The establishment of Community Fish Landing Centers (CFLCs) is an intervention of the Department of Agriculture's Bureau of Fisheries and Aquatic Resources (DA-BFAR) under its Targeted Actions to Reduce Poverty and Generate Economic Transformation in the Fishery Sector Program or TARGET. CFLCs are aimed at spurring inclusive growth in coastal areas with high poverty incidence and large population of registered fisherfolk under BFAR's National Program for Municipal Fisherfolk Registration or FishR.
It is a commitment of the government to the country's poverty alleviation through construction of said CFLCs and provision of other post-harvest facilities and equipment to reduce post-harvest losses and improve socio-economic conditions of poor fishing communities.
Upon full completion, CFLCs are expected to improve local buyers’ and or consumers’ access to safe and quality fish and fishery products.
Apart from being the community center of fish trade, the facility is envisioned to be a hub for economic activities, skills training venue, community organizing and info sharing for sustainable and disaster-resilient fisheries-based livelihoods and resource management, and monitoring of fish catch and stocks assessment, among many other uses.
A total of 252 CFLCs will be constructed in pre-identified coastal municipalities. Each infrastructure, as reflected under the 2015 GAA, would cost 2.85 Million Pesos.
The CFLCs will be operated by the LGU-beneficiaries which shall eventually be turned-over to the local organized fisherfolk community or fisherfolk cooperatives.

The Management Agency of National Marine Park of Zakynthos (NMPZ) organized a Scientific Environmental Workshop on "Marine Pollution: Monitoring Systems and Treatment" which held on Monday 30th July 2012, at the Cultural Centre of Zakynthos. The Workshop began at 9:45 a.m. and concluded at 15:00 p.m. Afterwards, the guests were guided in the marine protected area of the NMPZ.
The Workshop held in the framework of NMPZ participation (as one of the Scientific Partners) in the FP7 -- European Union funded Project: ARGOMARINE "Automatic Oil-Spill Recognition and Geopositioning integrated in a Marine Monitoring Network" which aims to develop an Integrated System for Marine Traffic Monitoring and Marine Pollution Early Warning, particularly for environmental- sensitive sea areas.
After the 1st successful Workshop on "ARGOMARINE: A New Oil Spill Early Warning System" which was organized by NMPZ on 15th December 2011 on Zakynthos island among the Scientific Partners of the ARGOMARINE Project and representatives from the competent Local Services of the island, NMPZ proceeded to the organization of a 2nd Workshop open to the public.
In the framework of this Workshop were invited to speak ten specialized scientists from:
Academic Institutes (National Technical University of Athens, University of the Aegean, Technological Educational Institute of Ionian Islands)
Research Institutes (Hellenic Centre for Marine Research)
National Policy Authorities (Hellenic Ministry of Mercantile Marine, MarineEnvironment Protection Directorate)
Marine Remediation Companies (Environmental Protection Engineering S.A.),as well as the
Management Agency of National Marine Park of Zakynthos.For the Workshop were invited and informed about the project High Level Policy Makers (e.g. Greece's European Commissioner for Maritime Affairs and Fisheries, Hellenic Ministry of Environment, Energy and Climate Change and many others) and among the attendants were representatives from Local and Regional Authorities, Environmental Organizations and NGOs, Academic and Research Institutes, University Students and other Stakeholders.
Some of the goals achieved through this Workshop were:
Raising public awareness and participation on marine and coastal pollution and protection issues (also, the information material, which was distributed to the attendants, contributes to the achievement of this goal).
The involvement of the different user communities (administrators, environmental agencies, patrolling personnel, coast guards, citizens, tourists, etc.)
The establishment of a platform for discussion end-user needs, contribution to the effective coordination of required actions and operational activities forefficient crisis support management against marine pollution, post-accident monitoring and remediation, protection of marine, coastal and insular environment and submission of proposals.
The guarantee of strict connection with national operators in order to perform sea safeguard in marine protected areas.
The establishment of a close cooperation with potential end-users, scientific community and environmental organizations.
The wide diffusion and distribution of knowledge and information related to the project and produced technologies (also, the information material, which was distributed to the attendants, contributes to the achievement of this goal).
One of the sections of the workshop was dedicated to the connection of the ARGOMARINE system with other maritime monitoring and forecasting systems and technologies (e.g. TOSCA technologies, POSEIDON system) and the understanding of the required steps for the efficient use of such systems and technologies.
The large local media impact through the local media coverage of the whole Workshop, the press conferences, the press releases, the published newspapers articles dedicated to the Workshop and the achievements of the project and the TV and radio broadcasts.
Consequently, the Workshop can be considered as successfully concluded and the results are surely positive for the local community, the policy makers and the evolution of the project.

