A country may be an independent sovereign state or one that is occupied by another state, as a non-sovereign or formerly sovereign political division, or a geographic region associated with sets of previously independent or differently associated peoples with distinct political characteristics. THE Coalition is planning to establish a tent city on Nauru to hold thousands of asylum-seekers under a commitment lasting at least five years, escalating the policy fight on border protection as Labor prepares to transfer detainees to Papua New Guinea as soon as tonight. An Abbott government would build the new camp to take at least 2000 people while finding locations for thousands more in a major policy move that would give asylum-seekers "no guarantee" of settlement in Australia. The Coalition proposal counters Kevin Rudd's plan to redirect new arrivals to Manus Island in PNG, arguing it would be faster and cheaper to use the "immediate capacity" available for tents and marquees on Nauru. Tony Abbott this morning said Nauru was "quite a pleasant island", and the tent accommodation would be temporary. "Nauru is by no means an unpleasant place to live," he told Seven's Sunrise program. "And over time, you would have better facilities. We would be using tents initially because that's what you have to do if you're going to ramp up accommodation very quickly. And we may need a very significant accommodation capacity on Nauru." Mr Abbott said the Coalition would "hit the ground running" with "proper offshore processing". However, he said the plan was not radically different from the Coalition's long-standing policy. "We are just consistently, clearly working on the policies that we have been quite clear about for more than a decade," he said. PNG Prime Minister Peter O'Neill yesterday raised new questions over where refugees would be ultimately taken under the Labor policy, telling The Australian that anyone sent to his country could wait up to eight years to be resettled there. Adding to the challenge of finding locations for regional detention centres, the Fiji government lashed out at Australia for using its Pacific neighbours to fix a domestic problem and declaring the centres would "destabilise" island societies. Fiji Foreign Minister Ratu Inoke Kubuabola warned against centres he said were being discussed for the Solomon Islands and Vanuatu on the grounds they would alter the social fabric of any country that accepted a deal. The speed and capacity of the offshore projects are central questions in the policy fight as the rate of arrivals over the past week exceeded the current housing in the Manus Island detention centre. About 1350 asylum-seekers have arrived since the Prime Minister unveiled his hardline stance on July 19 but there have not been any arrivals for the past three days. In a bid to show the Labor policy taking effect, Immigration Minister Tony Burke plans to send the first people caught by the new regime to Manus Island as soon as tonight. The Australian understands an initial transfer of about 40 single men will be flown off Christmas Island under heavy security from the Australian Federal Police. Coalition immigration spokesman Scott Morrison toured potential sites in Nauru yesterday to emphasise his argument that the island had the capacity to take 5000 asylum-seekers over time in tents and permanent facilities. The plan includes a village on Nauru to hold those who gain refugee status, keeping them on the island while they hope for settlement elsewhere. The Coalition would expect the Nauru government to keep processing asylum-seekers - as it does under the current government policy. Neither Labor nor the Coalition would expect the host nations to house all those who arrived by boat, given that 29.5 per cent of the 1637 people taken to Nauru and Manus under the Howard government's Pacific Solution ended up returning voluntarily to their home countries. Another 43 per cent of those taken to Nauru and Manus from 2001 to 2008 were eventually settled in Australia, according to government figures. Mr Morrison said yesterday that some asylum-seekers might be resettled in Australia but there was "no guarantee" this would happen and that refugees could be transferred to Canada, New Zealand or elsewhere.

