Colloque de l’Association Internationale pour l’Histoire des Alpes en collaboration avec l’Université d'Innsbruck
Argumentaire
L’Association internationale pour l’Histoire des Alpes organise tous les deux ans un Colloque sur un thème inhérent l’espace alpin. Le prochain colloque, organisé en collaboration avec l’Université d'Innsbruck, sera consacré aux frontières dans les Alpes et aura lieu à Innsbruck du 20 au 23 septembre 2017.
Le Colloque s’articulera autour de quatre axes principaux.
I. La nature des frontières. Ce premier axe souhaite analyser le rôle et l'influence des facteurs et des éléments environnementaux (fleuves, chaînes de montagnes, marécages, ...) sur la définition des frontières. Ce qui conduit à s'interroger sur les acteurs qui ont promu le débat autour des frontières « naturelles » et également sur leurs motivations. Il s’agit enfin de vérifier si, dans ce contexte, il existe des différences entre les espaces politiques, économiques, linguistiques et confessionnels. Et dans quelle mesure, les configurations historiques ont-elles favorisé le déplacement, la consolidation, ou au contraire l’affaiblissement ou l’effacement des frontières?
II. La formation de la connaissance des frontières. Le deuxième axe du colloque porte sur les processus d’appropriation des frontières. Comment les frontières se définissent-elle et par qui sont-elles définies ? Comment communique-t-on leur définition et par qui? Les frontières sont-elles considérées comme des lignes de séparation ou bien comme des zones de transition? Dans cette perspective, il importe aussi de s’interroger sur la manière dont les frontières sont cartographiées ainsi que sur la manières de les rendre visibles dans le paysage. Existe-t-il des références visuelles pour identifier les frontières qui se sont établies au cours du temps?
III. Les contrôles aux frontières. Le troisième axe du colloque renvoie aux fonctions et aux pratiques de contrôle des frontières. Qui assume les fonctions de contrôle des frontières, et dans quel contexte? Se réfèrent-elles seulement aux personnes ou bien aussi aux animaux ou aux biens et aux marchandises de tout genre? Quelles sont les marchandises et les personnes contrôlées et quelles sources possède-t-on à ce sujet? Les contrôles ont-ils des motivations prioritairement politiques ou économiques? Et quelles sont les circonstances ayant entraîné un changement de régime d'une frontière?
IV. Les frontières transgressées. Le dernier axe du Colloque est consacré aux phénomènes de transgression des frontières. De nombreux facteurs ont donné lieu à des conflits autour des frontières, par exemple le déplacement de bornes frontalières. Ces conflits sont-ils liés à des contextes historiques particuliers? Quelle est la relation entre la frontière et la guerre. Dans quelle mesure les conflits autour des frontières affectent-ils les relations familiales ou confessionnelles qui existent sur les deux versants de la frontière? Il importe enfin de tenir compte de l’influence qu'exerce la proximité des frontières sur les individus (voyez notamment les douaniers décrits dans les romans et les opéras du XIXe siècle), sur ceux qui la traversent quotidiennement (par exemple les frontaliers) et sur ceux qui, à l’instar des contrebandiers, trouvent dans la frontière une opportunité de gain.
Le Colloque prend en compte toutes les époques historiques, ainsi que d’autres massifs montagneux en dehors de l’espace alpin.
Les langues du Colloque sont l’Allemand, le Français, l’Italien et l’Anglais.

Tagung der Internationalen Gesellschaft für historische Alpenforschung In Zusammenarbeit mit der Universität Innsbruck

