The United States assumed territorial control over the southern portion of Guantánamo Bay under the 1903 Cuban-American Treaty, which granted it a perpetual lease of the area. The United States, by virtue of its complete jurisdiction and control, maintains "de facto" sovereignty over this territory, while Cuba retained ultimate sovereignty over the territory. The current government of Cuba regards the U.S. presence in Guantánamo Bay as illegal and insists the Cuban-American Treaty was obtained by threat of force in violation of international law.
The bay was called Guantánamo by its original inhabitants, the Taínos. Christopher Columbus landed in 1494, naming it Puerto Grande. On landing, Columbus' crew found Taíno fishermen preparing a feast for the local chieftain. When Spanish settlers took control of Cuba, the bay became a vital harbor on the south side of the island.
Guantánamo is served by the Caimaneraport and is the site of a U.S. Naval base. The area produces sugarcane and cotton wool. These are traditional parts of the economy.
The municipality is mountainous in the north, where it overlays the Sierra Maestra (mountains), and borders the Windward Passage of the Caribbean Sea in the south. It is crossed by the Guantánamo, Yateras, Guaso, San Andrés and Sabanalamar rivers. The Guantánamo Bay is a natural harbour south of the city.
The municipality is divided into the barrios of Arroyo Hondo, Baitiquirí, Bano, Bayate, Caimanera, Camarones, Caridad, Corralillo, Cuatro Caminos, Filipinas, Glorieta, Gobierno, Guaso, Hospital, Indios, Isleta, Jaibo Abajo, Las Lajas, Macurijes, Mercado, Ocujal, Parroquia, Palma de San Juan, Rastro, Tiguabos and Vínculo.
In 1492, Christopher Columbus landed on and claimed the island now occupied by Cuba, for the Kingdom of Spain. Cuba remained a territory of Spain until the Spanish–American War ended in 1898, and gained formal independence from the U.S. in 1902. A fragile democracy, increasingly dominated by radical politics eventually evolved, solidified by the Cuban Constitution of 1940, but was definitely quashed in 1952 by former president Fulgencio Batista, and an authoritarian regime was set up, intensifying and catalyzing already rampant corruption, political repression and crippling economic regulations.Batista was ousted in January 1959 by the July 26 movement, and a new administration under Fidel Castro established, which had by 1965 evolved into a single-party state under the revived Communist Party of Cuba, which holds power to date.

The Guantanamo Bay detention camp, also referred to as Guantánamo, G-Bay or Gitmo, is a controversial United States military prison located within Guantanamo Bay Naval Base, Cuba, established in January 2002. In January 2002, Bush Administration Secretary of Defense Donald H. Rumsfeld said the prison camp was established to detain extraordinarily dangerous prisoners, to interrogate prisoners in an optimal setting, and to prosecute prisoners for war crimes. Detainees captured in the War on Terror, most of them from the Afghanistan and much smaller numbers later from Iraq, the Horn of Africa and Southeast Asia were transported to the prison.

