The dismantling of Syria's chemical arsenal amid its raging civil war has been heralded as a great diplomatic success. But with the unstable security situation and chemical materials still present in the country, has the risk of a chemical attack been completely eliminated? And how can the international community ensure that non-state actors comply with non-proliferation norms? Oksana is joined by Sigrid Kaag, the former head of the UN-OPCW mission for the dismantling of Syria's chemical weapons, to inspect these issues.

United Nations - The OPCW-UN Joint Mission on the elimination of Syrian chemical weapons has completed its mandate, and its operations drew to a close on 30 September 2014.
Ahmet Üzümcü, Director General of the Organisation for the Prohibition of Chemical Weapons (OPCW), said that the work of the Joint Mission has been vital to the success of international efforts to eliminate Syria’s chemical weapons programme.
From this point on, the OPCW will continue to deal with the destruction of chemical weapon production facilities and clarification of certain aspects of Syria’s initial declaration. And we expect a statement of the Secretary-General on this very issue briefly.
Extract form the United Nations Noon briefing by Stéphane Dujarric, Spokesman for the Secretary-General.

ISIL is said to have most probably used mustard gas against Kurdish forces battling the terrorist group. The probe will be carried out by a team from the Organization for the Prohibition of Chemical Weapons, OPCW. Regional officials say ISIL has used banned munitions in the battlefield on at least five different occasions. Kurdish authorities have also reported that 35 fighters were injured in a chemical attack carried out by the terrorists in August. Mustard gas causes severe delayed burns to the eyes, skin and respiratory tract.

Blunt rose to prominence in 2004 with the release of his debut studio album Back to Bedlam, before achieving worldwide fame with the singles "You're Beautiful" and "Goodbye My Lover". The album sold over 11 million copies worldwide, topping the UK Albums Chart and peaking at number two in the US. Blunt's second album, All the Lost Souls, which was released in 2007, topped the charts in over 20 countries and produced the hit single "1973". His third album, Some Kind of Trouble, was released in 2010, after its lead single Stay the Night. A deluxe edition was released the following year, titled Some Kind of Trouble: Revisited. In 2013, he released his fourth album, Moon Landing, which was preceded by the lead single "Bonfire Heart", which peaked at number four in the UK Singles Chart following promotion on The One Show and The Graham Norton Show, as well as receiving extensive radio airplay.
Blunt has sold over 20 million albums and 17 million singles worldwide, with his debut album, Back to Bedlam, being listed as the best selling album of the 2000s in the UK. 'Cause I've got a plan.
You're beautiful. You're beautiful.
You're beautiful, it's true.
I saw your face in a crowded place,

Back to Bedlam is the debut studio album by English singer-songwriter James Blunt. It was released on 11 October 2004 through Atlantic Records. It is named after the infamous psychiatric institution of Bethlem Royal Hospital, which is commonly known as Bedlam.
The album was met with universal acclaim from music critics, who praised Blunt's voice and songwriting skills. It was a major commercial success and was the highest-selling album of 2005 in the UK, with over 2.4 million copies sold. By December 2009, the album had been certified 10× Platinum by the British Phonographic Industry for sales of over 3 million, making it the best-selling album of the 2000s in the UK. In 2011, it was overtaken by the Amy Winehouse's Back to Black as the best-selling album of the 21st century in the UK. Later that year, Back to Black was itself overtaken by Adele's 21. Back to Bedlam currently ranks as the 16th best-selling album in UK chart history. As of 2014, it has sold over 3.2 million copies in the UK and over 11 million copies worldwide.

You're Beautiful - James Blunt Lyrics ☞ 1 hour loop ☜
"You're Beautiful"
My life is brilliant.
My life is brilliant.
My love is pure.
I saw an angel.
Of that I'm sure.
She smiled at me on the subway.
She was with another man.
But I won't lose no sleep on that,
'Cause I've got a plan.
You're beautiful. You're beautiful.
You're beautiful, it's true.
I saw your face in a crowded place,
And I don't know what to do,
'Cause I'll never be with you.
Yes, she caught my eye,
As we walked on by.
She could see from my face that I was,
Flying high. [ - video/radio edited version]
Fucking high. [ - CD version]
And I don't think that I'll see her again,
But we shared a moment that will last 'til the end.
You're beautiful. You're beautiful.
You're beautiful, it's true.
I saw your face in a crowded place,
And I don't know what to do,
'Cause I'll never be with you.
You're beautiful. You're beautiful.
You're beautiful, it's true.
There must be an angel with a smile on her face,
When she thought up that I should be with you.
But it's time to face the truth,
I will never be with you.

