    Now that we know the Key Resolve and Foal Eagle cancellations were JOINT decisions by the U.S. and ROK defense ministers, will the “sky-is-falling, the alliance-is-breaking” panic abate? Probably not. Some won’t believe it was a joint decision. Others are stuck in their ways.
