Non-net costs

AMF typically funds the cost of the nets and co-funding partners fund all distribution non-nets costs. AMF does not typically fund distribution non-net costs for two reasons. First, we raise funds from the public with a specific promise to allocate 100% of funds received to buy nets. This keep our message to potential donors simple: 100% of your donation will fund nets. Second, as a small team, we are not set up to mange the budgeting, tracking and reporting of actual costs that would be required to ensure the accountability of funds spent in-country to carry out the distribution. Other organisations are better placed to do this.

AMF does fund post-distribution monitoring costs as we believe it is important to gather data on net coverage over time. It gives us knowledge of programme impact and provides data as the basis for recommendations for further malaria control actions. To carry out this work, we identify and select in-country partners with relevant experience, strong leadership, appropriate resources and a shared approach to accountability.

The funding for non-net costs does NOT come from public donations to AMF. Non-net costs are covered by a small number of donors who have arranged with us for donations to be allocated for this specific purpose.

Note: In Malawi in 2013, 2014 and 2015, AMF did pay for distribution costs as a result of some special circumstances. First, AMF funding the non-net costs removed the final barrier to a distribution proceeding, lack of funding from others, and avoided a lengthy delay of up to a year with nets only being distributed after the approaching rainy season, a time of high malaria transmission. Second, we had worked with our in-country distribution partner for five years and were confident they would be able to mange and report accurately and accountably on the distributions that we were funding - which they did.
