This is the first time the matter has been included in a U.S. Congressional bill... and it is expected to increase pressure on the Japanese government to confront its wartime history. Hwang Sung-hee has the details. U.S. lawmakers are formally calling on their government to pay more attention to the so-called "comfort women," or women forced into sexual slavery by the Japanese military during the Second World War. In a document attached to a spending bill for 2014, the U.S. House of Representatives makes note of a 2007 resolution on the "comfort women" issue and "urges the Secretary of State to encourage the Government of Japan to address the issues raised in the resolution." The 2007 resolution calls on the Japanese government to issue an official apology for its wartime sexual enslavement of women. An estimated 200-thousand women, mostly Korean, were used as sex slaves by the Japanese army in the early 20th century... and many are still waiting for an apology from Tokyo... although time is running out for the aging victims. The bill passed on Wednesday is not legally binding, but is highly symbolic of Washington's efforts to address the matter. It marks the first time the "comfort women" issue has been included in U.S. legislation and is sure to ramp up pressure on the Japanese government. The Senate is expected to vote on the spending bill some time this week, and if passed, it will be sent to the White House for President Barack Obama's signature. Mr. Kono is Director General of Japan's Liberal Democratic Party's International bureau and a fifth-term Member of the House of Representatives in Japan. He is especially critical of the government's pursuit of a so-called 'closed' nuclear fuel cycle whereby plutonium is extracted from spent fuel by nuclear waste re-processing within Japan. Mr. Kono also opposes the building of new nuclear power plants as the government has not dealt with the nuclear-waste issue. Title: U.S. Senate panel approves 2-year extension of Korea-U.S. civilian nuclear accord A U.S. Senate committee has approved a bill to extend the current U.S.-Korea civilian nuclear accord for another two years. The current agreement bans Korea from enriching uranium and reprocessing spent nuclear fuel amid concerns about proliferation on the peninsula. Seoul is seeking to revise the agreement to allow it to do both, in order to reduce nuclear waste and meet an increasing demand for energy, but Washington has been reluctant and the two countries have thus far been unable to find common ground. The two-year extension would give the two sides more time to seek resolution on the matter. The current agreement is scheduled to expire in March, but if the bill is approved by the full Senate and the House, it would give President Barack Obama a green light to extend the end date to March 2016.- published: 16 Jan 2014

http://www.democracynow.org - Japan has been a hotbed of protest against the Trans-Pacific Partnership, which would establish a free-trade zone stretching from Japan to the United States to Chile, and encompass nearly 40 percent of the global economy. Now, new documents released by WikiLeaks show the White House may be ready to backtrack on a series of critical regulations in order to secure a deal on the trade pact, including legally binding requirements for pollution limits, logging standards, and a ban on the harvesting of shark fins. The draft version of the "environmental chapter" also reveals that the United States and 11 other Pacific Rim nations that are party to the TPP would rely on trade sanctions instead of fines if a country violates its obligations. The Sierra Club responded to the latest news saying that if the draft report were to be finalized, "President Obama's environmental trade record would be worse than George W. Bush's." Meanwhile hearings begin today in Congress on legislation to establish fast-track authority that would allow Obama to sign the TPP before Congress votes on it. Broadcasting from Tokyo, we're joined by Nobuhiko Suto, a former member of the Committee on Foreign Affairs in Japan's House of Representatives, where he was among the first legislators to point out the dangers of the TPP.
