French nationality law is historically based on the principles of jus soli (Latin for "right of soil"), according to Ernest Renan's definition, in opposition to the German definition of nationality, jus sanguinis (Latin for "right of blood"), formalized by Johann Gottlieb Fichte.
The 1993 Méhaignerie Law required children born in France of foreign parents to request French nationality at adulthood, rather than being automatically accorded citizenship. This "manifestation of will" requirement was subsequently abrogated by the Guigou Law of 1998, but children born in France of foreign parents remain foreign until obtaining legal majority.
Children born in France to tourists or short-term visitors do not acquire French citizenship by virtue of birth in France: residency must be proven. Since immigration became increasingly a political theme in the 1980s, albeit accompanied by a lower immigration rate (see Demographics in France), both left-wing and right-wing governments have issued several laws restricting the possibilities of being naturalized.
Nationality law is the law in each country and in each jurisdiction within each country which defines the rights and obligations of citizenship within the jurisdiction and the manner in which citizenship is acquired as well as how citizenship may be lost. A person who is not a citizen of the country is generally regarded as a foreigner, also referred to as an alien. A person who has no recognised nationality or citizenship is regarded as stateless. By international custom, each sovereign state has the right to determine who it will recognise as its nationals and citizens. Such determinations may be made by custom, statutory law, or case law (precedent), or some combination. In some cases, the determination may be governed by public international law—for example, by treaties and the European Convention on Nationality.
Broadly speaking, nationality law is based either on jus soli or jus sanguinis, or on a combination of the two and even due to marital relations. Jus soli (Latin: the law of the soil) is the principle by which a child born within a country's territorial jurisdiction acquires that country's nationality. Jus sanguinis (Latin: the law of the blood) is the principle by which a child acquires the nationality of his or her parents. Today, most if not all countries apply a mixture of these two principles: neither granting citizenship to everyone born within the country's jurisdiction, nor denying citizenship to the children born abroad.
Nationality is the legal relationship between a person and a state. Nationality affords the state jurisdiction over the person and affords the person the protection of the state. What these rights and duties are vary from state to state.
By custom and international conventions, it is the right of each state to determine who its nationals are. Such determinations are part of nationality law. In some cases, determinations of nationality are also governed by public international law—for example, by treaties on statelessness and the European Convention on Nationality.
Nationality differs technically and legally from citizenship, which is a different legal relationship between a person and a country. The noun national can include both citizens and non-citizens. The most common distinguishing feature of citizenship is that citizens have the right to participate in the political life of the state, such as by voting or standing for election. However, in most modern countries all nationals are citizens of the state, and full citizens are always nationals of the state.
Sir Henry Cole (15 July 1808 – 18 April 1882) was an English civil servant and inventor who facilitated many innovations in commerce and education in 19th century Britain. Cole is credited with devising the concept of sending greetings cards at Christmas time, introducing the world's first commercial Christmas card in 1843.
Henry Cole was born in Bath, and educated at Christ's Hospital in London. He began his career at the age of 15 at the Record Commission. His criticisms of the Commission's activities were an important factor in the debates that led to the Public Record Office Act 1838, and the establishment of the new Public Record Office, in which Cole was appointed an Assistant Keeper.
From 1837 to 1840, he worked as an assistant to Rowland Hill and played a key role in the introduction of the Penny Post. He is sometimes credited with the design of the world's first postage stamp, the Penny Black.
In 1843, Cole introduced the world's first commercial Christmas card, commissioning artist John Callcott Horsley to make the artwork.

Protesters are due to gather outside the French National Assembly in Paris on Tuesday, July 5, after a contentious labour law reform bill was pushed through parliament on the same day. The French law on secularity and conspicuous religious symbols in schools bans wearing conspicuous religious symbols in French public (i.e. government-operated) primary and secondary schools. The law is an amendment to the French Code of Education that expands principles founded in existing French law, especially the constitutional requirement of laïcité: the separation of state and religious activities.The bill passed France's national legislature and was signed into law by President Jacques Chirac on 15 March 2004 (thus the technical name is law 2004-228 of 15 March 2004) and came into effect on 2 September 2004, at the beginning of the new school year.
