The United States of America (also called the United States, the States, the U.S., the USA, and America) is a federal constitutional republic comprising fifty states and a federal district. The country is mostly in central North America, where its forty-eight contiguous states and Washington, D.C., the capital district, lie between the Pacific and Atlantic Oceans, bordered by Canada to the north and Mexico to the south. The state of Alaska is in the northwest of the continent, with Canada to the east and Russia to the west across the Bering Strait. The state of Hawaii is an archipelago in the mid-Pacific. The country also possesses several territories in the Pacific and Caribbean.
At 3.79 million square miles (9.83 million km2) and with over 312 million people, the United States is the third or fourth largest country by total area, and the third largest by both land area and population. It is one of the world's most ethnically diverse and multicultural nations, the product of large-scale immigration from many countries. The U.S. economy is the world's largest national economy, with an estimated 2010 GDP of $14.780 trillion (23% of nominal global GDP and 20% of global GDP at purchasing-power parity).
Indigenous peoples have inhabited what is now the mainland United States for between 12,000 and 40,000 years since the Paleo-Indians crossed the Bearing land bridge from Asia to North America. This Native American population was greatly reduced by disease and warfare after European contact. The United States was founded by thirteen British colonies located along the Atlantic seaboard. On July 4, 1776, they issued the Declaration of Independence, which proclaimed their right to self-determination and their establishment of a cooperative union. The rebellious states defeated the British Empire in the American Revolution, the first successful colonial war of independence. The current United States Constitution was adopted on September 17, 1787; its ratification the following year made the states part of a single republic with a strong central government. The Bill of Rights, comprising ten constitutional amendments guaranteeing many fundamental civil rights and freedoms, was ratified in 1791.
Through the 19th century, the United States displaced native tribes, acquired the Louisiana territory from France, Florida from Spain, part of the Oregon Country from the United Kingdom, Alta California and New Mexico from Mexico, Alaska from Russia, and annexed the Republic of Texas and the Republic of Hawaii. Disputes between the agrarian South and industrial North over the expansion of the institution of slavery and states' rights provoked the Civil War of the 1860s. The North's victory prevented a permanent split of the country and led to the end of legal slavery in the United States. By the 1870s, its national economy was the world's largest. The Spanish–American War and World War I confirmed the country's status as a military power. It emerged from World War II as the first country with nuclear weapons and a permanent member of the United Nations Security Council. The end of the Cold War and the dissolution of the Soviet Union left the United States as the sole superpower. The country accounts for 41% of global military spending, and it is a leading economic, political, and cultural force in the world.
The short form "United States" is also standard. Other common forms include the "U.S.", the "USA", and "America". Colloquial names include the "U.S. of A." and, internationally, the "States". "Columbia", a once popular name for the United States, derives from Christopher Columbus; it appears in the name "District of Columbia".
The standard way to refer to a citizen of the United States is as an "American". Although "United States" is the official appositional term, "American" and "U.S." are more commonly used to refer to the country adjectivally ("American values", "U.S. forces"). "American" is rarely used in English to refer to people not connected to the United States.
The phrase "United States" was originally treated as plural—e.g., "the United States are"—including in the Thirteenth Amendment to the United States Constitution, ratified in 1865. It became common to treat it as singular—e.g., "the United States is"—after the end of the Civil War. The singular form is now standard; the plural form is retained in the idiom "these United States".
The coastal plain of the Atlantic seaboard gives way further inland to deciduous forests and the rolling hills of the Piedmont. The Appalachian Mountains divide the eastern seaboard from the Great Lakes and the grasslands of the Midwest. The Mississippi–Missouri River, the world's fourth longest river system, runs mainly north–south through the heart of the country. The flat, fertile prairie of the Great Plains stretches to the west, interrupted by a highland region in the southeast. The Rocky Mountains, at the western edge of the Great Plains, extend north to south across the country, reaching altitudes higher than 14,000 feet (4,300 m) in Colorado. Farther west are the rocky Great Basin and deserts such as the Mojave. The Sierra Nevada and Cascade mountain ranges run close to the Pacific coast. At 20,320 feet (6,194 m), Alaska's Mount McKinley is the tallest peak in the country and in North America. Active volcanoes are common throughout Alaska's Alexander and Aleutian Islands, and Hawaii consists of volcanic islands. The supervolcano underlying Yellowstone National Park in the Rockies is the continent's largest volcanic feature. The United States, with its large size and geographic variety, includes most climate types. To the east of the 100th meridian, the climate ranges from humid continental in the north to humid subtropical in the south. The southern tip of Florida is tropical, as is Hawaii. The Great Plains west of the 100th meridian are semi-arid. Much of the Western mountains are alpine. The climate is arid in the Great Basin, desert in the Southwest, Mediterranean in coastal California, and oceanic in coastal Oregon and Washington and southern Alaska. Most of Alaska is subarctic or polar. Extreme weather is not uncommon—the states bordering the Gulf of Mexico are prone to hurricanes, and most of the world's tornadoes occur within the country, mainly in the Midwest's Tornado Alley.
The U.S. ecology is considered "megadiverse": about 17,000 species of vascular plants occur in the contiguous United States and Alaska, and over 1,800 species of flowering plants are found in Hawaii, few of which occur on the mainland. The United States is home to more than 400 mammal, 750 bird, and 500 reptile and amphibian species. About 91,000 insect species have been described. The Endangered Species Act of 1973 protects threatened and endangered species and their habitats, which are monitored by the United States Fish and Wildlife Service. There are fifty-eight national parks and hundreds of other federally managed parks, forests, and wilderness areas. Altogether, the government owns 28.8% of the country's land area. Most of this is protected, though some is leased for oil and gas drilling, mining, logging, or cattle ranching; 2.4% is used for military purposes.
The states compose the vast bulk of the U.S. land mass; the two other areas considered integral parts of the country are the District of Columbia, the federal district where the capital, Washington, is located; and Palmyra Atoll, an uninhabited but incorporated territory in the Pacific Ocean. The United States also possesses five major overseas territories: Puerto Rico and the United States Virgin Islands in the Caribbean; and American Samoa, Guam, and the Northern Mariana Islands in the Pacific. Those born in the major territories (except for American Samoa) possess U.S. citizenship. American citizens residing in the territories have many of the same rights and responsibilities as citizens residing in the states; however, they are generally exempt from federal income tax, may not vote for president, and have only nonvoting representation in the U.S. Congress.
In 1492, Genoese explorer Christopher Columbus, under contract to the Spanish crown, reached several Caribbean islands, making first contact with the indigenous people. On April 2, 1513, Spanish conquistador Juan Ponce de León landed on what he called "La Florida"—the first documented European arrival on what would become the U.S. mainland. Spanish settlements in the region were followed by ones in the present-day southwestern United States that drew thousands through Mexico. French fur traders established outposts of New France around the Great Lakes; France eventually claimed much of the North American interior, down to the Gulf of Mexico. The first successful English settlements were the Virginia Colony in Jamestown in 1607 and the Pilgrims' Plymouth Colony in 1620. The 1628 chartering of the Massachusetts Bay Colony resulted in a wave of migration; by 1634, New England had been settled by some 10,000 Puritans. Between the late 1610s and the American Revolution, about 50,000 convicts were shipped to Britain's American colonies. Beginning in 1614, the Dutch settled along the lower Hudson River, including New Amsterdam on Manhattan Island.
In 1674, the Dutch ceded their American territory to England; the province of New Netherland was renamed New York. Many new immigrants, especially to the South, were indentured servants—some two-thirds of all Virginia immigrants between 1630 and 1680. By the turn of the 18th century, African slaves were becoming the primary source of bonded labor. With the 1729 division of the Carolinas and the 1732 colonization of Georgia, the thirteen British colonies that would become the United States of America were established. All had local governments with elections open to most free men, with a growing devotion to the ancient rights of Englishmen and a sense of self-government stimulating support for republicanism. All legalized the African slave trade. With high birth rates, low death rates, and steady immigration, the colonial population grew rapidly. The Christian revivalist movement of the 1730s and 1740s known as the Great Awakening fueled interest in both religion and religious liberty. In the French and Indian War, British forces seized Canada from the French, but the francophone population remained politically isolated from the southern colonies. Excluding the Native Americans (popularly known as "American Indians"), who were being displaced, those thirteen colonies had a population of 2.6 million in 1770, about one-third that of Britain; nearly one in five Americans were black slaves. Though subject to British taxation, the American colonials had no representation in the Parliament of Great Britain.
After the British defeat by American forces assisted by the French and Spanish, Great Britain recognized the independence of the United States and the states' sovereignty over American territory west to the Mississippi River. Those wishing to establish a strong national government with powers of taxation organized a constitutional convention in 1787. The United States Constitution was ratified in 1788, and the new republic's first Senate, House of Representatives, and president—George Washington—took office in 1789. The Bill of Rights, forbidding federal restriction of personal freedoms and guaranteeing a range of legal protections, was adopted in 1791.
Attitudes toward slavery were shifting; a clause in the Constitution protected the transatlantic slave trade only until 1808. The Northern states abolished slavery between 1780 and 1804, leaving the slave states of the South as defenders of the "peculiar institution". The Second Great Awakening, beginning about 1800, made evangelicalism a force behind various social reform movements, including abolitionism.
Americans' eagerness to expand westward prompted a long series of Indian Wars. The Louisiana Purchase of French-claimed territory under President Thomas Jefferson in 1803 almost doubled the nation's size. The War of 1812, declared against Britain over various grievances and fought to a draw, strengthened U.S. nationalism. A series of U.S. military incursions into Florida led Spain to cede it and other Gulf Coast territory in 1819. The Trail of Tears in the 1830s exemplified the Indian removal policy that stripped the native peoples of their land. The United States annexed the Republic of Texas in 1845, amid a period when the concept of Manifest Destiny was becoming popular. The 1846 Oregon Treaty with Britain led to U.S. control of the present-day American Northwest. The U.S. victory in the Mexican-American War resulted in the 1848 cession of California and much of the present-day American Southwest. The California Gold Rush of 1848–49 further spurred western migration. New railways made relocation easier for settlers and increased conflicts with Native Americans. Over a half-century, up to 40 million American bison, or buffalo, were slaughtered for skins and meat and to ease the railways' spread. The loss of the buffalo, a primary resource for the plains Indians, was an existential blow to many native cultures.
After the war, the assassination of Lincoln radicalized Republican Reconstruction policies aimed at reintegrating and rebuilding the Southern states while ensuring the rights of the newly freed slaves. The resolution of the disputed 1876 presidential election by the Compromise of 1877 ended Reconstruction; Jim Crow laws soon disenfranchised many African Americans. In the North, urbanization and an unprecedented influx of immigrants from Southern Southern and Eastern Europe hastened the country's industrialization. The wave of immigration, lasting until 1929, provided labor and transformed American culture. National infrastructure development spurred economic growth. The 1867 Alaska Purchase from Russia completed the country's mainland expansion. The Wounded Knee Massacre in 1890 was the last major armed conflict of the Indian Wars. In 1893, the indigenous monarchy of the Pacific Kingdom of Hawaii was overthrown in a coup led by American residents; the United States annexed the archipelago in 1898. Victory in the Spanish–American War the same year demonstrated that the United States was a world power and led to the annexation of Puerto Rico, Guam, and the Philippines. The Philippines gained independence a half-century later; Puerto Rico and Guam remain U.S. territories.
The 1961 Soviet launch of the first manned spaceflight prompted President John F. Kennedy's call for the United States to be first to land "a man on the moon", achieved in 1969. Kennedy also faced a tense nuclear showdown with Soviet forces in Cuba. Meanwhile, the United States experienced sustained economic expansion. A growing civil rights movement, symbolized and led by African Americans such as Rosa Parks, Martin Luther King, Jr., and James Bevel, used nonviolence to confront segregation and discrimination. Following Kennedy's assassination in 1963, the Civil Rights Act of 1964 and Voting Rights Act of 1965 were passed under President Lyndon B. Johnson. He also signed into law the Medicare and Medicaid programs. Johnson and his successor, Richard Nixon, expanded a proxy war in Southeast Asia into the unsuccessful Vietnam War. A widespread countercultural movement grew, fueled by opposition to the war, black nationalism, and the sexual revolution. Betty Friedan, Gloria Steinem, and others led a new wave of feminism that sought political, social, and economic equality for women.
As a result of the Watergate scandal, in 1974 Nixon became the first U.S. president to resign, to avoid being impeached on charges including obstruction of justice and abuse of power. The Jimmy Carter administration of the late 1970s was marked by stagflation and the Iran hostage crisis. The election of Ronald Reagan as president in 1980 heralded a rightward shift in American politics, reflected in major changes in taxation and spending priorities. His second term in office brought both the Iran-Contra scandal and significant diplomatic progress with the Soviet Union. The subsequent Soviet collapse ended the Cold War.
On September 11, 2001, al-Qaeda terrorists struck the World Trade Center in New York City and The Pentagon near Washington, D.C., killing nearly three thousand people. In response, the Bush administration launched the global War on Terror, invading Afghanistan and removing the Taliban government and al-Qaeda training camps. Taliban insurgents continue to fight a guerrilla war. In 2002, the Bush administration began to press for regime change in Iraq on controversial grounds. Forces of a so-called Coalition of the Willing invaded Iraq in 2003, ousting Saddam Hussein. In 2005, Hurricane Katrina caused severe destruction along much of the Gulf Coast, devastating New Orleans. In 2008, amid a global economic recession, the first African American president, Barack Obama, was elected. In 2010, major health care and financial system reforms were enacted.

The House of Representatives has 435 voting members, each representing a congressional district for a two-year term. House seats are apportioned among the states by population every tenth year. As of the 2000 census, seven states have the minimum of one representative, while California, the most populous state, has fifty-three. The Senate has 100 members with each state having two senators, elected at-large to six-year terms; one third of Senate seats are up for election every other year. The president serves a four-year term and may be elected to the office no more than twice. The president is not elected by direct vote, but by an indirect electoral college system in which the determining votes are apportioned to the states and the District of Columbia. The Supreme Court, led by the Chief Justice of the United States, has nine members, who serve for life.
The state governments are structured in roughly similar fashion; Nebraska uniquely has a unicameral legislature. The governor (chief executive) of each state is directly elected. Some state judges and cabinet officers are appointed by the governors of the respective states, while others are elected by popular vote.
The original text of the Constitution establishes the structure and responsibilities of the federal government and its relationship with the individual states. Article One protects the right to the "great writ" of habeas corpus, and Article Three guarantees the right to a jury trial in all criminal cases. Amendments to the Constitution require the approval of three-fourths of the states. The Constitution has been amended twenty-seven times; the first ten amendments, which make up the Bill of Rights, and the Fourteenth Amendment form the central basis of Americans' individual rights. All laws and governmental procedures are subject to judicial review and any law ruled in violation of the Constitution is voided. The principle of judicial review, not explicitly mentioned in the Constitution, was declared by the Supreme Court in ''Marbury v. Madison'' (1803).
Within American political culture, the Republican Party is considered center-right or "conservative" and the Democratic Party is considered center-left or "liberal". The states of the Northeast and West Coast and some of the Great Lakes states, known as "blue states", are relatively liberal. The "red states" of the South and parts of the Great Plains and Rocky Mountains are relatively conservative.
The winner of the 2008 presidential election, Democrat Barack Obama, is the 44th U.S. president. The 2010 midterm elections saw the Republican Party take control of the House and make gains in the Senate, where the Democrats retain the majority. In the 112th United States Congress, the Senate comprises 51 Democrats, two independents who caucus with the Democrats, and 47 Republicans; the House comprises 240 Republicans and 192 Democrats—three seats are vacant. There are 29 Republican and 20 Democratic state governors, as well as one independent.
