A fire department (United States and Canada) or fire brigade (United Kingdom and Commonwealth) (also known as a fire and rescue service or simply fire service) is a public or private organization that provides predominantly emergency firefighting and rescue services for a certain jurisdiction, which is typically a municipality, county, or fire protection district. A fire department usually contains one or more fire stations within its boundaries, and may be staffed by career firefighters, volunteer firefighters, or a combination thereof (referred to as a combination department).
A fire department may also provide "fire protection" or fire prevention services, whereby firefighters visit homes and give fire safety advice and fit smoke alarms for members of the public. In many countries fire protection or prevention is seen as an important role for the fire service, as preventing a fire from occurring in the first place can save lives and property.
Fire departments are organized in a system of administration, services, training, and operations; for example:
Hong Kong (香港; "Fragrant Harbour"), officially Hong Kong Special Administrative Region of the People's Republic of China, is an autonomous territory on the southern coast of China at the Pearl River Estuary and the South China Sea. Hong Kong is known for its skyline and deep natural harbour. It has a land area of 1104 km2 and shares its northern border with Guangdong Province of Mainland China. With around 7.2 million inhabitants of various nationalities, Hong Kong is one of the world's most densely populated metropolises.
After the First Opium War (1839–42), Hong Kong became a British colony with the perpetual cession of Hong Kong Island, followed by Kowloon Peninsula in 1860 and a 99-year lease of the New Territories from 1898. Hong Kong remained under British control for about a century until the Second World War, when Japan occupied the colony from December 1941 to August 1945. After the Surrender of Japan, the British resumed control. In the 1980s, negotiations between the United Kingdom and the China resulted in the 1984 Sino-British Joint Declaration, which provided for the transfer of sovereignty of Hong Kong on 30 June 1997. The territory became a special administrative region of China with a high degree of autonomy on 1 July 1997 under the principle of one country, two systems. Disputes over the perceived misapplication of this principle have contributed to popular protests, including the 2014 Umbrella Revolution.
Hong Kong Fire Services Department (HKFSD,Chinese: 消防處) of the Hong Kong Government is an emergency service responsible for fire-fighting and rescue on land and sea. It also provides an emergency ambulance service for the sick and the injured, and gives fire protection advice to the public.
The Hong Kong Fire Services Department (FSD) is under the Secretary for Security who heads the Security Bureau. Headquarters is located at Fire Services Headquarters Building, 1 Hong Chong Road, Tsim Sha Tsui East, Kowloon West.
The history of the Hong Kong Fire Service began in the Government Gazette dated May 9, 1868. Charles May became the first Superintendent of the Fire Brigade. At the time, the Fire Department was part of the Hong Kong Police Force in 1846. It had a total strength of 62 with a supplement of 100 Chinese volunteers. The fire department expanded to 140 members during the 1920s. During the Japanese Occupation during the World War II, the Service disbanded. The two fire engines were exported to Tokyo to become part of the Imperial Palace Fire Unit. It was only returned after the War. Unlike Canada, UK and some countries, Hong Kong's ambulance service is tied directly with the Fire Department. At that time all emergency ambulance service was provided by the Fire Service while non-emergency was handled by the Medical Corps. In 1950 Auxiliary Fire Service Unit was created to establish the Hong Kong Auxiliary Fire Brigade to provide additional manpower to regular fire brigade members under the Essential Services (Auxiliary Fire Service) Corps Regulations.
Fire is the rapid oxidation of a material in the exothermic chemical process of combustion, releasing heat, light, and various reaction products. Slower oxidative processes like rusting or digestion are not included by this definition.
Fire is hot because conversion of the weak double bond in molecular oxygen, O2, to the stronger bonds in the combustion products carbon dioxide and water releases energy (418 kJ per 32 g of O2); the bond energies of the fuel play only a minor role here. At a certain point in the combustion reaction, called the ignition point, flames are produced. The flame is the visible portion of the fire. Flames consist primarily of carbon dioxide, water vapor, oxygen and nitrogen. If hot enough, the gases may become ionized to produce plasma. Depending on the substances alight, and any impurities outside, the color of the flame and the fire's intensity will be different.
Fire in its most common form can result in conflagration, which has the potential to cause physical damage through burning. Fire is an important process that affects ecological systems around the globe. The positive effects of fire include stimulating growth and maintaining various ecological systems. Fire has been used by humans for cooking, generating heat, light, signaling, and propulsion purposes. The negative effects of fire include hazard to life and property, atmospheric pollution, and water contamination. If fire removes protective vegetation, heavy rainfall may lead to an increase in soil erosion by water. Also, when vegetation is burned, the nitrogen it contains is released into the atmosphere, unlike elements such as potassium and phosphorus which remain in the ash and are quickly recycled into the soil. This loss of nitrogen caused by a fire produces a long-term reduction in the fertility of the soil, which only slowly recovers as nitrogen is "fixed" from the atmosphere by lightning and by leguminous plants such as clover.

Two wings of Bedford prison in central England were overrun by up to 200 inmates during a prison riot in the Harpur region of Bedford, Sunday. Fire engines, ambulances and police were on hand outside the Category B prison and some roads were closed off though no casualties were reported. The Prison Officers Union said officers from around the country were being drafted in to bring the situation back under control. A report on Bedford prison, which holds up to 500 prisoners, conducted by the Chief Inspector of Prisons in September revealed serious shortcomings at the institution including inmates access to drugs and "poor" and "crowded" conditions.