Yee, a Chinese American, was born in New Jersey and raised in Springfield Township,[1] where he attended Jonathan Dayton High School.[2] Yee graduated from West Point in 1990. Shortly afterward, he converted from Lutheran Christianity[3] to Islam in 1991, undergoing religious training in Syria and meeting his wife Huda, a Palestinian, with whom he now has one child.[4]
Guantanamo[edit]
In his appointed role as chaplain, Yee ministered to Muslim detainees held at Guantánamo Bay detention camp and received commendation from his superiors for his work.[5] When returning from duty at the Guantanamo Bay Naval Base, he was arrested on September 10, 2003, in Jacksonville, Florida, when a U.S. Customs agent found a list of Guantanamo detainees and interrogators among his belongings.[6] He was charged with five offenses: sedition, aiding the enemy, spying, espionage, and failure to obey a general order. These charges were later reduced to mishandling classified information in addition to some minor charges.[6] He was then transferred to a United States Navy brig in Charleston, South Carolina. The government did not name the country or entity for whom it suspected Yee was spying.
All court-martial charges against Yee were dropped on March 19, 2004, with Maj. Gen. Geoffrey Miller "citing national security concerns that would arise from the release of the evidence,"[7] and he was released to resume his duties. Yee was then accused of adultery and storing pornography on a government computer; and non-judicial punishment under Article 15, UCMJ was imposed. His appeal to General James T. Hill, Commander, United States Southern Command, was granted in April 2004. He left the US military with an honorable discharge in January, but he is still seeking an apology.
Yee was a sometime supervisor of a former US Air Force Airman, who was subsequently court-martialed for his misconduct, but charges were dropped against him.
After Guantanamo[edit]
In October 2005 Yee published his book, For God and Country: Faith and Patriotism Under Fire.[8][9] In it, Yee described an escalating series of problems, including the role he says was played by Adolph McQueen, then the commander of the Joint Detention Group.[10] Yee wrote that he was kept in solitary confinement for seventy-six days, and that he was forced to undergo sensory deprivation. He also wrote that General Geoffrey Miller routinely incited the guards to hate the detainees. He alleges being told of mistreatment of prisoners.[11] Yee argues that most of the detainees had little or no intelligence value about Osama bin Laden or al-Qaida's inner circle:
The people down in Guántanamo probably know as much about Osama bin Laden and al-Qaida as any private in the military would know what's going on inside the Pentagon.
In July 2006, Yee was stopped at the border while returning from a trip to Vancouver, British Columbia, to see Cirque du Soleil. It was Yee's first trip outside the U.S. since he was discharged from the army. He was detained at the border for 75 minutes. Yee commented, "Perhaps this is an indication I'm still of interest to the federal government."[12]
On October 19, 2007, Syrian television broadcast its interview with Yee, in Arabic, where he discussed Koran desecration on the part of the U.S. military.[13]
In December 2007, Yee made a statement on Australian Guantanamo Bay inmate David Hicks, who he regularly counselled while working at Guantanamo Bay. He said that he did not feel Hicks was a threat to Australia, and that "Any American soldier who has been through basic training has had 50 times more training than this guy."[14]
Yee was a delegate to the 2008 Democratic National Convention from the 9th Congressional District of the state of Washington, pledged to support Barack Obama, and actually cast a nominating ballot.[15]
Yee has spoken about what he witnessed at the U.S. Naval Base in Guantanamo Bay, Cuba, to audiences around the world.

Geoffrey Miller "citing national security concerns that would arise from the release of the evidence,"[7] and he was released to resume his duties. Yee was then accused of adultery and storing pornography on a government computer; and non-judicial punishment under Article 15, UCMJ was imposed. His appeal to General James T. Hill, Commander, United States Southern Command, was granted in April 2004. He left the US military with an honorable discharge in January, but he is still seeking an apology.
Yee was a sometime supervisor of a former US Air Force Airman, who was subsequently court-martialed for his misconduct, but charges were dropped against him.
After Guantanamo[edit]
In October 2005 Yee published his book, For God and Country: Faith and Patriotism Under Fire.[8][9] In it, Yee described an escalating series of problems, including the role he says was played by Adolph McQueen, then the commander of the Joint Detention Group.[10] Yee wrote that he was kept in solitary confinement for seventy-six days, and that he was forced to undergo sensory deprivation. He also wrote that General Geoffrey Miller routinely incited the guards to hate the detainees. He alleges being told of mistreatment of prisoners.[11] Yee argues that most of the detainees had little or no intelligence value about Osama bin Laden or al-Qaida's inner circle:
The people down in Guántanamo probably know as much about Osama bin Laden and al-Qaida as any private in the military would know what's going on inside the Pentagon.
In July 2006, Yee was stopped at the border while returning from a trip to Vancouver, British Columbia, to see Cirque du Soleil. It was Yee's first trip outside the U.S. since he was discharged from the army. He was detained at the border for 75 minutes. Yee commented, "Perhaps this is an indication I'm still of interest to the federal government."[12]
On October 19, 2007, Syrian television broadcast its interview with Yee, in Arabic, where he discussed Koran desecration on the part of the U.S. military.[13]
In December 2007, Yee made a statement on Australian Guantanamo Bay inmate David Hicks, who he regularly counselled while working at Guantanamo Bay. He said that he did not feel Hicks was a threat to Australia, and that "Any American soldier who has been through basic training has had 50 times more training than this guy."[14]
Yee was a delegate to the 2008 Democratic National Convention from the 9th Congressional District of the state of Washington, pledged to support Barack Obama, and actually cast a nominating ballot.[15]