The United States exercises global economic, political, and military influence. It is a permanent member of the United Nations Security Council and New York City hosts the United Nations Headquarters. It is a member of the G8, G20, and Organisation for Economic Co-operation and Development. Almost all countries have embassies in Washington, D.C., and many have consulates around the country. Likewise, nearly all nations host American diplomatic missions. However, Cuba, Iran, North Korea, Bhutan, Libya, and the Republic of China (Taiwan) do not have formal diplomatic relations with the United States.
The United States has a "special relationship" with the United Kingdom and strong ties with Canada, Australia, New Zealand, the Philippines, Japan, South Korea, Israel, and several European countries. It works closely with fellow NATO members on military and security issues and with its neighbors through the Organization of American States and free trade agreements such as the trilateral North American Free Trade Agreement with Canada and Mexico. In 2008, the United States spent a net $25.4 billion on official development assistance, the most in the world. As a share of America's large gross national income (GNI), however, the U.S. contribution of 0.18% ranked last among twenty-two donor states. By contrast, private overseas giving by Americans is relatively generous.
The president holds the title of commander-in-chief of the nation's armed forces and appoints its leaders, the secretary of defense and the Joint Chiefs of Staff. The United States Department of Defense administers the armed forces, including the Army, Navy, Marine Corps, and Air Force. The Coast Guard is run by the Department of Homeland Security in peacetime and the Department of the Navy in time of war. In 2008, the armed forces had 1.4 million personnel on active duty. The Reserves and National Guard brought the total number of troops to 2.3 million. The Department of Defense also employed about 700,000 civilians, not including contractors.
Military service is voluntary, though conscription may occur in wartime through the Selective Service System. American forces can be rapidly deployed by the Air Force's large fleet of transport aircraft, the Navy's eleven active aircraft carriers, and Marine Expeditionary Units at sea with the Navy's Atlantic and Pacific fleets. The military operates 865 bases and facilities abroad, and maintains deployments greater than 100 active duty personnel in 25 foreign countries. The extent of this global military presence has prompted some scholars to describe the United States as maintaining an "empire of bases".
Total U.S. military spending in 2008, more than $600 billion, was over 41% of global military spending and greater than the next fourteen largest national military expenditures combined. The per capita spending of $1,967 was about nine times the world average; at 4% of GDP, the rate was the second-highest among the top fifteen military spenders, after Saudi Arabia. The proposed base Department of Defense budget for 2012, $553 billion, is a 4.2% increase over 2011; an additional $118 billion is proposed for the military campaigns in Iraq and Afghanistan. As of September 2010, the United States is scheduled to have 96,000 troops deployed to Afghanistan, and 50,000 to Iraq. As of July 25, 2011, the United States had suffered 4,474 military fatalities during the Iraq War, and 1,680 during the War in Afghanistan.
The United States has a capitalist mixed economy, which is fueled by abundant natural resources, a well-developed infrastructure, and high productivity. According to the International Monetary Fund, the U.S. GDP of $15 trillion constitutes 23% of the gross world product at market exchange rates and over 20% of the gross world product at purchasing power parity (PPP). Though larger than any other nation's, its national GDP is about 5% smaller than the GDP of the European Union at PPP in 2008. The country ranks ninth in the world in nominal GDP per capita and sixth in GDP per capita at PPP. The U.S. dollar is the world's primary reserve currency.
The United States is the largest importer of goods and third largest exporter, though exports per capita are relatively low. In 2008, the total U.S. trade deficit was $696 billion. Canada, China, Mexico, Japan, and Germany are its top trading partners. In 2007, vehicles constituted both the leading import and leading export commodity. China is the largest foreign holder of U.S. public debt.
In 2009, the private sector was estimated to constitute 55.3% of the economy, with federal government activity accounting for 24.1% and state and local government activity (including federal transfers) the remaining 20.6%. While its economy has reached a postindustrial level of development and its service sector constitutes 67.8% of GDP, the United States remains an industrial power. The leading business field by gross business receipts is wholesale and retail trade; by net income it is manufacturing. Chemical products are the leading manufacturing field. The United States is the third largest producer of oil in the world, as well as its largest importer. It is the world's number one producer of electrical and nuclear energy, as well as liquid natural gas, sulfur, phosphates, and salt. While agriculture accounts for just under 1% of GDP, the United States is the world's top producer of corn and soybeans. Coca-Cola and McDonald's are the two most recognized brands in the world.
In August 2010, the American labor force comprised 154.1 million people. With 21.2 million people, government is the leading field of employment. The largest private employment sector is health care and social assistance, with 16.4 million people. About 12% of workers are unionized, compared to 30% in Western Europe. The World Bank ranks the United States first in the ease of hiring and firing workers. In 2009, the United States had the third highest labor productivity per person in the world, behind Luxembourg and Norway. It was fourth in productivity per hour, behind those two countries and the Netherlands. Compared to Europe, U.S. property and corporate income tax rates are generally higher, while labor and, particularly, consumption tax rates are lower.
According to the United States Census Bureau, the pretax median household income in 2007 was $49,777. The median ranged from $65,469 among Asian American households to $32,584 among African American households. Using purchasing power parity exchange rates, the overall median is similar to the most affluent cluster of developed nations. After declining sharply during the middle of the 20th century, poverty rates have plateaued since the early 1970s, with 11–15% of Americans below the poverty line every year, and 58.5% spending at least one year in poverty between the ages of 25 and 75. In 2009, 43.6 million Americans lived in poverty.
The U.S. welfare state is one of the least extensive in the developed world, reducing both relative poverty and absolute poverty by considerably less than the mean for rich nations, though combined private and public social expenditures per capita are relatively high. While the American welfare state effectively reduces poverty among the elderly, it provides relatively little assistance to the young. A 2007 UNICEF study of children's well-being in twenty-one industrialized nations ranked the United States next to last.
Between 1947 and 1979, real median income rose by over 80% for all classes, with the incomes of poor Americans rising faster than those of the rich. Since 1980, the United States has witnessed strong increases in productivity, low unemployment, and low inflation. However, income gains since 1980 have been slower than in previous decades, less widely shared, and accompanied by increased economic insecurity. Median household income has increased for all classes since 1980, largely owing to more dual-earner households, the closing of the gender gap, and longer work hours, but growth has been slower and strongly tilted toward the very top (see graph). Consequently, the share of income of the top 1%—21.8% of total reported income in 2005—has more than doubled since 1980, leaving the United States with the greatest income inequality among developed nations. The top 1% pays 27.6% of all federal taxes, while the top 10% pays 54.7%. Wealth, like income, is highly concentrated: The richest 10% of the adult population possesses 69.8% of the country's household wealth, the second-highest share among developed nations. The top 1% possesses 33.4% of net wealth. In 2010 the United Nations Development Programme ranked the United States 12th among 139 countries on its inequality-adjusted human development index (IHDI), eight places lower than in the standard HDI.
The rise of Nazism in the 1930s led many European scientists, including Albert Einstein and Enrico Fermi, to immigrate to the United States. During World War II, the Manhattan Project developed nuclear weapons, ushering in the Atomic Age. The Space Race produced rapid advances in rocketry, materials science, and computers. IBM, Apple Computer, and Microsoft refined and popularized the personal computer. The United States largely developed the ARPANET and its successor, the Internet. Today, 64% of research and development funding comes from the private sector. The United States leads the world in scientific research papers and impact factor. Americans possess high levels of technological consumer goods, and almost half of U.S. households have broadband Internet access. Light rail development has increased in recent years but, like high speed rail, is below European levels. Bicycle usage for work commutes is minimal.
The civil airline industry is entirely privately owned and has been largely deregulated since 1978, while most major airports are publicly owned. The four largest airlines in the world by passengers carried are American; Southwest Airlines is number one. Of the world's thirty busiest passenger airports, sixteen are in the United States, including the busiest, Hartsfield-Jackson Atlanta International Airport.
The United States energy market is 29,000 terawatt hours per year. Energy consumption per capita is 7.8 tons of oil equivalent per year, the 10th highest rate in the world. In 2005, 40% of this energy came from petroleum, 23% from coal, and 22% from natural gas. The remainder was supplied by nuclear power and renewable energy sources. The United States is the world's largest consumer of petroleum. For decades, nuclear power has played a limited role relative to many other developed countries, in part due to public perception in the wake of a 1979 accident. In 2007, several applications for new nuclear plants were filed. The United States has 27% of global coal reserves.
American public education is operated by state and local governments, regulated by the United States Department of Education through restrictions on federal grants. Children are required in most states to attend school from the age of six or seven (generally, kindergarten or first grade) until they turn eighteen (generally bringing them through twelfth grade, the end of high school); some states allow students to leave school at sixteen or seventeen. About 12% of children are enrolled in parochial or nonsectarian private schools. Just over 2% of children are homeschooled.
The United States has many competitive private and public institutions of higher education. According to prominent international rankings, 13 or 15 American colleges and universities are ranked among the top 20 in the world. There are also local community colleges with generally more open admission policies, shorter academic programs, and lower tuition. Of Americans twenty-five and older, 84.6% graduated from high school, 52.6% attended some college, 27.2% earned a bachelor's degree, and 9.6% earned graduate degrees. The basic literacy rate is approximately 99%. The United Nations assigns the United States an Education Index of 0.97, tying it for 12th in the world.
The U.S. health care system far outspends any other nation's, measured in both per capita spending and percentage of GDP. The World Health Organization ranked the U.S. health care system in 2000 as first in responsiveness, but 37th in overall performance.
Health care coverage in the United States is a combination of public and private efforts, and is not universal as in all other developed countries. In 2004, private insurance paid for 36% of personal health expenditures, private out-of-pocket payments covered 15%, and federal, state, and local governments paid for 44%. In 2005, 46.6 million Americans, 15.9% of the population, were uninsured, 5.4 million more than in 2001. The main cause of this rise is the drop in the number of Americans with employer-sponsored health insurance. The subject of uninsured and underinsured Americans is a major political issue. A 2009 study estimated that lack of insurance is associated with nearly 45,000 deaths a year. In 2006, Massachusetts became the first state to mandate universal health insurance. Federal legislation passed in early 2010 will create a near-universal health insurance system around the country by 2014.
Law enforcement in the United States is primarily the responsibility of local police and sheriff's departments, with state police providing broader services. Federal agencies such as the Federal Bureau of Investigation (FBI) and the U.S. Marshals Service have specialized duties. At the federal level and in almost every state, jurisprudence operates on a common law system. State courts conduct most criminal trials; federal courts handle certain designated crimes as well as certain appeals from the state systems. Federal law prohibits a variety of drugs, although states sometimes pass laws in conflict with federal regulations. The smoking age is generally 18 and the drinking age is generally 21.
Among developed nations, the United States has above-average levels of violent crime and particularly high levels of gun violence and homicide. There were 5.0 murders per 100,000 persons in 2009, 10.4% fewer than in 2000. Gun ownership rights are the subject of contentious political debate.The United States has the highest documented incarceration rate and total prison population in the world. At the start of 2008, more than 2.3 million people were incarcerated, more than one in every 100 adults. The current rate is about seven times the 1980 figure, and over three times the figure in Poland, the Organisation for Economic Co-operation and Development (OECD) country with the next highest rate. African American males are jailed at about six times the rate of white males and three times the rate of Hispanic males. The country's high rate of incarceration is largely due to sentencing and drug policies.
Though it has been abolished in most Western nations, capital punishment is sanctioned in the United States for certain federal and military crimes, and in thirty-four states. Since 1976, when the U.S. Supreme Court reinstated the death penalty after a four-year moratorium, there have been more than 1,000 executions. In 2010, the country had the fifth highest number of executions in the world, following China, Iran, North Korea, and Yemen. In 2007, New Jersey became the first state to legislatively abolish the death penalty since the 1976 Supreme Court decision, followed by New Mexico in 2009 and Illinois in 2011.
The U.S. Census Bureau estimates the country's population now to be }}, including an estimated 11.2 million illegal immigrants. The U.S. population almost quadrupled during the 20th century, from about 76 million in 1900. The third most populous nation in the world, after China and India, the United States is the only industrialized nation in which large population increases are projected. Even with a birth rate of 13.82 per 1,000, 30% below the world average, its population growth rate is positive at 1%, significantly higher than those of many developed nations. In fiscal year 2010, over 1 million immigrants (most of whom entered through family reunification) were granted legal residence. Mexico has been the leading source of new residents for over two decades; since 1998, China, India, and the Philippines have been in the top four sending countries every year.
The United States has a very diverse population—thirty-one ancestry groups have more than one million members. White Americans are the largest racial group; German Americans, Irish Americans, and English Americans constitute three of the country's four largest ancestry groups. African Americans are the nation's largest racial minority and third largest ancestry group. Asian Americans are the country's second largest racial minority; the two largest Asian American ethnic groups are Chinese Americans and Filipino Americans. In 2010, the U.S. population included an estimated 5.2 million people with some American Indian or Alaska Native ancestry (2.9 million exclusively of such ancestry) and 1.2 million with some native Hawaiian or Pacific island ancestry (0.5 million exclusively). The census counted more than 19 million people of "Some Other Race" who were "unable to identify with any" of its five official race categories in 2010.
The population growth of Hispanic and Latino Americans (the terms are officially interchangeable) is a major demographic trend. The 50.5 million Americans of Hispanic descent are identified as sharing a distinct "ethnicity" by the Census Bureau; 64% of Hispanic Americans are of Mexican descent. Between 2000 and 2010, the country's Hispanic population increased 43% while the non-Hispanic population rose just 4.9%. Much of this growth is from immigration; as of 2007, 12.6% of the U.S. population was foreign-born, with 54% of that figure born in Latin America. Fertility is also a factor; the average Hispanic woman gives birth to 3.0 children in her lifetime, compared to 2.2 for non-Hispanic black women and 1.8 for non-Hispanic white women (below the replacement rate of 2.1). Minorities (as defined by the Census Bureau, all those beside non-Hispanic, non-multiracial whites) constitute 34% of the population, and are projected to constitute the majority by 2042.
About 82% of Americans live in urban areas (including suburbs); about half of those reside in cities with populations over 50,000. In 2008, 273 incorporated places had populations over 100,000, nine cities had more than 1 million residents, and four global cities had over 2 million (New York City, Los Angeles, Chicago, and Houston). There are fifty-two metropolitan areas with populations greater than 1 million. Of the fifty fastest-growing metro areas, forty-seven are in the West or South. The metro areas of Dallas, Houston, Atlanta, and Phoenix all grew by more than a million people between 2000 and 2008.
English is the de facto national language. Although there is no official language at the federal level, some laws—such as U.S. naturalization requirements—standardize English. In 2007, about 226 million, or 80% of the population aged five years and older, spoke only English at home. Spanish, spoken by 12% of the population at home, is the second most common language and the most widely taught second language. Some Americans advocate making English the country's official language, as it is in at least twenty-eight states. Both Hawaiian and English are official languages in Hawaii by state law.
While neither has an official language, New Mexico has laws providing for the use of both English and Spanish, as Louisiana does for English and French. Other states, such as California, mandate the publication of Spanish versions of certain government documents including court forms. Many jurisdictions with large numbers of non-English speakers produce government materials, especially voting information, in the most commonly spoken languages in those jurisdictions. Several insular territories grant official recognition to their native languages, along with English: Samoan and Chamorro are recognized by American Samoa and Guam, respectively; Carolinian and Chamorro are recognized by the Northern Mariana Islands; Spanish is an official language of Puerto Rico.
The United States is officially a secular nation; the First Amendment of the U.S. Constitution guarantees the free exercise of religion and forbids the establishment of any religious governance. In a 2002 study, 59% of Americans said that religion played a "very important role in their lives", a far higher figure than that of any other wealthy nation. According to a 2007 survey, 78.4% of adults identified themselves as Christian, down from 86.4% in 1990. Protestant denominations accounted for 51.3%, while Roman Catholicism, at 23.9%, was the largest individual denomination. The study categorizes white evangelicals, 26.3% of the population, as the country's largest religious cohort; another study estimates evangelicals of all races at 30–35%. The total reporting non-Christian religions in 2007 was 4.7%, up from 3.3% in 1990. The leading non-Christian faiths were Judaism (1.7%), Buddhism (0.7%), Islam (0.6%), Hinduism (0.4%), and Unitarian Universalism (0.3%). The survey also reported that 16.1% of Americans described themselves as agnostic, atheist, or simply having no religion, up from 8.2% in 1990.
