Strategies For The Return: Landmark Tenth Annual International Al-Awda Convention

Together with our families in the homeland, we are planning our return to a Free
Palestine!

Help design and energize the work for the coming year along with our expanding network of grassroots, student, and solidarity activists.

URGENT: DEMAND THE IMMEDIATE RELEASE OF ALL PALESTINIAN POLITICAL DETAINEES!

Al-Awda, The Palestine Right To Return Coalition calls on all people of
conscience to take immediate action to help save the lives of Palestinian
political prisoners who have been detained by Israeli authorities without
any charge whatsoever, and eight of whom are on open ended hunger strike,
some at the point where death could come at any moment. The Israeli
occupation continue to detain Palestinians under the Emergency Law of 1945,
which was in force during the British Mandate of Palestine and allows
the Zionist authorities to detain Palestinians without trial or providing
reason, and to repeatedly extend the term of detention. The Israeli
authorities have also ratified the Unlawful Combatant Law of 2000, which
allows the occupation state to detain Palestinians without charge or
disclosure of the term of detention.

There are currently 320 Palestinian administrative detainees of whom eight
are on open-ended hunger strike, and have been identified by Addameer, the
Palestinian Prisoners Association and Al-Mezan as follows:

1. Mahmoud Kamel Mohammed As-Sersik, 25, from the Ash-Shaboura neighborhood
in Rafah, was arrested by the IOF on 22 July 2009 while on his way to join
the Balatta Youth Sports Club. As-Sersik is a member of the Palestinian
national soccer team. On 23 August 2009, the IOF extended his detention
under Israel's Unlawful Combatant Law. No evidence was provided in
justification of his detention, and the term of detention was not specified.
He has been on hunger strike for 21 consecutive days in protest against the
continuation of his detention without charge or trial. On 8 April 2012, he
was transferred from Negev prison to solitary confinement in Eshel prison in
Beer Sheva.

2. Thaer 'Aziz Mahmoud Halahla, 33, from Kharas village in Hebron district
in the West Bank, was arrested in his home on 27 June 2010. On 5 March 2012,
his term of administrative detention was extended for six months. He has now
been on hunger strike for 44 consecutive days in protest against his
detention without trial. On 28 March 2012, he was referred to the Ar-Ramla
prison hospital due to the deterioration of his health.

3. Belal Nabil Sa'eed Diyab, 27, from Kafer Ra'i village in Jenin district
in the West Bank, was arrested on 17 August 2011. On 14 February 2012, his
term of administrative detention was extended for six months. He has now
been on hunger strike for 45 consecutive days in protest against his
detention without trial. On 28 March 2012, he was referred to the Ar-Ramla
prison hospital due to his deteriorating state of health.

4. Ja'far Ibrahim Mohammed Eiz Ad-Din, 41, from 'Arraba village in Jenin,
was arrested by the IOF on 21 March 2012. On the same day, he was placed
under an order of administrative detention for a term of six months. He is
now on hunger strike for the 22nd consecutive day in protest against his
detention without charge. On 28 March 2012, he was transferred from Megiddo
prison to solitary confinement in Al Jalama prison. His family reports that
they have received information that he has since been transferred to
Ar-Ramla prison hospital.

5. Ahmed Nabhan Da'san Saqer, 48, from 'Asskar refugee camp in Nablus, was
arrested on 20 November 2008. On 24 January 2012, his term of administrative
detention was again extended for a period of four months. He is now on
hunger strike for the 31st consecutive day in protest against his detention
without charge. He is being held in Shata prison.

6. Mohammed Rafeq Kamel At-Taj, 40, from Toubas in Nablus district, was
arrested in his home on 19 November 2003. He was sentenced to 16 years'
imprisonment. He has now been on hunger strike for 29 consecutive days.

7. Hasan Zahi As-Safadi, 34, from Ein Al Maa' refugee camp in Nablus, was
detained on 29 June 2011. On 29 January 2012, his term of administrative
detention was extended for another four months. He is now on hunger strike
for the 39th consecutive day. On 6 April 2012, he was referred to the prison
hospital in Ar-Ramla due to the deterioration of his health.

8. Omar Mousa Mesleh Shalaeil, 45, from Nablus, was detained on 15 August
2011 while he was on his way to perform the 'Umrah, a pilgrimage to Mecca.
On 15 February 2012, his administrative detention was extended for another
six months. He is now on hunger strike for the 41st consecutive day. On 4
April 2012, he was referred to the prison hospital in Ar-Ramla due to his
deteriorating state of health.

