrage, prohibition, and better schools; their most prominent leader was Jane Addams of Chicago. "Muckraking" journalists such as Upton Sinclair, Lincoln Steffens and Jacob Riis exposed corruption in business and government along with rampant inner city poverty. Progressives implemented anti-trust laws and regulated such industries of meat-packing, drugs, and railroads. Four new constitutional amendments—the Sixteenth through Nineteenth—resulted from progressive activism, bringing the federal income tax, direct election of Senators, prohibition, and woman suffrage. The Progressive Movement lasted through the 1920s; the most active period was 1900--1918. The United States emerged as a world economic and military power after 1890. The main episode was the Spanish--American War, which began when Spain refused American demands to reform its oppressive policies in Cuba.[112] The "splendid little war", as one official called it, involved a series of quick American victories on land and at sea. At the Treaty of Paris peace conference the United States acquired the Philippines, Puerto Rico, and Guam. Cuba became an independent country, under close American tutelage. Although the war itself was widely popular, the peace terms proved controversial. William Jennings Bryan led his Democratic Party in opposition to control of the Philippines, which he denounced as imperialism unbecoming to American democracy.[113] President William McKinley defended the acquisition and was riding high as the nation had returned to prosperity and felt triumphant in the war. McKinley easily defeated Bryan in a rematch in the 1900 presidential election.[114] After defeating an insurrection by Filipino nationalists, the United States engaged in a large-scale program to modernize the economy of the Philippines and dramatically upgrade the public health facilities.[115] By 1908, however, Americans lost interest in an empire and turned their international attention to the Caribbean, especially the building of the Panama Canal. In 1912 when Arizona became the final mainland state, the American Frontier came to an end. The canal opened in 1914 and increased trade with Japan and the rest of the Far East. A key innovation was the Open Door Policy, whereby the imperial powers were given equal access to Chinese business, with not one of them allowed to take control of China. As World War I raged in Europe from 1914, President Woodrow Wilson took full control of foreign policy, declaring neutrality but warning Germany that resumption of unrestricted submarine warfare against American ships supplying goods to Allied nations would mean war. Germany decided to take the risk and try to win by cutting off supplies to Britain; the U.S. declared war in April 1917.[117] American money, food, and munitions arrived quickly, but troops had to be drafted and trained; by summer 1918 American soldiers under General John J. Pershing arrived at the rate of 10,000 a day, while Germany was unable to replace its losses.[118] The result was Allied victory in November 1918. President Wilson demanded Germany depose the Kaiser and accept his terms, the Fourteen Points. Wilson dominated the 1919 Paris Peace Conference but Germany was treated harshly by the Allies in the Treaty of Versailles (1919) as Wilson put all his hopes in the new League of Nations. Wilson refused to compromise with Senate Republicans over the issue of Congressional power to declare war, and the Senate rejected the Treaty and the League. http://en.wikipedia.org/wiki/Us_history#20th_century

Guam-Since the downturn of the world economy, Guam's recycling efforts have reached a plateau. The island's only company that recycles paper is no longer accepting those materials and now, other recycling companies are forced to charge its customers a fee to recycle cardboard. While some recycling companies are charging a fee to stay afloat, cardboard can still be recycled for free at the Ordot dump and its three transfer stations.

On America's Roundtable: What is the future of the European Union, the Euro and Britain's relationship with Brussels? What are the sentiments expressed by UK citizens and EU member state taxpayers when looking at the European Union's ambitions and the EU's budget? What will it take to address the Eurozone crisis and implement principled solutions? To explain some of these key issues raised within a divided European Union and how regulations created in Brussels can affect us in America, listen to a former business leader in the global arena and current member of the European Parliament in Brussels - Roger Helmer. Roger Helmer, a Member of the European Parliament representing his constituents in the United Kingdom joins us for a conversation on the European Union's challenges including the EU budget, the Eurozone crisis, the transatlantic economy, reforms and the future of the UK's ties to the EU club. Mr. Helmer represents 4.1 million constituents from the East Midlands, UK. Mr. Helmer's career began in the UK business arena and led him to work and reside in Asia's dynamic markets. Understanding the significance of free markets and economic liberty, Mr. Helmer has advocated for strengthening the rule of law and sovereignty with proven leadership in advancing a reform agenda in Brussels and holding to account - EU accession nations, specifically, an unreformed Croatia and the transitional states in Balkans. He started his business career in 1965 with Procter & Gamble in Newcastle-upon-Tyne, going on to hold senior marketing and general management appointments in a range of companies, including well-known multinationals like Readers Digest, National Semiconductor, Coats Viyella and the whisky firm United Distillers, now part of the drinks conglomerate Diageo. During the course of his business career he lived and worked in Hong Kong, Singapore, Thailand, Malaysia and Korea, and ran businesses in the Philippines, Vietnam, Guam and Saipan. In September 1998, following his selection as the #1 candidate for the Conservative Party in the East Midlands, Roger left his job as Managing Director of a Leicester textile company, Donisthorpe Ltd (the UK subsidiary of a French textile multinational), to campaign full time ahead of the 1999 euro-elections, and took up his new role as an MEP immediately afterwards. He has found his decades of business experience invaluable in the European parliament, not least in helping him to fight the battle against the tide of intrusive and prescriptive EU regulation and red tape which is causing such damage to economic competitiveness across Europe. With like minded-colleagues, Roger has developed close relationships with conservative political groups in the USA, and has been a regular speaker at American conferences. He was recently appointed "Adam Smith Scholar" by ALEC, the American Legislative Exchange Council. He has earned a reputation - and even the grudging respect of political opponents - for his clear, consistent and forthright approach to the question of Britain's relationship with the EU. He believes that most of his constituents would be happy with the sort of relationship the British people thought they had voted for in the 1975 referendum - a relationship based on free trade and voluntary cooperation. He is adamantly opposed to further EU integration, and is a powerful advocate of the Conservative policy of renegotiating the EU treaties so as to return powers to member states. He believes the British people have the right, the ability, the will, and the manifest destiny to govern themselves. Whenever Roger has a spare Sunday at home in the East Midlands, he enjoys rural life and walking the dog. He and his wife Sara share their home in rural Leicestershire with two horses, two cats and a greyhound! Roger has published two books on European issues, "Straight Talking on Europe" in 2000, followed by "A Declaration of Independence" in 2002.