Same-sex marriage is a contentious issue. Some states permit civil unions or domestic partnerships in lieu of marriage. Since 2003, several states have legalized gay marriage as the result of judicial or legislative action. Meanwhile, the federal government and a majority of states define marriage as between a man and a woman and/or explicitly prohibit same-sex marriage. Public opinion on the issue has shifted from general opposition in the 1990s to a statistical deadlock as of 2011.
The U.S. teenage pregnancy rate, 79.8 per 1,000 women, is the highest among OECD nations. Abortion policy was left to the states until the Supreme Court legalized the practice in 1972. The issue remains highly controversial, with public opinion closely divided for many years. Many states ban public funding of the procedure and restrict late-term abortions, require parental notification for minors, and mandate a waiting period. While the abortion rate is falling, the abortion ratio of 241 per 1,000 live births and abortion rate of 15 per 1,000 women aged 15–44 remain higher than those of most Western nations.
American culture is considered the most individualistic in the world. Though the American Dream, or the perception that Americans enjoy high social mobility, plays a key role in attracting immigrants, other developed nations offer greater social mobility. While the mainstream culture holds that the United States is a classless society, scholars identify significant differences between the country's social classes, affecting socialization, language, and values. The American middle and professional class has initiated many contemporary social trends such as modern feminism, environmentalism, and multiculturalism. Americans' self-images, social viewpoints, and cultural expectations are associated with their occupations to an unusually close degree. While Americans tend greatly to value socioeconomic achievement, being ordinary or average is generally seen as a positive attribute.
Americans are the heaviest television viewers in the world, and the average viewing time continues to rise, reaching five hours a day in 2006. The four major broadcast networks are all commercial entities. Americans listen to radio programming, also largely commercialized, on average just over two-and-a-half hours a day. Aside from web portals and search engines, the most popular websites are Facebook, YouTube, Wikipedia, Blogger, eBay, and Craigslist.
The rhythmic and lyrical styles of African-American music have deeply influenced American music at large, distinguishing it from European traditions. Elements from folk idioms such as the blues and what is now known as old-time music were adopted and transformed into popular genres with global audiences. Jazz was developed by innovators such as Louis Armstrong and Duke Ellington early in the 20th century. Country music developed in the 1920s, and rhythm and blues in the 1940s. Elvis Presley and Chuck Berry were among the mid-1950s pioneers of rock and roll. In the 1960s, Bob Dylan emerged from the folk revival to become one of America's most celebrated songwriters and James Brown led the development of funk. More recent American creations include hip hop and house music. American pop stars such as Presley, Michael Jackson, and Madonna have become global celebrities.
In the 18th and early 19th centuries, American art and literature took most of its cues from Europe. Writers such as Nathaniel Hawthorne, Edgar Allan Poe, and Henry David Thoreau established a distinctive American literary voice by the middle of the 19th century. Mark Twain and poet Walt Whitman were major figures in the century's second half; Emily Dickinson, virtually unknown during her lifetime, is now recognized as an essential American poet. A work seen as capturing fundamental aspects of the national experience and character—such as Herman Melville's ''Moby-Dick'' (1851), Twain's ''The Adventures of Huckleberry Finn'' (1885), and F. Scott Fitzgerald's ''The Great Gatsby'' (1925)—may be dubbed the "Great American Novel".
Eleven U.S. citizens have won the Nobel Prize in Literature, most recently Toni Morrison in 1993. William Faulkner and Ernest Hemingway are often named among the most influential writers of the 20th century. Popular literary genres such as the Western and hardboiled crime fiction developed in the United States. The Beat Generation writers opened up new literary approaches, as have postmodernist authors such as John Barth, Thomas Pynchon, and Don DeLillo.
The transcendentalists, led by Thoreau and Ralph Waldo Emerson, established the first major American philosophical movement. After the Civil War, Charles Sanders Peirce and then William James and John Dewey were leaders in the development of pragmatism. In the 20th century, the work of W. V. Quine and Richard Rorty, built upon by Noam Chomsky, brought analytic philosophy to the fore of U.S. academics. John Rawls and Robert Nozick led a revival of political philosophy.
In the visual arts, the Hudson River School was a mid-19th-century movement in the tradition of European naturalism. The realist paintings of Thomas Eakins are now widely celebrated. The 1913 Armory Show in New York City, an exhibition of European modernist art, shocked the public and transformed the U.S. art scene. Georgia O'Keeffe, Marsden Hartley, and others experimented with new styles, displaying a highly individualistic sensibility. Major artistic movements such as the abstract expressionism of Jackson Pollock and Willem de Kooning and the pop art of Andy Warhol and Roy Lichtenstein developed largely in the United States. The tide of modernism and then postmodernism has brought fame to American architects such as Frank Lloyd Wright, Philip Johnson, and Frank Gehry. One of the first major promoters of American theater was impresario P. T. Barnum, who began operating a lower Manhattan entertainment complex in 1841. The team of Harrigan and Hart produced a series of popular musical comedies in New York starting in the late 1870s. In the 20th century, the modern musical form emerged on Broadway; the songs of musical theater composers such as Irving Berlin, Cole Porter, and Stephen Sondheim have become pop standards. Playwright Eugene O'Neill won the Nobel literature prize in 1936; other acclaimed U.S. dramatists include multiple Pulitzer Prize winners Tennessee Williams, Edward Albee, and August Wilson.
Though little known at the time, Charles Ives's work of the 1910s established him as the first major U.S. composer in the classical tradition, while experimentalists such as Henry Cowell and John Cage created a distinctive American approach to classical composition. Aaron Copland and George Gershwin developed a new synthesis of popular and classical music. Choreographers Isadora Duncan and Martha Graham helped create modern dance, while George Balanchine and Jerome Robbins were leaders in 20th century ballet. Americans have long been important in the modern artistic medium of photography, with major photographers including Alfred Stieglitz, Edward Steichen, and Ansel Adams. The newspaper comic strip and the comic book are both U.S. innovations. Superman, the quintessential comic book superhero, has become an American icon.
Characteristic dishes such as apple pie, fried chicken, pizza, hamburgers, and hot dogs derive from the recipes of various immigrants. French fries, Mexican dishes such as burritos and tacos, and pasta dishes freely adapted from Italian sources are widely consumed. Americans generally prefer coffee to tea. Marketing by U.S. industries is largely responsible for making orange juice and milk ubiquitous breakfast beverages.
The American fast food industry, the world's largest, pioneered the drive-through format in the 1930s. Fast food consumption has sparked health concerns. During the 1980s and 1990s, Americans' caloric intake rose 24%; frequent dining at fast food outlets is associated with what public health officials call the American "obesity epidemic". Highly sweetened soft drinks are widely popular, and sugared beverages account for 9% of American caloric intake.
While most major U.S. sports have evolved out of European practices, basketball, volleyball, skateboarding, snowboarding, and cheerleading are American inventions. Lacrosse and surfing arose from Native American and Native Hawaiian activities that predate Western contact. Eight Olympic Games have taken place in the United States. The United States has won 2,301 medals at the Summer Olympic Games, more than any other country, and 253 in the Winter Olympic Games, the second most.

The President of the United States of America is the head of state and head of government of the United States. The president leads the executive branch of the federal government and is the commander-in-chief of the United States Armed Forces.
Article II of the U.S. Constitution vests the executive power of the United States in the president and charges him with the execution of federal law, alongside the responsibility of appointing federal executive, diplomatic, regulatory, and judicial officers, and concluding treaties with foreign powers, with the advice and consent of the Senate. The president is further empowered to grant federal pardons and reprieves, and to convene and adjourn either or both houses of Congress under extraordinary circumstances. Since the founding of the United States, the power of the president and the federal government have grown substantially and each modern president, despite possessing no formal legislative powers beyond signing or vetoing congressionally passed bills, is largely responsible for dictating the legislative agenda of his party and the foreign and domestic policy of the United States. The president is frequently described as the most powerful person in the world.
The president is indirectly elected by the people through the Electoral College to a four-year term, and is one of only two nationally elected federal officers, the other being the Vice President of the United States. The Twenty-second Amendment, adopted in 1951, prohibits anyone from ever being elected to the presidency for a third full term. It also prohibits a person from being elected to the presidency more than once if that person previously had served as president, or acting president, for more than two years of another person's term as president. In all, 43 individuals have served 55 four-year terms. On January 20, 2009, Barack Obama became the 44th and current president.
In 1776, the Thirteen Colonies, acting through the Second Continental Congress, declared political independence from Great Britain during the American Revolution. The new states, though also independent of each other, recognized the necessity of coordinating their efforts against the British. Desiring to avoid anything that remotely resembled a monarchy, Congress negotiated the Articles of Confederation to establish a weak alliance between the states. As a central authority, Congress under the Articles was without any legislative power; it could make its own resolutions, determinations, and regulations, but not any laws, nor any taxes or local commercial regulations enforceable upon citizens. This institutional design reflected the conception of how Americans believed the deposed British system of Crown and Parliament ought to have functioned with respect to the royal dominion: a superintending body for matters that concerned the entire empire. Out from under any monarchy, the states assigned some formerly royal prerogatives (''e.g.'', making war, receiving ambassadors, etc.) to Congress, while keeping the rest for themselves. The Articles took effect on March 1, 1781, when the final state of Maryland ratified the document.
In 1783, the Treaty of Paris secured independence for the former colonies. With peace at hand, the states each turned toward their own internal affairs. By 1786, Americans found their continental borders besieged and weak, their respective economies in crises as neighboring states agitated trade rivalries with one another, witnessed their hard currency pouring into foreign markets to pay for imports, their Mediterranean commerce preyed upon by North African pirates, and their foreign-financed Revolutionary War debts unpaid and accruing interest. Civil and political unrest loomed. Aiming toward a first step of resolving interstate commercial antagonisms, Virginia called for a trade conference in Annapolis, Maryland, set for September 1786. When the convention failed for lack of attendance due to suspicions among most of the other states, the Annapolis delegates called for a convention to offer revisions to the Articles, to be held the next spring in Philadelphia. Prospects for the next convention appeared bleak until James Madison and Edmund Randolph succeeded in securing George Washington's attendance as a delegate to Philadelphia.
When the Constitutional Convention convened in May 1787, the 12 state delegations in attendance (Rhode Island was absent) brought with them an accumulated experience over a diverse set of institutional arrangements between legislative and executive branches from within their respective state governments. Most states maintained a weak executive without veto or appointment powers, elected annually by the legislature to a single term only, sharing power with an executive council, and countered by a strong legislature. New York offered the greatest exception, having a strong, unitary governor with veto and appointment power elected to a three-year term, and eligible for reelection to an indefinite number of terms thereafter. It was through the closed-door negotiations at Philadelphia that the presidency framed in the U.S. Constitution emerged.
In 1996, Congress attempted to enhance the president's veto power with the Line Item Veto Act. The legislation empowered the president to sign any spending bill into law while simultaneously striking certain spending items within the bill, particularly any new spending, any amount of discretionary spending, or any new limited tax benefit. Once a president had stricken the item, Congress could pass that particular item again. If the president then vetoed the new legislation, Congress could override the veto by its ordinary means, a two-thirds vote in both houses. In ''Clinton v. City of New York'', , the U.S. Supreme Court ruled such a legislative alteration of the veto power to be unconstitutional.
Along with the armed forces, the president also directs U.S. foreign policy. Through the Department of State and the Department of Defense, the president is responsible for the protection of Americans abroad and of foreign nationals in the United States. The president decides whether to recognize new nations and new governments, and negotiates treaties with other nations, which become binding on the United States when approved by two-thirds vote of the Senate.
Although not constitutionally provided, presidents also sometimes employ "executive agreements" in foreign relations. These agreements frequently regard administrative policy choices germane to executive power; for example, the extent to which either country presents an armed presence in a given area, how each country will enforce copyright treaties, or how each country will process foreign mail. However, the 20th century witnessed a vast expansion of the use of executive agreements, and critics have challenged the extent of that use as supplanting the treaty process and removing constitutionally prescribed checks and balances over the executive in foreign relations. Supporters counter that the agreements offer a pragmatic solution when the need for swift, secret, and/or concerted action arises.
Presidents make numerous executive branch appointments: an incoming president may make up to 6,000 before he takes office and 8,000 more during his term. Ambassadors, members of the Cabinet, and other federal officers, are all appointed by a president with the "advice and consent" of a majority of the Senate. Appointments made while the Senate is in recess are temporary and expire at the end of the next session of the Senate.
The power of a president to fire executive officials has long been a contentious political issue. Generally, a president may remove purely executive officials at his discretion. However, Congress can curtail and constrain a president's authority to fire commissioners of independent regulatory agencies and certain inferior executive officers by statute.
The president possesses the ability to direct much of the executive branch through executive orders. To the extent the orders are grounded in federal statute or executive power granted in the U.S. Constitution, these orders have the force of law. Thus, executive orders are reviewable by federal courts or can be rendered null through legislative changes to statute.
Historically, two doctrines concerning executive power have developed that enable the president to exercise executive power with a degree of autonomy. The first is executive privilege, which allows the president to withhold from disclosure any communications made directly to the president in the performance of executive duties. George Washington first claimed privilege when Congress requested to see Chief Justice John Jay's notes from an unpopular treaty negotiation with Great Britain. While not enshrined in the Constitution, or any other law, Washington's action created the precedent for the privilege. When Richard Nixon tried to use executive privilege as a reason for not turning over subpoenaed evidence to Congress during the Watergate scandal, the Supreme Court ruled in ''United States v. Nixon'', , that executive privilege did not apply in cases where a president was attempting to avoid criminal prosecution. When President Bill Clinton attempted to use executive privilege regarding the Lewinsky scandal, the Supreme Court ruled in ''Clinton v. Jones'', , that the privilege also could not be used in civil suits. These cases established the legal precedent that executive privilege is valid, although the exact extent of the privilege has yet to be clearly defined. Additionally, federal courts have allowed this privilege to radiate outward and protect other executive branch employees, but have weakened that protection for those executive branch communications that do not involve the president.
The state secrets privilege allows the president and the executive branch to withhold information or documents from discovery in legal proceedings if such release would harm national security. Precedent for the privilege arose early in the 19th century when Thomas Jefferson refused to release military documents in the treason trial of Aaron Burr and again in 1876 in ''Totten v. United States'', when the Supreme Court dismissed a case brought by a former Union spy. However, the privilege was not formally recognized by the U.S. Supreme Court until ''United States v. Reynolds'' (1953) where it was held to be a common law evidentiary privilege. Before the September 11 attacks, use of the privilege had been rare, but increasing in frequency. Since 2001, the government has asserted the privilege in more cases and at earlier stages of the litigation, thus in some instances causing dismissal of the suits before reaching the merits of the claims, as in the Ninth Circuit's ruling in ''Mohamed v. Jeppesen Dataplan''. Critics of the privilege claim its use has become a tool for the government to cover up illegal or embarrassing government actions.
According to Article II, Section 3, Clause 2 of the Constitution, the president may convene either or both houses of Congress. If both houses cannot agree on a date of adjournment, the president may appoint a date for Congress to adjourn.
Other presidential traditions are associated with American holidays. Rutherford B. Hayes began in 1878 the first White House egg rolling for local children. Beginning in 1947 during the Harry S. Truman administration, every Thanksgiving the president is presented with a live domestic turkey during the annual national thanksgiving turkey presentation held at the White House. Since 1989, when the custom of "pardoning" the turkey was formalized by George H. W. Bush, the turkey has been taken to a farm where it will live out the rest of its natural life.
Presidential traditions also involve the president's role as head of government. Many outgoing presidents since James Buchanan traditionally give advice to their successor during the presidential transition. Ronald Reagan and his successors have also left a private message on the desk of the Oval Office on Inauguration Day for the incoming president.