DAY 40 URGENT ACTION: FREE HANAA' SHALABI NOW!

Al-Awda, The Palestine Right To Return Coalition again appeals to all people
of conscience to take immediate action to help save the life of Palestinian
female political prisoner Hanaa' Al-Shalabi who has been detained by Israeli
authorities without any charge whatsoever. Hanaa' Al-Shalabi lies critically
ill in Israeli detention on day 40 of her hunger strike at the point where
death could come at any moment.

Hanaa' was an "administrative detainee" with NO charge for over 2 years
before she was released in October last year as a part of the Shalit
prisoner swap. She has been refusing food since her recapture on Thursday 16
February 2012 and is now on day 40 of her hunger strike against her renewed
"administrative detention" again with NO charge. Shalabi refused to appear
before the Israeli military court after she was transferred to hasharon
prison . The court sentenced her to administrative detention and has
rejected an appeal for her immediate release.

The Israeli occupation authorities and courts continue to detain
Palestinians under the Emergency Law of 1945, which was in force during the
British Mandate of Palestine. This law allows the Zionist authorities to
detain Palestinians without trial or providing reason, and to repeatedly
extend the term of detention. The Israeli authorities have also ratified
the Unlawful Combatant Law of 2000, which allows the occupation state to
detain Palestinians without charge or disclosure of the term of detention.
There are currently about 290 Palestinian administrative detainees, among
them the chairman of the Palestinian Legislative Council (PLC), a number of
other PLC members, Sheikh Khader Adnan, who recently ended his hunger strike
after 66 days, and Hanaa' Al-Shalabi. Sheikh Khader Adnan is due to be
released on April 17, 2012.

Al-Awda, The Palestine Right To Return Coalition once again calls on all
people of conscience to take immediate action to help save the life of
Palestinian female political prisoner Hanaa' Yahya Al-Shalabi who has been
detained by Israeli authorities without any charge whatsoever.

Hana was an "administrative detainee" with NO charge for over 2 years before
she was released in October last year as a part of the Shalit prisoner swap.

PALESTINIAN CHILDREN HELD IN SOLITARY CONFINEMENT

According to Defense Children International, in October and November 2011,
at least four Palestinian children were held in solitary confinement by the
Israeli occupation army for between 3 and 24 days.

On 18 October 2011, the UN Special Rapporteur on Torture called for an end
to the practice of solitary confinement as well as a complete ban on its
use for juveniles.

"Considering the severe mental pain or suffering solitary
confinement may cause," Mr. Méndez warned, "it can amount to torture or
cruel, inhuman or degrading treatment or punishment when used as a
punishment, during pretrial detention, indefinitely or for a prolonged
period, for persons with mental disabilities or juveniles." (See report to

ACTION

Al-Awda, the Palestine Right to Return Coalition calls on its members,
supporters and all people of conscience to write to President Barack Obama
and Secretary of State Hilary Clinton to protest and demand that they direct
the state of Israel to immediately cease all targeted arrests of Palestinian
children, and to release all Palestinian children from its prisons including
those held in solitary confinement. The US administration must demand an
immediate end to all forms of institutionalized and systematic abuse of
Palestinian children by the state of Israel. The US government, which
supports Israel to the tune of billions of taxpayer dollars a year while
most ordinary Americans are suffering in a very bad economy, is bound by its
laws and international conventions to cut off all aid to Israel until it
ends all of its violations of human rights and basic freedoms in a
verifiable manner.

A significant event at a critical time in Arab history

At a time when the people of the Arab world have taken to the streets to initiate major and momentous political changes after decades of brutal control by dictatorial regimes, we the Palestinians are faced with similar challenges standing up to one of the most brutal occupations in modern history. The recent revelations of betrayal and attempt to liquidate the right to return by elements of an unelected and unrepresentative puppet leadership, requires once again for our people to take control of our own destiny. We need to develop strategy and tactics to join our Egyptian, Tunisian and other Arab comrades as our struggle to return is raised to a higher level. We must also begin to think beyond return. As the call for freedom in the Arab world has evolved, the Zionist occupier has intensified its bombing of the Gaza Strip, land confiscations and home demolitions in the West Bank, Al Naqab and elsewhere in Palestine. The repression by the Zionist puppets becomes more desperate, as they try to hang on to our lands and lives. The purpose of our annual convention is to summarize and evaluate our work since the previous convention.

