Rebels in the Central African Republic (CAR) say they remain open to dialogue with President Francois Bozize's government and are not planning to advance to the capital Bangui. The fighters, a coalition of various anti-govenrnment groups known as Seleka, began their offensive earlier this month and have taken control of more than 10 towns. Seleka had said on Monday they would stop fighting if the President announced a ceasefire first, but military action continued. The rebels seized the central town of Kaga Bandoro on Tuesday, around 300km north of the capital, despite the presence of foreign troops in place to support the government. CAR, a French colony until 1960, has been plagued by insecurity since then. President Bozize took power in 2003 following a coup. The rebels want the government to honour deals signed between 2007 and 2011 offering financial support and aid to fighters who laid down their arms.

DemocracyNow.org - Dubbed the assassination czar, presumptive CIA nominee John Brennan has played a key role backing some of the nation's most controversial post-9/11 policies from the secret drone war to wireless surveillance. Brennan was a rumored pick for the job when Obama was first elected in 2008, but was forced to withdraw from consideration amid protests over his role at the CIA under George W. Bush and his public support for the CIA's policies of so-called "enhanced interrogation techniques" and extraordinary rendition. We're joined by Marcy Wheeler, an investigative blogger with the website, EmptyWheel. Wheeler calls Brennan's nomination, "a testament to what kind of hard-nosed person Barack Obama has become and the degree to which his policies are really just a continuation of the Bush-Cheney policies." China calling for a peacefull solution to Syria unrest In Beijing, the Chinese government has called for all sides in the Syrian conflict to cease hostilities and adopt the path to peace described by the Geneva Communique. Foreign Ministry spokesman Hong Lei was speaking the day after Syrian president Bashar Al-Assad proposed a peace plan involving a national dialogue conference and a referendum on a national charter, while demanding that outside powers stop arming insurgents aiming to overthrow his government. According to the UN, at least 60000 people have been killed in Syria's 22 month-old conflict. Over 500000 Syrians, meanwhile, have fled into neighboring countries. The Geneva Communique- supported by the UN's envoy to Syria Lakhdar Brahimi- was issued in June as a template for political change to end the conflict. It envisages a transitional government with full executive powers to govern Syria during a transitional period ending with elections. Although major powers including the US, Russia, China have endorsed the communique along with president Assad himself, there is disagreement on who should be in the transitional government. America and its allies, including Arab monarchies in the Persian Gulf now arming Syria's anti-government insurgent, say Assad must leave power for good before any implementation of the peace plan can begin. China and Russia, on the other hand, say Assad's resignation has never been a precondition. Both countries have vetoed western ...

The President of Argentina, Cristiuna Fernandez de Kirchner, has written an open letter to David Cameron calling for an end to British "colonialism" and that the Falklands Islands be returned. Published in The Guardian and other newspapers President Fernandez quotes the UN's 1960 proclamation of, "bringing to an end colonialism in all its forms and manifestations". Ms Kirchner had previously made calls for the return of the islands, known in Argentina as Malvinas, during last year's 30th anniversary of the Falklands War between the two countries. In response a Downing Street spokesperson said that the people of the Falklands had shown "a clear desire to remain British" and the Argentine government should respect their right to self-determination. A spokesperson for the government of the Falklands Islands also noted, "We are not a colony - our relationship with the United Kingdom is by choice". A referendum on the islands' political status is to be held in March. Written and presented by Alfred Joyner

'Hypocritical' and 'detached from reality' - that's how a peace plan proposed by Syrian president Bashar al-Assad was described in Washington and London. While Syria's key opposition group, which enjoys the overwhelming support of western states, has once again called for immediate regime change. In a rare TV address to the nation, president Assad offered a political roadmap to ending almost two years of bloody civil conflict. The proposal includes dialogue and constitutional referendum, and calls on outside powers to stop funding what he described as terrorism in Syria. Damascus has constantly insisted that what's taking place in Syria is not a genuine revolution, but a bunch of mercenaries fuelling unrest.
