                    Munro site: corner Queen and Therry streets

                    Construction of the city’s largest new community hub and Queen Victoria Market car parking is continuing under strict COVID-19 measures to ensure the safety of workers and the public.

                    Right on the Queen Victoria Market’s doorstep at the corner of Queen and Therry streets, the development will include:

                    • 120 place childcare facility
                    • maternal child health and family services centre
                    • community meeting spaces
                    • affordable apartments
                    • 500 underground car parks for market customers
                    • event spaces
                    • 2500m2 of new open space and laneways
                    • boutique hotel
                    • apartments for long term rental
                    • complementary hospitality and retail stores.

                    We’re on track to deliver the market car park in 2021 and the community facilities the following year.

                    Part of the Queen Victoria Market Precinct Renewal Program, the Munro site is expected to deliver an estimated $70 million public benefit to the growing city north precinct, in one of Australia’s most sustainable mixed use developments. The Munro site is being delivered by developer PDG Corporation.

                    As with any significant construction project there will be short-term disruption as well as changes to the way you access the area. 

                    We are working closely with Queen Victoria Market Pty Ltd, local businesses and neighbours, to reduce the impact of any works and ensure the site is well presented as construction progresses.

                    The Munro site is located on the corner of Therry and Queen streets, opposite Queen Victoria Market. While there will be some disruption, plans are in place to ensure the smooth operation of the market during works.

                    Throughout construction, we will keep Queen Victoria Market traders and visitors as well as local business and residents informed of works in and around the site.                     Development application

                    On Tuesday 11 July 2017, the State Government announced the approval of new planning controls for the Queen Victoria Market precinct, to preserve and protect the market. The planning controls include mandatory height control of 125 metres on the Munro site.

                    A revised development application was prepared by the applicant, PDG Corporation, with the support of Melbourne City Council as the land owner. The revised application was submitted to the Minister for Planning as the Responsible Authority in late 2017. The Department of Environment, Land, Water and Planning (DELWP), acting on behalf of the Minister for Planning, referred the application to Council as a recommending referral authority. Council considered the application at the Future Melbourne Committee meeting on 3 April 2018 (PDF 65 KB) and resolved to advise DELWP that it supports the application for the Munro development, subject to conditions. The application was approved by the Responsible Authority on 9 May 2018.