Al-Awda's Ninth Annual International Convention comes in the midst of these challenges. We call on all Palestinians regardless of organizational affiliation to join Al-Awda's members and supporters at this year's convention. We will address and collectively take steps toward changing our destiny as a people while we reaffirm our determination to return to our homes and lands. We can no longer stay silent while an un-elected, illegitimate leadership beholden to its U.S. and occupation masters is cravenly giving up on our rights.

Al-Awda Condemns Betrayal by Unelected Palestinian leadership

Palestinians around the world and all their supporters watched in
shock, but not total surprise as secret documents, "The Palestine
Papers", detailing carefully the years of so called peace
negotiations were released by the news network Al-Jazeera during
the last few days. While Palestinians are struggling to win back
their rights to their homes and lands, some in the unelected
leadership of the Palestinian Authority (PA) were making offers to
give away these rights.

The documents show that they were willing to give up the rights of
seven million Palestinians living in forced exile to return to
their homes and lands. They were willing to cede Palestinian
control over most of East Jerusalem as well as nearly all the land
on the West Bank on which the major Israeli settlements around
Jerusalem were illegally built. Even the major Muslim holy site
the al-Aqsa mosque, Harm al'Sharif, was open to "creative"
solution.

Long before these revelations, Al-Awda, The Palestine Right to
Return Coalition, its members, supporters and people of conscience
in the US and around the world were already deeply suspicious of
the maneuvering against the Palestinian people that Saeb Erekat,
Ahmad Qurei and others demonstrated during these secret
negotiations over the past many years. The Palestine Papers
released by Al-Jazeerah confirm our people's worst fears. What the
PA officials committed is a grave breach of duty and a betrayal of
their own people.

The chairman of the Palestine Liberation Organization (PLO) and
sitting PA president Mr. Mahmoud Abbas, whose term has long
expired, bears full responsibility. We demand his immediate
resignation or removal from office. A self-appointed puppet
leadership beholden only to its US and Israeli occupation masters
cannot be allowed to stand. It does not represent the aspirations
of the Palestinian people, the vast majority of whom are living in
forced exile.

Al-Awda reiterates that a just and lasting peace can only be
achieved with the return of all Palestinians to their original
homes, towns, and villages, with full restitution of all of their
confiscated and destroyed property, and compensation. The
Palestinian people, regardless of their religious affiliation, are indigenous to
Palestine. Therefore, they are entitled to live anywhere in their
homeland Palestine which encompasses present-day 'Israel', the
West Bank and Gaza Strip.

No agreement, negotiations or parties which purport to trade away
these rights or any other inalienable rights can have any legal
basis and cannot bind or compel the Palestinian people to end the
struggle for the fulfillment of all of their rights.

The current PA/PLO leadership has proven to be both untrustworthy
and unworthy. We call on all peace-loving people around the world
to condemn this unelected unrepresentative leadership. We also
call on leaders who support the Palestinian cause to boycott this
leadership until it is removed and replaced with legitimately
elected representatives.

It's time for the Palestinians to take charge of their own destiny
and be represented by those who can bring justice to their cause
and not serve the illegitimate racist aspirations of their
enemies.

To Mark the 2nd Anniversary of the Gaza Massacre

The holidays have arrived and people all over the world are celebrating with their
loved ones. Yet, this time of the year symbolizes a period of continuing terror and
constant uncertainty for Palestinians imprisoned in the Gaza Strip, which remains
today in its fourth year under a criminal siege.

Two years ago, the state of 'Israel' launched a 22-day brutal and criminal attack on
1.5 million Palestinians living in the Gaza Strip. This attack began on December 27,
2008 and continued until January 18, 2009. The state of 'Israel' sealed off all the
borders of Gaza to prevent Palestinians from fleeing to safety. The Gaza Strip was
transformed into a slaughterhouse leaving 1417 Palestinians dead (including 352
children) & 5300 permanently wounded.

With the intensifying recent Israeli attacks, publicized threats and leaked plans of
another major assault on Gaza, we will be holding a demonstration followed by a
candlelight vigil on this the 2nd anniversary of the 22-day massacre. We will demand
an End to the Siege and Attacks on Gaza, and will remember and honor all the martyrs
and the victims who were injured and terrorized. We will also stand in solidarity
and celebrate the resilience and bravery of the Palestinian people in Gaza.
