China Focus - Is China a Nation Ruled by Law?
In China, the PLAC (Political and Legislative Affairs Committee) controls domestic security, the Ministry of Justice, and the Supreme People's Court. But as a Communist Party organ—not a government organ—the PLAC sits outside the jurisdiction of China's constitution or the courts. What does this mean for the rule of law in China? China Focus - Gu Kailai Murder Trial Implications
China Focus has moved to a new channel, Be sure to subscribe to www.youtube.com Gu Kailai, the wife of ousted Chongqing Party Secretary Bo Xilai, went on trial in China's Anhui province on Thursday (August 9). Gu and her butler, Zhang Xiaojun, were charged with murdering British national Neil Heywood. But for China, the trial is about much more than the murder of Neil Heywood. In this episode of China Focus, we look at the broader implications of the trial for Bo Xilai and for China's legal system--a system Gu, a lawyer herself, once praised for its effectiveness. Chinese Security Cracks Down on VPNs
China's Internet surveillance means everyone in cyberspace is subject to monitoring, and what they can access on online is heavily filtered. Virtual private networks, or VPNs, have long been one of the few ways available to get around such controls. They allow web users to access sites banned in China, like Facebook and Twitter. Now, those services are being squeezed out. Foreign VPN providers like Astrill, WiTopia, and StrongVPN have recently announced that their servers are being blocked in China, apparently because of increased censorship measures. In response to the reports, state-run Global Times says the country's "Great Firewall" system has not become stricter. Instead, it claims these foreign VPN providers are illegal to operate in China to begin with, because they have not registered there. According to Chinese law, only local companies, and foreign ones in joint-ventures with Chinese companies are allowed to register. VPN disruptions not only inconvenience web users, they also affect business operations. It's common for multinational companies in China to use VPNs for cross-border online communications. China Focus - What's Next for Gu Kailai and Bo Xilai?
China Focus has moved to a new channel, Be sure to subscribe to www.youtube.com Gu Kailai's verdict was known before the trial even began. Her punishment for the murder of British businessman Neil Heywood was delivered on Monday--a death sentence with two years' reprieve. That's also known as a suspended death sentence, as it will likely be commuted to life in prison after two years. But Gu could serve less than that, according to Chinese law--even as little as 9 years if she is given "medical parole." The sentence was not unexpected, but we're still left with questions. In this episode of China Focus, we discuss how Gu's verdict affects the case of her husband Bo Xilai, and the latest reports regarding their links to the secretive Dalian body plastination plants set up while Bo Xilai was mayor. Is this the last we will hear of Gu Kailai?

China Focus has moved to a new channel, Be sure to subscribe to www.youtube.com Gu Kailai, the wife of ousted Communist Party official Bo Xilai, confessed to murdering Briton Neil Heywood at her highly anticipated court trial last week. The so-called public trial was closed to all but a select number of observers. And after it was over and the official report was released, there were many unanswered questions--things that still don't seem to add up. What we saw was exactly what the Communist Party wanted us to see. The question now is, what did they want to keep hidden? New York Law Firms Accused of Chinese Asylum Fraud
On Tuesday, the United States Attorney for the Southern District of New York indicted 26 people, including six lawyers, for their involvement in hundreds of fraudulent Chinese asylum cases. According to the allegations, at least 10 law firms based in Manhattan's Chinatown and Flushing, Queens submitted applications containing false stories of persecution suffered by Chinese applicants. The law firms also trained their clients to lie based on false persecution stories in the interviews with immigration officers. In order to get asylum, applicants need to show that they suffered persecution in their country of origin on account of race, religion, nationality, political opinion, or membership in a particular social group or that they will face persecution if they return home. Usually employees at law firms prepared the applications with the fabricated story and trained clients on how to lie in their asylum interviews. A translator would translate for the client at the interview, and if the client's response did not match the fabricated story, the translator would falsely translate the answers. In cases where the client was claiming asylum on the basis of religious persecution, but was not a Christian, he would be referred to a church for training in the basics of Christianity. Investigators say most of the fabricated cases are those pertaining the persecution of Christians, forced abortions or those persecuted for their belief in the Falun Gong spiritual practice. Gu Kailai, Bo Xilai, and Plastination Exhibits Using Executed Prisoners
China Focus has moved to a new channel, Be sure to subscribe to www.youtube.com China's Gu Kailai and Bo Xilai may have been involved in facilitating the use of executed prisoners' bodies in worldwide plastination exhibits. Part 2 at: www.youtube.com You've probably heard the controversy surrounding the international exhibitions that display plastinated human bodies—a controversy over where the bodies came from. Well now, an inside source has told NTD that Bo Xilai and Gu Kailai were involved in facilitating the sale of unclaimed human bodies—people who did not give consent. We're talking about Bo Xilai, the ousted Chinese Communist Party secretary, and his wife Gu Kailai, who was recently tried for murdering a British citizen. So we set out to verify this information. We'll tell you what we know, what's unconfirmed but is logically the most likely, and what still needs further investigation. The technique for plastinating human bodies was developed by this guy: German doctor Gunther von Hagens. He visited the city of Dalian in China's Liaoning Province in 1993, after contacting Sui Hongjin (隋鸿锦), an assistant professor at Dalian Medical University. The two built a relationship. And in December 1996, von Hagens accepted a visiting professorship at Dalian Medical University. A few years later, von Hagens set up a plastination company called von Hagens Dalian Plastination Ltd, and hired Sui as his general manager. There's conflicting info about when von Hagens founded ...