The Guantanamo Bay detention camp, also referred to as Guantánamo, G-Bay or Gitmo, is a controversial United States military prison located within Guantanamo Bay Naval Base, Cuba, established in January 2002. The Bush administration asserted that detainees were not entitled to any of the protections of the Geneva Conventions. Ensuing U.S. Supreme Court decisions since 2004 have determined otherwise and that the courts have jurisdiction: it ruled in Hamdan v. Rumsfeld on 29 June 2006, that detainees were entitled to the minimal protections listed under Common Article 3 of the Geneva Conventions. Following this, on 7 July 2006, the Department of Defense issued an internal memo stating that prisoners would, in the future, be entitled to protection under Common Article 3.
Current and former prisoners have reported abuse and torture, which the Bush administration denied. In a 2005 Amnesty International report, the facility was called the "Gulag of our times." In 2006, the United Nations called unsuccessfully for the Guantanamo Bay detention camp to be closed. In January 2009, Susan J. Crawford, appointed by Bush to review DoD practices used at Guantanamo Bay and oversee the military trials, became the first Bush administration official to concede that torture occurred at Guantanamo Bay.
On 22 January 2009, President Barack Obama signed an order to suspend proceedings at Guantanamo military commission for 120 days and shut down the detention facility that year. On 29 January 2009, a military judge at Guantanamo rejected the White House request in the case of Abd al-Rahim al-Nashiri, creating an unexpected challenge for the administration as it reviewed how the United States brings Guantanamo detainees to trial. On 20 May 2009, the United States Senate passed an amendment to the Supplemental Appropriations Act of 2009 (H.R. 2346) by a 90--6 vote to block funds needed for the transfer or release of prisoners held at the Guantanamo Bay detention camp. President Obama issued a Presidential memorandum dated 15 December 2009, ordering Thomson Correctional Center, Thomson, Illinois to be prepared to accept transferred Guantanamo prisoners.
The Final Report of the Guantanamo Review Task Force, dated 22 January 2010, published the results for the 240 detainees subject to the Review: 36 were the subject of active cases or investigations; 30 detainees from Yemen were designated for "conditional detention" due to the poor security environment in Yemen; 126 detainees were approved for transfer; 48 detainees were determined "too dangerous to transfer but not feasible for prosecution".
On 7 January 2011, President Obama signed the 2011 Defense Authorization Bill, which, in part, placed restrictions on the transfer of Guantanamo prisoners to the mainland or to foreign countries, thus impeding the closure of the facility. A government review board said on Friday, A prisoner who has been on a nine-year hunger strike to protest against his confinement at the US base at Guantánamo Bay, Cuba, can now return to his native Saudi Arabia.
The Periodic Review Board, which has been re-evaluating dozens of Guantánamo prisoners previously deemed too dangerous to release, said in a statement published on its website that Abdul Rahman Shalabi can be released to take part in a Saudi government rehabilitation program for militants and would be subject to monitoring afterward.
Shalabi began a hunger strike in 2005.

Guantánamo Prisoner On Nine-Year Hunger Strike Will Be Released
A government review board said on Friday, A prisoner who has been on a nine-year hunger strike to protest against his confinement at the US base at Guantánamo Bay, Cuba, can now return to his native Saudi Arabia.
The Periodic Review Board, which has been re-evaluating dozens of Guantánamo prisoners previously deemed too dangerous to release, said in a statement published on its website that Abdul Rahman Shalabi can be released to take part in a Saudi government rehabilitation program for militants and would be subject to monitoring afterward.
Shalabi began a hunger strike in 2005.

