The Presidency of Barack Obama began at noon EST on January 20, 2009, when he became the 44th President of the United States. Obama was a United States Senator from Illinois at the time of his victory over Arizona Senator John McCain in the 2008 presidential election. Barack Obama is the first African-American president of the United States, as well as the first born in Hawaii.

His policy decisions have addressed a global financial crisis and have included changes in tax policies, legislation to reform the United States health care industry, foreign policy initiatives and the phasing out of detention of prisoners at the Guantanamo Bay detention camp in Cuba. He attended the G-20 London summit and later visited U.S. troops in Iraq. On the tour of various European countries following the G-20 summit, he announced in Prague that he intended to negotiate substantial reduction in the world's nuclear arsenals, en route to their eventual extinction. In October 2009, Obama was awarded the Nobel Peace Prize for "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples."

Transition period

The presidential transition period began following Obama's election to the presidency on November 4, 2008. The Obama-Biden Transition Project was co-chaired by John Podesta, Valerie Jarrett, and Pete Rouse. During the transition period, Obama announced his nominations for his Cabinet and administration. Shortly after the election on November 4, Obama chose Representative Rahm Emanuel of Illinois as White House Chief of Staff.

Cabinet nominations included former Democratic primary opponents Hillary Rodham Clinton for Secretary of State and Bill Richardson for Secretary of Commerce (although the latter withdrew on January 4, 2009). Obama appointed Eric Holder as his Attorney General, the first African-American appointed to that position. He also nominated Timothy F. Geithner to serve as Secretary of the Treasury. On December 1, Obama announced that he had asked Robert Gates to remain as Secretary of Defense, making Gates the first Defense head to carry over from a president of a different party. He nominated former Assistant Secretary of State for African Affairs Susan Rice to the United States Ambassador to the United Nations, which he restored to a Cabinet-level position.

During his transition, he maintained a website Change.gov, on which he wrote blogs to readers and uploaded video addresses by many of the members of his new cabinet. He announced strict rules for federal lobbyists, restricting them from financially contributing to his administration and forcing them to stop lobbying while working for him. The website also allowed individuals to share stories and visions with each other and the transition team in what was called the Citizen's Briefing Book, which was given to Obama shortly after his inauguration. Most of the information from Change.gov was transferred to the official White House website whitehouse.gov just after Obama's inauguration.

Inauguration

Barack Obama was inaugurated on January 20, 2009. He officially assumed the presidency at 12:00 noon, EST, and completed the oath of office at 12:05 PM, EST. He delivered his inaugural address immediately following his oath. After his speech, he went to the President's Room in the House Wing of the Capitol and signed three documents: a commemorative proclamation, a list of Cabinet appointments, and a list of sub-Cabinet appointments, before attending a luncheon with congressional and administration leaders and invited guests. To commemorate the 200th anniversary of the birth of former President Abraham Lincoln, the same Bible that was used for Lincoln's inauguration was used in Obama's inauguration.

In administering the oath, Chief Justice John G. Roberts misplaced the word "faithfully" and erroneously replaced the phrase "President of the United States" with "President to the United States" before restating the phrase correctly; since Obama initially repeated the incorrect form, some scholars argued the President should take the oath again. On January 21, Roberts readministered the oath to Obama in a private ceremony in the White House Map Room, making him the seventh U.S. president to retake the oath; White House Counsel Greg Craig said Obama took the oath from Roberts a second time out of an "abundance of caution".

First 100 days

Expectations

Obama's 100th day in office was April 29, 2009. In his first post-election interview with ''60 Minutes'', Obama said that he has been studying Franklin Roosevelt's first 100 days, while adding, "The first hundred days is going to be important, but it's probably going to be the first thousand days that makes the difference."

Obama's first 100 days were highly anticipated ever since he became the presumptive nominee. Several news outlets created web pages dedicated to covering the subject. Commentators weighed in on challenges and priorities within domestic, foreign, economic, and environmental policy. CNN lists a number of economic issues that "Obama and his team will have to tackle in their first 100 days", foremost among which is passing and implementing a recovery package to deal with the financial crisis. Clive Stafford Smith, a British human rights lawyer, expressed hopes that the new president will close Guantanamo Bay detention camp in his first 100 days in office. After aides of the president announced his intention to give a major foreign policy speech in the capital of an Islamic country, there were speculations in Jakarta that he might return to his former home city within the first 100 days.

''The New York Times'' devoted a five-part series, which was spread out over two weeks, to anticipatory analysis of Obama's first hundred days. Each day, the analysis of a political expert was followed by freely edited blog postings from readers. The writers compared Obama's prospects with the situations of Franklin D. Roosevelt (January 16, Jean Edward Smith), John F. Kennedy (January 19, Richard Reeves), Lyndon B. Johnson (January 23, Robert Dallek), Ronald Reagan (January 27, Lou Cannon), and Richard Nixon.