China Focus - China Focus - Why US Investors Should Watch China Accounting Clash
The US and China may be headed for a clash over, of all things, accounting. Earlier this month, the US Securities and Exchange Commission charged the Chinese affiliates of the top five accounting firms with violating US securities law. That's because they refused to give the SEC audit work papers for 9 Chinese companies listed in the US that the SEC is investigating for fraud. The accounting firms refused to give the SEC work audit papers because if they did, they would violate China's state secrets laws. If this issue continues to escalate, Chinese companies could be forced to delist in US stock markets. And that would be bad news for the companies, but especially for their US investors.

China Focus has moved to a new channel, Be sure to subscribe to www.youtube.com Wang Lijun was sentenced to prison on Monday. He used to be the high-rolling police chief and vice mayor of . But after his fateful trip to the US consulate in February this year, he sparked a turn of events that uncovered murder, cover-up, and a bitter power struggle at the upper echelon of the Communist Party. Now, Wang Lijun's been convicted on four charges: bending the law for selfish ends, defection, abuse of power, and bribe-taking. For that he'll face 15 years in prison. But more significantly, how will his conviction affect his former boss, Bo Xilai? And what key information was intentionally left out of Wang's trial that the Party elite are trying to keep under wraps?

China Focus - Furor in HK at China's "Brainwashing" National Education Course
China Focus has moved to a new channel, Be sure to subscribe to www.youtube.com A proposed plan to teach Hong Kong kids about China is causing uproar. Hong Kong parents and education groups say the planned "National Education" course glorifies the Chinese Communist Party, while whitewashing its failures and amounts to "brainwashing" school students. To make their concerns heard, an estimated 30000 to 90000 Hong Kong residents marched against the proposed course. Parents in particular want the Hong Kong government to scrap the course before school starts in September. In this China Focus we look at why the course sparked such strong reactions, and what this means for the Chinese regime's efforts to bring Hong Kong closer within its control. China Focus - Wang Lijun's Unreported Background
China Focus has moved to a new channel, Be sure to subscribe to www.youtube.com Most people know Wang Lijun, the police chief in Chongqing who fled to the US consulate in February, as just that a Police Chief. But very few knew that he was also involved in something very different to police work, something more a medical doctor would do. No, Wang himself is not a doctor and has no medical degree, but from 2003 through 2008, Wang was not only the Party Secretary of the Jinzhou Public Security Bureau in Liaoning province, he was also in charge of the police department's so-called On-Site Psychology Research Center. There he proudly oversaw thousands of organ transplants from executed prisoners, and personally conducted psychological experiments on them. In this episode of China Focus, we discuss why this side of Wang Lijun is something that China's state-run media are now trying to downplay--because it may relate to the scandal involving ousted Chinese official Bo Xilai and his wife, Gu Kailai.

37 Seconds
On September 25th, 1980, the Chinese Government instituted its one-child policy, to be in place for 30 years. But it’s still enforced today.
Since the day the policy began, horrible things have happened. When families can have only one child, they choose boys. Mothers who give birth to baby girls are condemned within their culture and are often rejected by their husbands or in-laws. Trying again for a boy is dangerous. Second-time Mothers face exorbitant fines or a forced abortion.
This systematic elimination of girls is called GENDERCIDE, and it’s happening in 4 ways: through pre-natal sex selection, infanticide, abandonment, and trafficking. And it's happening every day.
Since the policy began, 37 million Chinese girls have been lost. That’s more than the number of people killed in all the major genocides of the past century combined.
Each of these girls will never celebrate her first birthday. Today it’s time to remember them.
Your moment of silence starts now.

