In its quarterly newsletter, International IDEA takes a closer look at direct democracy. “Our aim has been to disentangle the term direct democracy, by showing the variety of instruments that can be used, by governments or citizens, to provide input to policy-making and decision-making at the local and national levels,” Secretary-General Yves Leterme states in his introduction.

It is crucial to make a clear distinction between the different mechanisms and procedures of direct democracy. The terminology used by the jurisdictions can vary to describe the various direct democracy instruments. Therefore it is essential to agree on common definitions for the same institutions and processes.
