Student Parking

A valid parking permit is required Monday-Thursday from 6:00 a.m. - 8:00 p.m. and Friday from 6:00 a.m. - 3:00 p.m.

Important information

  • Log into your eParking account to buy permits online, add vehicles, appeal or pay citations.
  • Parking is available on a first come first serve basis.  On most weekdays during the fall and spring terms, the Towsontown, Glen and Union Garages are full by 10 a.m.  Ample parking in the lots near the stadium complex and free shuttles are available.
  • Parking Rules and Regulations (PDF) are enforced year-round.
  • Students have the option to purchase one of several types of permits depending upon their classification (resident or commuter) and number of credits earned.
  • Permits can be purchased for:
       Academic Year
       Fall term and January Minimester (expires 01/31)
       Weekly or monthly (No Refunds) 
  • If permits are purchased later in the year, they are pro-rated on a weekly basis.  Proration begins 2nd week of classes in fall term.
  • Each student must have his or her own permit.  Permits may not be shared.  Violators are subject to a $300 fine, vehicle towing at the owner's expense and other University sanctions.
  • Students may not register another student, faculty member or staff member's vehicle to their parking account.

Virtual Permit System

  • Towson University uses a License Plate Recognition (LPR) system.  This means:  No need to worry about a hang tag or sticker for your vehicle.  Your license plate will be used to verify that you have a valid permit.  Make sure you enter your plate number correctly on your permit application. Review vehicle registration and input number 0 and letter O correctly.

Puchase a Permit or Add/Remove Vehicle

  • To purchase a parking permit or add/remove a vehicle from your account, go to eParking.  You will need your TU NetID and password to log into your eParking account.
  • Parking permits cannot be purchased over the phone.
  • Permits can be purchased through:  Visa, Master Card, Discover, C.O.D. or One Card Retail Points.
  • If you choose to pay through C.O.D., you must pay for the permit within five business days of your purchase date, or by the 1st day of classes if purchased prior to the start of the fall term.  Payments are made in person at the Auxiliary Services Business Office (ASBO), located on the first floor of the University Union.  Failure to pay will result in your permit being canceled and a pro-rated charge for the time the permit was valid will be assessed.
  • You must be registered for classes and/or have your residence hall assignment (if applicable), prior to purchasing a parking permit.  Parking & Transportation Services must be notified by Enrollment Services for class registration and Housing & Residence Life for housing assignment (if applicable) prior to purchasing a permit.
  • Students should purchase a parking permit prior to parking on campus.  If a permit has not been purchased, students must purchase a daily visitor parking permit at one of the yellow visitor paystations located throughout the campus and park in a designated Visitor or Overflow space where the sign says  "All TU Permits Valid."

Change in Status

  • Residents who move off campus must either exchange their permit for a commuter permit or cancel their permit.  This exchange must be made in person at the Auxiliary Services Business Office (ASBO).  Pro-rated refunds are available.
  • All Freshmen Commuters (less than 30 credits earned) are eligible to only purchase Overflow permits.  Once a student earns 30 credits, they are eligible to purchase a Commuter Permit.  If a student moves on or off campus, they must exchange their permit for the correct permit type for their current status (resident or commuter). Permits can only be exchanged in person at Auxiliary Services Business Office (ASBO); this cannot be done over the phone.

Handicap Parking

  • Those who wish to use the designated Handicapped parking spaces are required to have both:  A state issued Handicapped permit/license plate assigned to them and a valid TU parking permit.  A valid parking permit may be purchased at Parking & Transportation Services or at one of the yellow paystations located throughout the campus.  Only the individual to whom the handicapped permit/plate is issued may use a handicapped space.  If you are transporting an individual who is authorized to use a handicapped permit/plate, the individual must be in the vehicle at the time the vehicle is parked.  If the person is dropped off at another location, you may not park in the handicapped space.  Proof of Handicapped Certification must be presented to law enforcement and University officials upon request.  Handicapped parking spaces are located in all garages and lots on campus.

  • Handicapped parking regulations are strictly enforced 24/7.  Vehicles parked illegally in handicapped spaces are subject to citation, towing at the owner's expense and other University sanctions.  Certified Handicapped Permit  holders may park at a stand-alone meter for two time frames without additional cost if all handicapped spaces are filled.

  • Register Your Handicapped Placard/License Plate. Students, faculty and staff members are strongly encouraged to register their handicapped permits/license plates with Parking and Transportation Services.  This informs university staff that the vehicle is registered to a driver who possesses the valid credentials to park in handicapped restricted spaces.  Registration of handicapped status with Towson University can help avoid inaccurate vehicle citation.

Motorcycles/Mopeds/Scooters

According to Maryland State Law, motorized cycles are defined as below:

Motorcycle:

  • Is self-propelled by a motor with a rating of more than 1.5 brake horsepower and a capacity of at least 49 cubic centimeters piston displacement.
  • Has a singular front steering road wheel mounted in a fork assembly that passes through a frame steering bearing and to which is attached a handlebar or other directly operated steering device.
  • Except for a windshield or windscreen, does not have any enclosure or provision for and enclosure for the driver or any passenger.
  • Has a seat that is straddled by the driver.

If it is the primary vehicle, a permit must be purchased at 1/2 rate of either student or faculty/staff rate.  If it is a secondary vehicle, it may be linked to permit. Motorcycles be parked legally in authorized locations.  Specifically designated Motorcycle/Moped/Scooter parking spaces are located in specifically designated parking spaces located in all garages, Lot 19 and Lot 21 near the Stadium Complex.  Motorcycles/Mopeds/Scooters are never to be parked in regular four wheel vehicle spaces.

Moped:

  • Is designated to be operated by human power with the assistance of a motor.
  • Is equipped with pedals that mechanically drive the rear wheels or wheels.
  • Has two or three wheels, of which one is more than 14 inches in diameter.
  • Has a motor with a rating of 1.5 brake horsepower or less.
  • If the motor is an internal combustion engine, a capacity of 50 cubic centimeters piston displacement or less.

Free Motorized Scooter/Moped permits are required on campus.  Permits must be obtained in person at the Parking & Transportation Service Office.  Bring proof of ownership (title, proof of insurance, etc.)  They must be legally parked in authorized locations.  Specifically designated Motorcycle/Moped/Scooter parking spaces are located in all garages and Lot 19 and Lot 21 near the Stadium Complex.  Motorcycles/Mopeds/Scooters are never to be parked in regular 4 wheel vehicle spaces.

Motor Scooter:

  • Has a seat for the operator.
  • Has two wheels, of which one is 10 inches or more in diameter.
  • Has a step-through chassis.
  • Has a motor with a rating of 2.7 brake horsepower or less or if the motor is an internal combustion engine, with a capacity of 50 cubic centimeters piston displacement or less.
  • Equipped with an automatic transmission.
  • Note:  "Motor Scooter" does not include a vehicle that has been manufactured for off-road use, including a motorcycle or an all-terrain vehicle.
  • Maryland state law classifies motorized scooters and mopeds as vehicles.  Most traffic laws, including but not limited to, obeying speed limits, lane use, turn signals, etc. apply to mopeds and scooters.
