Rain was ending just south of the state line, and that was moving north, too. While we knew that some areas in southern Monroe and Lenawee counties have received 1 to 3 inches of rain, it was felt that we could handle that. There’s at least 1,000-plus cars abandoned on the thoroughfares of Warren. Our emergency personnel have been just besieged, overwhelmed with calls.” Fouts said Warren City Hall and the police department were flooded with 6 feet of water.
