Gov. Jerry Brown discusses his proposal to rollback public employee pension benefits during a news conference at the Capitol in Sacramento, Calif., Thursday, Oct. 27, 2011. Brown's plan, which would require approval from the Legislature, would raise the retirement age to 67 for new employees, who are not public safety workers and require state and local employees to pay more toward their retirement and health care. The governor also proposes a mandatory 'hybrid" system in which future retirees would get their retirement from a guaranteed benefit and a 401(k)-style plan.(AP Photo/Rich Pedroncelli)