Exploring Guam's Chamorro History and Culture The tropical island of Guam, located in the Western Pacific Ocean, is "where America's day begins" because of its proximity to the International Date Line, making it the first place in the U.S. to start the day. On my trip to Guam, I appreciated the early start because it gave me plenty of time to discover the island's rich history and culture. Guam's native inhabitants are the Chamorro people, and the influence of their traditions and customs can be found in every aspect of the island's history, cuisine and legends. Chamorro Life, Then and Now I started my cultural exploration at Gef Pa'go Chamorro Cultural Village, a living museum of traditional thatched huts overlooking Inarajan Bay. Here, visitors can experience life as Guam's native Chamorros lived in the early 1900s. My favorite part was looking on as our Chamorro hosts demonstrated traditional crafts and practices of the time period. I even got to take home my own coconut candy and hand-woven basket. Another great way to observe Chamorro life today is to participate in a Village Fiesta. Families in Guam's 19 villages prepare local cuisine and open their homes to friends, family and visitors. This tradition, which honors the patron saint in each community, dates back to the late 1600s, but the celebrations are just as festive and welcoming today. You can't get much more local than this! Another way to enjoy Guam's cuisine and culture is at a Chamorro Cultural Dinner Show, held at many of the island's hotels and resorts. The shows blend traditional dance, storytelling and costumes with the delicious flavors of an island barbeque. Exploring Guam's History I wanted to learn more about Guam's role during World War II, so I visited the T. Stell Newman Visitors Center, located in The War in the Pacific National Historic Park, just outside the Naval Base Guam. This center tells the story of Guam during World War II, including the time under Japanese rule. The center has brand new, interactive exhibits that effectively tell Guam's story. You can also watch the powerful 10-minute movie, The Battle for Guam. Another favorite for history lovers is Latte Stone Park, home to eight ancient latte stones, which are thought to have served as support structures for Chamorro houses. They are comprised of two pieces: a supporting column and a capstone. Latte stones can be found only in Guam and the Mariana Islands. It was amazing to witness these literal pieces of history! Living Legends at Two Lovers Point One of my favorite sites was Two Lovers Point, as it blends the island's culture and stunning beauty with a tragic tale of two star-crossed lovers. According to Chamorro legend, two lovers who had been forbidden by their families to marry tied their hair together before leaping to their deaths so they could be together in eternity. With observation points over the sweeping 378-foot-high cliff-side landscape and the Philippine Sea, the site offers breathtaking views, making it a popular site for honeymooners and couples. But, even the most practical person would fall in love with these views, just as I did with the welcoming people, fascinating culture and compelling stories of Guam.
