The 24FPS International Short Film Festival (formerly WESTfest) is a two-day short film festival hosted in Abilene, Texas each year. An average of 20 shorts are selected and viewed at the Paramount Theatre, a restored theatre originally built in 1930.
Frame rate, also known as frame frequency, is the frequency (rate) at which an imaging device displays consecutive images called frames. The term applies equally to film and video cameras, computer graphics, and motion capture systems. Frame rate is expressed in frames per second (FPS).
The human eye and its brain interface, the human visual system, can process 10 to 12 separate images per second, perceiving them individually. The threshold of human visual perception varies depending on what is being measured. When looking at a lighted display, people begin to notice a brief interruption of darkness if it is about 16 milliseconds or longer. Observers can recall one specific image in an unbroken series of different images, each of which lasts as little as 13 milliseconds. When given very short single-millisecond visual stimulus people report a duration of between 100 ms and 400 ms due to persistence of vision in the visual cortex. This may cause images perceived in this duration to appear as one stimulus, such as a 10 ms green flash of light immediately followed by a 10 ms red flash of light perceived as a single yellow flash of light. Persistence of vision may also create an illusion of continuity, allowing a sequence of still images to give the impression of motion.

Time to chat about frame rates. I have used various devices over the years to capture video and have encountered challenges in post edit related to frame rate. Although I am much more aware of the differences and the challenges faces when importing different frame rate clips, I suspect most people are not. I have received the following questions: What is the difference between 24, 30, and 60fps? When is it best to use one vs the other? What is the importance behind keeping with the same frame rate on any given project? I give my two cents on the subject and ask for your opinion as well. Subscribe! http://bit.ly/17WKKbT I made this quick edit to show the difference between footage that is played back at 24 frames per second versus 48 frames per second. You can see that the 48 fps footage is smoother. I think it is most obvious with the scrolling text at the beginning and end of the video but it is also apparent throughout the video. Make sure the video player quality is set to “720p48” or “1080p48” to get 48fps playback. If you don’t see those options, try using google chrome.