This is a training video made for Pacific Island artisanal fishers on methods for postharvest processing of sea cucumbers - DUBBED IN KIRIBATI language. The video was produced as part of a research aid project funded by the Australian Centre for International Agricultural Research (ACIAR project FIS-2010-096), within the Department of Foreign Affairs, Australia. Hard copies (DVD discs) with voice-overs in local languages will be distributed to coastal villages in Fiji, Tonga and Kiribati. Sea cucumbers have been fished in the Pacific Islands for more than 150 years. They are processed, using artisanal methods, into a dried form called bêche-de-mer and exported to China. Harvesting and selling sea cucumbers gives rural households vital sources of income for basic needs, health and education. In many Pacific Island villages, alternative livelihood activities are limited and fishing sea cucumbers offers one of the few income sources. Research shows that a majority of Pacific Island fishers have had no information support to understand how to process the animals correctly. As a result, the quality of dried products is often poor and fishers get inferior prices. This problem contributes to a need to fish large quantities of sea cucumbers to meet economic needs and wastes the potential value of these resources for national economies. The goal of the video is to help i-Kiribati fishers to make better income from the sea cucumbers that they collect and reduce the wastage of potential income and food from these aquatic resources. The video and project discourages excessive fishing, since these resources are vulnerable to over-exploitation, and we do not encourage fishers to harvest sea cucumbers. Rather, the project hopes to improve postharvest processing of catches that would be made by existing fishers. By spending more time on value-adding of the fishery harvests and gaining a better income from selling the dried sea cucumbers for export, fishers might need to fish less frequently. Whether, or not, this occurs is being determined by 'before-and-after' socio-economic surveys as part of the research component of the project. The video was made by Southern Cross University, Australia, through its National Marine Science Centre. Neither the funding organisation, commissioned organisation nor partner organisations that produced this DVD have any financial gain or commercial interests in the sea cucumber industry. Nauru (English i/nɑːˈuːruː/ nah-OO-roo), officially the Republic of Nauru and formerly known as Pleasant Island, is an island country in Micronesia in the South Pacific. Its nearest neighbour is Banaba Island in Kiribati, 300 kilometres (186 mi) to the east. Nauru is the world's smallest republic, covering just 21 square kilometres (8.1 sq mi). With just over 9,322 residents, it is the second least-populated country after Vatican City.
Settled by Micronesian and Polynesian people, Nauru was annexed and claimed as a colony by the German Empire in the late 19th century. After World War I, Nauru became a League of Nations mandate administered by Australia, New Zealand, and the United Kingdom. During World War II, Nauru was occupied by Japanese troops, who were bypassed by the Allied advance across the Pacific. After the war ended, it entered into trusteeship again. Nauru gained its independence in 1968.
Throughout the first half of the 20th century, Nauru was a "rentier state". Nauru is a phosphate rock island, with rich deposits close to the surface, which allow for simple strip mining operations; moreover, it has some phosphate reserves which are presently (as of 2011) not economically viable for extraction. Nevertheless, this island was a major exporter of phosphate starting in 1907, when the Pacific Phosphate Company began mining there, through the formation of the British Phosphate Commission in 1919, and continuing after independence. This returned to Nauru full control of its minerals under the Nauru Phosphate Corporation, until the deposits ran out during the 1980s. For this reason, Nauru briefly boasted the highest per-capita income enjoyed by any sovereign state in the world during the late 1960s and early 1970s.
Zakir Abdul Karim Naik (Urdu: ذاکر عبدالکریم نائیک; born 18 October 1965) is an Indian public speaker on the subject of Islam and comparative religion. He is the founder and president of the Islamic Research Foundation (IRF), a non-profit organisation that owns the Peace TV channel based in Dubai, UAE. He is sometimes referred to as a televangelist. Before becoming a public speaker, he trained as a doctor. He has written two booklets on Islam and comparative religion. He is regarded as an exponent of the Salafi ideology; he places a strong emphasis on individual scholarship and the rejection of "blind Taqlid", which has led him to repudiate the relevance of sectarian or Madh'hab designations, all the while reaffirming their importance.
Zakir Abdul Karim Naik was born on 18 October 1965 in Mumbai, India. He attended St. Peter's High School in Mumbai. Later he enrolled at Kishinchand Chellaram College, before studying medicine at Topiwala National Medical College and Nair Hospital and later the University of Mumbai, where he obtained a Bachelor of Medicine and Surgery (MBBS). His wife, Farhat Naik, works for the women's section of the IRF.
