Iraq’s Foreign Ministry has condemned the incursion of Turkish military units into Iraqi territories, calling it a violation of its sovereignty.
The ministry noted that any military operation which is not in coordination with the Iraqi government is totally unacceptable. The Iraqi Prime Minister's media office also said in a statement that Baghdad demands Ankara immediately withdraw its forces from Iraq. The office further called on Turkey to respect good relations between the two countries. The statement comes shortly after a Turkish security source said Ankara has sent hundreds of soldiers to the Iraqi city of Mosul. He claimed the troops will train the Peshmerga forces fighting against the Daesh Takfiri terrorists. The deployment came a day after the Iraqi prime minister warned that Baghdad would consider any foreign troop deployment to Iraq an act of aggression.

Nepal UPR kicks off in Geneva, DPM Thapa presents report on human rights situation
Nepal’s Deputy Prime Minister and Minister for Foreign Affairs Kamal Thapa gave an opening speech and presented the report on behalf of the Government of Nepal, where the government has stated that the country’s human rights situation has significantly improved since the last UPR which was conducted in 2011.
In his speech, Deputy Prime Minister Thapa highlighted the provisions made in Nepal’s new Constitution in recognition of human rights.
He said the fundamental goal of the new government would be to implement the new Constitution by removing the structural and functional obstacles and challenges in the way of socioeconomic transformation of the country.
“The Government has started to take necessary measures to formulate necessary legislative and policy tools needed for the smooth operationalisation of the Constitution,” he added.
It is the second time the UN Human Rights Council Universal Periodic Review (UPR) Working Group is examining Nepal’s human rights situation.
The Nepali delegation led by Deputy Prime Minister Thapa would defend Nepal’s position during the review.
The Council is examining human rights record of 14 nations including Nepal during the session till November 13.
Three UN member states – Latvia, Morocco and Qatar – have been chosen as rapporteurs for the review on Nepal.
According to the UN, the review will be based on three documents including a national report prepared by the government; information provided by independent human rights experts and groups; and information provided by stakeholders that include national human rights institutions, regional organisations and civil society groups.
The UPR is a unique process which involves a periodic review of the human rights records of all 193 UN member states. Since its first meeting was held in April 2008, all 193 UN member states have been reviewed during the first UPR cycle and 140 thus far during the second cycle.

Western sanctions will “never” cause economic meltdown for Russia, Moscow’s Foreign Minister Sergei Lavrov told FRANCE 24 in an exclusive interview on Monday.
“Russia will not only survive but will come out much stronger,” he said, brushing aside concerns about the country's crisis-hit economy. “We have been in much worse situations in our history and every time we have got out of our fix much stronger.”
Lavrov pulled no punches over his contempt for Western-imposed sanctions, levied against Russia for its alleged meddling in a pro-Moscow insurgency in eastern Ukraine following the ouster of the pro-Kremlin president in February.
He saved his most scathing comments for the EU: “Of course sanctions hurt, but I don’t believe the sanctions will help the European Union. The United States ordered the EU to impose sanctions and frankly we have overestimated the independence of the European Union [from the US].”

Western sanctions will “never” cause economic meltdown for Russia, Moscow’s Foreign Minister Sergei Lavrov told FRANCE 24 in an exclusive interview on Monday.
“Russia will not only survive but will come out much stronger,” he said, brushing aside concerns about the country's crisis-hit economy. “We have been in much worse situations in our history and every time we have got out of our fix much stronger.”
Lavrov pulled no punches over his contempt for Western-imposed sanctions, levied against Russia for its alleged meddling in a pro-Moscow insurgency in eastern Ukraine following the ouster of the pro-Kremlin president in February.
He saved his most scathing comments for the EU: “Of course sanctions hurt, but I don’t believe the sanctions will help the European Union. The United States ordered the EU to impose sanctions and frankly we have overestimated the independence of the European Union [from the US].”

