Kuwait's emir, Sheikh Sabah al-Ahmed al-Sabah, promised $500 million in fresh assistance, while the United States announced a contribution of $380 million. Qatar and Saudi Arabia pledged $60 million each. The promises were announced at an international donor conference in Kuwait intended to help the United Nations reach a $6.5 billion aid target for the crisis in 2014. The pledge arose from an appeal for $6.5 billion launched last month that is the largest in U.N. history. The world body estimates that the conflict has reversed development gains in Syria by 35 years, with half its people now living in poverty. The $1.5 billion pledged at a similar meeting last year was used in Syria and surrounding countries to provide food rations, medicine, drinking water and shelters. The largest donations at that conference came from Gulf Arab governments, who have backed Syrian rebels trying to oust President Bashar al-Assad. But only 70 percent of the amount pledged last year has reached U.N. coffers, hinting at donor fatigue with no end to the bloodshed on the horizon.

Dozens of people have been killed, including six peacekeepers from Chad, in the latest violence in the Central African Republic, officials say.
The peacekeepers were attacked by a Christian militia known as anti-balaka in the capital Bangui on Wednesday.
At least 40 other people have also died since Wednesday, Red Cross officials said.
African Union (AU) and French troops are battling to end a Christian-Muslim conflict that has engulfed CAR.
The AU has nearly 4,000 troops in CAR. France, the former colonial power, has also deployed 1,600 soldiers to help restore order.
Militias from the Christian and Muslim groups have been involved in attacks and counter-attacks since Michel Djotodia installed himself as the country\'s first Muslim ruler in March, ousting then-President Francois Bozize, who came from the majority Christian population.
Many Christians accuse the Chadian government of being allied to the Seleka rebel group which propelled Mr Djotodia to power, while Muslims allege that French forces are siding with Christian militia.
Tension high
The circumstances surrounding the death of the Chadians remain unclear.

A group of masked vigilantes seized the small town of Nueva Italia in the western Mexican state of Michoacan after clashing with alleged members of a drug cartel.
About 100 men, many armed with high-powered rifles, barreled into the town on Sunday (January 12) in a convoy of pickup trucks to declare the area liberated from the feared Knights Templar cartel that controls much of Michoacan.
Television images show the vigilantes taking cover behind food stalls, vehicles and park benches, from exchanges of fire with alleged members of the drug cartel as a helicopter circled overhead. The video also shows an injured vigilante being helped by his colleagues. A tourniquet was placed around his profusely bleeding thigh and a voice can be heard saying: \

Kuwait's emir, Sheikh Sabah al-Ahmed al-Sabah, promised $500 million in fresh assistance, while the United States announced a contribution of $380 million. Qatar and Saudi Arabia pledged $60 million each. The promises were announced at an international donor conference in Kuwait intended to help the United Nations reach a $6.5 billion aid target for the crisis in 2014. The pledge arose from an appeal for $6.5 billion launched last month that is the largest in U.N. history. The world body estimates that the conflict has reversed development gains in Syria by 35 years, with half its people now living in poverty. The $1.5 billion pledged at a similar meeting last year was used in Syria and surrounding countries to provide food rations, medicine, drinking water and shelters. The largest donations at that conference came from Gulf Arab governments, who have backed Syrian rebels trying to oust President Bashar al-Assad. But only 70 percent of the amount pledged last year has reached U.N. coffers, hinting at donor fatigue with no end to the bloodshed on the horizon.

