Ukraine Crisis: Obama Presses Putin To Stem Flow Of Arms

US President Barack Obama has urged his Russian counterpart Vladimir Putin to stop the flow of weapons into Ukraine and halt support for separatists.

The White House said that in the phone call Mr Obama warned of further sanctions if Moscow failed to act.

The Kremlin says Mr Putin urged direct talks between Kiev and the rebels in the east. Russia denies arming them.

The separatists have said they will observe a truce initiated by Ukrainian President Petro Poroshenko.

The week-long ceasefire - part of a 15-point peace plan announced by Mr Poroshenko last week - is due to expire on Friday.

Late on Monday, White House spokesman Josh Earnest told reporters: \

The explosion occurred just after midnight local time near the Abu Assaf café, where people had gathered to watch World Cup matches.

An Associated Press reporter on the scene said he saw at least two wounded people. The state-run National News Agency said 12 people were wounded.

A security official said the blast near the Shatila area was caused by a suicide car bomb attacker and that at least five people were wounded. The area is a stronghold of the Shiite militant Hezbollah group.

It was the second explosion in a week and comes amid mounting regional tensions over dramatic events in nearby Iraq, where the al-Qa\'ida splinter group Islamic State of Iraq and the Levant (Isis)has seized large chunks of territory in the country\'s north and west.

On Friday, a suicide bomber detonated his explosives-laden car near a police checkpoint in eastern Lebanon, killing a policeman and wounding several other people.

The bombings, coupled with the detention in Beirut of alleged militant sleeping cells on Friday, sparked fears of renewed violence in a country which has been buffeted by the conflict in neighbouring Syria.

Syria\'s civil war has spilled into neighbouring Lebanon on multiple occasions and inflamed sectarian tensions. A series of car bombs have struck Shiite areas across Lebanon, killing dozens of people.

However, the last explosion to hit Lebanon before Friday\'s occurred on March 29, when a suicide bomber in an explosives-laden car targeted a Lebanese army checkpoint near the Syrian border, killing three people.

Hard-line Sunni groups have claimed responsibility for the attacks against Shiite areas, saying they are meant to punish the Lebanese Shiite Hezbollah movement for fighting alongside Syrian President Bashar Assad\'s troops in Syria.

Four Western Iraqi Towns Fall To Advancing ISIS Militants - Iraq Struggling Against Isis Militants, Say Diplomats - ISIS seizes four towns on a highway from Syria to Baghdad, elevating fears that the Sunni militants could now march to the Iraqi capital.

Iraq\'s government is struggling in its battle against militants, diplomats and politicians have told the BBC.

Fighters from the Islamic State in Iraq and the Levant (Isis) said they seized a border crossing to Syria and two towns in north-west Iraq on Saturday.

Correspondents say Isis appears to be better trained, better equipped and more experienced than the army.

The Sunni extremists attacked the city of Mosul in June and have since seized large swathes of territory across Iraq.

There is deep pessimism in Baghdad about the way the government\'s war against Isis is going, says the BBC\'s World Affairs Editor John Simpson, who has been speaking to senior politicians and diplomats in the capital.

The Iraqi air force ran out of American Hellfire missiles two weeks ago, and in any case only has two Cessna planes capable of firing Hellfires, he adds.

Experts say Isis has established secure safe havens, including some in neighbouring Syria, which will be difficult to target.

A conscript soldier who killed five comrades in a grenade and gun attack over the weekend is still on the run after exchanging fire with soldiers late last night close to the North Korean border.
The soldier, identified as a sergeant with the family name Lim, was discovered hiding near a school some 10 kilometers from his base, the soldier opened fire on troops, wounding a platoon leader in the arm.
Currently, the area is under lockdown and all residents have been evacuated.
The military says troops have been ordered to \'shoot to kill\' unless the fugitive soldier surrenders.
Although the motive for the shooting still remains unknown,... officials say Lim was on the list of soldiers that needed special attention as he had struggled to adapt to military life.

"As the votes were tallied for the 2008 presidential election, conservative pundit William Bennett weighed in on the election's significance. "I'll tell you one thing it means, as a former secretary of education," Bennett said on CNN. "You don't take any excuses anymore from anybody who says, 'The deck is stacked.'" Bennett, who is white, suggested that if Barack Obama could become president, so could any black man. Ukraine Crisis: Obama Presses Putin To Stem Flow Of Arms US President Barack Obama has urged his Russian counterpart Vladimir Putin to stop the flow of weapons into Ukraine and halt support for separatists. Late on Monday, White House spokesman Josh Earnest told reporters: "The president spoke to President Putin and once again urged him to support peace instead of allowing the provision of arms and materiel across the border and continuing support for militants and separatists who are further destabilising the situation in Ukraine." A suicide bomber detonated an explosives-packed vehicle near a checkpoint and a café in an area south of Lebanon's capital Beirut, causing several casualties. It was the second explosion in a week and comes amid mounting regional tensions over dramatic events in nearby Iraq, where the al-Qa'ida splinter group Islamic State of Iraq and the Levant (Isis)has seized large chunks of territory in the country's north and west. Syria's civil war has spilled into neighbouring Lebanon on multiple occasions and inflamed sectarian tensions. A series of car bombs have struck Shiite areas across Lebanon, killing dozens of people. However, the last explosion to hit Lebanon before Friday's occurred on March 29, when a suicide bomber in an explosives-laden car targeted a Lebanese army checkpoint near the Syrian border, killing three people. Hard-line Sunni groups have claimed responsibility for the attacks against Shiite areas, saying they are meant to punish the Lebanese Shiite Hezbollah movement for fighting alongside Syrian President Bashar Assad's troops in Syria.

Iraq's government is struggling in its battle against militants, diplomats and politicians have told the BBC. There is deep pessimism in Baghdad about the way the government's war against Isis is going, says the BBC's World Affairs Editor John Simpson, who has been speaking to senior politicians and diplomats in the capital. The military says troops have been ordered to 'shoot to kill' unless the fugitive soldier surrenders. Although the motive for the shooting still remains unknown,... officials say Lim was on the list of soldiers that needed special attention as he had struggled to adapt to military life.
