A Senate is a deliberative assembly, often the upper house or chamber of a bicameral legislature or parliament. The name comes from the ancient Roman Senate (Latin: Senatus), so-called as an assembly of the senior (Latin: senex meaning "the elder" or "the old one") and therefore allegedly wiser and more experienced members of the society or ruling class.
Thus, the literal meaning of the word "senate" is: Assembly of Elders.
Many countries have an assembly named a senate, composed of senators who may be elected, appointed, have inherited the title, or gained membership by other methods, depending on the country. Modern senates typically serve to provide a chamber of "sober second thought" to consider legislation passed by a lower house, whose members are usually elected.
The modern word senate is derived from the [Latin] word senātus (senate), which comes from senex, “old man”. The members or legislators of a senate are called senators. The Latin word senator was adopted into English with no change in spelling. Its meaning is derived from a very ancient form of social organization, in which advisory or decision-making powers are reserved for the eldest men. For the same reason, the word senate is correctly used when referring to any powerful authority characteristically composed by the eldest members of a community, as a deliberative body of a faculty in an institution of higher learning is often called a senate. This form adaptation was used to show the power of those in body and for the decision-making process to be thorough, which could take a long period of time. The original senate was the Roman Senate, which lasted until 580 (various efforts to revive it were made in Medieval Rome). In the Eastern Roman Empire, the Byzantine Senate continued until the Fourth Crusade, circa 1202–1204.
Alan Stuart "Al" Franken (born May 21, 1951) is an American comedian, actor, politician, and writer. He is currently the junior United States Senator from Minnesota. He became well known in the 1970s and 1980s as a writer and performer on the television comedy show Saturday Night Live. After several decades as a comedic actor and writer, he became a prominent liberal political activist. Franken was elected to the United States Senate in 2008, narrowly defeating incumbent Republican Senator Norm Coleman. Franken is a member of the Minnesota Democratic–Farmer–Labor Party (DFL), an affiliate of the Democratic Party.
Born in New York City, Franken moved to Minnesota when he was four but he later went back to the East Coast and attended Harvard College. With his writing partner Tom Davis, with whom he had developed an interest in improvisational theatre in high school, he was hired as a writer for SNL at its inception in 1975. He worked on the show as a writer and performer until 1980, and returned from 1985 to 1995. After leaving SNL, he wrote and acted in movies and television shows. He also hosted a nationally syndicated, political radio talk show, The Al Franken Show, and wrote six books, four of which are political satires critical of conservative politics.
The U.S. Congress passed the Tax Reform Act of 1986 (TRA) (Pub.L. 99–514, 100 Stat. 2085, enacted October 22, 1986) to simplify the income tax code, broaden the tax base and eliminate many tax shelters. Referred to as the second of the two "Reagan tax cuts" (the Kemp-Roth Tax Cut of 1981 being the first), the bill was also officially sponsored by Democrats, Richard Gephardt of Missouri in the House of Representatives and Bill Bradley of New Jersey in the Senate.
The Tax Reform Act of 1986 was given impetus by a detailed tax-simplification proposal from President Reagan's Treasury Department, and was designed to be tax-revenue neutral because Reagan stated that he would veto any bill that was not. Revenue neutrality was targeted by decreasing individual income tax rates, eliminating $30 billion annually in loopholes, while increasing corporate taxes, capital gains taxes, and miscellaneous excises. The act raised overall revenue by $54.9 billion in the first fiscal year after enactment As of 2014, the Tax Reform Act of 1986 was the most recent major simplification of the tax code, drastically reducing the number of deductions and the number of tax brackets (for the individual income tax) to three.
Tax reform is the process of changing the way taxes are collected or managed by the government. Tax reformers have different goals. Some seek to reduce the level of taxation of all people by the government. Some seek to make the tax system more progressive or less progressive. Others seek to simplify the tax system and make the system more understandable or more accountable.
Numerous organizations have been set up to reform tax systems worldwide, often with the intent to reform income taxes or value added taxes into something considered more economically liberal. Other reforms propose tax systems that attempt to deal with externalities. Such reforms are sometimes proposed to be revenue-neutral, for example in revenue neutrality of the FairTax, meaning they ought not result in more tax or less being collected.Georgism claims that various forms of land tax can both deal with externalities and improve productivity.
Tax reform is an increasingly significant issue on the Australian political agenda. Combined annual deficits of the Commonwealth and State and territory governments will rise from 1.9% of gross domestic product in 2011–12 to 5.9% of GDP by 2049–50. Widespread, wholesale tax reform in Australia has not occurred since the introduction of the Goods and Services Tax in 2000. The Henry Tax Review identified 138 areas for significant reform to Australia's tax system over the next 10 to 20 years.
In the United Kingdom, Reform Act is a generic term used for legislation concerning electoral matters. It is most commonly used for laws passed in the 19th century and early 20th century to enfranchise new groups of voters and to redistribute seats in the House of Commons of the Parliament of the United Kingdom.
The parliamentary franchise in the United Kingdom was expanded and made more uniform through a series of Acts of Parliament, also known as Representation of the People Acts, beginning in 1832.
