The decree will prevent human and gay rights groups protesting against Russia's anti-homosexual legislation, passed at the end of June, which bans "gay propaganda" that can be accessed by minors. The law has been criticised by western governments and prompted calls for a boycott of the Olympics. Sergei Nikitin, Head of Amnesty International's Moscow office, told euronews: "We see an obvious violation of citizens' rights, especially the ones described in the well-known article 31 of the Russian constitution which guarantees citizens' rights to peaceful demonstrations, marches and rallies, etc. Also, it violates another article of the constitution: the freedom of movements." Dzhambot Pachuliya, who lives in Sochi, said: "People look at it with disgust. All these gays, rallies, what's it all about? Why do they need to rally? What do they need to talk about?" Gay rights activist Nikolai Alexeyev said he planned to hold a gay pride march in Sochi on the opening day of the Winter Olympic Games and that it could not be prohibited by presidential decree. Are the Olympics an emergency situation, like a war or a natural disaster?" Alexeyev was quoted as saying by the website grani.ru. "There has been no precedent in history in which peaceful demonstrations have been banned in a city where the Olympics were being held," he said. In the decree, Putin said its purpose was the "implementation of increased security measures" called for in a law adopted in 2007, when the Olympics were awarded to Sochi. False intelligence extracted by torture in Tripoli\'s notorious Abu Salim prison has been linked to arrests of Libyan dissidents in the United Kingdom, an investigation by Al Jazeera\'s People and Power has revealed.

In this exclusive report, Abdel-Hakim Belhaj, the leader of the anti-Gaddafi resistance group, the Libyan Islamic Fighting Group (LIFG), explains that he and fellow leader Sami al-Saadi were subjected to torture by his Libyan interrogators, which forced them to give up the names of innocent residents in the UK.

Al-Saadi and Belhaj also claim foreign agents, including British agents, questioned them in Abu Salim prison. These allegations form the basis of a lawsuit against the British government.

According to Belhaj\'s lawyers, the men and their families were pawns in a deal struck by Britain in 2004.

After Gaddafi\'s fall, the role played by British intelligence agencies was discovered.

The decree will prevent human and gay rights groups protesting against Russia's anti-homosexual legislation, passed at the end of June, which bans "gay propaganda" that can be accessed by minors. The law has been criticised by western governments and prompted calls for a boycott of the Olympics. Sergei Nikitin, Head of Amnesty International's Moscow office, told euronews: "We see an obvious violation of citizens' rights, especially the ones described in the well-known article 31 of the Russian constitution which guarantees citizens' rights to peaceful demonstrations, marches and rallies, etc. Also, it violates another article of the constitution: the freedom of movements." Fire crews and ambulances are at the scene and stretchers are being wheeled inside the theatre. Unconfirmed reports suggested some people may be trapped amid the debris. Eyewitnesses said some people were leaving the theatre bleeding. London Ambulance Service says there are about 30 casualties. The Curious Incident of the Dog in the Night-Time was playing at the Shaftesbury Avenue venue. Eyewitnesses said they heard a creak prior to the collapse. Police confirmed they were called to the theatre shortly after 8.15pm. A spokesman said: "There is a report of a collapse in the building itself. It is believed some people may have been injured in the collapse." Martin Bostock, who was in the theatre, told Sky News: "I was in the stalls with my family in the early stages of the show. "I think the front part of the balcony fell down. At first we thought it was part of the show, it was very dramatic. "We got out with cuts and bruises, I think most people did." Simon Usborne, also watching the performance, told Sky News: "A huge crack happened ... and then my whole view of the stage was obscured by a huge cloud of dust. "I think everything in the front row of the stalls and the dress circle would have been showered with debris." Mr Usborne said people are being treated for head injuries. "There are a lot of people with blood on their faces," he added. If it is not contained, it could lead to ethnic cleansing," said Choul Laam, a top official with the ruling Sudan People's Liberation Movement (SPLM), who spoke in Nairobi, Kenya.Deadly violence first broke out late Sunday when the presidential guard splintered along ethnic lines, according to Laam.Guards from the president's majority Dinka tribe tried to disarm guards from the Nuer ethnic group. The conflict in Juba spiralled from there, and then extended out into the country, Laam said.South Sudanese President Salva Kiir initially said an attempted coup had triggered the violence, and the blame was placed on ousted vice president Riek Machar, an ethnic Nuer.Machar, who has gone into hiding, disputed Kiir's allegations that he had attempted a coup, but said he wants Kiir out of power."We want him to leave. We want him to leave. That's it," Machar told FRANCE 24's sister station Radio France Internationale. "He can't unite the people and he kills them like flies."Machar, an influential politician who is a hero of the brutal war of independence against Sudan, is Kiir's rival for leadership of the SPLM party.Tensions had been mounting since Kiir fired Machar as his deputy in July. Machar later said he would contest the presidency in 2015.The attack on the UN base in Jonglei on Thursday came after troops loyal to Machar seized the town of Bor late Wednesday, army spokesman Philip Aguer said.Aguer said renegade officers wrested control of the town from loyalist forces. False intelligence extracted by torture in Tripoli's notorious Abu Salim prison has been linked to arrests of Libyan dissidents in the United Kingdom, an investigation by Al Jazeera's People and Power has revealed. In this exclusive report, Abdel-Hakim Belhaj, the leader of the anti-Gaddafi resistance group, the Libyan Islamic Fighting Group (LIFG), explains that he and fellow leader Sami al-Saadi were subjected to torture by his Libyan interrogators, which forced them to give up the names of innocent residents in the UK. Al-Saadi and Belhaj also claim foreign agents, including British agents, questioned them in Abu Salim prison. These allegations form the basis of a lawsuit against the British government. According to Belhaj's lawyers, the men and their families were pawns in a deal struck by Britain in 2004. After Gaddafi's fall, the role played by British intelligence agencies was discovered. "When the rebels came to Tripoli they ransacked all sorts of buildings ... associated with Gaddafi's old regime," said Al Jazeera's Juliana Ruhfus, who was involved in the investigation. "It was in the office of spy chief Moussa Koussa that they found a stash of documents that revealed, in startling detail, the collaboration between British and Libyan intelligence services." Belhaj says he was pressured by Gaddafi's interrogators to give up information about Libyans living in Britain. "Sometimes they would come to me with the questions and answers already done and force me to sign it. They would mention names to me and say that these people supported armed activities," he said. One of the men named under torture was Ziad Hashem, a Libyan who obtained asylum in the UK after Belhaj's rendition. Hashem claims he was arrested in Britain without any charges: "We were just put in prison arbitrarily without any explanation." Hashem is part of yet another law suit against the British government. One of the things he is hoping to reveal is the flow of information between Libyan and British intelligence agencies which led to his detention. The British government says it is committed to investigating allegations of mistreatment, that it stands firmly against torture and that it never asks any other country to carry it out. But the dissidents accuse the British government of being complicit in their rendition into Gaddafi's prisons, showing Al Jazeera documents from MI6 tipping off Gaddafi's intelligence apparatus about their flight movements.