During a state visit by a foreign head of state, the president typically hosts a State Arrival Ceremony held on the South Lawn, a custom begun by John F. Kennedy in 1961. This is followed by a state dinner given by the president which is held in the State Dining Room later in the evening.
A person who meets the above qualifications is still disqualified from holding the office of president under any of the following conditions:
Under the Twenty-second Amendment, no person can be elected president more than twice. The amendment also specifies that if any eligible person who serves as president or acting president for more than two years of a term for which some other eligible person was elected president, the former can only be elected president once. Scholars disagree whether anyone no longer eligible to be elected president could be elected vice president, pursuant to the qualifications set out under the Twelfth Amendment.
Under Article I, Section 3, Clause 7, upon conviction in impeachment cases, the Senate has the option of disqualifying convicted individuals from holding other federal offices, including the presidency.
The modern presidential campaign begins before the primary elections, which the two major political parties use to clear the field of candidates before their national nominating conventions, where the most successful candidate is made the party's nominee for president. Typically, the party's presidential candidate chooses a vice presidential nominee, and this choice is rubber-stamped by the convention.
Nominees participate in nationally televised debates, and while the debates are usually restricted to the Democratic and Republican nominees, third party candidates may be invited, such as Ross Perot in the 1992 debates. Nominees campaign across the country to explain their views, convince voters and solicit contributions. Much of the modern electoral process is concerned with winning swing states through frequent visits and mass media advertising drives.
Presidents are elected indirectly in the United States. A number of electors, collectively known as the Electoral College, officially select the president. On Election Day, voters in each of the states and the District of Columbia cast ballots for these electors. Each state is allocated a number of electors, equal to the size of its delegation in both Houses of Congress combined. Generally, the ticket that wins the most votes in a state wins all of that state's electoral votes and thus has its slate of electors chosen to vote in the Electoral College.
The winning slate of electors meet at its state's capital on the first Monday after the second Wednesday in December, about six weeks after the election, to vote. They then send a record of that vote to Congress. The vote of the electors is opened by the sitting vice president, acting in his capacity as President of the Senate and read aloud to a joint session of the incoming Congress, which was elected at the same time as the president.
Pursuant to the Twentieth Amendment, the president's term of office begins at noon on January 20 of the year following the election. This date, known as Inauguration Day, marks the beginning of the four-year terms of both the president and the vice president. Before executing the powers of the office, a president is constitutionally required to take the presidential oath:
Although not required, presidents have traditionally palmed a Bible while swearing the oath and have added, "So help me God!" to the end of the oath. Further, though no law requires that the oath of office be administered by any specific person, presidents are traditionally sworn in by the Chief Justice of the United States.
After the war, and in response to Roosevelt being elected to third and fourth terms, the Twenty-second Amendment was adopted. The amendment bars anyone from being elected president more than twice, or once if that person served more than half of another president's term. Harry S. Truman, who was president when the amendment was adopted, and so by the amendment's provisions exempt from its limitation, also briefly sought a third (a second full) term before withdrawing from the 1952 election.
Since the amendment's adoption, four presidents have served two full terms: Dwight D. Eisenhower, Ronald Reagan, Bill Clinton and George W. Bush. Jimmy Carter and George H. W. Bush sought a second term, but were defeated. Richard Nixon was elected to a second term, but resigned before completing it. Lyndon B. Johnson was the only president under the amendment to be eligible to serve more than two terms in total, having served for only fourteen months following John F. Kennedy's assassination. However, Johnson withdrew from the 1968 Democratic Primary, surprising many Americans. Gerald Ford sought a full term, after serving out the last two years and five months of Nixon's second term, but was not elected.
Article II, Section 4 of the Constitution allows the House of Representatives to impeach high federal officials, including the president, for "treason, bribery, or other high crimes and misdemeanors." Article I, Section 3, Clause 6 gives the Senate the power to remove impeached officials from office, given a two-thirds vote to convict. The House has thus far impeached two presidents: Andrew Johnson in 1868 and Bill Clinton in 1998. Neither was subsequently convicted by the Senate; however, Johnson was acquitted by just one vote.
Under Section 3 of the Twenty-fifth Amendment, the president may transfer the presidential powers and duties to the vice president, who then becomes acting president, by transmitting a statement to the Speaker of the House and the president ''pro tempore'' of the Senate stating the reasons for the transfer. The president resumes the discharge of the presidential powers and duties when he transmits, to those two officials, a written declaration stating that resumption. This transfer of power may occur for any reason the president considers appropriate; in 2002 and again in 2007, President George W. Bush briefly transferred presidential authority to Vice President Dick Cheney. In both cases, this was done to accommodate a medical procedure which required Bush to be sedated; both times, Bush returned to duty later the same day.
Under Section 4 of the Twenty-fifth Amendment, the vice president, in conjunction with a majority of the Cabinet, may transfer the presidential powers and duties from the president to the vice president by transmitting a written declaration to the Speaker of the House and the president ''pro tempore'' of the Senate that the president is unable to discharge the presidential powers and duties. If this occurs, then the vice president will assume the presidential powers and duties as acting president; however, the president can declare that no such inability exists and resume the discharge of the presidential powers and duties. If the vice president and Cabinet contest this claim, it is up to Congress, which must meet within two days if not already in session, to decide the merit of the claim.
The United States Constitution mentions the resignation of the president but does not regulate the form of such a resignation or the conditions for its validity. Pursuant to federal law, the only valid evidence of the president's resignation is a written instrument to that effect, signed by the president and delivered to the office of the Secretary of State. On August 9, 1974, facing likely impeachment in the midst of the Watergate scandal, Richard Nixon became the only president ever to resign from office.
The Constitution states that the vice president becomes president upon the removal from office, death or resignation of the preceding president. If the offices of president and vice president both are either vacant or have a disabled holder of that office, the next officer in the presidential line of succession, the Speaker of the House, becomes acting president. The line then extends to the president pro tempore of the Senate, followed by every member of the Cabinet in a set order.

The president earns a $400,000 annual salary, along with a $50,000 annual expense account, a $100,000 nontaxable travel account and $19,000 for entertainment. The most recent raise in salary was approved by Congress and President Bill Clinton in 1999 and went into effect in 2001.
The White House in Washington, D.C. serves as the official place of residence for the president; he is entitled to use its staff and facilities, including medical care, recreation, housekeeping, and security services. Naval Support Facility Thurmont, popularly known as Camp David, is a mountain-based military camp in Frederick County, Maryland used as a country retreat and for high alert protection of the president and his guests. Blair House, located next to the Old Executive Office Building at the White House Complex and Lafayette Park, is a complex of four connected townhouses exceeding of floor space which serves as the president's official guest house and as a secondary residence for the president if needed.
For ground travel, the president uses the presidential state car, which is an armored limousine built on a heavily modified Cadillac-based chassis. One of two identical Boeing VC-25 aircraft, which are extensively modified versions of Boeing 747-200B airliners, serve as long distance travel for the president, and are referred to as ''Air Force One'' while the president is on board. The president also uses a United States Marine Corps helicopter, designated ''Marine One'' when the president is aboard.
The United States Secret Service is charged with protecting the sitting president and the first family. As part of their protection, presidents, first ladies, their children and other immediate family members, and other prominent persons and locations are assigned Secret Service codenames. The use of such names was originally for security purposes and dates to a time when sensitive electronic communications were not routinely encrypted; today, the names simply serve for purposes of brevity, clarity and tradition.
Until 1997, all former presidents, and their families, were protected by the Secret Service until the president's death. The last president to have lifetime Secret Service protection is Bill Clinton; George W. Bush and all subsequent presidents will be protected by the Secret Service for a maximum of ten years after leaving office.
Some presidents have had significant careers after leaving office. Prominent examples include William Howard Taft's tenure as Chief Justice of the United States and Herbert Hoover's work on government reorganization after World War II. Grover Cleveland, whose bid for reelection failed in 1888, was elected president again four years later in 1892. Two former presidents served in Congress after leaving the White House: John Quincy Adams was elected to the House of Representatives, serving there for seventeen years, and Andrew Johnson returned to the Senate in 1875. John Tyler served in the provisional Congress of the Confederate States during the Civil War and was elected to the Confederate House of Representatives.
Presidents may use their predecessors as emissaries to deliver private messages to other nations, or as official representatives of the United States to state funerals and other important foreign events. Richard Nixon made multiple foreign trips to countries including China and Russia, and was lauded as an elder statesman. Jimmy Carter has become a global human rights campaigner, international arbiter and election monitor, and a recipient of the Nobel Peace Prize. Bill Clinton has also worked as an informal ambassador, most recently in the negotiations that led to the release of two American journalists, Laura Ling and Euna Lee from North Korea. Clinton has also been active politically since his presidential term ended, working with his wife Hillary on her presidential bid.

As many presidents live for many years after leaving office, several of them have personally overseen the building and opening of their own presidential libraries. Some even making arrangements for their own burial at the site. Several presidential libraries therefore contain the graves of the president they document, such as the Richard Nixon Presidential Library in Yorba Linda California and the Ronald Reagan Presidential Library in Simi Valley, California. The graves are viewable by the general public visiting these libraries.
; Presidency is too powerful : Most of the nation's Founding Fathers expected the Congress, which was the first branch of government described in the Constitution, to be the dominant branch of government; they did not want or expect a strong executive. However, numerous critics describe the presidency today as too powerful, unchecked, unbalanced, and "monarchist" in nature. Critic Dana D. Nelson believes presidents over the past thirty years have worked towards "undivided presidential control of the executive branch and its agencies." She criticizes proponents of the unitary executive for expanding "the many existing uncheckable executive powers – such as executive orders, decrees, memorandums, proclamations, national security directives and legislative signing statements – that already allow presidents to enact a good deal of foreign and domestic policy without aid, interference or consent from Congress." Constitutional scholars have criticized excessive presidential power and described presidents as "constitutional dictators" with "an incentive to declare emergencies" to assume "quasi-dictatorial powers." David Sirota sees a pattern that "aims to provide a jurisprudential rationale for total White House supremacy over all government." Another critic wrote that the expanded presidency was "the greatest threat ever to individual freedom and democratic rule."
; Images and public relations : Some argue that images of the presidency have a tendency to be manipulated by administration public relations officials as well as by presidents themselves. One critic described the presidency as "propagandized leadership" which has a "mesmerizing power surrounding the office"; another described the aura surrounding the presidency with the word "cult." Administration public relations managers staged carefully crafted photo-ops of smiling presidents with smiling crowds for television cameras; in one instance of a televised photo-op, viewers were influenced by images and not by the story. One critic wrote the image of John F. Kennedy was described as carefully framed "in rich detail" which "drew on the power of myth" regarding the incident of PT 109 and claimed that Kennedy understood how to use images to further his presidential ambitions. Even presidential funerals are staged affairs with high production values to give an impression of "regal grandeur". As a result, political commentators believe that American voters have unrealistic expectations of presidents: voters expect a president to "drive the economy, vanquish enemies, lead the free world, comfort tornado victims, heal the national soul and protect borrowers from hidden credit-card fees."
; Deficit spending : Few presidents over the past hundred years have been adept at keeping spending within limits. Presidents who promised to rein in spending had difficulty controlling budgets. The long-term historical pattern has been for the nation to have moderate surpluses except during recessions or wars, and this pattern lasted until the 1980s. Reagan increased substantial deficits without a recession or war, and budget deficits as a percentage of the GDP climbed from 1.6% in 1979 to 4.0% to 6.0% for most of the 1980s, although there was a four-year period of surpluses beginning 1998 during the tenures of Clinton and Bush. After 9/11, spending returned under Bush and remained high. In 2009, the budget office estimated total federal debt would reach $12 trillion, including interest payments of $565 billion, or 4 percent of GDP. In the first decade of 2000, $632 billion was added to the budget. In 2009, the United States may be forced to borrow nearly $9.3 trillion over the next ten years, according to one estimate. A critic and senator warned this "clearly creates a scenario where the country's going to go bankrupt." Obama inherited a budget deficit in 2009 of a staggering 10% of GDP. The high levels of federal employment brought about by Roosevelt's New Deal have held steady relative to increased economic output and population. In 1962, for example, there were 13.3 federal civilian employees in the executive branch per 1,000 population, while in 2007 there were only 8.7, an increase of about 151,000 employees. From 1962 to 2007, the total number of federal civilian executive branch employees increased by 6.1% while the population increased by 61.7%. However, in the same period, the number of employees in state and local governments almost tripled.

; Legislative and budgetary powers : Some critics charge that presidents have usurped important legislative and budgetary powers that should normally belong to Congress. Presidents control a vast array of agencies that can make regulations with little oversight from Congress. One critic charged that presidents could appoint a "virtual army of 'czars' – each wholly unaccountable to Congress yet tasked with spearheading major policy efforts for the White House". Presidents have been criticized for making signing statements when signing congressional legislation about how they understand a bill or plan to execute it, and commentators have described this practice as against the spirit of the Constitution. Signing statements "tip the balance of power between Congress and the White House a little more in favor of the executive branch" and have been used by the past four presidents. This practice has been criticized by the American Bar Association as unconstitutional. One critic, George Will, sees an "increasingly swollen executive branch" and "the eclipse of Congress". He argued that this process has been continuing "for decades" and criticized the "marginalization" of the Congress.
; Abuse of power : Presidents have sometimes resorted to illegal and extralegal activities, particularly during wartime. Abraham Lincoln suspended habeas corpus during the Civil War; Woodrow Wilson imprisoned suspected communists without trial during the Palmer Raids; and Franklin D. Roosevelt interned over a hundred thousand Japanese-Americans during World War II. Roosevelt used federal investigators to study tax and financial records of opposition politicians. To prevent terrorism, George W. Bush authorized warrantless wiretaps, which were later ruled by a federal judge to be unconstitutional as well as interrogation techniques on al-Qaeda detainees some have described as torture and denying battlefield-captured War on Terror detainees due process. Members of Richard Nixon's Administration were involved in burglarizing the office of a political opponent's psychiatrist and the Democratic National Committee offices at the Watergate Complex. The ensuing cover-up of the Watergate scandal led to multiple indictments and convictions of people on Nixon's staff including G. Gordon Liddy, who spent over four years in a federal prison, and resulted in President Nixon's resignation on August 9, 1974. Nixon's actions were predicted in a way by Tocqueville in ''Democracy in America'' (1835). Tocqueville argued that the re-electability of presidents was a grave cause for concern, since presidents running for re-election were tempted to not only lose their impartiality but use the vast machinery of the State to further their re-election. ; Starting wars without a declaration from Congress : Some critics charge that the executive branch has usurped Congress's Constitutionally defined task of declaring war. While historically presidents initiated the process for going to war, they asked for and got formal war declarations from Congress for the War of 1812, the Mexican–American War, the Spanish–American War, World War I, and World War II. However, presidents did not get official declarations for other military actions, including Theodore Roosevelt's military move into Panama in 1903, the Korean War, the Vietnam War, the invasions of Grenada and Panama (1990). However, while not getting an official declaration of war, presidents got Congressional approval in the first Iraq war (1991) and second Iraq War (2003) In 1993, one critic wrote "Congress's war power has become the most flagrantly disregarded provision in the Constitution."
; Election advantages of incumbent presidents : Presidents, in office, and seeking a second term have an advantage over challengers, and critics have charged that this is unfair. Since 1936, in the thirteen presidential elections where there was an incumbent, incumbents won ten times, challengers only three times (see table). Incumbent presidents seeking re-election enjoy advantages that challengers lack, including the power to command greater media coverage and influence events as well as dispense government grants. One reporter noted "nearly all incumbents raise far more (money) than do their challengers" which brings an advantage to incumbents. PACs give most of their money to incumbents because they are more likely to win. One political forecaster suggested incumbency added 5 percentage points to a candidate's likely re-election results, although circumstances such as economic growth and inflation could influence the outcome.

