According to European Commission Data, an estimated 43 million people in the EU are threatened by food poverty. Moreover, extreme poverty is potentially on the rise as a result of the current crisis. On 15th November 2011, the EP adopted a resolution on the European Platform against Poverty and Social Exclusion.
This seminar could be the opportunity to understand how to implement this Platform in order to address the unresolved problem of homelessness by helping the EU and Member States to draw up specific measures which would facilitate the integration of homeless people into society as well as ensure accessibility to quality housing.

This year, the topic was knowing "what young Europeans think it means to be a citizen of the EU." We took the chance to express ourselves, colected the opinion of 70 people from 8 different countries, asked some of them to help us film it and there you have it, this was our final result.

http://www.euronews.com/ This week's question comes from Andris, from Riga in Latvia: "I plan to go on holiday to Cuba with my children. As far as I know there is no Latvian embassy in the country. I would like to know who can help us if something goes wrong?"
The answer is given by Nina Koudelkova, the Communication Officer from Europe Direct, the EU's information service:
"As a Latvian citizen, you automatically hold the European citizenship and therefore EU rules on consular protection apply to you. According to these rules, any EU citizen in a non-EU country where his/her own national state has no representation is entitled to protection by the diplomatic or consular authorities of any other EU state.
"As your country is not represented in Cuba, you may contact there a diplomatic or consular mission of any other EU state where you will be treated as if you were a national of the EU country they represent.
"When you seek such help, you must show an ID document (passport or ID card) as proof of your nationality. If these documents have been stolen or lost, the embassy may accept any other proof.
"The protection offered by embassies/consulates of other EU States comprises:
- assistance to victims of violent crime, assistance in cases of death, serious accident or illness, arrest or detention, need for an emergency travel document as well as the relief and repatriation of distressed Union citizens.
"Finally, we would suggest that you visit the European Commission website on consular protection for EU citizens where you will find useful information, including the contact details of EU countries consulates/embassies in countries outside the European Union.

Answer by Antigoni Papadopoulou, European Deputy:
"Twenty years after European citizenship was established, Europe's 500 millions citizens are not aware of their rights. They have the right:
- to move freely within EU territory
- to work freely
- to exchange ideas
- to travel freely throughout the EU
- to seek diplomatic and consular protection
- to raise questions to the committee of Petitions in the European Parliament
- to go to the European ombudsman and try to find answers to their daily problems or any other answer they seek from the European Union's institutions.
"I think we must make sure that this European Year of Citizens is not another celebratory year but that it is a year when definite practical action will be taken.
"At times of social, political, and economic crisis, it's very important for European citizens to be aware of these rights and to make use of them.
"And we also believe in participative democracy. We believe that Brussels today is far away. A lot of people complain that they're not aware of how the decisions which affect their lives are taken, that there is not a lot of transparency. So, during this European Year of Citizens, we aim to work together with NGOs, women's organisations, youth organisations, national parliaments and other people in order to increase awareness and make sure that Europe's 500 million citizens really know what this EU citizenship is all about."

Talking point: European Year of Citizens
Next year is 'European Year of Citizens', but will it succeed in informing people of their rights where previous efforts have failed?
2013 has been declared 'European Year of Citizens'. The aim is to raise awareness of what being an EU citizen means, the rights it confers -- including free movement and democratic engagement -- and how to make use of those rights. Why? We asked the MEP who wrote the report and another who's less convinced. This gives new momentum 20 months before the European elections to increase awareness of the rights, as we have already said, and to convince people that they should participate in what is happening in their daily lives, in the decisions taken by the European institutions and to vote in the next European elections. If people become more aware of their rights to travel between countries, to take up work and to avail of public services in different countries, then that's a positive. But I think a lot of people would just look at the name and think, 'Well, this is an EU that's destroying people's civil rights in Europe, that is driving an austerity agenda that is pushing people into poverty.' Is an economic crisis the right time to be doing this? People are aware that the problems are there to stay for some time, so they need concrete solutions to their daily problems. They want policies in order to tackle the severe problems and to face the obstacles when people move from one place to another, especially when they live in a third country. They need protection and they need to be aware of how to implement the rights given to them by the Union. It's always a good time to tell people about their rights. If it's about going from one country to another it's always a good time to do that. But I think, certainly, that the idea of us being citizens in a democratic, functioning Europe will just ring very hollow for a lot of people, because it's not people's day-to-day experience.