Die Internationale Gesellschaft für historische Alpenforschung veranstaltet in zweijährigem Rhythmus Tagungen zu Themen, die auf die alpinen Gebiete Bezug nehmen. Die nächste Tagung, in Zusammenarbeit mit der Universität Innsbruck organisiert, widmet sich den „Grenzen im alpinen Raum“ und findet vom 20.-23. September 2017 in Innsbruck statt.
Ein erster Block stellt die Frage nach der Natur der Grenze. Welche Bedeutung kommt naturräumlichen Gegebenheiten (Flüssen, Bergkämmen, Sümpfen) bei der Festsetzung und Etablierung von Grenzen zu? Wer führte wann zu welchem Zweck einen Diskurs über „natürliche“ Grenzen? Unterscheiden sich diesbezüglich Herrschafts- und Wirtschaftsräume, sprachliche und konfessionelle Räume? Unter welchen historischen Konstellationen wurden Grenzen verschoben, verstärkt bzw. aufgeweicht oder aufgehoben?
Ein zweiter Block beschäftigt sich mit der Produktion von Wissen über Grenzen. Wie wurden Grenzen definiert? Wie wurden Grenzen verkündet und von wem? Wurden sie linear gedacht oder als Übergangszonen? Wie wurden Grenzen auf Karten verzeichnet und wie in der Landschaft sichtbar gemacht? Gibt es dafür ein Set von Landmarks, das sich im Lauf der Zeit herausgebildet hat?
In einem dritten Themenblock geht es um Kontrollen an den Grenzen und wann diese als krisenhaft erlebt wurden. Wann wurde an Grenzen kontrolliert, von wem, und worauf bezogen sich diese Kontrollen? Galten diese nur Personen oder vor allem auch Tieren und Waren jeglicher Art? Welche Waren wurden kontrolliert und welche Quellen gibt es darüber? Waren die Kontrollen vorwiegend politisch oder ökonomisch motiviert? Unter welchen Umständen änderten sich Grenzregime?
In einem vierten Block wird das Nichtrespektierten bzw. Unterlaufen von Grenzen thematisiert. Gibt es klassische Anlassfälle für Grenzstreitigkeiten (z.B. das Versetzen von Grenzsteinen) oder sind diese zeit- und raumspezifisch? Wie ist der Zusammenhang von Grenzen und Kriegen? Ließen Auseinandersetzungen an und um Grenzen vergessen, dass familiäre oder konfessionelle Beziehungen sich über Grenzen erstreckten? Wer lebte an der Grenze (z.B. Figur des Grenzers in Roman und Oper des 19. Jahrhunderts), wer überschritt sie täglich bei der Arbeit (z.B. Figur des Grenzgängers)? Welche Bedeutung kommt dem Schmuggel zu?
Vortragsvorschläge
Gewünscht sind Beiträge zu allen Epochen und auch zu anderen Gebirgszügen als den Alpen. Tagungssprachen sind Deutsch, Englisch, Französisch und Italienisch. Die Organisatoren kommen für Reise und Unterkunft der Referierenden auf.
Eingaben (abstract von max. 500 Wörtern und Kurz-CV in einem Dokument)
sind bis 7. Januar 2017
an Frau Egger (gertraud.egger@uibk.ac.at) zu senden. Die erfolgreichen Bewerberinnen und Bewerber werden dann Ende Februar aufgefordert, zuhanden der Tagung ein erweitertes abstract zu verfassen. Ergebnisse der Tagung werden 2018 in „Histoire des Alpes“, dem Jahrbuch der Internationalen Gesellschaft für historische Alpenforschung (http://www.labisalp.arc.usi.ch/en/aisa) publiziert.

Argument
The International Association of the History of the Alps will organize its next biannual conference on the topic of borders. The conference organized in collaboration with the University of Innsbruck will be held in Innsbruck, September 20 – 23, 2017.
The first section will deal with the nature of borders. How do natural features (rivers, mountain ranges, swamps) influence the establishment of borders? Who debated the “naturalness” of borders and for what reasons? Are there differences between political, economic, linguistic and confessional spaces? What historical constellations favored the adjustment, fortification, relaxation or removal of borders?
A second section will concentrate on the production of knowledge (and/or technologies) about borders. How were borders defined and how were they publicized and by whom? Were borders imagined as a clear line or a transition zone? How were borders inscribed into maps and how were they made visible in the landscape? Is there a set of landmarks to determine borders that developed over time?
A third section will concern border controls. In which times were borders experienced as a form of crisis? When were borders controlled and who controlled them? Were people or mainly goods and animals of all kinds subject to border controls? Which goods/persons were controlled and which records were produced? Were controls mainly politically or economically motivated? Which circumstances favored changes in border regimes?
A fourth section will deal with the neglecting and undermining of borders. Are there specific reasons that cause border disputes (e.g. the moving of a border marker) and do these reasons change depending on various historic contexts? What is the connection between borders and war? Did disputes at borders or because of borders make people forget that family ties or confessional bonds stretched beyond border lines? Who lived at borders (e.g. the figure of the customs official in the novel or in the opera of the 19th century) and who crossed borders for business on a regular basis (e.g. cross-border commuters)? What was the importance of smuggling?
Submission guidelines
Submissions on all historical periods and also on mountain ranges other than the Alps are welcome. Conference languages will be German, English, French and Italian. Cost of travel and accommodation of invited speakers will be covered.