; Pardon power : Presidents have been criticized for pardoning certain individuals. Gerald Ford was criticized for pardoning Richard Nixon. George H W Bush pardoned an official suspected of hiding notes relating to the Iran-Contra scandal. Bill Clinton issued 140 pardons on the last day of his term of office, pardoning fugitives and prominent campaign contributors. Overall strategy regarding the Middle East has been criticized as well as the handling of North Korea and Iran. Critics have charged that partisan politics have interfered with foreign policy.

The Presidents of the United States of America, commonly referred to as Pot USA or "PUSA" or The Presidents, are a twice Grammy-nominated American alternative rock band. The band formed in Seattle, USA, in 1993. The three-piece group currently comprises vocalist and "basitarist" Chris Ballew, drummer and vocalist Jason Finn with "guitbassist" and vocalist Andrew McKeag. "Guitbassist" and vocalist Dave Dederer was a member of the band for 11 years before leaving in 2004. They have released six studio albums since forming in 1993.
The Presidents recorded a 10-song cassette, ''Froggystyle,'' in early 1994 in one day at Laundry Room Studios. The band sold the cassette at shows in 1994. Finn also sold the cassette from behind the bar of Seattle's legendary Comet Tavern, where he bartended.
In 1994, the Presidents signed with the tiny Seattle label PopLlama Records and released their self-titled debut in the following year. The band also released a limited edition blue vinyl 7" single, "Fuck California", on C/Z Records. Columbia Records signed the band shortly thereafter and re-released the album in late July 1995. Driven by the singles "Lump", "Peaches", and "Kitty", their debut album proved to be a smash.
Critics praised the band's catchy, humorous, and self-deprecating songs, which were a major departure from the grunge/post-grunge sound. The album received Grammy nominations in 1996 and 1997. Though "Peaches" met the most critical success, the band credits "Lump" as their favorite single. The song's strange lyrics came from a dream that Ballew had while fighting pneumonia. The antibiotics he was taking caused an allergic reaction that produced several consecutive nights of wild and crazy dreams. The lyrics for "Peaches" were written about a crush Ballew used to have on a girl. According to him, she had a peach tree in the front of her yard, and when he finally summoned the courage to go talk to her, he stood under the tree and smashed peaches in his fist until he decided not to talk to her.
In 1996, "Weird Al" Yankovic created a parody of the Presidents' "Lump", titled "Gump". This song was released on Yankovic's album ''Bad Hair Day''.
A follow-up album, ''II,'' received similar praise, but did not match the commercial success that the Presidents' debut album had, though it was still certified gold in the US.
Throughout 1995, 1996 and 1997, the band made worldwide tours to support their first two albums. In addition to relentless touring in the U.S. and Canada, PUSA made multiple tours of Europe, Australia, New Zealand and Japan. They also made many appearances in major print media and on radio and TV, including multiple appearances on Leno and Letterman in the U.S. A little-known fact is that the Presidents turned down an offer to perform on ''Saturday Night Live'' in the fall of 1995 because the date conflicted with Ballew's wedding.
The band broke up in January 1998 as Ballew quit to spend more time with his young family and explore other musical terrain. ''Pure Frosting,'' a final album composed of new songs, covers, and demos, was released in 1998. The CD also contained videos for "Lump," "Peaches," "Mach 5," and "Dune Buggy."
''Pure Frosting'' featured two songs that had previously been used in a movie and as a television show theme. "Video Killed the Radio Star" was included on the soundtrack for ''The Wedding Singer'', while "Cleveland Rocks," originally recorded by Ian Hunter, was chosen as the theme song for ''The Drew Carey Show.'' Another song on the album, "Man (Opposable Thumb)", appeared in the Nickelodeon-produced motion picture ''Good Burger'' but was not directly written or performed for the film.
The Presidents also wrote the theme song for the 1998 TV movie ''My Date with the President's Daughter''. They also performed a cover of the George of the Jungle theme song for the 1997 movie of the same name. This performance is not available on any of their albums.
In 1996, the band performed a live concert at Mount Rushmore on Presidents Day. They were introduced with: "Ladies and gentlemen, the Presidents of the United States."
In 1998, the group appeared on the album ''Happy Hour'' by Japanese female rockers Shonen Knife (also a three piece); they did backing vocals on the song "Sushi Bar".
The Presidents also collaborated with Sir Mix-A-Lot as Subset, a short-lived rock and hip-hop band. They had a brief tour and recorded several songs, but never released an album. The band broke up because Sir Mix-A-Lot wanted to take the band in a harder, more electronic direction, but Finn and Dederer were not interested.
In 2000, Columbia Records released ''Lump,'' a discount greatest hits compilation, without the band's approval or collaboration.
Afterwards, the band members once again went their own ways. Ballew continued to produce and record his own work and collaborated with Tad Hutchison of The Young Fresh Fellows as The Chris and Tad Show. Also during this time, The Young Fresh Fellows recorded a song, "Good Times Rock 'N' Roll", about The Presidents, which appeared on the 2001 album ''Because We Hate You''.
Andrew McKeag, Seattle guitarist (formerly of Uncle Joe's Big Ol' Driver, Shuggie, The Black Panties and others), joined the band on guitbass in late 2004, as an occasional live-performance stand-in for Dave Dederer, who had expressed an interest in spending more time with his family. Since late 2007, Andrew started touring full-time with the band, and later replaced Dederer.
Dederer has played live with the band in concerts in Seattle on occasion.
In November 2007, it was announced that the band's next album would be entitled ''These Are the Good Times People'', which was released on March 11, 2008. They did a live webcast celebrating the albums release from Easy Street records: http://app.synclive.com?show/17772
In December 2007 KEXP played the new song "Bad Times." On February 1, 2008, 107.7-The End (a Seattle radio station) played the first single from the Presidents' new album, title "Mixed Up S.O.B." The music video for the song was directed by "Weird Al" Yankovic. On June 15, 2008, they played for Pet-Aid 2008 in Oregon.
In October 2008, "Lump" was released on the video game ''Rock Band 2''. "Ladybug", "Feather Pluck'n," and "Dune Buggy" were released as downloadable content for the game on November 4, 2008.
Around 2006, Chris Ballew began collaborating with Seattle-based rapper Outtasite as The Feelings Hijackers. They have done local shows and have released two albums.
In the summer of 2009, The Presidents performed in San Diego at the North Park Music Thing Music & Media Festival which only showcases local bands. Apparently, the new President's guitar player is a San Diegan. In 2009, in addition to his continued work with The Presidents, Ballew began recording and performing as children's artist Caspar Babypants. In September 2010, The Presidents performed during halftime of the UW-Syracuse game at Husky Stadium.
On March 5, 2011, The Presidents performed a new tribute song, "Can't Stop (Catchin' 'Em All)" at the Nintendo World launch event for the video games Pokémon Black and White.
Guitars modified in this way use heavy-gauge strings for a heavier sound and are normally tuned in Drop D, though the Presidents play half a step lower in C#. For a basitar, the strings are placed in the D and B positions. Chris uses a .60 gauge string tuned to C# and a .36 tuned to G#. On a guitbass, the strings are placed in the A, D, and G positions. .54 gauge tuned to C#, .42 to G#, and a .32 gauge tuned to C#.
Finn's drum kit is currently supplied by Slingerland; his cymbals are a variety of Sabians.

The Presidency of Barack Obama began at noon EST on January 20, 2009, when he became the 44th President of the United States. Obama was a United States Senator from Illinois at the time of his victory over Arizona Senator John McCain in the 2008 presidential election. Barack Obama is the first African-American president of the United States, as well as the first born in Hawaii.
His policy decisions have addressed a global financial crisis and have included changes in tax policies, legislation to reform the United States health care industry, foreign policy initiatives and the phasing out of detention of prisoners at the Guantanamo Bay detention camp in Cuba. He attended the G-20 London summit and later visited U.S. troops in Iraq. On the tour of various European countries following the G-20 summit, he announced in Prague that he intended to negotiate substantial reduction in the world's nuclear arsenals, en route to their eventual extinction. In October 2009, Obama was awarded the Nobel Peace Prize for "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples."
Cabinet nominations included former Democratic primary opponents Hillary Rodham Clinton for Secretary of State and Bill Richardson for Secretary of Commerce (although the latter withdrew on January 4, 2009). Obama appointed Eric Holder as his Attorney General, the first African-American appointed to that position. He also nominated Timothy F. Geithner to serve as Secretary of the Treasury. On December 1, Obama announced that he had asked Robert Gates to remain as Secretary of Defense, making Gates the first Defense head to carry over from a president of a different party. He nominated former Assistant Secretary of State for African Affairs Susan Rice to the United States Ambassador to the United Nations, which he restored to a Cabinet-level position.
During his transition, he maintained a website Change.gov, on which he wrote blogs to readers and uploaded video addresses by many of the members of his new cabinet. He announced strict rules for federal lobbyists, restricting them from financially contributing to his administration and forcing them to stop lobbying while working for him. The website also allowed individuals to share stories and visions with each other and the transition team in what was called the Citizen's Briefing Book, which was given to Obama shortly after his inauguration. Most of the information from Change.gov was transferred to the official White House website whitehouse.gov just after Obama's inauguration.
In administering the oath, Chief Justice John G. Roberts misplaced the word "faithfully" and erroneously replaced the phrase "President of the United States" with "President to the United States" before restating the phrase correctly; since Obama initially repeated the incorrect form, some scholars argued the President should take the oath again. On January 21, Roberts readministered the oath to Obama in a private ceremony in the White House Map Room, making him the seventh U.S. president to retake the oath; White House Counsel Greg Craig said Obama took the oath from Roberts a second time out of an "abundance of caution".
Obama's first 100 days were highly anticipated ever since he became the presumptive nominee. Several news outlets created web pages dedicated to covering the subject. Commentators weighed in on challenges and priorities within domestic, foreign, economic, and environmental policy. CNN lists a number of economic issues that "Obama and his team will have to tackle in their first 100 days", foremost among which is passing and implementing a recovery package to deal with the financial crisis. Clive Stafford Smith, a British human rights lawyer, expressed hopes that the new president will close Guantanamo Bay detention camp in his first 100 days in office. After aides of the president announced his intention to give a major foreign policy speech in the capital of an Islamic country, there were speculations in Jakarta that he might return to his former home city within the first 100 days.
''The New York Times'' devoted a five-part series, which was spread out over two weeks, to anticipatory analysis of Obama's first hundred days. Each day, the analysis of a political expert was followed by freely edited blog postings from readers. The writers compared Obama's prospects with the situations of Franklin D. Roosevelt (January 16, Jean Edward Smith), John F. Kennedy (January 19, Richard Reeves), Lyndon B. Johnson (January 23, Robert Dallek), Ronald Reagan (January 27, Lou Cannon), and Richard Nixon.
In his first week in office, Obama signed Executive Order 13492 suspending all the ongoing proceedings of Guantanamo military commission and ordering the detention facility to be shut down within the year. He also signed Executive Order 13491 - Ensuring Lawful Interrogations requiring the Army Field Manual to be used as a guide for terror interrogations, banning torture and other coercive techniques, such as waterboarding. Obama also issued an executive order entitled "Ethics Commitments by Executive Branch Personnel", setting stricter limitations on incoming executive branch employees and placing tighter restrictions on lobbying in the White House. Obama signed two Presidential Memoranda concerning energy independence, ordering the Department of Transportation to establish higher fuel efficiency standards before 2011 models are released and allowing states to raise their emissions standards above the national standard. He also ended the Mexico City Policy, which banned federal grants to international groups that provide abortion services or counseling.
In his first week he also established a policy of producing a weekly Saturday morning video address available on whitehouse.gov and YouTube, much like those released during his transition period. The first address had been viewed by 600,000 YouTube viewers by the next afternoon.
The first piece of legislation Obama signed was the Lilly Ledbetter Fair Pay Act of 2009 on January 29, which revised the statute of limitations for filing pay discrimination lawsuits. Lilly Ledbetter joined Obama and his wife, Michelle, as he signed the bill, fulfilling his campaign pledge to nullify ''Ledbetter v. Goodyear''. On February 3, he signed the Children's Health Insurance Program Reauthorization Act (CHIP), expanding health care from 7 million children under the plan to 11 million.

Originally intended to be a bipartisan bill, the passage of the bill was largely along party lines. No Republicans voted for it in the House, and three moderate Republicans voted for it in the Senate (Susan Collins and Olympia Snowe of Maine and Arlen Specter of Pennsylvania). The bill combined tax breaks with spending on infrastructure projects, extension of welfare benefits, and education. The final cost of the bill was $787 billion, and almost $1.2 trillion with debt service included. Obama signed the Act into law on February 17, 2009, in Denver, Colorado.
On March 9, 2009, Obama lifted restrictions on federal funding of embryonic stem cell research, and in doing so, called into question some of George W. Bush's signing statements. Obama stated that he too would employ signing statements if he deems upon review that a portion of a bill is unconstitutional, and he has issued several signing statements.
Early in his presidency, Obama signed a law raising the tobacco tax 62 cents on a pack of cigarettes. The tax is to be "used to finance a major expansion of health insurance for children", and "help some [smokers] to quit and persuade young people not to start".
In October 2011, Obama instituted the We Can't Wait program, which involved using executive orders, administrative rulemaking, and recess appointments to institute policies without the support of Congress. The initiative was developed in response to Congress's unwillingness to pass economic legislation proposed by Obama, and conflicts in Congress during the 2011 debt ceiling crisis.
Throughout early February polls showed scattered approval ratings: 62% (CBS News), 64% (USA Today/Gallup), 66% (Gallup), and 76% in an outlier poll (CNN/Opinion Research). Gallup reported the congressional address in late February boosted his approval from a term-low of 59% to 67%.
Throughout autumn 2009, Rasmussen estimated Obama's approval as fluctuating between 45% and 52% and his disapproval between 48% and 54%; as of November 11, Pew Research estimated Obama's approval between 51% and 55% and his disapproval between 33% and 37% since July.
Fox News released the results of two polls on April 8–9, 2010. The first showed a drop in Obama's approval rating to 43%, with 48% disapproving. In that poll, Democrats approved of Obama's performance 80–12%, while independents disapproved 49–38%. The other poll, which concentrated on the economy, showed disapproval of Obama's handling of the economy by a 53–42% margin, with 62% saying they were dissatisfied with the handling of the federal deficit. According to a Gallup Poll released April 10, 2010, President Obama had a 45% approval rating, with 48% disapproving. In a poll from Rasmussen Reports, released April 10, 2010, 47% approved of the President's performance, while 53% disapproved.
At the conclusion of Obama's first week as President, Hilda Solis, Tom Daschle, Ron Kirk, and Eric Holder had yet to be confirmed, and there had been no second appointment for Secretary of Commerce. Holder was confirmed by a vote of 75–21 on February 2, and on February 3, Obama announced Senator Judd Gregg as his second nomination for Secretary of Commerce. Daschle withdrew later that day amid controversy over his failure to pay income taxes and potential conflicts of interest related to the speaking fees he accepted from health care interests. Solis was later confirmed by a vote of 80-17 on February 24, and Ron Kirk was confirmed on March 18 by a 92-5 vote in the Senate.
Gregg, who was the leading Republican negotiator and author of the TARP program in the Senate, after publication that he had a multi-million dollar investment in the Bank of America, on February 12, withdrew his nomination as Secretary of Commerce, citing "irresolvable conflicts" with President Obama and his staff over how to conduct the 2010 census and the American Recovery and Reinvestment Act of 2009. Former Washington governor Gary Locke was nominated on February 26 as Obama's third choice for Commerce Secretary and confirmed on March 24 by voice vote.
On March 2, Obama introduced Kansas governor Kathleen Sebelius as his second choice for Secretary of Health and Human Services. He also introduced Nancy-Ann DeParle as head of the new White House Office of Health Reform, which he suggested would work closely with the Department of Health and Human Services. At the end of March, Sebelius was the only remaining Cabinet member yet to be confirmed.