Get a Taste for Chamorro Cuisine The Chamorro Village Wednesday Night Market is a beautiful mixture of food (try the barbecue or the tilapia with red rice), culture and artisanship. You can find fresh produce, sample dishes prepared by local restaurants and shop for artisan crafts and gifts, all while also enjoying live music and dance performances. It was like a party with so many friends I didn’t know I had. If you prefer a sit-down dining experience, make your way to Meskla Chamoru Fusion Bistro. “Meskla” means “mix or blend,” in Chamorro, and Chef Peter Duenas’ plates truly celebrate the blend of cultures on Guam, offering a unique fusion of Guam’s local cuisine that keeps diners coming back again and again. I certainly plan to return. Enjoy a Night Out on the Town Whether you prefer live music at a casual gathering spot or the excitement of an upscale nightclub, there are plenty of options. For an experience that blends culture, nightlife and dining, be sure to catch one of the Chamorro Cultural Dinner Shows, offered at a variety of hotels and resorts, where you can enjoy a barbecue feast, along with traditional Chamorro dancing, costumes and storytelling. After the show, we enjoyed a variety of the island’s nightlife, including Las Vegas-style show at SandCastle and dancing at Globe nightclub. Serious Shopping in Store Guam has no shortage of top shopping malls and outlet centers to browse. Some favorites to explore for luxury brands include DFS Galleria, The Plaza and Tumon Sands Plaza, while Guam Premier Outlets offers the best deals on a variety of top international brands. Plus, the island is a duty-free zone, which absolutely justified my purchase of an extra suitcase to bring my new wardrobe and souvenirs home. Exchanging Vows in Guam Guam also happens to be one of the most romantic places in the world. If you’re looking for the ideal destination wedding, you are in the right place. The island offers beautiful, one-of-a-kind wedding chapels whose romantic elements include stunning views of Guam’s natural beauty. Nestled into a hillside, St. Probus Holy Chapel has floor-to-ceiling windows and an infinity-edge view of Tumon Bay that takes your breath away. Blue Aster is a favorite for beachfront ceremonies, with its sleek white interior and unique architectural features. Both are perfect for absolutely enviable wedding photos. Whether you’ve traveled to Guam for romance, pampering or exciting dining and nightlife, this one-of-a-kind island truly offers it all. And earlier today,... they faced off against Jackie Robinson-West for the title. And Korea does strike early against the U.S. champions,... as they scores once in the 1st inning,... and in the 3rd as well,... taking an early 2-0 lead. A nail biter of a game all throughout,... as both teams play with full emotions... Now Korea ends up scoring 4 times in the 6 inning,... that was the difference,... as Jackie Robinson-West rallies to score 3 times,... but... Korea holds on to win their first Little League World Series in 29 years And shifting gears to volleyball,... where the South Korean men's national volleyball team faced against India during the AVC Cup finals,... and won their very first title. With the biennial tournament taking place at Almaty, Kazahkstan,... the South Korean men's team goes undefeated,... winning all 6 of their matches,... including the final against India. Now facing off against India for the second time,... the result wasn't any different,... as they win this one in straight sets,... 3-0,... winning their first AVC Cup title. And speaking of firsts,... with the Summer Youth Olympics currently taking place in Nanjing, China,... Kim Kyung-tae won Korea's first ever track medal,... when he finished third during the 110 meter hurdles,.. coming in at a final time of 13.43 seconds for the bronze medal. And moving over to Sunday's K-League Classic action,... we had the Incheon United draw against Jeju United 0-0,... with Chunnam beating Busan in a close one,... 1-0. Meanwhile, let's take a look at the Suwon Samsung Bluewings take on Seongnam FC. Now both sides going neck and neck in the first half of the match,... as they're even matched,... despite the scoreless first half. But the second a half different story,... as Kim Tae-hwan scores in the 56th minute,... giving Seongnam FC the 1-0 lead. But shortly after in the 62nd minute of the match,... it's Suwon Santos to the rescue The equalizer,... as the match is now tied 1-1. Suwon tries to get in one last goal in the 90th minute but,... to no avail As the match ends in a 1-1 draw. And finishing things off with some Sunday night KBO action,... we had the Hanwha Eagles and the Kia Tigers rain out last night,.. but the LG Twins rallied back to beat the Lotte Giants 6-5,... with the SK Wyverns beating the Samsung Lions 11-8. Meanwhile, let's take a look at the NC Dinos square off against the Doosan Bears. Now into the 1st inning of the game,... Eric Thames,... sac fly to left field,... Park Min-woo scores from third,... and it's 1-0 NC. Bottom of the inning,... Kim Hyun-soo That's a double to center,... in comes Choi Ju-hwan And..... he's safe 1-1. Meanwhile, both starting pitchers Eric Hacker and Yunesky Maya,... throwing a brilliant game,... as this game goes to the 9th inning,... with man on third for NC,... and a wild pitch from Lee Yong-chan.... Ji Seok-hoon scores,... and that's the difference,... as the NC Dinos win it 2-1. And that wraps it up for me. This has been SJ. noodls 2015-04-10Guam (i/ˈɡwɑːm/; Chamorro: Guåhån) is an organized, unincorporated territory of the United States located in the western Pacific Ocean. It is one of five U.S. territories with an established civilian government. Guam is listed as one of sixteen Non-Self-Governing Territories by the Special Committee on Decolonization of the United Nations. The island's capital is Hagåtña (formerly Agaña). Guam is the largest and southernmost of the Mariana Islands.
The Chamorros, Guam's indigenous people, first populated the island approximately 4,000 years ago. The island has a long history of European colonialism. Discovered by Ferdinand Magellan during a Spanish expedition on March 6, 1521, the first colony was established in 1668 by Spain with the arrival of settlers including Padre San Vitores, a Catholic missionary. For more than two centuries Guam was an important stopover for the Spanish Manila Galleons that crossed the Pacific annually. The island was controlled by Spain until 1898, when it was surrendered to the United States during the Spanish-American War and later formally ceded as part of the Treaty of Paris.