Joshua God Wars Pt 11: The Battle is the Lord's
Follow me to glimpse a scene where we find a teenager too young to enlist in the Army. He is bringing a care package for his brothers when he witnesses a disturbing sight. The entire Army of mighty men is cowering in fright because of one enemy soldier. The taunting of one enemy soldier has brought the Army of God to their knees in fear. Then this young boy gets riled up and wants to fight this enemy soldier. He goes out to face him, and the enemy soldier known as Goliath makes fun of the young boy. “Am I a dog that come at me with sticks”
This young boy called David makes an amazing statement that we would be well to understand:
1 Samuel 17:46-47 (NKJV) This day the Lord will deliver you into my hand, and I will strike you and take your head from you. And this day I will give the carcasses of the camp of the Philistines to the birds of the air and the wild beasts of the earth, that all the earth may know that there is a God in Israel. Then all this assembly shall know that the Lord does not save with sword and spear; for the battle is the Lord's, and He will give you into our hands."
The Battle Belongs to the Lord! The Battle Belongs to the Lord. Petra sings a song:
In heavenly armour we'll enter the land
The battle belongs to the Lord
No weapon that's fashioned against us shall stand
The battle belongs to the Lord
We sing glory and honor
Power and strength to the Lord
(repeat)
The power of darkness comes in like a flood
The battle belongs to the Lord
He's raised up a standard, the power of His blood
The battle belongs to the Lord
When your enemy presses in hard do not fear
The battle belongs to the Lord
Take courage my friend, your redemption is near
The battle belongs to the Lord
Let’s Pray
As we celebrate Independence Day, our Journey through Joshua brings us to Joshua 10, providing us a glimpse at the longest day in the history of this world. At the end of that hard day of fighting we can imagine Joshua and his men breaking out in this song:
Mine eyes have seen the glory of the coming of the Lord:
He is trampling out the vintage where the grapes of wrath are stored;
He hath loosed the fateful lightning of His terrible swift sword:
His truth is marching on.
Glory, glory, hallelujah!
Glory, glory, hallelujah!
Glory, glory, hallelujah!
His truth is marching on.
He has sounded forth the trumpet that shall never call retreat;
He is sifting out the hearts of men before His judgment-seat:
Oh, be swift, my soul, to answer Him! be jubilant, my feet!
Our God is marching on.
Glory, glory, hallelujah!
Glory, glory, hallelujah!
Glory, glory, hallelujah!
Our God is marching on.
Joshua 10 reveals the truth that we had better learn to grasp in our life, the truth that David learned even in his youth, a truth that America used to embrace:
THE BATTLE IS THE LORD’S.
We can say God is Loving and merciful and forgiving, but unless we realize that God is EL GIBBOR God the Mighty Warrior, we will never truly understand the nature of God.
We first see God called El Gibbor in Deuteronomy 10:17. Moses in Deuteronomy 9 & 10 is preparing His people for their crossing into the promised land. He is reminding them of all God has done over the past 40 years. The way He miraculously delivered them from Egypt and how he sustained them in the desert wilderness. He recounts how God gave him the 10 commandments, not once, but twice. He reminds them of His covenant with them and how they must submit and not be stiff-necked. For the Lord our God is God of Gods and Lord of Lords, MIGHTY (Gibbor) and Awesome. (deut 10:17)
When Israel started to stray from the Lord after they had entered the promised land, Judges 2:15 reveals “Every time Israel went out to battle, the Lord fought against them, causing them to be defeated, just as he had warned. And the people were in great distress.”
If America does not return to our Confession and belief in “One Nation Under God” we run the risk of finding ourselves fighting against God and suffering defeat in our battles, causing great distress here at home.
THE BATTLE IS THE LORD’S AND GOD IS ALWAYS ON THE WINNING SIDE. GOD IS THE WINNING SIDE.
When we get in step with El Gibbor, we will find that He is the Mighty Warrior, and no foe, no problem, no obstacle is too great for Him to defeat.
MOSES Declared to the Hebrews “...Fear ye not, stand still, and see the salvation of the LORD, which he will show to you today: for the Egyptians whom ye have seen today, ye shall see them again no more for ever. The LORD shall fight for you, and ye shall hold your peace.” [Exod 14:13,14]
MOSES told Joshua: “When thou goest out to battle against thine enemies, and seest horses, and chariots, and a people more than thou, be not afraid of them: for the LORD thy God is with thee, which brought thee up out of the land of Egypt. And it shall be, when ye are come nigh unto the battle...let not your heart