goodbye my lover lyrics
Did I disappoint you or let you down?
Should I be feeling guilty or let the judges frown?
'Cause I saw the end before we'd begun,
Yes I saw you were blinded and I knew I had won.
So I took what's mine by eternal right.
Took your soul out into the night.
It may be over but it won't stop there,
I am here for you if you'd only care.
You touched my heart you touched my soul.
You changed my life and all my goals.
And love is blind and that I knew when,
My heart was blinded by you.
I've kissed your lips and held your hand.
Shared your dreams and shared your bed.
I know you well, I know your smell.
I've been addicted to you.
[x2]
Goodbye my lover.
Goodbye my friend.
You have been the one.
You have been the one for me.
I am a dreamer and when I wake,
You can't break my spirit - it's my dreams you take.
And as you move on, remember me,
Remember us and all we used to be
I've seen you cry, I've seen you smile.
I've watched you sleeping for a while.
I'd be the father of your child.
I'd spend a lifetime with you.
I know your fears and you know mine.
We've had our doubts but now we're fine,
And I love you, I swear that's true.
I cannot live without you.
[x2]
Goodbye my lover.
Goodbye my friend.
You have been the one.
You have been the one for me.
And I still hold your hand in mine.
In mine when I'm asleep.
And I will bare my soul in time,
When I'm kneeling at your feet.
Goodbye my lover.
Goodbye my friend.
You have been the one.
You have been the one for me.
I'm so hollow, baby, I'm so hollow.
I'm so, I'm so, I'm so hollow.
I'm so hollow, baby, I'm so hollow.
I'm so, I'm so, I'm so hollow.

The two agents cannot be destroyed using normal commercial processes and must first be neutralised using the process of hydrolysis.
Once neutralised, they can be destroyed by normal means.
No waste is to be ejected into the sea, according to the United Nation-backed Organisation for the Prohibition of Chemical Weapons (OPCW).
Rear Admiral Robert Burke, US 6th Fleet Commander, said on Thursday that all precautions have been taken to ensure the safety of the crew and environment.
"The entire (hydrolysis) unit is self contained, there are layers of environmental controls that protect the air while we are handling the materials on board the ship. And then the entire process is contained in tanks within the ship, within those environmental controls," he said.
"So layer upon layer of containment," he added.
The Syrian authorities have 17 days left to move their remaining stockpile of chemical weapons to the port of Latakia, where they will be removed from the country, said the OPCW.
"If they are out by that time then we are confident that the destruction activity can be completed in time to meet the 30th of June deadline to complete the whole mission," said OPCW spokesperson, Michael Luhan.
Syria is thought to have had around 1,300 tons of chemical agents.

The head of an international mission to Syria charged with destroying the country's chemical weapons called on President Bashar Assad's government on Sunday to meet a deadline to destroy all toxic chemicals.
Sigrid Kaag of the Organisation for the Prohibition of Chemical Weapons (OPCW) told reporters in Damascus that 92.5 percent of Syria's chemical materials had been removed from the country and destroyed.
But Syria missed an April 13 deadline to destroy chemical weapons in accessible locations, which experts have said could impact on the deadline for the removal of all chemical weapons on June 30.
Kaag said the mission has not yet been given access to 12 chemical weapons production facilities and said the security risk was a "challenge" for the joint UN/OPCW mission.
"The more security conditions deteriorate, the more there is a risk that the material may fall in the wrong hands and then off course we are dealing with entirely new situation", Kagg commented.
The effort to remove and destroy the country's chemical weapons was sparked by a deadly chemical weapons attack near Damascus last year.