Six high-ranking cabinet nominees in the Obama administration had their confirmations delayed or rejected among reports that they did not pay all of their taxes, including Tom Daschle, Obama's original nominee for Health and Human Services Secretary, and Treasury Secretary Timothy Geithner. Though Geithner was confirmed, and Senator Max Baucus, chairman of the Senate Finance Committee, thought Daschle would have been confirmed, Daschle withdrew his nomination on February 3. Obama had nominated Nancy Killefer for the position of Chief Performance Officer, but Killefer also withdrew on February 3, citing unspecified problems with District of Columbia unemployment tax. A senior administration official said that Killefer's tax issues dealt with household help. Hilda Solis, Obama's nominee for Secretary of Labor, faced delayed confirmation hearings due to tax lien concerns pertaining to her husband's auto repair business, but she was later confirmed on February 24. While pundits puzzled over U.S. Trade Representative-designate Ron Kirk's failure to be confirmed by March 2009, it was reported on March 2 that Kirk owed over $10,000 in back taxes. Kirk agreed to pay them in exchange for Senate Finance Committee Chairman Max Baucus's aid in speeding up the confirmation process; he was later confirmed on March 18. On March 31, Kathleen Sebelius, Obama's nominee for Health and Human Services secretary, revealed in a letter to the Senate Finance Committee that her Certified Public Accountant found errors in her tax returns for years 2005-2007. She, along with her husband, paid more than $7,000 in back taxes, along with $878 in interest.
As of July 2010, Obama's nominees to the district and circuit courts had been confirmed at a rate of only 43.5 percent, compared to 87.2 percent during Bill Clinton's administration and 91.3 percent for George W. Bush. The Center for American Progress, which compiled the data, commented:
Judicial confirmations slowed to a trickle on the day President Barack Obama took office. Filibusters, anonymous holds, and other obstructionary tactics have become the rule. Uncontroversial nominees wait months for a floor vote, and even district court nominees—low-ranking judges whose confirmations have never been controversial in the past—are routinely filibustered into oblivion. Nominations grind to a halt in many cases even after the Senate Judiciary Committee has unanimously endorsed a nominee.
As part of the 2010 budget proposal, the Obama administration has proposed additional measures to attempt to stabilize the economy, including a $2–3 trillion measure aimed at stabilizing the financial system and freeing up credit. The program includes up to $1 trillion to buy toxic bank assets, an additional $1 trillion to expand a federal consumer loan program, and the $350 billion left in the Troubled Assets Relief Program. The plan also includes $50 billion intended to slow the wave of mortgage foreclosures. The 2011 budget includes a three-year freeze on discretionary spending, proposes several program cancellations, and raises taxes on high income earners to bring down deficits during the economic recovery.
In a July 2009 interview with ABC News, Biden was asked about the sustained increase of the U.S. unemployment rate from May 2007 to October 2009 despite the administration's multi-year economic stimulus package passed five months earlier. He responded "The truth is, we and everyone else, misread the economy. The figures we worked off of in January were the consensus figures and most of the blue chip indexes out there ... the truth is, there was a misreading of just how bad an economy we inherited." The White House indicates that 2 million jobs were created or saved due to the stimulus package in 2009 and self reporting by recipients of the grants, loans, and contracts portion of the package report that the package saved or created 608,317 jobs in the final three months of 2009.
The unemployment rate rose in 2009, reaching a peak in October at 10.1% and averaging 10.0% in the fourth quarter. Following a decrease to 9.7% in the first quarter of 2010, the unemployment rate fell to 9.6% in the second quarter, where it remained for the rest of the year. Between February and December 2010, employment rose by 0.8%, which was less than the average of 1.9% experienced during comparable periods in the past four employment recoveries. GDP growth returned in the third quarter of 2009, expanding at a 1.6% pace, followed by a 5.0% increase in the fourth quarter. Growth continued in 2010, posting an increase of 3.7% in the first quarter, with lesser gains throughout the rest of the year. Overall, the economy expanded at a rate of 2.9% in 2010.
During November–December 2010, Obama and a lame duck session of the 111th Congress focused on a dispute about the temporary Bush tax cuts, which were due to expire at the end of the year. Obama wanted to extend the tax cuts for taxpayers making less than $250,000 a year. Congressional Republicans agreed but also wanted to extend the tax cuts for those making over that amount, and refused to support any bill that did not do so. All the Republicans in the Senate also joined in saying that, until the tax dispute was resolved, they would filibuster to prevent consideration of any other legislation, except for bills to fund the U.S. government. On 7 December, Obama strongly defended a compromise agreement he had reached with the Republican congressional leadership that included a two-year extension of all the tax cuts, a 13-month extension of unemployment insurance, a one-year reduction in the FICA payroll tax, and other measures. On December 10, Senator Bernie Sanders (I-VT) led a filibuster against the compromise tax proposal, which lasted over eight hours. Obama persuaded many wary Democrats to support the bill, but not all; of the 148 votes against the bill in the House, 112 were cast by Democrats and only 36 by Republicans. The $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, which ''The Washington Post'' called "the most significant tax bill in nearly a decade", passed with bipartisan majorities in both houses of Congress and was signed into law by Obama on December 17, 2010.
Not all recent former lobbyists require waivers; those without waivers write letters of recusal stating issues from which they must refrain because of their previous jobs. ''USA Today'' reported that 21 members of the Obama administration have at some time been registered as federal lobbyists, although most have not within the previous two years. Lobbyists in the administration include William Corr, an anti-tobacco lobbyist, as Deputy Secretary of Health and Human Services and Tom Vilsack, who lobbied in 2007, for a national teachers union, as Secretary of Agriculture. Also, the Secretary of Labor nominee, Hilda Solis, formerly served as a board member of American Rights at Work, which lobbied Congress on two bills Solis co-sponsored, and Mark Patterson, Treasury Secretary Timothy Geithner's chief of staff, is a former lobbyist for Goldman Sachs.
The Citizens for Responsibility and Ethics in Washington have criticized the administration, claiming that Obama is retreating from his own ethics rules barring lobbyists from working on the issues about which they lobbied during the previous two years by issuing waivers. According to Melanie Sloan, the group's executive director, "It makes it appear that they are saying one thing and doing another."
During his first week in office, Obama announced plans to post a video address each week on the site, and on YouTube, informing the public of government actions each week. During his speech at the 2008 Democratic National Convention, Obama stated, "I will also go through the federal budget, line by line, eliminating programs that no longer work and making the ones we do need work better and cost less - because we cannot meet twenty-first century challenges with a twentieth century bureaucracy."
On January 21, 2009, by executive order, Obama revoked Executive Order 13233, which had limited access to the records of former United States Presidents. Obama issued instructions to all agencies and departments in his administration to "adopt a presumption in favor" of Freedom of Information Act requests. In April 2009, the United States Department of Justice released four legal memos from the Bush administration to comply voluntarily with a Freedom of Information Act lawsuit filed by the American Civil Liberties Union. The memos were written by John Yoo and signed by Jay Bybee and Steven Bradbury, then Principal Assistant Attorneys General to the Department of Justice, and addressed to John A. Rizzo, general counsel of the Central Intelligence Agency. The memos describe in detail controversial interrogation methods the CIA used on prisoners suspected of terrorism. Obama became personally involved in the decision to release the memos, which was opposed by former CIA directors Michael Hayden, Porter Goss, George Tenet and John Deutch. Former Vice President Dick Cheney criticized Obama for not releasing more memos; Cheney claimed that unreleased memos detail successes of CIA interrogations.
The American Recovery and Reinvestment Act requires all recipients of the funds provided by the act to publish a plan for using the funds, along with purpose, cost, rationale, net job creation, and contact information about the plan to a website Recovery.gov so that the public can review and comment. Inspectors General from each department or executive agency will then review, as appropriate, any concerns raised by the public. Any findings of an Inspector General must be relayed immediately to the head of each department and published on Recovery.gov.
On June 16, 2009, Citizens for Responsibility and Ethics in Washington (CREW) filed a lawsuit against the Obama administration in order to get information about the visits of coal company executives. Anne Weismann, the chief counsel for CREW, stated "The Obama administration has now taken exactly the same position as the Bush administration... I don't see how you can keep people from knowing who visits the White House and adhere to a policy of openness and transparency." On June 16, MSNBC reported that its more comprehensive request for visitor logs since Obama's January 20 inauguration had been denied. The administration announced that White House visitor logs will be made available to the public on an ongoing basis, with certain limitations, for visits occurring after September 15, 2009. Beginning on January 29, 2010, the White House did begin to release the names of its visitor records. Since that time, names of visitors (which includes not only tourists, but also names of union leaders, Wall Street executives, lobbyists, party chairs, philanthropists and celebrities), have been released. The names are released in huge batches up to 75,000 names at a time. Names are released 90–120 days after having visited the White House. Obama stated during the 2008 Presidential campaign that he would have negotiations for health care reform televised on C-SPAN, citing transparency as being the leverage needed to ensure that people stay involved in the process taking place in Washington. This did not fully happen and Politifact gives President Obama a "Promise Broken" rating on this issue. After White House press secretary Robert Gibbs initially avoided addressing the issue, President Obama himself acknowledged that he met with Democratic leaders behind closed doors to discuss how best to garner enough votes in order to merge the two (House and Senate) passed versions of the health care bill. Doing this violated the letter of the pledge, although Obama maintains that negotiations in several congressional committees were open, televised hearings. Obama also cited an independent ethics watchdog group describe his administration as the most transparent in recent history.
The Obama administration has been characterized as much more aggressive than the Bush and other previous administrations in their response to whistleblowing and leaks to the press. Three people have been prosecuted under the rarely used Espionage Act of 1917. They include Thomas Andrews Drake, a former National Security Agency (NSA) employee who was critical of the NSA's Trailblazer Project, Stephen Jin-Woo Kim, a State Department contractor who allegedly had a conversation about North Korea with James Rosen of Fox News, and Jeffrey Sterling, who allegedly was a source for James Risen's book State of War. Risen has also been subpoenaed to reveal his sources, another rare action by the government.
Obama declared his plan for ending the Iraq War on February 27, 2009, in a speech at Camp Lejeune, North Carolina, before an audience of Marines stationed there. According to the president, combat troops will be withdrawn from Iraq by August 2010, leaving a contingent of up to 50,000 servicemen and servicewomen to continue training, advisory, and counterterrorism operations until as late as the end of 2011.
Other characteristics of the Obama administration on foreign policy include a tough stance on tax havens, continuing military operation in Pakistan, and avowed focus on diplomacy to prevent nuclear proliferation in Iran and North Korea.
On April 1, 2009, Obama and China's President, Hu Jintao, announced the establishment of the U.S.-China Strategic and Economic Dialogue and agreed to work together to build a positive, cooperative, and comprehensive U.S.-China relationship for the 21st century.
In that same month, Obama requested that Congress approve $83.4 billion of supplemental military funding, mostly for the war in Iraq and to increase troop levels in Afghanistan. The request also includes $2.2 billion to increase the size of the US military, $350 million to upgrade security along the US-Mexico border, and $400 million in counterinsurgency aid for Pakistan.
In May 2009, it was reported that Obama plans to expand the military by 20,000 employees.
On June 4, 2009, Obama delivered a speech at Cairo University in Egypt. The wide ranging speech called for a "new beginning" in relations between the Islamic world and the United States. The speech received both praise and criticism from leaders in the region. In March 2010, Secretary of State Clinton criticized the Israeli government for approving expansion of settlements in East Jerusalem.
On April 8, 2010, Obama and Russian President Dmitry Medvedev signed the latest Strategic Arms Reduction Treaty (START), a "major" nuclear arms control agreement that reduces the nuclear weapons stockpiles of both countries.
In March 2011, international reaction to Muammar Gaddafi's military crackdown on rebel forces and civilians in Libya culminated in a United Nations resolution to enforce a no fly zone in Libya. Obama authorized U.S. forces to participate in international air attacks on Libyan air defenses using Tomahawk cruise missiles to establish the protective zone.
The case review of detainee files by administration officials and prosecutors was made more difficult than expected as the Bush administration had failed to establish a coherent repository of the evidence and intelligence on each prisoner. By September 2009, prosecutors recommended to the Justice Department which detainees are eligible for trial, and the Justice Department and the Pentagon worked together to determine which of several now-scheduled trials will go forward in military tribunals and which in civilian courts. While 216 international terrorists are already held in maximum security prisons in the U.S., Congress was denying the administration funds to shut down the camp and adapt existing facilities elsewhere, arguing that the decision was "too dangerous to rush". In November, Obama stated that the U.S. would miss the January 2010 date for closing the Guantánamo Bay prison as he had ordered, acknowledging that he "knew this was going to be hard". Obama did not set a specific new deadline for closing the camp, citing that the delay was due to politics and lack of congressional cooperation. The state of Illinois has offered to sell to the federal government the Thomson Correctional Center, a new but largely unused prison, for the purpose of housing detainees. Federal officials testified at a December 23 hearing that if the state commission approves the sale for that purpose, it could take more than six months to ready the facility.
Starting with information received in July 2010, intelligence developed by the CIA over the next several months determined what they believed to be the location of Osama bin Laden in a large compound in Abbottabad, Pakistan, a suburban area 35 miles from Islamabad. CIA head Leon Panetta reported this intelligence to Obama in March 2011. Meeting with his national security advisers over the course of the next six weeks, Obama rejected a plan to bomb the compound, and authorized a "surgical raid" to be conducted by United States Navy SEALs. The operation took place on May 1, 2011, resulting in the death of bin Laden and the seizure of papers and computer drives and disks from the compound. Bin Laden's body was identified through DNA testing, and buried at sea several hours later. Within minutes of Obama's announcement from Washington, DC, late in the evening on May 1, there were spontaneous celebrations around the country as crowds gathered outside the White House, and at New York City's Ground Zero and Times Square. Reaction to the announcement was positive across party lines, including from predecessors George W. Bush and Bill Clinton, and from many countries around the world.
In April 2010, the Obama administration took the extraordinary step of authorizing the targeted killing of an American citizen, the radical Muslim cleric Anwar al-Awlaki, who was believed to have shifted from encouraging attacks on the United States to directly participating in them.
''The New York Times'' reported in 2009, that the NSA is intercepting communications of American citizens including a Congressman, although the Justice Department believed that the NSA had corrected its errors. United States Attorney General Eric Holder resumed the wiretapping according to his understanding of the Foreign Intelligence Surveillance Act of 1978 Amendments Act of 2008 that Congress passed in July 2008, but without explaining what had occurred.
The American Recovery and Reinvestment Act of 2009 provides $54 billion in funds to double domestic renewable energy production, renovate federal buildings making them more energy-efficient, improve the nation's electricity grid, repair public housing, and weatherize modest-income homes.
On February 10, 2009, Obama overturned a Bush administration policy that had opened up a five-year period of offshore drilling for oil and gas near both the Atlantic and Pacific coasts. Interior Secretary Ken Salazar has been quoted as saying, "To establish an orderly process that allows us to make wise decisions based on sound information, we need to set aside" the plan "and create our own timeline".
On May 19, 2009, Obama announced a plan to increase the CAFE national standards for gasoline mileage, by creating a single new national standard that will create a car and light truck fleet in the United States that is almost 40 percent cleaner and more fuel-efficient by 2016, than it is today, with an average of 35.5 miles per gallon. Environmental advocates and industry officials welcomed the new program, but for different reasons. Environmentalists called it a long-overdue tightening of emissions and fuel economy standards after decades of government delay and industry opposition. Auto industry officials said it would provide the single national efficiency standard they have long desired, a reasonable timetable to meet it and the certainty they need to proceed with product development plans.
On March 30, 2010, Obama partially reinstated Bush administration proposals to open certain offshore areas along the Atlantic coastline, the eastern Gulf of Mexico and the north coast of Alaska to oil and natural gas drilling. The proposals had earlier been set aside by President Obama after they were challenged in court on environmental grounds.