Deadline: January 7, 2017.
Successful applicants will be informed by the end of February and asked to submit an extended abstract for the conference. Conference results will be published 2018 in the multilingual year book of the International Association of the History of the Alps „Histoire des Alpes“ (http://www.labisalp.arc.usi.ch/en/aisa).

L’Associazione internazionale per la Storia delle Alpi organizza convegni con frequenza biennale su tematiche riguardanti i territori alpini. Il prossimo convegno, organizzato in collaborazione con l’Università di Innsbruck, sarà dedicato alle frontiere nello spazio alpino e si svolgerà a Innsbruck dal 20 al 23 settembre 2017.
Il convegno si articolerà attorno a quattro diverse tematiche.
I. La natura delle frontiere. In questa prima sezione si intende verificare in quale misura i fattori e gli elementi ambientali (fiumi, catene montuose, paludi, …) hanno influenzato la definizione delle frontiere. Parallelamente ci si interrogherà su chi, quando e per quale motivo ha promosso e alimentato il dibattito sulle frontiere “naturali”. Inoltre si intendono verificare eventuali differenze tra spazi politici ed economici, linguistici e confessionali. Quali costellazioni storiche hanno favorito lo spostamento, il consolidamento o, al contrario, l’indebolimento e la soppressione delle frontiere?
II. La formazione della conoscenza sulle frontiere. Un secondo ordine di questioni verte sui processi di appropriazione delle frontiere. Come vengono definite le frontiere? Come viene comunicata la loro definizione, e da chi? Le frontiere sono considerate una linea di separazione o un’area di compenetrazione e promiscuità? In tale ottica può essere opportuno verificare in quale modo sono indicate le frontiere sulle mappe e come sono rese visibili nel paesaggio. Esistono riferimenti visivi per determinare le frontiere che si sono create nel corso del tempo?
III. I controlli alle frontiere. Un’ulteriore tematica proposta dal convegno riguarda le funzioni e le pratiche di controllo delle frontiere. Chi assicura tali controlli? In quali frangenti o contesti bisogna sottoporsi a controlli alle frontiere, e a cosa si riferiscono? Riguardano solo persone o anche animali e merci di ogni tipo? Quali merci/persone vengono controllate? I controlli hanno motivazioni prevalentemente politiche o economiche? Quali circostanze hanno favorito delle modifiche di regimi di frontiera?
IV. Le frontiere trasgredite. L’ultimo aspetto preso in esame è dedicato ai fenomeni di trasgressione delle frontiere. È noto che vi sono motivi specifici che hanno dato adito a controversie nei riguardi delle frontiere, ad es. lo spostamento di pietre di confine. Ma in quale misura esse sono legate a determinati contesti storici? Su un altro piano è inoltre opportuno tener conto della relazione tra frontiere e guerre. In quale misure le diatribe alle e sulle frontiere cancellano i rapporti familiari o confessionali si estendono sui due versanti? È inoltre opportuno prendere in esame l’influenza delle frontiere su chi vive nelle loro prossimità (si pensi alla figura del doganiere nei romanzi e nelle opere del diciannovesimo secolo), su chi la varca quotidianamente per andare a lavorare (si veda la figura del frontaliero) e su chi, come i contrabbandieri, trova nella trasgressione della frontiera delle opportunità di guadagno.
Sono accettati contributi relativi a tutte le epoche storiche e anche riguardanti altre catene montuose oltre alle Alpi.
Modalità di partecipazione
Le lingue del convegno sono il tedesco, il francese e l’italiano e l’inglese.
Gli organizzatori si fanno carico dei costi di viaggio e di alloggio dei relatori.