Head of UN-OPCW mission in Syria comments as Syria hands over last of declared chemical weapons

The last of Syria's acknowledged stockpile of chemical weapons has been handed over to Western governments for destruction, the organisation charged with overseeing the elimination of such weapons said on Monday.
The final eight percent of the 1,300-ton stockpile, which included mustard gas and raw materials for making sarin nerve gas, have been loaded onto Danish and Norwegian ships in the Syrian port of Latakia, according to the director general of the Organisation for the Prohibition of Chemical Weapons, also known as OPCW.
In Cyprus on Monday, Sigrid Kaag, head of the joint United Nations-OPCW mission in Syria said that although the chemicals won't be destroyed by an initial June 30 target date, "we're very pleased
with meeting this milestone."
"It's not every day, or rather it's the first time, that a country at war accedes to a chemical weapons convention," she said.
Syria's government agreed to surrender its arsenal last autumn when the US threatened punitive missile strikes after a chemical attack on a rebel-held suburb of Damascus believed to have killed more than a thousand people.
On Monday the Syrian Foreign Ministry said in a statement it had eliminated the chemicals despite difficult security circumstances caused by its ongoing civil war.
Some doubts remain as to whether Syria has seen the last use of toxic chemicals in warfare however.
Following an investigation last month, an OPCW fact-finding mission found evidence that chlorine gas has been used as a weapon in fighting between rebels and Bashar Assad's government.
But a May 27 attack on the fact-finding mission prevented it from inspecting an alleged site in the village of Kfar Zeita, 125 miles north of Damascus.
It stopped short of saying which side was to blame.

Syria's vice foreign minister has denied that his government has ever used chemical weapons or chlorine during the country's brutal civil war and warned that terror groups were using such weapons.
The comments on Monday by Faysal Mekdad to a meeting of the Organisation for the Prohibition of Chemical Weapons (OPCW) underscored what could be the organisation's next major challenge, even as it comes close to fully eliminating Damascus' deadly stockpile of nerve agents and poison gas.
Mekdad said that terror groups had used chlorine gas in several of the regions of Syria and Iraq and accused "some states in the region" of levelling "unfounded allegations" against Syria.
"We wish to affirm here categorically that we have never used chlorine gas and we will never use it, and we have never used any toxic chemicals in any operations in the Syrian Republic since the beginning of the current crisis, up to this very day," he said.
The government of President Bashar Assad is widely believed to have unleashed chemical weapons during the civil war, but there are growing fears that groups like Islamic State also could use chlorine as a weapon.

A team of international weapons inspectors returned to their hotel in Damascus on Saturday after carrying out a regular field visit, according to local reports.
Inspectors from the Organisation for the Prohibition of Chemical Weapons (OPCW) and UN staff are in Syria to destroy the country's chemical weapons and production equipment.
Their mission was borne out of a deadly chemical attack on opposition-held areas on the outskirts of Damascus on 21 August.
The OPCW is working with the United Nations in an unprecedented disarmament mission in Syria, attempting to destroy the country's chemical arsenal by mid-2014 - the first time its inspectors have been sent into the heart of a civil war.

Prize committee quizzed over recent controversial awards to OPCW, EU and Obama

Following the award of the 2013 Nobel Peace Prize to a global chemical weapons watchdog on Thursday, the chairman of the Norwegian Nobel Committee deflected criticism of its decision - as well as those in previous years to award the prize to the European Union and to US President Barack Obama after just nine months in office.
This year's prize was awarded to the Organisation for the Prohibition of Chemical Weapons, the investigation and enforcement arm for a 1997 treaty banning the use of chemical weapons.
Based in The Hague, Netherlands, it deploys teams worldwide to identify whether all 190 nations that have signed the treaty are disclosing all chemical weapons stocks and, if possessing them, destroying both the weapons and their manufacturing sites.
An OPCW mission is now planning the destruction of chemical weapons stockpiles and facilities in Syria, the most recent nation to accept the arms-control accord.
Following the announcement in Oslo on Thursday, committee chairman Thorbjoern Jagland held a Q&A session with the media - and found himself facing a number of questions about the decision to award the prize to an organisation that has yet to complete its mission in Syria.
"OPCW has not been given this prize first and foremost because of Syria," he stressed. "As I said, it is because of its longstanding efforts to eliminate chemical weapons and that we are now about to reach the goal, namely to do away with a whole category of weapons of mass destruction. That would be a great event in history, if we could achieve that."
Jagland said the Norwegian Nobel Committee wanted to highlight that goal and also send a message to "all those who have not ratified the (chemical weapons) convention and to those who have not honoured their obligations under the convention."
He also directly addressed criticism of the committee's decision to award the 2009 Nobel Peace Prize to US President Barack Obama, just nine months after his inauguration.
"One that has always sort of been targeted as a 'controversial' prize was the one to President Obama", Jagland said.
He explained that Obama had entered the Oval Office after the United States had abolished the ABM (anti-ballistic missile) treaty that was a "cornerstone for the international disarmament and arms control regime".
"So the arms control regime was about to collapse. And then Obama came and said, 'I want to resume negotiations with the Russians on strategic arms and the nuclear shield of Europe'," Jaglund said. "So what he did was to rescue the international arms control regime we have had in the years after the Second World War. And he got the strategic arms control regime, the START agreement."
Jaglund said the committee always "looks at the facts. And the facts are that we have the opportunity now to do away with a whole range, a whole category of chemical weapons."
By giving the award to the largely faceless international organisation, the Nobel committee found a way to highlight the Syria conflict, now in its third year, without siding with any group involved in the fighting.
UN war crimes investigators have accused both sides of wrongdoing, though they said earlier this year that the scale and intensity of rebel abuses hasn't reached that of the government.