SIDNEY A. RIBEAU, President, Howard University: Our University takes pride in our historic preparation of students for involvement in the world community. Today we’re building on more than 142 years of commitment to our international connections and working vigorously to ensure that we expand our international footprint so that every, I say, every Howard student has an international experience. [applause & cheering] Let’s hear it for that.
This is one of our institutional priorities and one that we will fulfill. Many of our students have traveled or are studying abroad through programs sponsored by their units and departments. In addition, our Ralph J. Bunche International Affairs Center remains the hub for a variety of academic and public affairs programs.
I am happy to report that last year, 17 of our Howard MBA students spent two weeks studying in China as a part of their global business environment course. This is only one of several programs connecting our student and faculty to their Chinese counterparts.
We want to build on these successes. We are delighted therefore that we are joined today by the Ambassador Chen, the wife of the People’s Republic of China Ambassador to the United States. We at Howard are happy that we can play a small part in helping the President and First Lady host China for this state visit. Ladies and gentlemen please give a warm Howard University welcome to Ambassador Chen [applause & cheering]
CHEN NAIQING, Wife of Chinese Ambassador to the United States: Thank you. Thank you very much. Honorable Michelle Obama, the First Lady. Mr. President Sidney Ribeau, Assistant Secretary Ann Stock, ladies and gentlemen, friends, it’s my great honor to join the first lady and others in today’s panel discussion.
Let me first extend my sincere thanks to the First Lady and Howard University for hosting this important event during President Hu Jintao’s state visit to the United States. It highlights the gratifying progress we have achieved in the cultural and people to people contact between our two nations. It also shows and reassures all of us that the torch of friendship is in good hands and will be handed down to younger generations like you. [applause]
The educational exchanges between China and the United States have a long history. In 1854 the first Chinese student came to Yale University to study. Subsequently quite a large number of Chinese youth followed his footsteps. They later returned to China and became the pioneers and trailblazers in their respective field of studies.
As early as in 1870 Harvard University opened the Chinese course and has since produced many prominent scholars on China studies.
In October 1978, the two countries signed, MOU, on educational exchanges, just before the establishment of formal diplomatic relations.
In December the same year as a result, the first group of 52 Chinese students arrived in Washington, D.C. and educational exchanges began to flourish.
Since then, educational exchanges have grown and made some really remarkable progress.
In 1989, China for the first time became the number one source of foreign students in the United States and has stayed within the top two ever since. In 2010 there will be in total some 127,000 Chinese students in the United States. And the number of American students in China has also been increasing very rapidly. It reached almost 20,000 in 2009. The second largest in foreign students in China. At present we face some great opportunities to bring our educational collaboration to greater depth.
When President Obama visited China in November 2009, he announced the initiative that the United States will send 100,000 students to China in the following four years.
This initiative has been written into the joint statement. In May 2010 the first meeting of China, US high level consultation mechanism for people to people exchanges was held in Beijing.
The two sides launched a series of educational programs.
For example China will send 10,000 students here for doctorate studies in the next four years. And about 10,000 American students will go to China for training courses under the Chinese Bridge program. We look forward to working closely with the United States to make sure that these programs are implemented smoothly as expected and bring our educational exchanges to a higher level. [applause]
Ladies and gentlemen to take forward the 21st Century China - US partnership that features mutual respect and mutual benefit would not be possible without the involvement and support from our people, particularly the young people. I sincerely hope that your experience of studying or working in China will stay with you long after you return home. And you will continue to reach out to China as much as you can. And engage in efforts and deeper understanding and friendship between

HOPEFUL
Xing Long Village in Southern China's Yunnan Province was once a peaceful farming community. But when a factory dumped 5,000 tons of chromium 6 into a nearby reservoir, cancer rates in the village skyrocketed. The environmental damage and human suffering caused by the illegal disposal of chemicals has been devastating and largely unnoticed.
However, an NGO in Beijing 3,000 miles away aims to put responsibility back on the factory. And a new amendment to Chinese law is giving them hope. The law states:
“In instances where the public interest is threatened, such as environmental pollution or violation of consumers’ rights, relevant organs or social organizations may file suit at the People’s Courts.”
Now, the NGO has teamed up with pro bono lawyers to represent the environment and the town in a public interest law suit. It will be the first time in Chinese history a Chinese court will hear an NGO in a class action case.
While they aim to hold the factory responsible, they also hope to show other grassroots organizations in China — that they too, have power in rule of law to help their communities.
This is their story.

China News - December 5, 2012: Chinese Officials Told What Not to Do
In today's NTD China News, Chinese leaders announced a set of new rules that's meant to improve the image of Communist Party officials. These include not making long boring speeches, and forbidding elaborate welcoming processions for official visits. Transparency International released its corruption index for 2012. While the scale of assessment differs from the previous year, China has slipped its ranking, suggesting the country has an increasing problem of corruption. One analyst suggests the corruption investigation into Bo Xilai is a result of compromise between competing factions within the Communist Party.
