    Leo Varadkar says ‘Europe needs migration - legal migration.’ Thinks there is not currently a migration crisis but a political crisis. However EU does need to respond to ‘genuine fears’ of citizens about a re-run of 2015.

    By repeating willingness to change offer if May softens her red lines, EuCo conclusions should steer her to the SM in goods plus CU backstop idea. Barnier must say no on FofM grounds, but then real negotiation on changing his mandate can begin. Hard Brexit in full retreat!

    Important thread on negotiating dynamics. My short takeaway, no trust, UK want all-UK compromise, EU want to double down on Irish sea border, real danger of no common ground. Always remember one of UK's roles in EU was to suggest pragmatic compromises.