Turkey's foreign minister said Ankara's patience with Russia "has a limit" after Moscow's "exaggerated" reaction to a weekend naval incident between the two countries, an Italian newspaper reported on Monday.
A Russian destroyer fired warning shots at a Turkish vessel in the Aegean on Sunday to avoid a collision and summoned the Turkish military attache over the incident..
"Ours was only a fishing boat, it seems to me that the reaction of the Russian naval ship was exaggerated," Mevlut Cavusoglu told Italian daily Corriere della Sera in an interview.
"Russia and Turkey certainly have to re-establish the relations of trust that we have always had, but our patience has a limit," Cavusoglu said.
The incident is likely to heighten tensions between the two nations who are at odds over Syria and Turkey's downing of a Russian warplane last month.
Cavusoglu said Russia had already "put itself in a ridiculous position" with accusations by its President Vladimir Putin that Turkey had shot down the jet to protect oil supplies from Islamic State.
"No-one believed it" he said.
He also criticized Russia's military intervention in Syria, saying it was aimed at propping up the regime of President Bashar al-Assad, not combating Islamic State.
"Unfortunately Russia is not in Syria to fight terrorists," he said, adding that only 8 percent of its air strikes had been aimed at Islamic State while 92 percent were against other groups hostile to Assad.
Cavusoglu also said air strikes were not sufficient to defeat Islamic State and soldiers on the ground were necessary, according to the interview.

From late on Friday night there was a sense that a climate change deal was close at the United Nations talks in Paris.
An evening briefing by officials talked of the document's latest draft being "more manageable". Shuttle diplomacy was continuing to build alliances, we were told.
The number of square brackets around words, phrases or paragraphs - signifying disagreement - has been vastly reduced and the document itself was now under 30 pages.
By morning things seemed even more promising. News emerged that the French president was to make his way north from central Paris to the conference centre in Le Bourget.
Francois Hollande arrived mid-morning. He walked into the conference hall with his foreign minister at his side. They were smiling.
Inside, the world's diplomats and politicians were gathered. Then came grand statements from the UN secretary general and the French foreign minister.

Then a further delay. The 196 countries all needed to agree the document; to rubber stamp it. Once that had happened it effectively means they will, in time, fully ratify it.
Eventually, after six in the evening, the delegates gathered again. There was a problem. An official from South America pointed to some inaccuracies in the final document.
It turned out they were nothing more than typos. In one instance the word 'shall' had been used when it was supposed to read 'should'. These tiny points are important in a document like this.
The mistakes were put down to exhausted officials. The corrections were put on record. And then the moment came.
With the bang of a gavel, the French foreign minister declared the deal done. 12 December 2015 will, they believe, be a key moment in a global pledge to save the planet.

-Does Climate Deal Go Far Enough?
From late on Friday night there was a sense that a climate change deal was close at the United Nations talks in Paris.
An evening briefing by officials talked of the document's latest draft being "more manageable". Shuttle diplomacy was continuing to build alliances, we were told.
The number of square brackets around words, phrases or paragraphs - signifying disagreement - has been vastly reduced and the document itself was now under 30 pages.
By morning things seemed even more promising. News emerged that the French president was to make his way north from central Paris to the conference centre in Le Bourget.
Francois Hollande arrived mid-morning. He walked into the conference hall with his foreign minister at his side. They were smiling.
Inside, the world's diplomats and politicians were gathered. Then came grand statements from the UN secretary general and the French foreign minister.

The leader of the anti-immigration and anti-EU National Front, Marine Le Pen, has said she will keep fighting. And she told voters they’d been ‘disenfranchised in the most indecent of ways by a campaign of lies and disinformation.’
Twitter issues hacking warning
Twitter has warned some of its users that state-sponsored hackers may be trying to obtain their data. It’s the first time the micro-blogging site has issued such a warning. But Twitter says hackers haven’t got any information from the accounts they’ve targeted so far. Recently, government agencies, businesses and media have all had sensitive data stolen.

Representatives of the international community endorsed a UN-backed deal aimed at bringing Libyan rival factions to a unity government at a Rome conference on the Libyan crisis on Sunday.
Italian Foreign Minister Paolo Gentiloni and U.S. Secretary of State John Kerry co-chaired the meeting, which was attended by ministers from 17 countries and four international organizations, namely the United Nations, European Union, Arab League, and African Union.
The UN Special Envoy for Libya Martin Kobler stood with Gentiloni and Kerry at the event.
"We cannot allow the status quo in Libya to continue. It is dangerous for the viability of Libya; it is dangerous for Libyans, and now, because of the increased presence of Daesh purposefully migrating there, it is dangerous for everyone," said Kerry at a joint press held with Gentiloni and Kobler after the meeting.
"Timing is crucial, we need to speed up finding a solution for Libya's crisis due to the current threat posed by terrorism," said Gentiloni.
Ministers from Western powers, China, Russia, and Libya's neighbors took part in the meeting, as well as those from countries playing a major influence in the Libyan factions such as Qatar, the United Arab Emirates, and Turkey.
On Sunday afternoon, they were joined by some 15 representatives of the Libyan factions that are part of the two rival parliaments currently fighting for power in the country.
After UN-sponsored peace negotiations had dragged on fruitlessly for over one year, representatives from both Libyan factions declared last week in Tunis that they were ready to sign a deal on Dec. 16 to form a national unity government.
Since similar announcements had already been neglected in the past, there were doubts on Sunday on whether the Libyan parties agreeing on the deal would hold on their commitment.
Yet, the conference confirmed the peace agreement would be signed on Wednesday in Morocco.
Ministers at the conference also pledged to continue supporting the whole stabilization process.
"We stand ready to support the implementation of the political agreement, and underline our firm commitment to providing the Government of National Accord with full political backing and technical, economic, security, and counter-terrorism assistance, as requested," they said in a joint statement.