A second international chemical weapons inspection team arrived in Damascus from Lebanon on Wednesday evening.
Officials already in the country said on Wednesday the teams will have to
negotiate cease-fires between government and rebel forces to gain access to some sites, showing the complexity and scale of their task.
It suggests that the effort to rid Damascus of its poison gas stockpile may have a hard time meeting its mid-2014 deadline.
The destruction of the stockpile is being led by a joint team from the United Nations and the Organisation for the Prohibition of Chemical Weapons.
The inspection team that arrived in the country last week have inspected one suspected attack site; there are more than 20 to visit.
This is the first time the global organisation that polices the Chemical Weapons Convention has sent its inspectors and analytical chemists into a raging civil war, and their security is a major concern amid ongoing fighting between President Bashar Assad's forces and various rebel groups.
The war has already left at least 100,000 people dead.

Officials from the Organisation for the Prohibition of Chemical Weapons and the United Nations on Sunday were seen returning to their hotel in the Syrian capital Damascus after carrying out a field visit to an unknown location.
OPCW inspectors and UN experts have been in Syria for the past two weeks as part of an ongoing mission to destroy the country's chemical weapons and production equipment.
The watchdog agency working to eliminate chemical weapons around the world won the Nobel Peace Prize on Friday in a powerful endorsement of its Syria mission.
The inspectors' mission in Syria is unprecedented because of a tight timetable - they are to get the job done by mid-2014 - and because they are operating in the midst of a civil war.
They are to inspect more than 20 sites, some close to the front lines of the conflict.
The Syrian uprising started as mostly peaceful anti-Assad demonstrations in March 2011, inspired by the Arab Spring.
After activists were violently targeted, it morphed into an armed uprising and civil war.
The conflict has killed over 100-thousand people, forced over two (m) million to flee to neighbouring countries, and displaced another five (m) million within Syria.

The head of the team charged with destroying Syria's chemical weapons on Tuesday said the Damascus government had so far "fully cooperated" with the mission.
The goal of the joint UN and Organisation for the Prohibition of Chemical Weapons (OPCW) mission is to destroy Syria's chemical weapons stockpile, all chemical precursors, and the equipment to produce the deadly weapons by mid-2014.
Meanwhile, a senior Syrian minister and residents in the capital had mixed reactions to the meeting of the Friends of Syria "core group" taking place in London on Tuesday.
Foreign ministers and representatives of 11 Western and Middle East countries agreed to put their "united and collective weight" behind pressure for a United Nations-led peace process in Syria.

Chemical weapons inspectors from the Nobel Peace Prize-winning OPCW (Organisation for the Prohibition of Chemical Weapons) on Wednesday undertook hostile environment training to prepare them for missions in Syria and elsewhere.
The training for 24 inspectors was taking place at the German army's UN training centre in Wildflecken.
Inspectors were trained in first aid and how to generally behave in a hostile environment.
Franz Ontal, the US OPCW inspector and head of inspector training, said the team's mission in Syria was especially difficult.
"Aside from our usual chemical weapons hazards we also have to deal with the security hazard of course so we are putting two very high hazard situations together," he said.
"That's what makes this Syria mission difficult, we already have a lot of things to deal with regards to doing inventory of chemical weapons and we add a layer of security and ballistic threats to that so it becomes a very difficult mission."
Ontal said he hoped the Nobel Peace prize awarded to his organisation would give additional motivation to inspectors already on the ground.

