US Secretary of State holds talks with Moldovan FM, comments on Ukraine
US Secretary of State John Kerry met with Moldovan Prime Minister Iurie Leanca in Washington on Monday to discuss issues ranging from energy and security cooperation, to the implications of the current crisis between Ukraine and Russia. At a joint news conference at the State Department, Kerry said Russia was putting pressure on Moldova "with respect to their energy sources and also, their ability to trade." Leanca expressed his concern about the tensions between Ukraine and Russia, especially as his country shares a border with Ukraine. "As we see right now in the region, some very negative developments are unfolding," Leanca said. "Therefore, our determination to have a very active security cooperation and dialogue is there." He added that his government is "very keen to build an energy interconnection with European Union" with US support. Kerry is set to leave for Ukraine later on Monday and will then travel to France and Italy. He had planned to see his Russian counterpart in Paris, but the State Department said the meeting was no longer certain.- published: 03 Mar 2014

With military action to protect non-NATO states effectively ruled out, current and former officials say sanctions and isolation provide the best - and perhaps only - way to pressure Moscow. Ramping up the pressure on the rich and powerful around President Vladimir Putin, they say, might in time push him towards a much more conciliatory approach But that, they concede, could prove a long game, and some both in and outside government worry that a more isolated Russia may simply become both more nationalist and self-sufficient. Putting Putin under more pressure, they worry, may give him even more incentive to take a populist, more aggressive approach. Ultimately, Moscow's commitment to rebuild the former USSR as its own unilateral sphere of influence may outstrip the determination of Washington and its European allies to stop it. Experts say Moscow has been infiltrating its neighbors ever more deeply, building its influence amongst security forces, government officials and politicians. That, some say, allows it to stir up instability in locations like eastern Ukraine and create both confusion and potential preconditions to invade. "What we're seeing here is a new form of warfare and part of a concerted strategy," said Chris Donnelly, a former senior adviser to NATO on Russia and now director of the Institute for Statecraft in London. "Either we stand up to it or we let it happen. So far the response has been totally inadequate." With Russia's annexation of Ukraine's Crimea peninsula now largely seen an irreversible fait accompli, many now see more confrontation over the years to come. In a March 18 speech following the Crimea intervention, Putin made it clear he would be willing to use force to safeguard the interests of Russian-speaking minorities. The breakup of the USSR left some 25 million ethnic Russians outside the borders of the Russian Federation, concentrated in places like Ukraine, Kazakhstan, Central Asian and Baltic states and breakaway enclaves in Georgia and Moldova. Tens of millions more - classified in their old Soviet passports as ethnic Ukrainians, Belarussians or others - speak Russian as their first language. U.S. officials offered no details about the meeting's agenda, but Nazarbayev is part of a Russia-centered economic bloc focused on Eurasia. As the leaders wrapped up their meeting, the White House released a joint statement from Obama and Nazarbayev that did not address the Ukraine situation, but focused instead on bilateral cooperation on nuclear security and nonproliferation — the theme of concurrent summit serving as the official purpose for Obama's visit to the Netherlands. Kazakhstan is the second largest country by territory and economy to emerge from the former Soviet Union, but Kazakhstan's energy resources and strong economy give it some independence from Moscow. Nazarbayev has maneuvered between Russia and the West during more than two decades in power. Both Obama and Putin have already been in touch with Nazarbayev this month in the wake of the Crimean upheaval. Obama spoke by phone with the Kazakhstan leader on March 10. The White House said then that Obama urged Nazarbayev to play an active role in seeking a peaceful resolution over the disputed peninsula. "EU & US" HAVE ALREADY LOST THE "WAR WITH RUSSIA"!
