Diffa is a city and Urban Commune in the extreme southeast of Niger, near that country's border with Nigeria. It is the administrative seat of both Diffa Region, and the smaller Diffa Department. As of 2011, the commune had a total population of 48,005 people.
Diffa marks the eastern end of the paved section of Route Nationale 1, the main east west highway across Niger, although the section between Zinder and Diffa is only partially paved in places. RN 1 continues north to N'guigmi more than 100 km. Maïné-Soroa, the other major town of the Region, lies less than 100 km to the west of Diffa. The border with Nigeria, at the Nigerian town of Duji, is 5.5 km to the south of Diffa. Diffa Airport lies to the north of the town.
In 2002, it was the center of the first military uprising in the country since President Tandja Mamadou instituted civilian rule and led to a crackdown by the government against the civilian press.
Refugees from Nigeria fleeing violence from Boko Haram have crossed the border, and are living with local populations in Diffa and surrounding areas. As of June 11, 2014, the nearby "village of Guessere's population has doubled. Its new residents all come from a Nigerian village located 3 kilometers from the border." These refugees hid after an attack, and crossed a river to escape. In early October, 2,200 more people arrived from the Nigerian village of Gueshkar. In the first ten months of 2014, "over 62,000 people" fled to the Diffa region to escape fighting in Nigeria.
Boko Haram, referred to by themselves as Wilāyat Gharb Ifrīqīyyah (Arabic: الولاية الإسلامية غرب أفريقيا, (Islamic State West Africa Province, ISWAP), and Jamā'at Ahl as-Sunnah lid-Da'wah wa'l-Jihād (Arabic: جماعة أهل السنة للدعوة والجهاد, "Group of the People of Sunnah for Preaching and Jihad"), is an Islamic extremist group based in northeastern Nigeria, also active in Chad, Niger and northern Cameroon. The group's leader is Abubakar Shekau. The group had alleged links to al-Qaeda, but in March 2015, it announced its allegiance to the Islamic State of Iraq and the Levant (ISIL). Since the current insurgency started in 2009, it has killed 20,000 and displaced 2.3 million from their homes.
After its founding in 2002, Boko Haram's increasing radicalization led to a violent uprising in July 2009 in which its leader was summarily executed. Its unexpected resurgence, following a mass prison break in September 2010, was accompanied by increasingly sophisticated attacks, initially against soft targets, and progressing in 2011 to include suicide bombings of police buildings and the United Nations office in Abuja. The government's establishment of a state of emergency at the beginning of 2012, extended in the following year to cover the entire northeast of Nigeria, led to an increase in both security force abuses and militant attacks.
Subtitles are derived from either a transcript or screenplay of the dialog or commentary in films, television programs, video games, and the like, usually displayed at the bottom of the screen, but can also be at the top of the screen if there is already text at the bottom of the screen. They can either be a form of written translation of a dialog in a foreign language, or a written rendering of the dialog in the same language, with or without added information to help viewers who are deaf and hard of hearing to follow the dialog, or people who cannot understand the spoken dialogue or who have accent recognition problems. The encoded method can either be pre-rendered with the video or separate as either a graphic or text to be rendered and overlaid by the receiver. The separate subtitles are used for DVD, Blu-ray and television teletext/Digital Video Broadcasting (DVB) subtitling or EIA-608 captioning, which are hidden unless requested by the viewer from a menu or remote controller key or by selecting the relevant page or service (e.g., p. 888 or CC1), always carry additional sound representations for deaf and hard of hearing viewers. Teletext subtitle language follows the original audio, except in multi-lingual countries where the broadcaster may provide subtitles in additional languages on other teletext pages. EIA-608 captions are similar, except that North American Spanish stations may provide captioning in Spanish on CC3. DVD and Blu-ray only differ in using run-length encoded graphics instead of text, as well as some HD DVB broadcasts.

Niger is a developing country, and is consistently one of the lowest-ranked in the United Nations' Human Development Index (HDI); it was ranked last at 187th for 2013. Much of the non-desert portions of the country are threatened by periodic drought and desertification. The economy is concentrated around subsistence and some export agriculture clustered in the more fertile south, and the export of raw materials, especially uranium ore. Niger faces serious challenges to development due to its landlocked position, desert terrain, high fertility rates and resulting overpopulation without birth control, poor education and poverty of its people, lack of infrastructure, poor health care, and environmental degradation.

Niger's government says Boko Haram militants killed 18 people, including a local religious leader, in an attack on a village in Niger's southern border area of Diffa on the Nigerian border.