OPCW statement on destroying chemical arms equipment

Syria has completed destruction of critical equipment for producing chemical weapons and filling munitions with poison gas, the global chemical weapons watchdog said on Thursday.
The announcement by the Organisation for the Prohibition of Chemical Weapons (OPCW) came one day ahead of the 1 November deadline set by the Hague-based organisation for Damascus to destroy or "render inoperable" all chemical weapon production facilities and machinery for mixing chemicals into poison gas and filling munitions.
The completion of what is essentially the initial stage of destruction is a significant milestone in an ambitious timeline that aims to destroy all of Damascus' chemical weapons by mid 2014.
Destruction of the equipment means that Syria can no longer produce new chemical weapons.
Michael Luhan, OPCW spokesman said on Thursday that the inspectors were not able to visit two sites for security reasons.
"The Syrian side provided quite compelling documentary evidence that in one of those sites that had contained production manufacturing equipment, that equipment was in fact moved to another site that we did visit and we were able to verify that that equipment was rendered inoperable by functional destruction of its critical equipment," Luhan explained.
However, Damascus still has to start destroying existing weapons and stockpiles.
The country is believed to have around 1,000 metric tons of chemicals and weapons including mustard gas and the nerve agent sarin.
The announcement came as fighting raged on Thursday in the town of Safira, which experts say is home to a chemical weapons production facility as well as storage sites, the Britain-based Syrian Observatory for Human Rights reported.
In Syrian capital Damascus, Head of Mission and Chief of Staff of the United Nations Truce Supervision Organisation (UNTSO) Major General Michael Finn arrived at the Four Seasons hotel where UN weapons inspectors have been staying.

The head of the team charged with destroying Syria's chemical weapons said on Tuesday that there has been "continuous strong co-operation" with the Syrian government so far.
The goal of the joint UN and Organisation for the Prohibition of Chemical Weapons (OPCW) mission is to destroy Syria's chemical weapons stockpile, all chemical precursors, and the equipment to produce the deadly weapons by mid-2014.
"We've had very good meetings with the Syrian government at the most senior level," mission head Sigrid Kaag told reporters in Damascus.
"There is continuous strong co-operation, which the Secretary-General and the Director General of the OPCW have also confirmed in recent statements, and we build on this because we have one shared goal, which is elimination of the programme which is a benefit to all, and particularly the Syrian people," she added.
Kaag was appointed by UN Secretary-General Ban Ki-moon for the post earlier this month.
In a statement issued late on Monday, the inspectors said they had visited 17 sites since they began their work at the beginning of October.
They said they had destroyed "critical equipment to make the facilities inoperable."

It added that, "no further inspection activities are currently planned."
Completion of the initial stage of destruction is a significant milestone in an ambitious timeline that aims to destroy all of Damascus' chemical weapons by mid 2014.
Also on Thursday the UN and Arab League Special Envoy to Syria, Lakhdar Brahimi, met with a newly formed opposition organisation in Damascus, calling itself the Syrian Civil Democratic Forces Front.
One of the members, Mahmoud Mere'i, said they support the idea of going to Geneva for a second conference aimed at making peace in Syria.
"We see that the six points of Geneva I could be used as a base to built on for the preparation of Geneva II and for a political process to help Syria get out of its current crisis," he said.
He said that 15 people attended the meeting with Brahimi, representing political parties and civil society.

Chemical weapons inspectors in Syria returned to their hotel on Thursday afternoon, after departing for their latest field visit earlier the same day.
Inspectors from the Organisation for the Prohibition of Chemical Weapons (OPCW) and UN staff are in Syria to destroy the country's chemical weapons and production equipment.
Car bombs and mortar shells have exploded close to the Four Seasons Hotel in Damascus, where chemical weapons inspectors are staying, in recent days but officials said on Thursday there is no way of knowing if the team is being deliberately targeted.
In the past five days, mortar rounds have twice exploded close to the hotel and car bombs have been detonated, Malik Ellahi, a senior official with the OPCW, told a small group of reporters at the organisation's headquarters.
The blasts underscore the risky nature of the team's work amid ongoing fighting in Syria's devastating civil war, but have not prevented progress.
The OPCW won the Nobel Peace Prize last week for its work in attempting to rid the world of chemical weapons.

