Russia has again slammed a new Ukrainian law on autonomy for territories held by pro-Russia forces in eastern Ukraine. It says the legislation violates the peace deal. Foreign Minister Sergei Lavrov hit out at Kiev's requirement that before autonomy is granted, pro-Russians must hold local elections under Ukrainian law. Lavrov called the new legislation a departure from the February ceasefire deal and said Moscow WILL work to stop it. Self-government for pro-Russian areas is a key part of the deal. Ukraine's MPs have approved changes to the special status law. The amendments have envisaged the pullout of all armed groups from Donetsk and Luhansk. Kiev says elections will have to be held without the presence of what it calls mercenaries and with open access for Ukrainian media. It comes as the latest military draft has seen a lack of enthusiasm on the part of potential soldiers. Ukraine’s parliament voted on Thursday with 260 MPs in favor - only 226 votes were needed to pass the law. The new article 22(1) added to the charter regulating service in the armed forces of Ukraine states that commanders “have the right to personally use physical force, special means, and weapons when in combat” against soldiers who commit “criminal acts.” Under criminal acts the law lists “disobedience, resistance or threat to use force against the commander, voluntary abandonment of military positions and certain locations of military units in areas of combat missions.” An explanatory note to the document says that currently there are mass violations of military discipline, in particular, desertion from units and drinking alcohol, as well failure to execute commanders’ orders. http://rt.com/news/229739-ukraine-army-shoot-defectors/?utm_source=browser&utm;_medium=aplication_chrome&utm;_campaign=chrome

Russia has slammed the Ukrainian parliament for ratifying two bills which give greater independence to parts of east Ukraine which are occupied by Russian-backed militants. Russian Foreign Minister Lavrov said the legislation violates the peace signed last month which was meant to bring and end to fighting in east Ukraine. According to AFP repors, Lavrov in particular objects to a clause which states that elections must be held in the insurgent-occupied areas under the supervision of international monitors and in accordance with Ukrainian law before autonomy can be granted. According to a popular and well established theory, the medieval state of Kievan Rus was established by the Varangians in the 9th century as the first historically recorded East Slavic state which emerged as a powerful nation in the Middle Ages until it disintegrated in the 12th century. By the middle of the 14th century, Ukrainian territories were under the rule of three external powers—the Golden Horde, the Grand Duchy of Lithuania, and the Kingdom of Poland. After the Great Northern War (1700–1721) Ukraine was divided between a number of regional powers and, by the 19th century, the largest part of Ukraine was integrated into the Russian Empire with the rest under Austro-Hungarian control. A chaotic period of incessant warfare ensued, with several internationally recognized attempts at independence from 1917 to 1921, following World War I and the Russian Civil War. Ukraine emerged from its own civil war, and on December 30, 1922 Ukrainian Soviet Socialist Republic became one of the founding republics of the Soviet Union. The Ukrainian SSR's territory was enlarged westward during the civil war shortly before, and after World War II, and further south in 1954 with the Crimea transfer. Before his current role as the host of HBO's Real Time with Bill Maher, Maher hosted a similar late-night talk show called Politically Incorrect originally on Comedy Central and later on ABC.