Many had feared (or expected), fallout from Crimea's referendum and subsequent accession to Russia may embolden ethnic minorities in many bordering nations to seek self-determination. It appears that is taking place in Moldova where Vedomosti reports that Mikhail Burla, head of the Transnistria region's legislature, has asked Russia's Duma for draft laws on accession to Russia to be altered to allow the region to join. The timing of this move is surreal as headlines appeared this morning that Europe is looking to speed up its "association" with Moldova. In a 2006 referendum, over 97% of Transnistrians voted to join Russia.. And it appears #1 Transnistria is indeed next... Moscow-based newspaper cites letter from Mikhail Burla, head of Transnistria's legislature, to the head of Russia's State Duma.. Letter asks for Russian draft law on accession to Russia to be altered to allow for Transnistria to join, says current draft bill would only allow for Crimea to join Russia.. 2006 referendum in Transnistria saw 97.2% vote to join Russia, Burla cited as saying in letter.. The Moldovan Director of the Russian Institute for Strategic Studies had a few things to say.. What is the problem in the U.S.? They talk about the weakness of Russia, but still afraid of competition on our part. They do not want a competitor. China - a rival, but not a competitor. And the U.S. is not interested in what system in Russia - monarchical, feudal, communist. Only interested in how to relax, but better - to split. Yeltsin they liked - when it broke up the country. Putin does not like it - he wants to save Russia.. "It's been 60 years - not even changed a generation, if Crimea voted for reunification with Russia, the situation arises where any normal person would say, but what distinguishes the situation in Transnistria? - Says Leonid Reshetnikov. - The question becomes relevant than ever. Have to wait for the Americans attempt to deal with Transnistria. They have no other way to make a muck of Russia. They are afraid that gathered to fight with someone. Who will fight? Russia, in my opinion, after the Crimea should recognize Transnistria Tiraspol and propose to hold another referendum on reunification with Russia. Differently protect Transnistria we can not.. Accord was expected to be signed by end-Aug.: Candu Romanian Foreign Minister Titus Corlatean asked EU's foreign affairs council yday to speed up signing of Moldova's association agreement.. Transnistria is Moldova's secessionist region that borders Ukraine and has Russian military presence.. And the Moldovan President believes it would be an "erroneous step": Transdniestria's accession to Russia would be "an erroneous step," Moldovan President Nicolae Timofti said at a press conference in Chisinau.. "I've been informed that the speaker of the Tiraspol parliament has addressed Moscow on the matter. Such actions are counterproductive, and they would not favor either the Republic of Moldova or the Russian Federation. If Russia resorted to such a step, this would be an erroneous decision and would not improve Russia's authority on the international arena," Timofti said.. Timofti admitted that "there is a lot in common" between the situation in Ukraine and the events in Crimea and Transdniestria.. Mr Putin informed Chancellor Angela Merkel of the move in a telephone conversation, according to her office. Thousands of Russian soldiers are still said to be deployed along the border. Earlier, Ukraine condemned a visit to Crimea by Russia's Prime Minister Dmitry Medvedev and a delegation of government ministers. A foreign ministry spokesman in Kiev said the highest-level trip to the Black Sea peninsula by officials from Moscow since its annexation by Russia was a "crude violation" of international rules. A note protesting against the presence of an official in "the territory of another state without preliminary agreement" had been sent, he added. Crimeans voted to leave Ukraine for Russia on 16 March, in a referendum condemned as illegal by the UN General Assembly. Mr Medvedev announced that he would make Crimea a special economic zone, with tax breaks and reduced bureaucracy to attract investors. He also vowed to quickly boost salaries and pensions, and to improve education, healthcare and local infrastructure. Worst 'overcome' Tensions between Russia and the West rose after the overthrow of pro-Kremlin Ukrainian President Viktor Yanukovych in February, following months of street protests. Russia's subsequent decision to annex Crimea triggered a crisis in relations. The United States and the European Union have imposed sanctions on members of President Vladimir Putin's inner circle and other officials. Russia has retaliated with its own sanctions on US lawmakers. US Secretary of State John Kerry told his Russian counterpart, Sergei Lavrov, on Sunday that resolving the crisis depended on Russia pulling back its troops from along Ukraine's border. On Monday afternoon, Mr Putin informed Germany's chancellor about "the partial withdrawal of Russian troops he ordered from