EU, from April 1, will allow citizens to propose laws
It is not an April Fool's joke. It is finally happening. After years of talks, the EU will launch on the 1st of April the European Citizens initiative. The programme will enable people to propose new laws. Citizens will need to collect one million signatures from at least 7 different member states.
The initiative hopes to build a stronger link between Brussels and the people on the streets. Surveys often show that Europeans think there is a democratic deficit in Europe. Eurocrats claim it will increase the quality of democracy and the transparency in the decision-making process.
From legalizing Gay marriage to improving the situation of media freedom across Europe. Already dozens of petitions have been put forward by various NGO's and now are collecting signatures.
Opponents of the initiative complain about how strict the conditions are.
The concept of the European Citizens Initiative was first introduced in the European Constitution, rejected in 2005 by referenda in France and the Netherlands. The idea then was put forward again in the Lisbon Treaty in 2009. It has taken more than two years to develop that idea into a precise mechanism that now takes effect.

A full-time European citizen (EESC Video Challenge 2013)
Our little story is written as a riddle: a beginning which makes you curious, some clues and finally "the big answer".
The story begins with a young girl reading a book. But it is not an ordinary book -- it seems to be more of a guide. The guide is like a poem and it is full of clues to be deciphered in order to find the answer to the riddle.
What is blue without its stars?
Who am I without my rights?
I can travel,
I can vote,
I can work in Europe.
I can study,
This is mine!
Invest money,
Who am I?
The poem highlights the most important rights of a European citizen. We are not complete without our rights. This is why there is only the shadow of the girl in the guide.
As European citizens, we can travel anywhere in the European Union because there are no more borders between countries. Also, we have the right to vote and to be elected.
Furthermore, we can work in the member states of the EU without fearing discrimination and with respect for justice, equality and human dignity.
We have access to education and equal opportunities after graduation. Moreover, we can access European funding and invest money in business.
Taking into account all this clues, there is a single answer to the question:
Who am I?
I am a full-time European citizen with full rights.

"I was recently approached in the street and asked to sign a European Citizens' Initiative to improve animal protection in the European Union. The organisers explained that if they got enough signatures the European Commission would be obliged to study the matter. Is this true?"
Malgorzata Kurowska, Senior Communications Officer for Europe Direct, responds:
"Indeed, as from 1 April 2012, the new European Citizens' Initiative allows European citizens to be more directly involved in the legislative procedure of the European Union. It will let them invite the European Commission to propose a new piece of legislation.
"To get started, the interested parties need to set up a special committee. This committee has to be made up of at least seven EU citizens who are old enough to vote in European Parliament elections and living in at least seven different European countries.
"The committee, acting as an official organiser of the initiative, then needs to register on the special website of the European Commission.
"The European Commission then has two months to verify if the provided data are correct and if the issue concerns matters where the EU has the competence to act and then it will validate the registration.
"After the initiative is registered, the committee can start collecting statements of support from the European citizens. The organisers have one year to do so. The statements can be collected either on paper or electronically. The initiative has to be supported by at least one million European citizens coming from at least seven different EU member states.
"Once the competent authorities have certified the statements of support, the initiative can be submitted to the European Commission for its consideration.
"Finally, in the three months after the submission of the initiative, the organisers have the opportunity to present their initiative at a public hearing in the European Parliament.
"After this, the European Commission will adopt its formal response, spelling out what action it will take with the initiative, and also the reasons for doing or not doing so.
"If the European Commission decides to follow the initiative, then the legislative procedure can start."

The Lisbon Treaty's provision for an European Citizens Initiative is a world first, and an important new aspect of citizens democracy in the European Union according to Olivier Chastel, Belgian Minister for European Affairs.
The ECI has already encountered some difficulties, after Greenpeace collected and presented the Commission 1 million signatures from around Europe demanding a halt to GMO production ntil independent researrch was undertaken. The EU questioned the legitimacy of the ECI attempt as the structures to administer the ECI are not yet in place. Greepeace has thus far maintained that due to the Lisbon Treaty being in force, an ECI presented now and filling the right criteria, is 100% legitimate.