On May 27, 2010, Obama extended a moratorium on offshore drilling permits after the April 20, 2010 Deepwater Horizon oil spill which is considered to be the worst oil spill in U.S. history. Although BP took responsibility for the disaster and its ongoing after effects, Obama began a federal investigation along with forming a bipartisan commission to review the incident and methods to avoid it in the future. Obama visited the Gulf Coast on May 2 and May 28 and expressed his frustration on the June 8 ''NBC Today Show'', by saying "I don't sit around just talking to experts because this is a college seminar. We talk to these folks because they potentially have the best answers, so I know whose ass to kick." Obama's response to the disaster has drawn confusion and criticism within segments of the media and public.
Obama set up the Augustine panel to review the Constellation program in 2009, and announced in February 2010, that he was cutting the program from the 2011 United States federal budget, describing it as "over budget, behind schedule, and lacking in innovation." After the decision drew criticism in the United States, a new "Flexible path to Mars" plan was unveiled at a space conference in April 2010. It included new technology programs, increased R&D; spending, a focus on the International Space Station and contracting out flying crew to space to commercial providers. The new plan also increased NASA's 2011 budget to $19 billion from $18.3 billion in 2010.
In July 2009, Obama appointed Charles Bolden, a former astronaut, to be administrator of NASA.
On June 17, 2009, Obama authorized the extension of some benefits (but not health insurance or pension benefits) to same-sex partners of federal employees. Obama has chosen to leave larger changes, such as the repeal of Don't ask, don't tell and the Defense of Marriage Act, to Congress.
On October 19, 2009, the U.S. Department of Justice issued a directive to federal prosecutors in states with medical marijuana laws not to investigate or prosecute cases of marijuana use or production done in compliance with those laws.
On December 16, 2009, President Obama signed the Consolidated Appropriations Act, 2010, which repealed a 21-year-old ban on federal funding of needle exchange programs.
On December 22, 2010, Obama signed the Don't Ask, Don't Tell Repeal Act of 2010, a bill that provides for repeal of the Don't ask, don't tell policy of 1993, that has prevented gay and lesbian people from serving openly in the United States Armed Forces. Repealing "Don't ask, don't tell" had been a key campaign promise that Obama had made during the 2008 presidential campaign.
Once the stimulus bill was enacted, health care reform became Obama's top domestic priority. On July 14, 2009, House Democratic leaders introduced a 1,000 page plan for overhauling the US health care system, which Obama wanted Congress to approve by the end of the year.
The U.S. Congressional Budget Office (CBO) estimated the ten-year cost to the federal government of the major insurance-related provisions of the bill at approximately $1.0 trillion. In mid-July 2009, Douglas Elmendorf, director of the CBO, testified that the proposals under consideration would significantly increase federal spending and did not include the "fundamental changes" needed to control the rapid growth in health care spending. However after reviewing the final version of the bill introduced after 14 months of debate the CBO estimated that it would reduce federal budget deficits by $143 billion over 10 years and by more than a trillion in the next decade.
After much public debate during the Congressional summer recess of 2009, Obama delivered a speech to a joint session of Congress on September 9 where he addressed concerns over his administration's proposals. In March 2010, Obama gave several speeches across the country to argue for the passage of health care reform. On March 21, 2010, after Obama announced an executive order reinforcing the current law against spending federal funds for elective abortion services, the House, by a vote of 219 to 212, passed the version of the bill previously passed on December 24, 2009, by a 60-vote supermajority in the Senate. The bill, which includes over 200 Republican amendments, was passed without a single Republican vote. On March 23, 2010, President Obama signed the bill into law. Immediately following the bill's passage, the House voted in favor of a reconciliation measure to make significant changes and corrections to the Patient Protection and Affordable Care Act, which was passed by both houses with two minor alterations on March 25, 2010, and signed into law on March 30, 2010.
Obama called the elections "humbling" and a "shellacking". He said that the results came because not enough Americans had felt the effects of the economic recovery.

A self-proclaimed "plain housewife", Aquino was married to Senator Benigno Aquino, Jr., the staunchest critic of then President Ferdinand Marcos. Senator Aquino was assassinated on August 21, 1983 upon returning to the Philippines after three years in exile in the United States. After her husband's assassination, Aquino emerged as the leader of the opposition against the Marcos administration. In late 1985, when President Marcos called for a snap election, Aquino ran for president with former senator Salvador Laurel as her vice-presidential running mate. After the elections were held on February 7, 1986, and the Batasang Pambansa proclaimed Marcos the winner in the elections, Aquino called for massive civil disobedience protests, declaring herself as having been cheated and as the real winner in the elections. Filipinos enthusiastically heeded her call and rallied behind her. These series of events eventually led to the ousting of Marcos and the installation of Aquino as President of the Philippines on February 25, 1986 through the People Power Revolution.
As President, Aquino oversaw the promulgation of a new constitution, which limited the powers of the presidency and established a bicameral legislature. Her administration gave strong emphasis and concern for civil liberties and human rights, and peace talks with communist insurgents and Muslim secessionists. Aquino's economic policies centered on bringing back economic health and confidence and focused on creating a market-oriented and socially-responsible economy. Aquino's administration also faced a series of coup attempts and destructive natural calamities and disasters until the end of her term in 1992.
Succeeded by Fidel V. Ramos as President in 1992, Aquino returned to private life although she remained active in the public eye, often voicing her views and opinions on the pressing political issues. In 2008, Aquino was diagnosed with colon cancer and, after a one-year battle with the disease, died on August 1, 2009. Her son Benigno, III became president on June 30, 2010.
She, like her sisters Josephine, Teresita ("Terê") and Maria Paz, as well as their uncle Eduardo's wife Josephine "Nene" Murphy, studied in Saint Scholastica's College, Manila, an all girl's Catholic school run by German nuns in pre-war Manila.
Unlike her siblings, the young Cory was unassuming and simple. She wore hand-me-down uniforms used by her sister Terê. Her favorite subject was Mathematics, and upon graduating from elementary school, she received the highest honours. Her studies were interrupted when the Japanese invaded Manila. After World War II, she and her siblings as well as her cousins Ramon Cojuangco and Lourdes (now Mrs. Luis Tirso Rivilla) was sent by her father to the United States.
The young Ms. Cory divided her time between the Cojuangco homes in New York (USA), Pasay, Ermita, Punta in Santa Ana district, the northern city of Baguio, the Hacienda Luisita and their hometown of Paniqui, Tarlac.
For some summers in the United States, she was treated by her father, Don Pepe, to excursions to Washington, DC and trans-Atlantic voyages aboard the RMS Queen Mary.
While studying in New England, she would develop a love of the French language. Besides English, Tagalog, and Kapampangan, she would also remain fluent in French for the rest of her life.
Upon her own choosing, her secluded and easy years ended with her marriage to the grandson of General Servillano Aquino, Sen. Benigno Aquino Jr.
The couple produced five children, four girls and one boy, namely: Maria Elena "Ballsy" Aquino Cruz (born August 18, 1955), Aurora Corazon "Pinky" Aquino Abellada (born December 27, 1957), Philippine President Benigno Simeon "Noynoy" Aquino, III (born February 8, 1960), Victoria Elisa "Viel" Aquino Dee (born October 27, 1961) and Kristina Bernadette "Kris" Aquino Yap (born February 14, 1971).
Aquino had initial difficulty adjusting to provincial life when she and Ninoy moved to Concepcion, Tarlac in 1955, after the latter was elected the town's mayor at the age of 22. The American-educated Aquino found herself bored in Concepcion, and welcomed the opportunity to have dinner with her husband inside the American military facility at nearby Clark Field.
A member of the Liberal Party, Aquino's husband Ninoy rose to become the youngest governor in the country and eventually became the youngest senator ever elected in the Senate of the Philippines in 1967. During her husband's political career, Aquino remained a housewife who helped raise their children and played hostess to her spouse's political allies who would frequent their Quezon City home. She would decline to join her husband on stage during campaign rallies, preferring instead to stand at the back of the audience and listen to him. Nonetheless, she was consulted upon on political matters by her husband, who valued her judgments enormously.
Unknown to many, Cory voluntarily sold some of her prized inheritance to fund the candidacy of her husband, such as a hectare-sized lot in Wack Wack Golf and Country Club, choice commercial properties in Ermita and Pasay, and other possessions. In accordance with the wishes of her and her husband and while even with much wealth, Cory led a modest existence in a bungalow in suburban Quezon City which paled in comparison with the rest of the Cojuangcos living in the high-end Forbes Park and Dasmarinas Village in Makati City.
An eloquent speaker and brilliant politician, Ninoy Aquino soon emerged as a leading critic of the government of President Ferdinand Marcos. He was then touted as a strong candidate for president to succeed Marcos in the 1973 elections. However, Marcos, being barred by the Constitution to seek a third term, declared martial law on September 21, 1972, and later abolished the existing 1935 Constitution, thereby allowing him to remain in office. As a consequence, Aquino's husband was among those to be first arrested at the onset of martial law, later being sentenced to death. During his incarceration, Ninoy sought strength from prayer, attending daily mass and saying three rosaries a day and drew inspiration from his wife, Cory. As a measure of sacrifice and solidarity with her husband and all other political prisoners, she enjoined her children from attending parties and she also stopped going to the beauty salon or buying new clothes until a priest advised her and her children to instead live as normal lives as possible.
In 1978, despite her initial opposition, Ninoy decided to run in the 1978 Batasang Pambansa elections. A reluctant speaker, Cory campaigned in behalf of her husband and for the first time in her life, delivered a political speech, though later on she refrained from giving campaign speeches when it became clearer that her six-year old daughter Kris was more willing than she to speak on stage to the public.
In 1980, upon the intervention of US President Jimmy Carter, Marcos allowed Senator Aquino and his family to leave for exile in the United States, where he sought medical treatment. The family settled in Boston, and Aquino would later call the next three years as the happiest days of her marriage and family life. On August 21, 1983, however, Ninoy ended his stay in the United States and returned without his family to the Philippines, only to be assassinated on a staircase leading to the tarmac of the Manila International Airport, which was later renamed in his honor. Corazon Aquino returned to the Philippines a few days later and led her husband's funeral procession, in which more than two million people joined the procession, the biggest ever in Philippine history.
Following her husband's assassination in 1983, Aquino became active and visible in various demonstrations and protests held against the Marcos regime. She began to assume the mantle of leadership left by her husband Ninoy and started to become the symbolic figurehead of the anti-Marcos political opposition. In the last week of November 1985, Marcos surprised the nation by announcing on American television that he will hold a snap presidential election in February 1986, in order to dispel and remove doubts against his regime's legitimacy and authority.
Reluctant at first, Aquino was eventually prevailed upon to heed the people's clamor, after one million signatures urging her to run for president were presented to her. Despite this, the erstwhile favorite opposite candidate, Laurel, did not immediately give way to his close friend's widow. Laurel was only convinced to run as Cory's Vice President upon the urging of the influential Manila Cardinal Archbishop Jaime Sin. As a compromise, Aquino agreed to run under Laurel's machinery, the United Nationalist Democratic Organization (UNIDO), then the country's largest opposition party. With that, the Aquino-Laurel tandem was formally launched to challenge Marcos and finally put an end to his twenty-year martial rule.
In the subsequent political developments and events, Marcos charged that Aquino was being supported by communists and agreed to share power with them once elected into power. A political novice, Aquino categorically denied Marcos' charge and even stated that she would not appoint a single communist to her cabinet. Running on the offensive, the ailing Marcos also accused Aquino of playing "political football" with the United States with respect to the continued United States military presence in the Philippines at Clark Air Base and Subic Naval Base. Further, the male strongman derided Aquino's womanhood, by saying that she was "just a woman" whose place was in the bedroom. In response to her opponent's sexist remark, Cory simply remarked that "may the better woman win in this election." Marcos also attacked Aquino's inexperience and warned the country that it would be a disaster if a woman like her with no previous political experience would be elected president; to which Aquino cleverly responded and sarcastically admitted that she had "no experience in cheating, lying to the public, stealing government money, and killing political opponents."
The snap election called by Marcos which was held on February 7, 1986 was marred by massive electoral fraud, violence, intimidation, coercion and disenfranchisement of voters. Election Day proved to be bloody as one of Aquino's staunchest allies Antique Governor Evelio Javier was brutally murdered, allegedly by one of Marcos' supporters in his province. Further, during the counting and tallying of votes conducted by the Commission on Elections (COMELEC), 30 poll computer technicians walked out to dispute and contest the alleged election-rigging done in favor of Marcos. Despite this, the Batasang Pamabansa, which was dominated by allies of the ruling party, declared President Marcos as the winner in the recently concluded snap presidential election on February 15, 1986. In protest to the declaration of the Philippine parliament, Aquino called for a rally dubbed "Tagumpay ng Bayan" (People's Victory Rally) the following day, during which she claimed that she was the real winner in the snap election and urged Filipinos to boycott the products and services by companies controlled or owned by Marcos' cronies. The rally held at the historic Rizal Park in Luneta, Manila drew a mammoth-sized crowd, which sent a strong signal that Filipinos were already growing tired of Marcos' two decade-rule. Further, the dubious election results drew sharp reactions from both local quarters and foreign countries. The Catholic Bishops' Conference of the Philippines (CBCP) issued a statement strongly criticizing the conduct of the election which was characterized by violence and fraud. The United States Senate condemned the election. Aquino rejected a power-sharing agreement proposed by the American diplomat Philip Habib, who had been sent as an emissary by U.S. President Ronald Reagan to help defuse the tension.
After weeks of tension following the disputed outcome of the snap election, disgruntled and reformist military officers, led by then Defense Minister Juan Ponce Enrile and General Fidel V. Ramos, surprised the entire nation and the whole world when they announced their defection from President Marcos and their strong belief that Aquino was the real winner in the presidential election on February 22, 1986. Upon the urging and encouragement of the activist Cardinal Archbishop of Manila Jaime Sin, millions of Filipinos trooped to Camp Aguinaldo along Epifanio De los Santos Avenue (EDSA), where Enrile and Ramos have been holding operations, to give their moral support and prayers for the reformist soldiers. At that time, Aquino was meditating in a Carmelite convent in Cebu. Upon learning of the defection, Aquino called on Filipinos to rally behind Minister Enrile and General Ramos. Later on, Aquino flew back to Manila in order to prepare to assume the presidency upon the ouster of Marcos. Finally, to the amazement and admiration of the entire world, after twenty years of martial rule, Ferdinand Marcos was driven out from power and Corazon Aquino was formally and peacefully sworn in as the new president of a freed and liberated Philippines on February 25, 1986, a historic event which is now known and remembered as the 1986 EDSA People Power Revolution.
The triumph of the peaceful People Power Revolution and the ascension of Corazon Aquino into power signaled the end of authoritarian rule in the Philippines and the dawning of a new era for Filipinos. The relatively-peaceful manner by which Aquino came into power drew international acclaim and admiration not only for her but for the Filipino people, as well.
During the first months of Aquino's presidency, the country experienced radical changes and sweeping democratic reforms. One of Aquino's first and boldest moves was the creation of the Presidential Commission on Good Government (PCGG), which was tasked to go after the Marcos ill-gotten wealth. Aquino, being a revolutionary president by virtue of people power, abolished the 1973 "Marcos Constitution" and dissolved the Marcos allies-dominated Batasang Pambansa, despite the advice of her vice-president and only prime minister Salvador Laurel. She also immediately created a Constitutional Commission, which she directed for the drafting of a new constitution for the nation.
On the whole, the Aquino administration made important gains in the aspects of bringing back democracy, restoring investor confidence in the economy and enacting legal and constitutional reforms. Despite these achievements, her presidency faced several threats from both right-wing military elements and extreme left-wing communist rebels. Further, her administration dealt with numerous problems such as major natural disasters which struck the country and severe power shortages which took a toll on doing business in the Philippines. It was also during her tenure that the United States finally ended its military bases and presence in the country.