US transfers six detainees from Guantanamo to Oman
Six Yemeni prisoners held for years at Guantanamo Bay detention centre have been transferred to Oman, the US says.
The departures from the prison in Cuba were the first for six months.
President Barack Obama promised to close Guantanamo Bay during his election campaign in 2008. Although he has been unable to do so, he has cut the number of inmates by half.
The latest transfers bring the number of detainees in Guantanamo to 116.
The men had been cleared to leave for years, but could not be sent back to Yemen because of the country's instability.
Congress has barred transfers to the US mainland, so the only option left for the authorities is to send prisoners to third countries.
Hunger strikes
In a statement, the Pentagon said the US was "grateful to the government of Oman for its humanitarian gesture and willingness to support ongoing US efforts to close the Guantanamo Bay detention facility".
It is the second transfer of Guantanamo prisoners this year, after the Pentagon announced in January that four men had been moved to Oman and one to Estonia.
The six Yemenis flown to Oman on Friday were identified by the Pentagon as Idris Ahmad Abd Al Qadir Idris, Sharaf Ahmad Muhammad Masud, Jalal Salam Awad Awad, Saad Nasser Moqbil Al Azani, Emad Abdallah Hassan and Muhammad Ali Salem Al Zarnuki.

The U.S. Senate is considering legislation that could make it even tougher for President Barack Obama to fulfill a central pledge from his 2008 campaign: closing the U.S. detention facility at Guantanamo Bay, Cuba.
The Senate began debate Wednesday on the National Defense Authorization Act, a policy bill that sets forth congressional guidance for all Pentagon spending and operations for 2016.
Championed by the Republican chairman of the Senate Armed Services Committee, John McCain of Arizona, the bill allows for closing Guantanamo — but only if the president submits a plan for doing so that both houses of Congress approve. The NDAA also erects hurdles for transferring detainees out of the camp.
“President Obama has said from day one of his presidency that he wants to close Guantanamo, but 6-1/2 years into his administration, the president has never provided a plan to do so,” said McCain. “That plan would have to include a case-by-case determination on the disposition of each detainee at Guantanamo Bay. The plan would also have to address how the Defense Department would ensure the continued detention and intelligence collection from future combatants captured under the laws of war.”
Established by the former George W. Bush administration after the attacks of September 11, 2001, the Guantanamo Bay facility once held nearly 800 enemy combatants captured in the war on terrorism. That number has dwindled to 122, and nearly half of those have been approved for transfer to other countries.
Harmful or indispensable?
Obama has long maintained the facility does more harm than good by staining America’s reputation on the world stage and serving as a recruiting tool for terrorist groups. Republican backers of Guantanamo Bay say it is an indispensable tool for holding and interrogating America’s enemies, and note that some detainees released from the camp have again taken up arms against the United States.
The facility has spawned protracted political battles on Capitol Hill and legal battles that reached the Supreme Court. To this day, it serves as a dividing line on thorny questions surrounding national security, civil liberties, due process of law, the use of torture, and the lengths to which America can or should go to fight terrorism.
The White House has threatened a veto of the NDAA in its current form, objecting to budgetary provisions and other elements. On Guantanamo, the administration says the bill would set back the effort to close the camp and infringe on executive branch prerogatives in handling individual detainee cases.
The top Democrat on the Armed Services Committee, Senator Jack Reed of Rhode Island, echoed those concerns, saying parts of the bill would “take us backwards.”
“In the 2014 NDAA, the committee granted the secretary of defense more flexibility and streamlined authorities for overseas transfers of detainees,” Reed said. “Unfortunately, the bill before us today would undo that progress and reimpose restrictions.
“These backward-looking restrictions create an unnecessary roadblock for disposing of the 57 detainees currently at Guantanamo who have been approved for overseas transfer, most of whom were approved nearly five years ago.”
Carter's views
The man charged with carrying out the president’s policies — and abiding by laws Congress passes on Guantanamo Bay — is Defense Secretary Ashton Carter. At his Senate confirmation hearing this year, Carter acknowledged America’s need to hold terror suspects, but did not say whether Guantanamo was best suited to do so.
“If not Gitmo, where are they going to be incarcerated?” Carter asked. “Because what’s plain as day is that they need to be incarcerated in a super-max [maximum security] type place.”
National security analysts say a politically divided Washington further complicates shuttering the camp.

The man charged with carrying out the president’s policies — and abiding by laws Congress passes on Guantanamo Bay — is Defense Secretary Ashton Carter. At his Senate confirmation hearing this year, Carter acknowledged America’s need to hold terror suspects, but did not say whether Guantanamo was best suited to do so.
“If not Gitmo, where are they going to be incarcerated?” Carter asked. “Because what’s plain as day is that they need to be incarcerated in a super-max [maximum security] type place.”
National security analysts say a politically divided Washington further complicates shuttering the camp.