Somali waters have tremendous fisheries potential, but the Somali domestic fishing sector is underdeveloped and unable to keep up with increasing demand from world markets. Expansion of the sector in a sustainable way would ensure food and livelihood security for Somalis, but first, it is important to understand the health of fish populations.
The report, Securing Somali Fisheries, shows that foreign fishing is removing three times more fish than the Somali fishers, pushing the most commercially important fisheries toward unsustainability. With improved data collection, monitoring, and enforcement, Somalis can salvage their marine resources and expand them into a vital part of the country’s economy.

The Fishery Resources Monitoring System (FIRMS) is a partnership of intergovernmental fisheries organizations that share a wide range of high-quality information on the global monitoring and management of marine fishery resources.
This code of conduct, adopted by FAO members on 31 October 1995, contains a broad set of principles and methods for developing and managing fisheries and aquaculture. A voluntary, non-binding instrument, the code is widely recognized as the global standard for settling out the aims of sustainable fisheries and aquaculture for the coming decades.

The establishment of Community Fish Landing Centers (CFLCs) is an intervention of the Department of Agriculture's Bureau of Fisheries and Aquatic Resources (DA-BFAR) under its Targeted Actions to Reduce Poverty and Generate Economic Transformation in the Fishery Sector Program or TARGET. CFLCs are aimed at spurring inclusive growth in coastal areas with high poverty incidence and large population of registered fisherfolk under BFAR's National Program for Municipal Fisherfolk Registration or FishR. It is a commitment of the government to the country's poverty alleviation through construction of said CFLCs and provision of other post-harvest facilities and equipment to reduce post-harvest losses and improve socio-economic conditions of poor fishing communities. Upon full completion, CFLCs are expected to improve local buyers’ and or consumers’ access to safe and quality fish and fishery products. Apart from being the community center of fish trade, the facility is envisioned to be a hub for economic activities, skills training venue, community organizing and info sharing for sustainable and disaster-resilient fisheries-based livelihoods and resource management, and monitoring of fish catch and stocks assessment, among many other uses. A total of 252 CFLCs will be constructed in pre-identified coastal municipalities. Each infrastructure, as reflected under the 2015 GAA, would cost 2.85 Million Pesos. The CFLCs will be operated by the LGU-beneficiaries which shall eventually be turned-over to the local organized fisherfolk community or fisherfolk cooperatives. The Management Agency of National Marine Park of Zakynthos (NMPZ) organized a Scientific Environmental Workshop on "Marine Pollution: Monitoring Systems and Treatment" which held on Monday 30th July 2012, at the Cultural Centre of Zakynthos. The Workshop began at 9:45 a.m. and concluded at 15:00 p.m. Afterwards, the guests were guided in the marine protected area of the NMPZ. The Workshop held in the framework of NMPZ participation (as one of the Scientific Partners) in the FP7 -- European Union funded Project: ARGOMARINE "Automatic Oil-Spill Recognition and Geopositioning integrated in a Marine Monitoring Network" which aims to develop an Integrated System for Marine Traffic Monitoring and Marine Pollution Early Warning, particularly for environmental- sensitive sea areas. After the 1st successful Workshop on "ARGOMARINE: A New Oil Spill Early Warning System" which was organized by NMPZ on 15th December 2011 on Zakynthos island among the Scientific Partners of the ARGOMARINE Project and representatives from the competent Local Services of the island, NMPZ proceeded to the organization of a 2nd Workshop open to the public. In the framework of this Workshop were invited to speak ten specialized scientists from: Academic Institutes (National Technical University of Athens, University of the Aegean, Technological Educational Institute of Ionian Islands) Research Institutes (Hellenic Centre for Marine Research) National Policy Authorities (Hellenic Ministry of Mercantile Marine, MarineEnvironment Protection Directorate) Marine Remediation Companies (Environmental Protection Engineering S.A.),as well as the Management Agency of National Marine Park of Zakynthos.For the Workshop were invited and informed about the project High Level Policy Makers (e.g. Greece's European Commissioner for Maritime Affairs and Fisheries, Hellenic Ministry of Environment, Energy and Climate Change and many others) and among the attendants were representatives from Local and Regional Authorities, Environmental Organizations and NGOs, Academic and Research Institutes, University Students and other Stakeholders. Some