Part 1 of Discussion on 'Offshore Financial Centres: Past, Present, Future' in St Helier, Jersey
The role that tax havens have played in hosting the shadow banking world, has led to calls for strong measures to remove these weak links in the regulatory chain, and put an end to the tax avoidance industry. Pressure for major reform will increase as the crisis deepens and widens to other economic sectors and regions of the world. International civil society supports efforts to tackle abusive practices carried out through tax havens. Our organisations also believe that any actions taken against those who facilitate tax dodging and financial speculation must be accompanied by measures to protect the poorer residents of tax havens. Despite the enormous wealth located in these places, many people living in tax havens are badly affected by the high local cost of living and the lack of employment opportunities outside the banking industry. They are also frequently victims of regressive tax policies, which subsidise rich people at the expense of others, and the lack of economic diversity caused by crowding out of traditional industries like tourism and agriculture. Furthermore, tax dodging has an extremely harmful effect on the developing world. The practice costs developing countries alone an estimated £250 billion every year - money which could be used to reach the UN's Millennium Development Goals several times over, and help the governments of poor countries lift their citizens out of poverty. New York's top financial regulator claims the bank carried out two hundred and fifty billion dollars of illegal transactions with Iran over the past decade. The bank refutes the claim. This latest case follows on the heels of other scandals in the City of London. Moves are underway to tighten international banking regulation. So where does the problem lie? Rich and eccentric Scottish brewery heir, Colonel William Hall-Walker, had the idea of a creating unique horse breeding scheme that would be based upon astrological calculation. The Wicklow Mountains are a natural paradise of mountains, swamps and lakes, beautiful valleys and a fascinating mountain landscape to the south of Dublin. Jerpoint Abbey near Thomastown dates back to the twelfth century and is one of the most beautiful Cistercian ruins in Ireland. A New York camera operator has filmed a transformer erupting in a huge ball of blue light in downtown Manhattan after Hurricane Sandy made landfall. Shot from across the East River in Brooklyn, the video posted online shows a series of bright flashes illuminating the sky from explosions at the Con Ed (Consolidated Edison) power plant. An Australian living in Brooklyn told ninemsn she saw a series of blue flashes before hearing a whooshing sound. "My heart dropped into my stomach and for a few seconds I thought we were all going to die," she said. "Then I doubted what I saw because it seemed too crazy." Con Ed has announced that it has already shut off power to customers to part of Lower Manhattan so it can be restored faster after the storm passes. Much of Manhattan is now without power, with millions of homes elsewhere also facing blackouts. Water levels are now at record highs in the city, with the Fire Department of New York headquarters evacuated by boat. The sea surged a record of nearly four metres at the foot of Manhattan. Authorities worried that seawater would seep into the New York subway and cripple it, along with the electrical and communications systems that are vital to the nation's financial centre. The saltwater has the capacity to spark dangerous fires and manhole explosions, the Wall Street Journal reports. The oasis was once frequently occupied by Saudi Arabia but in 1974 the International Court Of Justice in the Hague ruled against the Saudi occupation.