Likewise, Aquino closed down the Marcos-dominated Batasang Pambansa to prevent the new Marcos loyalist opposition from undermining her democratic reforms and reorganized the membership of the Supreme Court to restore its independence. In May 1986, the reorganized Supreme Court declared the Aquino government as “not merely a de facto government but in fact and law a de jure government”, whose legitimacy had been affirmed by the community of nations. This Supreme Court decision significantly affirmed the status of Aquino as the new, legitimate and rightful leader of the Philippines.
To fast-track the restoration of a full constitutional government and the writing of a new charter, President Aquino appointed 48 members of the 1986 Constitutional Commission (Con-Com), led by retired activist Supreme Court Associate Justice Cecilia Muñoz-Palma. The Con-Com completed its final draft in October 1986. On February 2, 1987, the new Constitution of the Philippines, which put strong emphasis on civil liberties, human rights and social justice, was overwhelmingly approved by the Filipino people. The ratification of the new Constitution was followed by the election of senators and congress that same year and the holding of local elections in 1988.
In response to cronyism, she dismantled the various monopolies that were perpetrated by Marcos during his stay in power.
She also moved quickly to tackle the issue of the US$26 billion foreign debt incurred by her predecessor. Aquino chose to honor all the debts that were previously incurred. Her decision proved to be unpopular but Aquino defended that it was the most practical move. It was crucial for the country at that time to regain the investors' confidence in the Philippine economy. Since 1986, the Aquino administration has paid off $4 billion of the country's outstanding debts to regain good international credit ratings and attract the attention of future markets. Nevertheless, the administration borrowed an additional $9 billion, increasing the national debt by $5 billion within six years time since the ouster of former President Ferdinand Marcos in 1986.
Further, the Aquino administration also sought to bring back fiscal discipline in order as it aimed to trim down the government's budget deficit that ballooned during Marcos' term through privatization of bad government assets and deregulation of many vital industries. It was also during Aquino's time that vital economic laws such as the Built-Operate-Transfer Law, Foreign Investments Act and the Consumer Protection and Welfare Act were enacted.
The economy posted a positive growth of 3.4% during her first year in office. But in the aftermath of the 1989 coup attempt by the rightist Reform the Armed Forces Movement, the Philippine economy remained stagnant. In her final year in office, inflation was raging at 17%, and unemployment was slightly over 10%, higher than the Marcos years. Overall, the economy under Aquino had an average growth of 3.8% from 1986 to 1992.
Soon after taking office, Cory declared that the presence of US Military Forces in the Philippines was an affront to national sovereignty. She ordered the United States military to vacate U.S. Naval Base Subic Bay and Clark Air Base. The US objected, pointing that they had leased the property and the leases were still in effect. Also, thousands of Filipinos worked at these military facilities and they would lose their jobs and the Filipino economy would suffer if the US Military moved out. The US stated that the facilities at Subic Bay were unequaled anywhere in Southeast Asia and a US pullout could make all of that region of the world vulnerable to an incursion by the Soviet Union or by a resurgent Japan.
Nevertheless, Cory refused to back down and insisted that the USA get out. The matter was still being debated when Mount Pinatubo erupted in June 1991, covering the entire area with volcanic ash. The Filipinos were suddenly willing to consider allowing the US military to stay but the destruction to the bases was so severe that the US decided that it would best to pull out after all and the bases were closed and the USA left.
On February 22, 1987, three weeks after the resounding ratification of the 1987 Constitution, agrarian workers and farmers marched to the historic Mendiola Street near Malacanang Palace to demand genuine land reform from Aquino's administration. However, the supposedly peaceful farmers' march turned bloody and violent when Marine forces fired at farmers who tried to go beyond the designated demarcation line set by the police. As a result, 12 farmers were killed and 19 were injured in this incident now known as the Mendiola Massacre. This tragic incident led some prominent members of the Aquino Cabinet like the nationalist and progressive senator Jose W. Diokno to quit from their government posts. Though Aquino did not have any personal and official involvement with the drastic actions taken by some police elements, her administration has been faulted since then for failing to solve land disputes in the country.
In response to calls for agrarian reform, President Aquino issued Presidential Proclamation 131 and Executive Order 229 on July 22, 1987, which outlined her land reform program, which included sugar lands. In 1988, with the backing of Aquino, the new Congress of the Philippines passed Republic Act No. 6657, more popularly known as the Comprehensive Agrarian Reform Law." The law paved the way for the redistribution of agricultural lands to tenant-farmers from landowners, who were paid in exchange by the government through just compensation but were also allowed to retain not more than five hectares of land. However, corporate landowners were also allowed under the law to “voluntarily divest a proportion of their capital stock, equity or participation in favor of their workers or other qualified beneficiaries”, in lieu of turning over their land to the government for redistribution. Despite the flaws in the law, the Supreme Court upheld its constitutionality in 1989, declaring that the implementation of the comprehensive agrarian reform program (CARP), provided by the said law) was “a revolutionary kind of expropriation.”
Despite the implementation of CARP, Aquino was not spared from the controversies that eventually centered on Hacienda Luisita, a 6,453-hectare estate located in the Province of Tarlac, which she, together with her siblings inherited from her father Jose Cojuangco (Don Pepe). Critics argued that Aquino bowed to pressure from relatives by allowing stock redistribution under Executive Order 229. Instead of land distribution, Hacienda Luisita reorganized itself into a corporation and distributed stock. As such, ownership of agricultural portions of the hacienda were transferred to the corporation, which in turn, gave its shares of stocks to farmers.
The arrangement remained in force until 2006, when the Department of Agrarian Reform revoked the stock distribution scheme adopted in Hacienda Luisita, and ordered instead the redistribution of a large portion of the property to the tenant-farmers.
The Department stepped into the controversy when in 2004, violence erupted over the retrenchment of workers in the Hacienda, eventually leaving seven people dead.
During Aquino's presidency, electric blackouts became common in Manila. The capital experienced blackouts of seven to 12 hours, bringing numerous businesses to a halt. By the departure of Aquino in June 1992, businesses in Manila and nearby provinces have lost nearly $800 million since March 1992. The Aquino administration knew for years that country's power plants were failing, but they did not act to solve the problem. It was only during the time of her successor, Fidel Ramos, that the government decisively solved the severe power outages that were common during her tenure.
As the end of her presidency drew near, close advisers and friends told Aquino that since she was not inaugurated under the 1987 Constitution, she was still eligible to seek the presidency again in the upcoming 1992 elections, the first presidential elections under normal and peaceful circumstances since 1965. President Aquino strongly declined the requests for her to seek reelection and wanted to set an example to both citizens and politicians that the presidency is not a lifetime position.
Initially, she named Ramon V. Mitra, a friend of her husband Ninoy and then Speaker of the Philippine House of Representatives, as her candidate for the presidential race in 1992. However, she later on backtracked and instead threw her support behind the candidacy of her defense secretary and EDSA Revolution hero, General Fidel V. Ramos, who constantly stood by and defended her government from the various coup attempts and rebellions that were launched against her. Her sudden change of mind and withdrawal of support from Mitra drew criticisms not only from her supporters in the liberal and social democratic sectors but also from the Roman Catholic Church, as well, which questioned her anointing of Ramos since the latter was a Protestant. Nevertheless, Aquino's candidate eventually won the 1992 elections, albeit with 23.58 percent of the total votes only, and was sworn in as the 12th President of the Philippines on June 30, 1992.
Though Aquino retired to private life, following the end of her term, she remained active in the Philippine political scene, constantly voicing opposition and dissent to government actions and policies, which she deemed as threats to the liberal traditions and democratic foundations of the country.
In 1997, Aquino, together with the influential Cardinal Jaime Sin, led a huge rally which succeeded in thwarting then President Fidel Ramos' attempt to extend his term by amending the 1987 Constitution's restriction on presidential term limits. In 1998, Aquino endorsed the candidacy of former police general and Manila Mayor Alfredo Lim for president. Lim, however, lost to then Vice-President Joseph Estrada, who won by a landslide. The following year, Aquino again with Cardinal Sin successfully opposed President Estrada's plan of amending the Constitution, which he said was intended to lift provisions that 'restrict' economic activities and investments; he denied that it was another ploy for him to extend his stay in office.
In 2000, Aquino joined the mounting calls for Estrada to resign from office, amid strong allegations of bribery chargers and gambling kickbacks and series of corruption scandals, which eventually led to his unsuccessful impeachment in December of that year. In her Preface to Frank-Jürgen Richter and Pamela Mar’s book ‘Asia’s New Crisis’ (see Amazon), she decries that the unique Asian way of doing business has given rise to much crony capitalism and opacity in Asia, including the Philippines. In January 2001, during the EDSA Revolution of 2001 which ousted Estrada, Aquino enthusiastically supported the ascendancy of another woman, then Vice-President Gloria Macapagal-Arroyo, into power.
In 2005, after series of revelations and exposes alleged and implicated President Gloria Macapagal-Arroyo in rigging the 2004 presidential elections, Aquino called on her erstwhile ally to make the 'supreme sacrifice' of resigning in order to prevent bloodshed, violence and further political deterioration. As such, Aquino was once again in the streets leading massive demonstrations demanding the resignation of President Arroyo.
In the 2007 senatorial elections, Aquino actively campaigned for the senatorial bid of her only son, Noynoy Aquino, who ran and won under the triumphant opposition banner.
In December 2008, Aquino publicly expressed some regrets for her participation in the EDSA Revolution of 2001, which installed Arroyo into power. She apologized to former President Joseph Estrada for the role she played in his ouster in 2001. For this action, many politicians criticized Aquino. In June 2009, two months before her death, Aquino issued a public statement which strongly denounced and condemned the Arroyo administration's plan of amending the 1987 Constitution, calling such attempt as a "shameless abuse of power."
On March 24, 2008, the Aquino family announced to the shock of the entire nation that she had been diagnosed with colorectal cancer. Upon her being earlier informed by her doctors that she had only three months to live, Aquino pursued medical treatment and chemotherapy. As a result, a series of healing masses for the devout Catholic former president were held throughout the country. In a public statement made on May 13, 2008 during a healing mass for her, Aquino said that her blood tests indicated that she was responding well to the medical treatment being administered to her. However, Aquino's hair and appetite loss became very apparent and rapid.
By July 2009, Aquino was reported to be in very serious condition, suffering from loss of appetite, and was confined to the Makati Medical Center. Later on, it was announced that Aquino and her family had decided to cease chemotherapy and other medical interventions for her.
On August 1, 2009, the 76 year-old Aquino died peacefully at the Makati Medical Center at 3:18 a.m., of cardiorespiratory arrest.
All churches in the Philippines celebrated requiem masses simultaneously throughout the country and all government offices flew the Philippine flag at half mast. Hours after her death on August 1, Aquino's body lay in state for public viewing at the La Salle Green Hills campus in Mandaluyong City. On August 3, 2009, Aquino's remains were transferred from La Salle Greenhills to the Manila Cathedral in Intramuros, during which hundreds of thousands of Filipinos lined the streets to witness and escort their former leader's funeral cortege. On its way to Manila Cathedral, Aquino's funeral cortege passed by Ayala Avenue, Makati City and stopped in front of her husband Ninoy Aquino's statue, amidst throngs of thousands of Filipinos who gathered there and emotionally sang the 1986 EDSA Revolution anthem "''Bayan Ko.''" Aquino's remains were solemnly brought inside Manila Cathedral around mid-afternoon that day. Following her death, all Roman Catholic dioceses throughout the country held requiem masses.
On August 4, in a conciliatory gesture {fact}, Ferdinand Marcos, Jr. and Imee Marcos, children of the late strongman Ferdinand Marcos, paid their last respects to the woman who brought down their father in 1986. The Marcos siblings were received by Aquino's children, Maria Elena, Aurora Corazon and Victoria Eliza. The following day, during mid-dawn, President Gloria Macapagal-Arroyo, who cut short her trip in the United States, briefly paid her last respects to President Aquino, who was once her closest ally.
On August 5, a final requiem mass, presided by high-ranking Filipino Catholic Church officials such as Manila Cardinal Archbishop Gaudencio Rosales and Bishop Socrates B. Villegas, was offered for the eternal repose of Aquino's soul. After the Mass, Aquino's youngest daughter, Kris, delivered a speech. Thereafter, Aquino's Philippine flag-draped coffin was escorted from the Manila Cathedral to the Manila Memorial Park in Paranaque City, where she was interred beside her husband Ninoy's resting place. Aquino's funeral procession took more than eight hours before it reached its final destination, as tens of thousands of Filipinos lined up the streets {fact} where her cortege would pass by to pay their last respects to their beloved former leader. From Manila's harbor, all ships docked blared their sirens as a sign of respect to Mrs. Aquino.
Further, ordinary Filipinos throughout the country wore either yellow shirts or held masses for Aquino as their way of paying tribute to the woman who once led them in a revolution that changed the course of their country's history. Yellow Ribbons, which were once used during Aquino's battle with Marcos, were tied along major national roads and streets as a sign of solidarity and support for the now deceased Aquino and her grieving family. In popular social networking sites such as Facebook and Twitter, Filipinos posted yellow ribbons in their accounts as a tribute to the former Philippine leader.
Following her death, Filipino Catholics called on the Church to have Aquino canonized and declared as a saint. During her lifetime, Aquino has been known and praised for her strong spirituality and sincere devotion to the Catholic faith.
Days after her funeral, the Bangko Sentral ng Pilipinas (BSP) announced that it supported calls to put the former President on the 500-Peso banknote alongside her husband, Ninoy Aquino.
Queen Elizabeth II of the United Kingdom of Great Britain and Northern Ireland, through the British Ambassador in Manila, sent a message to the Filipino people which read: "I am saddened to hear of the death of Corazon ‘Cory’ Aquino the former President of the Republic of the Philippines." She also added, "I send my sincere condolences to her family and to the people of the Philippines. Signed, Elizabeth R."
Furthermore, Russian President Dmitry Medvedev, in a telegram to President Arroyo, said that “the name of Corazon Aquino is associated with a period of profound reforms and the democratic transformation of Filipino society.” Medvedev also lauded Aquino's sympathy to Russian people and her contribution to the improvement of Russian-Filipino relations.
Moreover, global democratic icons such as Timor-Leste President Jose Ramos-Horta and Wan Azizah, wife of Malaysian opposition leader Anwar Ibrahim, came to the Philippines not just to express their sympathies but to attend their friend Aquino's death and funeral, as well.
Aquino was portrayed by Laurice Guillen in the 1988 HBO miniseries ''A Dangerous Life''. Aquino was a main character in Boy Noriega's 1987 stage comedy ''Bongbong at Kris'' (Bongbong and Kris), about an imagined romantic coupling between the only son of Ferdinand Marcos and the youngest daughter of the Aquinos. In the movie ''Alfredo Lim: Batas ng Maynila'' (Alfredo Lim: Law of Manila) Aquino was portrayed by Luz Valdez. She was portrayed by Tess Villarama in the movie ''Ilaban Mo, Bayan Ko: The Obet Pagdanganan Story'' (My Fight, My Country) in 1997. She was also portrayed by Geraldine Malacaman in the 1998 musical play ''Lean''. In the defunct comedy gag show ''Ispup'', Madz Nicolas played a parodized version of Aquino who often reminisces about life with Ninoy. In 2004, Aquino was portrayed by Irma Adlawan in the miniseries ''Sa 'Yo Lamang'' (Only Yours).
In 2008, a musical play about Aquino starring Isay Alvarez as Aquino, was staged at the Meralco Theater. Entitled ''Cory, the Musical'', it was written and directed by Nestor Torre and featured a libretto of 19 original songs composed by Lourdes Pimentel, wife of Senator Aquilino Pimentel. A two-part special of Maalaala Mo Kaya aired on January 23 and 30, 2010. Bea Alonzo played the role of Cory Aquino while Piolo Pascual portrayed Ninoy Aquino. The two-part special aired for Cory's 77th birthday.