of the goals achieved through this Workshop were: Raising public awareness and participation on marine and coastal pollution and protection issues (also, the information material, which was distributed to the attendants, contributes to the achievement of this goal). The involvement of the different user communities (administrators, environmental agencies, patrolling personnel, coast guards, citizens, tourists, etc.) The establishment of a platform for discussion end-user needs, contribution to the effective coordination of required actions and operational activities forefficient crisis support management against marine pollution, post-accident monitoring and remediation, protection of marine, coastal and insular environment and submission of proposals. The guarantee of strict connection with national operators in order to perform sea safeguard in marine protected areas. The establishment of a close cooperation with potential end-users, scientific community and environmental organizations. The wide diffusion and distribution of knowledge and information related to the project and produced technologies (also, the information material, which was distributed to the attendants, contributes to the achievement of this goal). One of the sections of the workshop was dedicated to the connection of the ARGOMARINE system with other maritime monitoring and forecasting systems and technologies (e.g. TOSCA technologies, POSEIDON system) and the understanding of the required steps for the efficient use of such systems and technologies. The large local media impact through the local media coverage of the whole Workshop, the press conferences, the press releases, the published newspapers articles dedicated to the Workshop and the achievements of the project and the TV and radio broadcasts. Consequently, the Workshop can be considered as successfully concluded and the results are surely positive for the local community, the policy makers and the evolution of the project. -

Somali waters have tremendous fisheries potential, but the Somali domestic fishing sector is underdeveloped and unable to keep up with increasing demand from world markets. Expansion of the sector in a sustainable way would ensure food and livelihood security for Somalis, but first, it is important to understand the health of fish populations. The report, Securing Somali Fisheries, shows that foreign fishing is removing three times more fish than the Somali fishers, pushing the most commercially important fisheries toward unsustainability. With improved data collection, monitoring, and enforcement, Somalis can salvage their marine resources and expand them into a vital part of the country’s economy. The establishment of Community Fish Landing Centers (CFLCs) is an intervention of the Department of Agriculture's Bureau of Fisheries and Aquatic Resources (DA-BFAR) under its Targeted Actions to Reduce Poverty and Generate Economic Transformation in the Fishery Sector Program or TARGET. CFLCs are aimed at spurring inclusive growth in coastal areas with high poverty incidence and large population of registered fisherfolk under BFAR's National Program for Municipal Fisherfolk Registration or FishR. It is a commitment of the government to the country's poverty alleviation through construction of said CFLCs and provision of other post-harvest facilities and equipment to reduce post-harvest losses and improve socio-economic conditions of poor fishing communities. Fish Stocks and Sustainablilty - Securing Somali Fisheries
Somali waters have tremendous fisheries potential, but the Somali domestic fishing sector is underdeveloped and unable to keep up with increasing demand from world markets. Expansion of the sector in a sustainable way would ensure food and livelihood security for Somalis, but first, it is important to understand the health of fish populations. The report, Securing Somali Fisheries, shows that foreign fishing is removing three times more fish than the Somali fishers, pushing the most commercially important fisheries toward unsustainability. It is a commitment of the government to the country's poverty alleviation through construction of said CFLCs and provision of other post-harvest facilities and equipment to reduce post-harvest losses and improve socio-economic conditions of poor fishing communities.
Upon full completion, CFLCs are expected to improve local buyers’ and or consumers’ access to safe and quality fish and fishery products.
Apart from being the community center of fish trade, the facility is envisioned to be a hub for economic activities, skills training venue, community organizing and info sharing for sustainable and disaster-resilient fisheries-based livelihoods and resource management, and monitoring of fish catch and stocks assessment, among many other uses.
A total of 252 CFLCs will be constructed in pre-identified coastal municipalities. Each infrastructure, as reflected under the 2015 GAA, would cost 2.85 Million Pesos.