Qatar Extends Travel Ban for Taliban Leaders Released from Guantanamo
Qatar has agreed to temporarily extend a travel ban for the five senior Taliban leaders who have lived there since being released last year from the prison at Guantanamo Bay, Cuba in exchange for captured U.S. Army Sergeant Bowe Bergdahl.
U.S. officials said the ban will stay in place while discussions between the United States, Qatar and Afghanistan continue for a long-term solution. The Taliban members still will not be able to travel and will be subject to monitoring.
Bergdahl was captured and held by the Taliban for five years, after walking away from his Army post in Afghanistan. He was charged with desertion in March and could face a life sentence.
The five Taliban members freed from U.S. custody are Mullah Khairullah Khairkhaw, Mullah Noorullah Noori, Mullah Abdul Haq Wasiq, Mullah Fazil Mazloom and Mohammad Nabi Omari.
They were senior officials in the Taliban group that controlled Afghanistan and played host to the al-Qaida terror network from 1996 until the final weeks of 2001. U.S. and other allied forces ousted and dispersed the Taliban following al-Qaida's attack on the United States on September 11, 2001.
A member of Afghanistan’s High Peace Council, Ismail Qasimyar, has insisted that the five Taliban either should remain in Qatar indefinitely or be handed over to the Afghan government.
"Any move that supports war against the people of Afghanistan, we consider a hostile move," the Tolo television station quoted Qasimyar as saying.
The State Department insists that U.S. officials work to mitigate the risk of former Guantanamo detainees returning to the fight, threatening Americans or jeopardizing U.S. national security. Guantanamo Bay Naval Base (also called GTMO and pronounced gitmo by the U.S. military personnel stationed there) is located on of land and water at Guantánamo Bay, Cuba, which the United States leased for use as a coaling and naval station in the Cuban–American Treaty of 1903 (for $2,000 until 1934, for $4,085 since 1938 until now). The base is on the shore of Guantánamo Bay at the southeastern end of Cuba. It is the oldest overseas U.S. Naval Base. Since 1959, the Cuban government has consistently protested against the U.S. presence on Cuban soil and called it illegal under international law, alleging that the military base was imposed on Cuba by force. At the United Nations Human Rights Council in 2013, Cuba's Foreign Minister demanded the U.S. return the base and the "usurped territory" occupied since the U.S. invasion of Cuba during the Spanish–American War in 1898.

A documentary showing the consequences fo choices made by western forces to create guantanamo bay detention center and the useless intelligence that leads to the kidnapping and detention of innocent people.
One might find themselves able to understand mistakes, however when these people are released, the stories of torture and their treatment is enough to ignore all excuses.

Tom Clancy's Splinter Cell: Blacklist is an upcoming action-adventure stealth game published by Ubisoft. It is the sixth installment of Tom Clancy's Splinter Cell series and will act as a sequel to Splinter Cell: Conviction.
Blacklist introduces a new gameplay mechanic called Killing in Motion, allowing the player to highlight targets and take them out in quick succession while on the run. The game is set in a third-person perspective so the protagonist and the objects around him are visible. As well, there is voice integration with Xbox 360's Kinect peripheral, which allow players to say things to distract enemies and then attack. The player can also use the Kinect sensor to control the protagonist with their body instead of the Xbox 360 controller.
In the Wii U version, the Gamepad controller's touchscreen acts as an interface to access gadgets and other features from the protagonist's arm-mounted computer, or OPSAT. It also incorporates the screen and motion controls to highlight enemies through thermal vision when using the Killing in Motion mechanic.

