The village of Beer is in south-east Devon, England, on Lyme Bay. It is situated on the 95-mile long Jurassic Coast, England's first natural World Heritage Site and its picturesque cliffs, including Beer Head, form part of the South West Coast Path. The name is not derived from the drink but from the old Anglo-Saxon word "bearu" ("grove"), referring to the original forestation that surrounded the town. It is a pretty coastal village, 25 miles from Exeter, that grew up around a smugglers' cove and caves which were once used[citation needed] to store contraband goods. These are now part of the attraction of the village. Many of the buildings are faced with flint, a hard glassy stone found in the local chalk rock.

Haitians in this remote seaside town are demanding an investigation into allegations that United Nations peacekeeping troops pinned down an 18-year-old Haitian man and subjected him to a humiliating sexual assault. The alleged assault occurred in July, but graphic cell phone video surfaced in recent days, showing what appears to be the four UN troops in camouflage and some wearing the trademark sky blue berets attacking the man. As the video began circulating through the coastal village, it sparked a growing sense of outrage there and prompted the victim's mother and father to seek criminal charges against the United Nations peacekeeping officers, who are from Uruguay. Both parents submitted written depositions on Wednesday in Port Salut's courthouse. A medical certificate filed with the court in Haiti and obtained by ABC News, alleges the victim was beaten and had sustained injuries consistent with having been sexually assaulted. Word of the alleged attack quickly made its way up the chain of command at the United Nations, both in Haiti and in New York, where officials are now vowing to see the incident investigated and the alleged perpetrators brought to justice. Michel Bonnardeaux, a spokesperson for peacekeeping operations based in New York, told ABC News that officials in his office first became aware of the allegations Saturday. A tribunal in the Vatican has convicted the former papal envoy to the Dominican Republic of sex abuse and stripped him of the priesthood. Monsignor Jozef Wesolowski, who is originally from Poland, was recalled by the Church last year amid claims that he had abused boys in Santo Domingo. Wesolowski is the highest-ranking Vatican official to be investigated for sex abuse. Pope Francis has urged the Church to root out and punish abuse by priests. Wesolowski had served as envoy to the Dominican Republic for five years. He was ordained as a priest and bishop by his compatriot Pope John Paul II. Wesolowski has two months to appeal against the sentence. As a citizen of the Vatican, he also faces criminal charges in the city state, which could lead to a prison sentence. Authorities in the Dominican Republic have also opened an investigation into Wesolowski, but have not charged him. Charles Krauthammer Barack Obama Iraq Strategy Is a 'Band-Aid' On "Special Report" tonight, Charles Krauthammer reacted to President Barack Obama's plan to send up to 450 additional U.S. troops to Iraq to boost local forces fighting ISIS. The troops will be sent to a base in the eastern Anbar Province to help train, advise and assist Iraqi security forces. Fox News reported: "The President made this decision after a request from Prime Minister Haider Al-Abadi and upon the recommendation" of top U.S. military officials, the White House said in a statement. The decision comes after recent ISIS gains, most significantly the takeover of the Anbar capital of Ramadi. Obama came under criticism earlier this week for saying his administration still did not have a "complete" strategy for ramping up training of Iraqi troops. While the decision to send more trainers won praise in some corners -- House Speaker John Boehner called it a step in the right direction -- the administration continues to face accusations that its strategy in the region is rudderless. Krauthammer stated that this is not a serious strategy, asserting that "that Obama cannot be open about what he wants to do, because his obvious policy is to do the minimum." He added that sending over 450 U.S. troops is not going to have a serious affect. "Lindsey Graham was being overly generous when he compared the announcement today to duct tape," Krauthammer said. "Duct tape actually works. This is a Band-Aid." Watch the video above.

The police officer seen in a video throwing a 14-year-old girl in a swimsuit to the ground and pointing his gun at other teenagers has resigned from the police force in McKinney, Tex. Chief Greg Conley of the McKinney Police Department said during a news conference Tuesday that the officer, Eric Casebolt, had resigned while under investigation. The resignation came a couple of days after Officer Casebolt had been put on administrative leave and amid growing cries by religious and civic leaders in the Dallas suburb for him to be fired. In the video widely distributed on social media, Officer Casebolt, who is white, is seen shouting at African-American teenagers, throwing the girl down and briefly pointing his gun at others who approached him during a disturbance at the community pool in Craig Ranch, a racially diverse subdivision north of Dallas. The officer ultimately immobilized the girl by putting her facedown on the ground and placing a knee on her back. Protesters gathered Monday at a swimming pool in McKinney, Tex., where a police officer last week was recorded throwing a teenage girl to the ground. During the news conference, Chief Conley said that the actions of Officer Casebolt had been “indefensible.” Read More: http://www.nytimes.com/2015/06/10/us/police-officer-in-mckinney-tex-resigns-over-incident-caught-on-video.html

The Arctic may seem like a frozen and desolate environment where nothing ever changes. But the climate of this unique and remote region can be both an early indicator of the climate of the rest of the Earth and a driver for weather patterns across the globe. William Chapman explains why scientists often describe the Arctic as the “canary in the coal mine” when it comes to climate change.

During the news conference, Chief Conley said that the actions of Officer Casebolt had been “indefensible.”