The establishment of Community Fish Landing Centers (CFLCs) is an intervention of the Department of Agriculture's Bureau of Fisheries and Aquatic Resources (DA-BFAR) under its Targeted Actions to Reduce Poverty and Generate Economic Transformation in the Fishery Sector Program or TARGET. CFLCs are aimed at spurring inclusive growth in coastal areas with high poverty incidence and large population of registered fisherfolk under BFAR's National Program for Municipal Fisherfolk Registration or FishR.

The Management Agency of National Marine Park of Zakynthos (NMPZ) organized a Scientific Environmental Workshop on "Marine Pollution: Monitoring Systems and Treatment" which held on Monday 30th July 2012, at the Cultural Centre of Zakynthos. The Workshop began at 9:45 a.m. and concluded at 15:00 p.m. Afterwards, the guests were guided in the marine protected area of the NMPZ.
The Workshop held in the framework of NMPZ participation (as one of the Scientific Partners) in the FP7 -- European Union funded Project: ARGOMARINE "Automatic Oil-Spill Recognition and Geopositioning integrated in a Marine Monitoring Network" which aims to develop an Integrated System for Marine Traffic Monitoring and Marine Pollution Early Warning, particularly for environmental- sensitive sea areas.
After the 1st successful Workshop on "ARGOMARINE: A New Oil Spill Early Warning System" which was organized by NMPZ on 15th December 2011 on Zakynthos island among the Scientific Partners of the ARGOMARINE Project and representatives from the competent Local Services of the island, NMPZ proceeded to the organization of a 2nd Workshop open to the public.
In the framework of this Workshop were invited to speak ten specialized scientists from:
Academic Institutes (National Technical University of Athens, University of the Aegean, Technological Educational Institute of Ionian Islands)
Research Institutes (Hellenic Centre for Marine Research)
National Policy Authorities (Hellenic Ministry of Mercantile Marine, MarineEnvironment Protection Directorate)
Marine Remediation Companies (Environmental Protection Engineering S.A.),as well as the
Management Agency of National Marine Park of Zakynthos.For the Workshop were invited and informed about the project High Level Policy Makers (e.g. Greece's European Commissioner for Maritime Affairs and Fisheries, Hellenic Ministry of Environment, Energy and Climate Change and many others) and among the attendants were representatives from Local and Regional Authorities, Environmental Organizations and NGOs, Academic and Research Institutes, University Students and other Stakeholders.
Some of the goals achieved through this Workshop were:
Raising public awareness and participation on marine and coastal pollution and protection issues (also, the information material, which was distributed to the attendants, contributes to the achievement of this goal).
The involvement of the different user communities (administrators, environmental agencies, patrolling personnel, coast guards, citizens, tourists, etc.)
The establishment of a platform for discussion end-user needs, contribution to the effective coordination of required actions and operational activities forefficient crisis support management against marine pollution, post-accident monitoring and remediation, protection of marine, coastal and insular environment and submission of proposals.
The guarantee of strict connection with national operators in order to perform sea safeguard in marine protected areas.
The establishment of a close cooperation with potential end-users, scientific community and environmental organizations.
The wide diffusion and distribution of knowledge and information related to the project and produced technologies (also, the information material, which was distributed to the attendants, contributes to the achievement of this goal).
One of the sections of the workshop was dedicated to the connection of the ARGOMARINE system with other maritime monitoring and forecasting systems and technologies (e.g. TOSCA technologies, POSEIDON system) and the understanding of the required steps for the efficient use of such systems and technologies.
The large local media impact through the local media coverage of the whole Workshop, the press conferences, the press releases, the published newspapers articles dedicated to the Workshop and the achievements of the project and the TV and radio broadcasts.
Consequently, the Workshop can be considered as successfully concluded and the results are surely positive for the local community, the policy makers and the evolution of the project.