James J. Yee.
James J. Yee (Chinese: 余百康 or 余优素福, also known by the Arabic name Yusuf Yee) (born c. 1968) is an American former United States Army chaplain with the rank of captain. He is best known for being subject to an intense investigation by the United States, but all charges were later dropped.
Yee, a Chinese American, was born in New Jersey and raised in Springfield Township,[1] where he attended Jonathan Dayton High School.[2] Yee graduated from West Point in 1990. Shortly afterward, he converted from Lutheran Christianity[3] to Islam in 1991, undergoing religious training in Syria and meeting his wife Huda, a Palestinian, with whom he now has one child.[4]
Guantanamo[edit]
In his appointed role as chaplain, Yee ministered to Muslim detainees held at Guantánamo Bay detention camp and received commendation from his superiors for his work.[5] When returning from duty at the Guantanamo Bay Naval Base, he was arrested on September 10, 2003, in Jacksonville, Florida, when a U.S. Customs agent found a list of Guantanamo detainees and interrogators among his belongings.[6] He was charged with five offenses: sedition, aiding the enemy, spying, espionage, and failure to obey a general order. These charges were later reduced to mishandling classified information in addition to some minor charges.[6] He was then transferred to a United States Navy brig in Charleston, South Carolina. The government did not name the country or entity for whom it suspected Yee was spying.
All court-martial charges against Yee were dropped on March 19, 2004, with Maj. Gen. Geoffrey Miller "citing national security concerns that would arise from the release of the evidence,"[7] and he was released to resume his duties. Yee was then accused of adultery and storing pornography on a government computer; and non-judicial punishment under Article 15, UCMJ was imposed. His appeal to General James T. Hill, Commander, United States Southern Command, was granted in April 2004. He left the US military with an honorable discharge in January, but he is still seeking an apology.
Yee was a sometime supervisor of a former US Air Force Airman, who was subsequently court-martialed for his misconduct, but charges were dropped against him.
After Guantanamo[edit]
In October 2005 Yee published his book, For God and Country: Faith and Patriotism Under Fire.[8][9] In it, Yee described an escalating series of problems, including the role he says was played by Adolph McQueen, then the commander of the Joint Detention Group.[10] Yee wrote that he was kept in solitary confinement for seventy-six days, and that he was forced to undergo sensory deprivation. He also wrote that General Geoffrey Miller routinely incited the guards to hate the detainees. He alleges being told of mistreatment of prisoners.[11] Yee argues that most of the detainees had little or no intelligence value about Osama bin Laden or al-Qaida's inner circle:
The people down in Guántanamo probably know as much about Osama bin Laden and al-Qaida as any private in the military would know what's going on inside the Pentagon.
In July 2006, Yee was stopped at the border while returning from a trip to Vancouver, British Columbia, to see Cirque du Soleil. It was Yee's first trip outside the U.S. since he was discharged from the army. He was detained at the border for 75 minutes. Yee commented, "Perhaps this is an indication I'm still of interest to the federal government."[12]
On October 19, 2007, Syrian television broadcast its interview with Yee, in Arabic, where he discussed Koran desecration on the part of the U.S. military.[13]
In December 2007, Yee made a statement on Australian Guantanamo Bay inmate David Hicks, who he regularly counselled while working at Guantanamo Bay. He said that he did not feel Hicks was a threat to Australia, and that "Any American soldier who has been through basic training has had 50 times more training than this guy."[14]
Yee was a delegate to the 2008 Democratic National Convention from the 9th Congressional District of the state of Washington, pledged to support Barack Obama, and actually cast a nominating ballot.[15]
Yee has spoken about what he witnessed at the U.S. Naval Base in Guantanamo Bay, Cuba, to audiences around the world.

A government review board said on Friday, A prisoner who has been on a nine-year hunger strike to protest against his confinement at the US base at Guantánamo Bay, Cuba, can now return to his native Saudi Arabia.
The Periodic Review Board, which has been re-evaluating dozens of Guantánamo prisoners previously deemed too dangerous to release, said in a statement published on its website that Abdul Rahman Shalabi can be released to take part in a Saudi government rehabilitation program for militants and would be subject to monitoring afterward.
Shalabi began a hunger strike in 2005.

