Authorities in the United States have called for the extradition of recently arrested drug cartel kingpin Joaquin Guzman from Mexico. At least seven American federal district courts, including those of Chicago, New York and Texas, have issued indictments on a range of charges for Guzman, also known as El Chapo or Shorty, following his recent arrest in Mexico. However, Guzman will likely stand trial in Mexico first on a number of charges linked to his role as the head of the country's most powerful drug cartel, Sinaloa. The cartel has been a key player in the drug-related violence in Mexico, which has killed more than 77,000 people during the past seven years. The Sinaloa gang has been engaged in a bloody turf war with the Juarez drug cartel for the control of lucrative smuggling routes along the US border. The gang has also smuggled billions of dollars worth of drugs into the United States, Europe and Asia. According to the US Drug Enforcement Administration (DEA), the Sinaloa cartel annually supplies 80 percent of the heroin, cocaine, marijuana and methamphetamine that enter the Chicago area at a value of USD 3 billion. In 1993, American authorities put Guzman on a wanted list on charges of smuggling six tons of cocaine inside a shipment of canned goods through the border city of Tecate in the Mexican state of Baja California. In the same year, Guzman was arrested in Guatemala and imprisoned in Mexico. However, in 2001, he staged a dramatic escape hiding inside a laundry cart. He was on a 13-year run until his capture on February 22.

Born in Mexico City, Ambassador Ortiz de Rosas received extensive education in social sciences, economics, arts and languages and joined the Mexican Foreign Service in 1971. From 1994 to 2004 she served as head of Mexican Consulates in the USA including Boston, Massachusetts, and McAllen, Texas, and Consul General in Sydney, Australia, and Portland, Oregon. After serving as Ambassador of Mexico to Australia, she was appointed as ambassador to Korea in 2010. Today, those same families have access to treatment because of Seguro Popular. The universal health care initiative, launched in 2003 and largely powered by Harvard research, is funded with less than 1 percent of the country’s GDP. It has gradually expanded to cover a range of catastrophic illnesses. Breast cancer, with its fast-rising rates and ever-younger victims, was added in 2007. Speakers: Dr. Gabriela Soto Laveaga (University of California Santa Barbara, USA) & Dr Amalia Del Riego Abreu (Department Health Systems and Services, PAHO/WHO) In the late 1970s the Mexican government proposed a poverty alleviation program that would focus on the health of the nation's poor and rural. Though poverty alleviation projects were not new, the focus on health was a novel approach for Mexico because it challenged how policy makers and local officials understood poverty and health. A tenet of the program, for example, was to rely on the wealth of local healing practices, especially in resource scarce areas, and insure that physicians interacted with local healers. In this seminar, Dr Soto Laveaga's presentation examines the social origins of the rural health care program, its immediate challenges and surprising successes, and its untimely demise linked to 1980s global economic reforms. Dr. Amalia Del Riego discusses the issue with reference to the Region of the Americas, highlighting recent efforts for health systems transformation to expand coverage of services and improve health systems performance, based on the renewed commitment to Primary Health Care. She discusses the challenges and opportunities, in the context of the commitment of Member States with Universal Health Coverage. As police fight the thieves, and the cartels fight each other, the number of victims caught in the battle for the pipelines continues to climb. In 1519, when the Spanish conquerors reached Tenochtitlan, capital of the Aztec kingdom, they discovered a lagoon paradise with floating gardens, Xochimilco, a labyrinth of lakes and canals, which today can be explored by boat. Known as the Pearl Of The Pacific, Acapulco is a world famous holiday resort of the rich and famous where luxury liners dock each day and endless golden sands beckon a swim under the Caribbean sun. Each evening, the famous cliff jumpers of Acapulco congregate when, from a height of 42 metres, they jump fearlessly from the top of the La Quebrada Cliff into the narrow bay below. In the legendary ruins of Palenque, numerous monuments of the Maya culture can be found such as a palace, and several pyramids and temples. From the air, there is a unique view of the lush growth of the impenetrable forests around Palenque, and of Mexico’s most beautiful waterfalls of Agua Azul. Chichen Itza is thought to have been built by the Mayas around 450 AD and over 500 years later the fighting TOLTEKEN took over the deserted city, which led to two hundred years of prosperity. Located in the north, Tequila is situated at the foot of the likewise named volcano and is world famous because it is here that the Mexican national drink is produced. But Mexico is much more than a drink…it is a feast for all the senses!

In 1988 ,Unesco attributed this complex as being 'one of the most important cultural centres of mankind'. The author Pablo Neruda once said: 'No other land on Earth possesses such remarkable human profoundness than Mexico and its inhabitants'. In the ensuing clash, six students were fatally shot and 43 were abducted. Investigations over the following weeks led to the startling allegations that the police had acted at the behest of the local mayor, and had turned over the abducted students to members of the Guerreros Unidos cartel. All 43 students are now feared dead. The case has come to represent the negative feeling of the Mexican public toward the state of justice and the rule of law in Mexico. The events have now galvanized the survivors of the attack and the disappeared students' parents. Nationwide demonstrations have increased in intensity, and recently led to government buildings in the state of Guerrero to be set on fire. Most of the deaths are young people killed in this cruel war." In Pre-Columbian Mexico many cultures matured into advanced civilizations such as the Olmec, the Toltec, the Teotihuacan, the Zapotec, the Maya and the Aztec before the first contact with Europeans. In 1521, Spain conquered and colonized the territory from its base in México-Tenochtitlan, which was administered as the Viceroyalty of New Spain. This territory would eventually become Mexico as the colony's independence was recognized in 1821. The post-independence period was characterized by economic instability, the Mexican-American War and territorial cession to the United States, a civil war, two empires and a domestic dictatorship. The latter led to the Mexican Revolution in 1910, which culminated with the promulgation of the 1917 Constitution and the emergence of the country's current political system. Elections held in July 2000 marked the first time that an opposition party won the presidency from the Institutional Revolutionary Party.