Somali waters have tremendous fisheries potential, but the Somali domestic fishing sector is underdeveloped and unable to keep up with increasing demand from world markets. Expansion of the sector in a sustainable way would ensure food and livelihood security for Somalis, but first, it is important to understand the health of fish populations.
The report, Securing Somali Fisheries, shows that foreign fishing is removing three times more fish than the Somali fishers, pushing the most commercially important fisheries toward unsustainability. With improved data collection, monitoring, and enforcement, Somalis can salvage their marine resources and expand them into a vital part of the country’s economy.

City of London trading firms are trying to stop customers making risky trades in the run-up to June's European Union membership referendum in a bid to ensure firms don't go out of business if there are wild swings in the market following the result.
Spreadbetting and contract for difference (CFD) providers — including the industry's biggest, IG Group — are planning to limit the amount of leverage offered to customers. This means customers will have less borrowed money to bet on assets with, meaning the stakes should be lower.
The increase in margin rates is meant to put a dampener on trading activity to limit potential huge losses for both customers and businesses in the event of big market swings.
Last year UK FX broker and CFD provider Alpari went bust after the Swiss National Bank surprised markets by unpegging the Swiss franc from the Euro. The Swiss franc dived almost 28% as a result, leaving many burned fingers. US broker FXCM found customers owed it $225 million (£153.5 million) after the swing, meaning it was in breach of capital requirements. It needed a $300 million rescue package.
Joe Rundle, head of trading at ETX Capital, told Business Insider that : "We, in the company, are monitoring risk a lot more closely and planning for a Swissie style event. That obviously caught the market completely unprepared and had the consequences of Alpari and FXCM. "
Two sources told BI that City regulator the Financial Conduct Authority (FCA) has contacted firms to ensure they have drawn up plans to cope in the event of large market swings. The FCA declined to comment.
Rundle says: "We're planning for a 20% fall in Sterling and a 20% rise in dollar, so a 40% move. We're planning for an instant move — no trading and no liquidity in between the two moves. We're always stress-testing our systems but this is such a big event that you have to plan on extremes."
"People need to reduce trading because it's just going to be turbocharged — the market moves. There's obviously going to be increased volatility and increased volumes coming up to the period of trading. In order to help the consumer and protect the consumer we're going to be increasing margins, i.e. reducing leverage, just because it's such an extreme market event that people need to trade differently."
IG, the £2.8 billion spreadbetting and CFD group, has begun notifying customers that it will increase the margin for spreadbets on FTSE 100 stocks and pound sterling from 0.5% to 1% at 3pm on Friday June 10. The rate will then be increased the following Friday and then on Wednesday June 22, the day before the referendum.
The 0.5% to 1% rise effectively means that if you've made a £100 bet on, say, Aviva, you'll have to deposit £1 instead of 50p to keep the bet open. Otherwise you have to close the trade. These gradual increases are meant to slow trading activity in the run up to the vote.A spokesperson for IG told BI:
At IG we regularly review margin rates as part of our rigorous risk management practices. The rates are based on a variety of factors such as levels of historic volatility and liquidity of each instrument and the wider macro-economic backdrop.