US transfers six detainees from Guantanamo to Oman
Six Yemeni prisoners held for years at Guantanamo Bay detention centre have been transferred to Oman, the US says.
The departures from the prison in Cuba were the first for six months.
President Barack Obama promised to close Guantanamo Bay during his election campaign in 2008. Although he has been unable to do so, he has cut the number of inmates by half.
The latest transfers bring the number of detainees in Guantanamo to 116.
The men had been cleared to leave for years, but could not be sent back to Yemen because of the country's instability.
Congress has barred transfers to the US mainland, so the only option left for the authorities is to send prisoners to third countries.
Hunger strikes
In a statement, the Pentagon said the US was "grateful to the government of Oman for its humanitarian gesture and willingness to support ongoing US efforts to close the Guantanamo Bay detention facility".
It is the second transfer of Guantanamo prisoners this year, after the Pentagon announced in January that four men had been moved to Oman and one to Estonia.
The six Yemenis flown to Oman on Friday were identified by the Pentagon as Idris Ahmad Abd Al Qadir Idris, Sharaf Ahmad Muhammad Masud, Jalal Salam Awad Awad, Saad Nasser Moqbil Al Azani, Emad Abdallah Hassan and Muhammad Ali Salem Al Zarnuki.
Emad Abdullah Hassan has held repeated hunger strikes in protest against his confinement without charge since 2002.
Correspondents say that President Obama, thwarted by Congress in his efforts to close the prison, has had to rely on only a handful of countries that have agreed to accept detainees.
Last year, 14 detainees were transferred out of the prison, based at a US naval base in south-eastern Cuba.

US Senate Mulls Barriers to Closing Guantanamo
US Senate Mulls Barriers to Closing Guantanamo
The U.S. Senate is considering legislation that could make it even tougher for President Barack Obama to fulfill a central pledge from his 2008 campaign: closing the U.S. detention facility at Guantanamo Bay, Cuba.
The Senate began debate Wednesday on the National Defense Authorization Act, a policy bill that sets forth congressional guidance for all Pentagon spending and operations for 2016.
Championed by the Republican chairman of the Senate Armed Services Committee, John McCain of Arizona, the bill allows for closing Guantanamo — but only if the president submits a plan for doing so that both houses of Congress approve. The NDAA also erects hurdles for transferring detainees out of the camp.
“President Obama has said from day one of his presidency that he wants to close Guantanamo, but 6-1/2 years into his administration, the president has never provided a plan to do so,” said McCain. “That plan would have to include a case-by-case determination on the disposition of each detainee at Guantanamo Bay. The plan would also have to address how the Defense Department would ensure the continued detention and intelligence collection from future combatants captured under the laws of war.”
Established by the former George W. Bush administration after the attacks of September 11, 2001, the Guantanamo Bay facility once held nearly 800 enemy combatants captured in the war on terrorism. That number has dwindled to 122, and nearly half of those have been approved for transfer to other countries.
Harmful or indispensable?
Obama has long maintained the facility does more harm than good by staining America’s reputation on the world stage and serving as a recruiting tool for terrorist groups. Republican backers of Guantanamo Bay say it is an indispensable tool for holding and interrogating America’s enemies, and note that some detainees released from the camp have again taken up arms against the United States.
The facility has spawned protracted political battles on Capitol Hill and legal battles that reached the Supreme Court. To this day, it serves as a dividing line on thorny questions surrounding national security, civil liberties, due process of law, the use of torture, and the lengths to which America can or should go to fight terrorism.
The White House has threatened a veto of the NDAA in its current form, objecting to budgetary provisions and other elements. On Guantanamo, the administration says the bill would set back the effort to close the camp and infringe on executive branch prerogatives in handling individual detainee cases.
The top Democrat on the Armed Services Committee, Senator Jack Reed of Rhode Island, echoed those concerns, saying parts of the bill would “take us backwards.”
“In the 2014 NDAA, the committee granted the secretary of defense more flexibility and streamlined authorities for overseas transfers of detainees,” Reed said. “Unfortunately, the bill before us today would undo that progress and reimpose restrictions.
“These backward-looking restrictions create an unnecessary roadblock for disposing of the 57 detainees currently at Guantanamo who have been approved for overseas transfer, most of whom were approved nearly five years ago.”
Carter's views
The man charged with carrying out the president’s policies — and abiding by laws Congress passes on Guantanamo Bay — is Defense Secretary Ashton Carter. At his Senate confirmation hearing this year, Carter acknowledged America’s need to hold terror suspects, but did not say whether Guantanamo was best suited to do so.
“If not Gitmo, where are they going to be incarcerated?” Carter asked. “Because what’s plain as day is that they need to be incarcerated in a super-max [maximum security] type place.”