Foreign Minister Julie Bishop has said the “lofty” goals of the historic Paris climate deal will include an increased focus on the use of nuclear energy.
Speaking from Perth to TODAY Show co-host Pete Stefanovic, Ms Bishop said she was pleased with the agreement, which almost 200 nations signed in a pact, heavily negotiated across 13 days, to combat global warming.
"Australia got what we were looking for in terms of the mandate, we’ve got transparency, accountability, and five yearly reviews," Ms Bishop said.
"The ambitions in the agreement, of course, they’re lofty, but unless countries are prepared to sign up for it, we won’t achieve everything."
Key points in the landmark Paris Agreement include lowering global warming temperatures to "well below" two degrees, with the aspirational goal a 1.5, mostly requested by vulnerable nations in the Pacific.
Yesterday, Environment Minister Greg Hunt hailed the deal as the "most important environmental agreement ever", but fellow Liberal MP Dennis Jensen has slammed the accord as "meaningless".
"Countries set their own targets and there’s no enforcement strategy. It provides flexibility to do anything," the climate sceptic said.

Iran says it will take action against the US visa waiver bill if Tehran finds the legislation in breach of the Joint Comprehensive Plan of Action.
Iran's Deputy Foreign Minister Abbas Araqchi said the bill has different legal aspects that need to be thoroughly examined. He added that Iran is discussing the issue with the P5+1 and the European Union's foreign policy chief. Last week, the US House of Representatives overwhelmingly voted in favor of a security measure that tightens restrictions on foreign citizens entering the US without a visa. The legislation requires visitors from 38 visa waiver countries to apply for a visa if they have been to Syria, Iraq, Iran or Sudan in the past five years.

The new Swedish government has pledged to increase its focus on global women’s issues with what it describes as a feminist foreign policy. The U.S. Institute of Peace, in collaboration with the Embassy of Sweden, will host a forum with new Swedish Foreign Minister Margot Wallström on diplomacy and gender equality in a challenging global security environment. The forum, followed by a panel discussion and a reception, will take place at the Institute on Wednesday, January 28.

Ramtane Lamamra serves as the minister of foreign affairs of the Republic of Algeria, a position he has held since September 2013. He has served his country with distinction in a number of diplomatic posts in the United States and Africa as well as in international agencies. Previously, Mr. Lamamra was elected and served as the African Union's (AU) commissioner for peace and security from 2008 to 2013. As commissioner he led the AU’s efforts to resolve local conflicts, including the crisis in Libya. Prior to taking up his position at the AU Mr. Lamamra served as secretary general of the Ministry of Foreign Affairs from 2005 to 2007. From 1996 to 1999 he represented Algeria as ambassador to the United States after serving three years as its permanent representative to the United Nations. From 1992 to 1993, Mr. Lamamra served as chairman of the board of governors of the International Atomic Energy Agency (IAEA). He graduated from Algiers’ National School of Administration in 1976.

Iranian Foreign Minister Mohammad Javad Zarif sits down with Margaret Warner of PBS to discuss Iranian foreign policy and the ongoing turmoil in the Middle East. Though Zarif is strongly supportive of efforts to oppose and defeat ISIS, he is skeptical of the potential effectiveness of American air power. He emphasizes that the fight should be for the Iraqis to win and notes that it is resentment of foreign intervention in the region that has fueled movements like ISIS to begin with. On the status of the ongoing nuclear negotiations, Zarif insists that Iran is prepared to agree to certain assurances that their nuclear program be used only for peaceful purposes and suggests that the ultimate stumbling block may be the reluctance of Congress to repeal economic sanctions.