However, in a statement, Mr Yaalon's office said that he had no intention to cause any offence. "The defence minister... apologises if the secretary was offended by words attributed to the minister." Israel and the US shared "a common goal" of advancing peace talks with the Palestinians, the statement said. "We appreciate Secretary Kerry's many efforts towards that end." The White House said the alleged comments were "inappropriate" given America's support to Israel's security. It was a rare rebuke to America's ally. The BBC's Barbara Plett Usher in New York says that Mr Yaalon's alleged comments - first published by Israel's Yediot Ahronot newspaper - may reflect the mind-set of other government officials, but Israelis want to protect their relationship with their strongest ally. 'Framework' plan Mr Yaalon said a security plan that Mr Kerry had presented to Israel was "not worth the paper it was written on". "John Kerry - who has come to us determined and is acting out of an incomprehensible obsession and messianic fervour - cannot teach me anything about the conflict with the Palestinians," he was quoted as saying. He expressed the hope that Mr Kerry, who has made 10 trips to Israel since March, would terminate his drive for peace and focus his energies elsewhere. "The only thing that might save us is if John Kerry wins the Nobel Prize and leaves us be," he was quoted as saying. Mr Yaalon made his comments in private conversations in Israel and the US, the Israeli newspaper said. White House spokesman Jay Carney accused the minister of misrepresenting Mr Kerry's proposals. "Secretary Kerry and his team have been working non-stop in their efforts to promote a secure peace for Israel because of the deep concern the United States has, and the deep commitment the United States has for and to Israel's future and the Israeli people. "To question his motives and distort his proposals is not something we would expect from the defence minister of a close ally." Mr Yaalon's comments also drew criticism from Mr Netanyahu. Mr Kerry has in recent months attempted to inject momentum into Israeli-Palestinian peace talks re-launched last July. But the talks have so far shown little sign of progress. Earlier this month, he held talks with Israeli and Palestinian representatives in an effort to secure a "framework" for a final Israeli-Palestinian peace agreement. However, Israel is said to be demanding that it maintains a military presence under any future peace deal with the Palestinians. While the peace talks have been continuing, Israel last week announced plans to build 1,400 new homes in Jewish settlements in the West Bank and East Jerusalem. UNHCR is appealing today for US$99 million to help the hundreds of thousands of people displaced by the worsening humanitarian crises in South Sudan and the Central African Republic. The money is both for the South Sudanese and Central Africans who have fled their countries as well as for those who are displaced internally. The number of South Sudanese fleeing to neighbouring countries has quickly increased, and now totals some 43,000 people. As of Wednesday, 32,443 South Sudanese had arrived in Uganda, 4,754 in Kenya's Kakuma Refugee Camp, some 6,000 in Ethiopia and at least several hundred in Sudan, with unconfirmed reports of thousands having fled there. Uganda is now seeing between 4,000 and 5,000 South Sudanese arriving every day. Inside South Sudan some 232,000 people have been forced to flee their homes and are now displaced internally. This includes 60,500 people sheltering at 10 UN bases. A group of masked vigilantes seized the small town of Nueva Italia in the western Mexican state of Michoacan after clashing with alleged members of a drug cartel. About 100 men, many armed with high-powered rifles, barreled into the town on Sunday (January 12) in a convoy of pickup trucks to declare the area liberated from the feared Knights Templar cartel that controls much of Michoacan. Television images show the vigilantes taking cover behind food stalls, vehicles and park benches, from exchanges of fire with alleged members of the drug cartel as a helicopter circled overhead. The video also shows an injured vigilante being helped by his colleagues. A tourniquet was placed around his profusely bleeding thigh and a voice can be heard saying: "Put a tight tourniquet on him and take him to the hospital. He'll be OK, nobody get frightened!" The vigilante group, or self-defence group, also were reported to have disarmed local policemen and taken over the town's police station. Masked groups of vigilantes took control in more than a dozen rural communities in 2013, claiming the government was failing to stop gang extortion and violence. Now, since late December, these armed groups have taken over a series of towns in Michoacan and have closed in on Apatzingan, the stronghold of the Knights Templar cartel, raising the risk of an unprecedented battle amid Mexico's drug war. Violence spiked in Michoacan in recent years and masked groups of vigilantes took power in some rural communities in 2013, claiming the government was failing to stop gang extortion and violence. Michoacan's murder rate has nearly doubled since 2006 as traffickers increasingly turned from marijuana plantations to producing methamphetamine in crude labs hidden amid the state's mountains and avocado groves.