the eastern border of Ukraine", Mrs Merkel's office said in a statement. "On top of that, the two discussed further possible steps to stabilise the situation in Ukraine and Trans-Dniester," it added, referring to a pro-Russian region bordering western Ukraine that proclaimed independence from Moldova in 1990. A Kremlin statement did not mention a partial withdrawal, but said the two leaders had discussed "opportunities for international support for the restoration of stability" in Ukraine. The US Air Force has sent 10 F-15 jets to help NATO boost its military presence in the three Baltic states - Lithuania, Latvia and Estonia. The following news analysis, written by the BBC's Diplomatic Correspondent Jonathan Marcus, is reproduced in part from the BBC News online website @ http://www.bbc.com/news/world-europe-26829147 Analysis: Can NATO face up to Russia task? Something has changed in the wake of Russia's seizure of the Crimea and its continuing military threat to eastern Ukraine. Moscow has broken with a pattern of behaviour that has characterised diplomacy in Europe since the end of the Cold War and arguably one that has held sway in western Europe since the collapse of Nazi Germany. The idea that disputes will be settled by diplomacy rather than force; that the currency of power is increasingly economic might rather than military. Worse still, Mr Putin's Kremlin speech some 10 days ago signalled that this might not end here. Russian spokesmen may say they have no desire to move troops into Ukraine but their deployments signal otherwise - and that is precisely what they are intended to do. How far will Putin go? Mr Putin's speech was significant not least because he looked to mean what he said. The French have a word for it - "revanchisme" - a term incorporating the concept of revenge or restitution after a humbling defeat; something France experienced at the hands of Prussia in 1870, and something that many Russians - certainly those in Mr Putin's circle - believe they suffered at the hands of the West with the collapse of the Soviet Union. Mr Putin signalled that Russia was back and that it intended to impose itself in its own back-yard and for many in Russia, Ukraine is the biggest back-yard of all. Quite how far Mr Putin is prepared to go is unclear. But the threat is evident - to Ukraine; to Moldova (where there is the possibility of Russia seeking to formalise the take-over of the break-away enclave of Trans-Dniester). And if to Moldova where else ? That is why countries like the three Baltic Republics are so relieved that they joined NATO 10 years ago. And that is why all of a sudden the protection and reassurance of its own members is so high on NATO's agenda. The Atlantic Alliance cannot know the Kremlin's intentions. It can only look at capabilities and extrapolate from the signals and actions so far. So what can NATO do? Its first step is to reassure its uneasy allies in northern Europe. Support for Ukraine In the first instance there could be a whole host of small military deployments to beef up the presence of Alliance units in the Baltic Republics and in Poland. Small-scale exercises could give an almost permanent NATO military presence in these countries for the immediate future if that is what Alliance leaders decide. There is also going to be more support for Ukraine. Not to bring it into NATO'ss fold - the current Ukrainian government seems to have no desire to join the Alliance. But Ukraine is a NATO partner. It has already had help with improving civil control over its military; with defence planning and so on. Expect more of this kind of help with potentially also non-lethal assistance to help make its largely moribund military more effective. NATO is also signalling that its direction of travel will not change. Some critics have suggested that NATO expansion since the ending of the Cold War has in some sense prompted Russia to act in Ukraine; that it has provoked a sense of encirclement in Moscow. NATO diplomats reject this out of hand. Secretary General Anders Fogh Rasmussen, in an article published on Tuesday in newspapers in all 12 of the countries who have joined Nato since the end of the Cold War, insists that enlargement has been good for Europe, for NATO, and for the new members themselves. He insists this process will continue and it is up to individual countries to determine their own alliances. By coincidence this week's NATO meeting will mark a triple anniversary: 15 years since Poland, Hungary and the Czech Republic joined the Alliance; 10 years since the accession of Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia joined; and five years since Albania and Croatia acceded. It's an anniversary that Nato ministers will mark with a brief ceremony and its symbolism will not be lost on Moscow. Above all, Nato ministers need to plan for the future. Just how should the Alliance respond to the new wind blowing from Moscow? Work will be commissioned this week that will feed in to the next NATO summit to be held in Wales in September.- published: 02 Apr 2014
