Vincent J.F. Huang, an official delegate for Tuvalu at the 2013 UNFCCC COP19 and a controversial Taiwanese artist, is employing unconventional methods to mark Tuvalu's presence at Warsaw's climate summit this year. The Taiwanese artist hopes to bring international attention to the South Pacific nation through his "mobile museum" project. The performance piece and an accompanying press conference will be held on November 14th beginning at 12:00 PM in the Palace of Culture and Science's Café Culturalna. On November 14th, the day after the opening ceremonies of the UNFCCC COP19, a horse-drawn carriage transporting Huang's installation of a Wall Street Bull in a green coat crushing a Tuvalu sea turtle and a polar bear will depart from the Palace of Culture and Science and travel to some of the most iconic sites in Warsaw. In the installation, the sea turtle and polar bear are sacrificed on the altar of civilization, thereby symbolizing environmental concerns and developing nations overlooked in the pursuit of "progress." Huang thus uses black humor to highlight the problems of climate change and sea level rise, both of which specifically affect Tuvalu. Huang's "mobile museum" will begin its journey from the Palace in downtown Warsaw and travel past sites representative of power and capitalist interests as well as martyrdom and sacrifice. These classic spots include the Royal Castle in Warsaw's Old Town, which was the official residence of the Polish monarchs, Nowy Swiat Street, one of the principle business streets in Warsaw, the Warsaw Uprising Monument and the Warsaw Citadel, which serve as emblems of instances of heroic sacrifice and martyrdom in Polish history, and the ghetto wall on Sienna Street, which is a reminder of the tragedies of the Holocaust. Tuvalu is an island nation located in the Pacific Ocean between Hawaii and Australia, which scientists predict will be among the first countries to disappear due to sea level rise. Huang's work calls attention to the environmental injustice inherent in the fact that Tuvalu produces almost no greenhouse gas emissions but is still threatened by the effects of climate change. Consequently, Huang's project for COP19 uses a green-coated Wall Street Bull holding a green carrot as bait in one hand and crushing the Greenpeace Arctic Sunrise in the other to highlight the manner in which powerful nations offer both the false promise of a greener earth and the threat of harsh punishment to deny ecological concerns and promote economic pursuits. Huang says of his work: "The bull is depicted as physically oppressing a Tuvalu sea turtle and a polar bear while holding a press conference at which it is the only speaker to further highlight the abandonment of environmental issues in the name of economic gain." Vincent J.F. Huang was born in 1971 in Taiwan. He currently lives and works in Taipei and London. His work is a criticism of a civilization in which society emphasizes the GDP more than the destruction caused by the worship of progress. Huang's work draws on Chinese philosophy and aims to achieve perfect harmony between humankind and nature. Vincent J.F. Huang recently returned from the Arctic where he created works protesting the arrest of the Greenpeace Arctic 30.

United Nations 2015-03-31Tuvalu (i/tuːˈvɑːluː/ too-VAH-loo or /ˈtuːvəluː/ TOO-və-loo), formerly known as the Ellice Islands, is a Polynesian island nation located in the Pacific Ocean, midway between Hawaii and Australia. It comprises four reef islands and five true atolls spread out from 6° to 10° south. Its nearest neighbours are Kiribati, Nauru, Samoa and Fiji. Its population of 10,544 makes it the third-least populous sovereign state in the world, with only Vatican City and Nauru having fewer inhabitants. In terms of physical land size, at just 26 square kilometres (10 sq mi) Tuvalu is the fourth smallest country in the world, larger only than the Vatican City at 0.44 km2 (0.17 sq mi), Monaco at 1.98 km2 (0.76 sq mi) and Nauru at 21 km2 (8.1 sq mi).
The first inhabitants of Tuvalu were Polynesian people. In 1568 Spanish navigator Álvaro de Mendaña sailed through the islands and is understood to have sighted Nui during his expedition in search of Terra Australis. In 1819 the island of Funafuti was named Ellice's Island; the name Ellice was applied to all nine islands after the work of English hydrographer Alexander George Findlay (1812–1876). The islands came under Britain's sphere of influence in the late 19th century, when the Ellice Islands were declared a British protectorate by Captain Gibson, R. N. of HMS Curaçao between 9th and 16 October 1892. The Ellice Islands were administered as British protectorate by a Resident Commissioner from 1892 to 1916 as part of the British Western Pacific Territories (BWPT), and later as part of the Gilbert and Ellice Islands colony from 1916 to 1974.