The head of the Organisation for the Prohibition of Chemical Weapons (OPCW) said on Friday that being awarded the Nobel Peace Prize was a recognition of the group's work for global peace in the past 16 years.
The OPCW was formed in 1997 to enforce the Chemical Weapons Convention, the first international treaty to outlaw an entire class of weapons.
"The decision by the Nobel committee to bestow this year's peace prize on the OPCW is a great honour for our organisation," Director-General Ahmet Uzumcu said.
"We are a small organisation which for over 16 years and away from the glare of international publicity has shouldered an onerous but noble task to act as the guardian of the global ban on chemical weapons."
Based in The Hague, Netherlands, the OPCW has largely worked out of the limelight until this year, when the United Nations called on its expertise to help investigate alleged chemical weapons attacks in Syria.
OPCW inspectors are already on a highly risky UN-backed disarmament mission based in Damascus to verify and destroy Syrian President Bashar Assad's arsenal of poison gas and nerve agents amid a raging civil war.
Uzumcu said 27 OPCW experts were visiting chemical weapons storage and production sites in Syria, making inventory lists.
By giving the peace award to an international organisation, the Nobel committee found a way to highlight the devastating Syrian civil war, now in its third year, without siding with any group involved.
The fighting has killed an estimated 100,000 people and forced millions of Syrians to flee their homes and country, according to the UN.
In the past, seven nations - Albania, India, Iraq, Libya, Russia and the United States, along with a country identified by the OPCW only as "a state party" but widely believed to be South Korea - have declared stockpiles of chemical weapons and have or are in the process of destroying them.
"It's a great honour to all of us, all state members. And I suggested that we issue a journal for this occasion with pictures of all representatives because I thought we participated and contributed to the peace and security of the world which is very good. I feel proud and happy," said the Iraqi representative Sead-Ibrahim El Halavi.
However, the committee noted that some countries have not observed the deadline of April 2012 for destroying their chemical weapons.
That applies especially to the US and Russia, said Nobel committee chairman Thorbjoern Jagland.
After an August 21 chemical weapons attack that killed hundreds in Syria, Assad was faced by the prospect of possibly devastating US strikes against his military.
To avert that, he admitted his chemical weapons stockpile and his government quickly signed up to the Chemical Weapons Convention and allowed OPCW inspectors into his country.
Syria is scheduled to formally become a member of the organisation on Monday.
The struggle to control chemical weapons began in earnest after World War I, when agents such as mustard gas killed more than 100,000 people and injured a million more.
The 1925 Geneva Convention prohibited the use of the weapons but the production or storage of chemical weapons wasn't outlawed until the Chemical Weapons Convention came into force in 1997.
The Peace Prize Committee noted that during World War II, chemical means were employed in Hitler's
mass exterminations and said that chemical weapons were subsequently used on numerous occasions by both states and what it called "terrorists".
According to the OPCW, 81.1 percent of the world's declared stockpile of chemical agents have been verifiably destroyed.
Albania, India and "a third country" - believed to be South Korea - have completed the destruction of their declared stockpiles.

Big Pharma Gameplay.
From humble beginnings with a few rusty reconditioned machines, you can progress from knocking out cheap generic treatments for minor ailments, to discovering new active ingredients and hi-tech machines to help refine the next generation of world-changing drugs. But watch out, you’re not alone out there. Rival corporations that want to put you out of business have their own set of competing cures and treatments. Then there’s the dynamically shifting marketplace which means that your fancy cold and flu medicine from last winter might not sell so well now it’s the height of summer. Where did I put my anti-wrinkle sun cream?
Big Pharma is part business sim, part logistics puzzle. It’s one thing to work away in the lab perfecting new formulas, but converting the ‘sciency stuff’ into cold hard cash means bringing an engineering and business mind to the problem. Factory space is expensive, and those fancy new agglomerators and centrifuges don’t always slot nicely together. Welcome to the world of Big Pharma!
Big Pharma is a game all about running your own pharmaceutical empire from developer Twice Circled and publisher Positech Games. Development started in May 2014 and
