This issue of Permanent
Revolution appears during another round of the financial crisis. In
Europe Ireland has replaced Greece at the centre of the storm.
Maureen Gallagher reports on the impact of the crisis there.
On the other side of the world the US and
China have been squaring up to a currency battle that could have
long term implications for relations between two major world
powers. Keith Harvey and Bill Jefferies examine the roots of the
friction that lie in growing uneven developments in the world
economy.
Christina Duval analyses the recent mass
movement in France against pension reform, and interviews
participants in the wave of struggles which led to mass strikes
paralysing the country.
Can we learn from this in Britain? The mass
student demonstrations and occupations seem to suggest we can. In
our editorial and briefings we attempt to cover the varied aspects
of a growing struggle against the Con-Dem Coalition – the role of
direct action and violence, the anti-cuts movement, how the attacks
on welfare and education will affect our future.
Two other
briefings look at far-reaching political developments in the US and
one small island off its coast. In the US the growth of the Tea
Party movement has polarised politics sharply, while the new
measures in Cuba adopted by the ruling party will significantly
accelerate the restoration of capitalism in the economy.

Since the last issue of
Permanent Revolution parts of Europe have seen mass opposition to
the austerity programmes of the national governments; Greece has
witnessed several protest general strikes and in France millions
have poured onto the streets to defend their pension rights. As our
two articles on the reforms of the NHS and on schools show, unless
these resolutions are turned into mass action the changes pushed
through in both sectors will have a dramatic effect on the lives of
millions. We also continue the debate opened up in the last issue
over the legacy of the Russian Revolution. The crushing of the
Kronstadt rebellion in 1921 has long polarised opinion on the left
– between the supporters of Bolshevism and those from the anarchist
tradition. But here Bill Jefferies critically unpicks the
justifications given by Lenin and Trotsky for their actions and
finds them unconvincing. In a reply to the article in our last
issue on Lenin and Trotsky’s culpability for facilitating the
degeneration of the Russian Revolution by their ban on party
factions, Stuart King argues the article exaggerated the degree of
bureaucratism in 1921. We close as always with our review section.

The dramatic impact of the recession on jobs
and pay has highlighted the state of working class organisation and
its ability to resist these attacks. PR14 leads on an assessment of
the trade union movement’s response to the crisis – do the rash of
unofficial actions and occupations this year signal a new mood of
resistance or are they isolated and defensive struggles?
We also come back to
the vexed issue of left unity and ask is the latest attempt to
cobble together a left electoral alliance really the way to take
the struggle forward?
On the international
scene we look at the ongoing instability in the Islamic Republic of
Iran and try to trace the roots of the divisions amongst that
countries rulers – divisions that offer the chance for
revolutionary change.
Two other articles
look at workers struggles in Argentina and Cuba. One looks at the
outcome of the long running occupation of the Zanon ceramics
factory while the other stresses the importance of the Guantanamo
workers in the 1959 Cuban revolution.

carries an interview with a member of the New Anticapitalist Party

There is no shortage of self-reverential
looking back to 1968 in the media – the generation of “68-ers” who
now run a lot of it have made sure of that. For all that, May 68
continues to traumatise our rulers. French President Nicolas
Sarkozy, for example, recently fulminated against its “moral and
intellectual permissiveness”.
In this issue we neither romanticise nor
vilify these events. Rather, in two articles – one on the events in
