A huge car bomb has exploded outside a government building in the Somali capital Mogadishu, killing at least 70 and wounding dozens. The explosion went off near the Ministry of Education where students were reportedly sitting for a foreign scholarship examination. The decision to announce a USD 10 million bounty on Lashkar-e-Taiba founder Hafiz Saeed is primarily due to his key role in the 2008 Mumbai terrorist attack, the US said today, asserting that Washington wants to see him brought to justice. "It (bounty) has everything to do with Mumbai and his brazen flouting of the justice system," State Department spokesperson Victoria Nuland told reporters here. "It (bounty) is because we want to see him brought to justice," she asserted, and referred to the fact that Hafiz Saeed has been charged in India. She rejected a statement of Saeed in a television interview that the US announced the bounty on his head because he is opposing the reopening of the crucial NATO supply route to Afghanistan, which was shut down by Pakistan on November last year when 24 of its soldiers were killed in a NATO cross border fire. Tornadoes On the Ground In Dallas Texas,Tornadoes ripped through the Dallas-Fort Worth, Texas area Tuesday afternoon, launching tractor-trailers into the air as if they were children's toys. As a tornado spun through an industrial area in Lancaster, Texas, about 15 miles south of Dallas, it wreaked havoc on a fleet of trucks, perilously tossing them dozens of feet in the air. Severe storms brought golf-ball-sized hail and led to the touchdown of at least two tornadoes in the region. The skies darkened to a night-like level as the storms rushed in. A number of injuries were reported and homes damaged in the heavily-populated suburbs south of Dallas and Fort Worth.

There are fears of possible reprisal attacks in Afghanistan, after a US soldier went on a deadly shooting spree. The attack took place in two villages of Kandahar's Panjwai district, with the serviceman going from house to house as he opened fire. Sixteen civilians, including women and children, were killed. Barack Obama, the US president, has expressed his deep sadness, and has offered his condolences to the families of the victims. However, Afghanistan's President Hamid Karzai has called the deaths "international murders". Al Jazeera's Bernard Smith reports from the capital Kabul.

Preparations were under way in Colombia on Sunday for the promised release of the last 10 military and police captives held by the FARC rebel group. Relatives of the hostages attended a mass in the city of Villavicencio, as one of two Brazilian helicopters sent to collect the captives arrived carrying Colombian mediator and former senator Piedad Cordoba.