Legislation and executive orders

Within minutes of taking the Oath of Office on January 20, Obama's Chief of Staff, Rahm Emanuel, issued an order suspending last-minute federal regulations pushed through by outgoing President George W. Bush, planning to review everything still pending. Due to the economic crisis, the President enacted a pay freeze for Senior White House Staff making more than $100,000 per year, as well as announcing stricter guidelines regarding lobbyists in an effort to raise the ethical standards of the White House. He asked for a waiver to his own new rules, however, for the appointments of William Lynn to the position of Deputy Defense Secretary, Jocelyn Frye to the position of director of policy and projects in the Office of the First Lady, and Cecilia Muñoz to the position of director of intergovernmental affairs in the executive office of the president, leading to some criticism of hypocrisy and violation of his pledge for governmental openness.

In his first week in office, Obama signed Executive Order 13492 suspending all the ongoing proceedings of Guantanamo military commission and ordering the detention facility to be shut down within the year. He also signed Executive Order 13491 - Ensuring Lawful Interrogations requiring the Army Field Manual to be used as a guide for terror interrogations, banning torture and other coercive techniques, such as waterboarding. Obama also issued an executive order entitled "Ethics Commitments by Executive Branch Personnel", setting stricter limitations on incoming executive branch employees and placing tighter restrictions on lobbying in the White House. Obama signed two Presidential Memoranda concerning energy independence, ordering the Department of Transportation to establish higher fuel efficiency standards before 2011 models are released and allowing states to raise their emissions standards above the national standard. He also ended the Mexico City Policy, which banned federal grants to international groups that provide abortion services or counseling.

In his first week he also established a policy of producing a weekly Saturday morning video address available on whitehouse.gov and YouTube, much like those released during his transition period. The first address had been viewed by 600,000 YouTube viewers by the next afternoon.

The first piece of legislation Obama signed was the Lilly Ledbetter Fair Pay Act of 2009 on January 29, which revised the statute of limitations for filing pay discrimination lawsuits. Lilly Ledbetter joined Obama and his wife, Michelle, as he signed the bill, fulfilling his campaign pledge to nullify ''Ledbetter v. Goodyear''. On February 3, he signed the Children's Health Insurance Program Reauthorization Act (CHIP), expanding health care from 7 million children under the plan to 11 million.

| format = Ogg | type = speech }} After much debate, the American Recovery and Reinvestment Act (ARRA) was passed by both the House and Senate on February 13, 2009. Originally intended to be a bipartisan bill, the passage of the bill was largely along party lines. No Republicans voted for it in the House, and three moderate Republicans voted for it in the Senate (Susan Collins and Olympia Snowe of Maine and Arlen Specter of Pennsylvania). The bill combined tax breaks with spending on infrastructure projects, extension of welfare benefits, and education. The final cost of the bill was $787 billion, and almost $1.2 trillion with debt service included. Obama signed the Act into law on February 17, 2009, in Denver, Colorado.

On March 9, 2009, Obama lifted restrictions on federal funding of embryonic stem cell research, and in doing so, called into question some of George W. Bush's signing statements. Obama stated that he too would employ signing statements if he deems upon review that a portion of a bill is unconstitutional, and he has issued several signing statements.

Early in his presidency, Obama signed a law raising the tobacco tax 62 cents on a pack of cigarettes. The tax is to be "used to finance a major expansion of health insurance for children", and "help some [smokers] to quit and persuade young people not to start".

In October 2011, Obama instituted the We Can't Wait program, which involved using executive orders, administrative rulemaking, and recess appointments to institute policies without the support of Congress. The initiative was developed in response to Congress's unwillingness to pass economic legislation proposed by Obama, and conflicts in Congress during the 2011 debt ceiling crisis.

Approval ratings and opinion

2009

After his transition period, Obama entered office with an approval rating of 82%. At the end of his first week, 68% of respondents in a Gallup poll approved of how Obama was handling his job, the second highest approval rating for a President shortly after being elected since World War II. Throughout early February polls showed scattered approval ratings: 62% (CBS News), 64% (USA Today/Gallup), 66% (Gallup), and 76% in an outlier poll (CNN/Opinion Research). Gallup reported the congressional address in late February boosted his approval from a term-low of 59% to 67%.

Throughout autumn 2009, Rasmussen estimated Obama's approval as fluctuating between 45% and 52% and his disapproval between 48% and 54%; as of November 11, Pew Research estimated Obama's approval between 51% and 55% and his disapproval between 33% and 37% since July.

Handling of the economy

Rasmussen reported in mid-February 2009, that 55% of voters gave Obama good or excellent marks on his handling of the economy. In early March, a ''The Wall Street Journal'' survey of 49 economists gave Obama an average grade of 59 out of 100, with 42% of the respondents surveyed giving the administration's economic policies a grade below 60 percent. In comparison, only 30% of those same economists considered the response of governments around the world to the global recession to have been adequate. In April, a Gallup poll showed trust in Obama's economic policy with 71% saying they had "a fair amount" or "a great deal" of confidence in Obama's handling of the economy, higher than for Ben Bernanke, Tim Geithner, or leaders of Congress. Another Gallup poll in June showed 55% of Americans approved Obama's overall handling of the economy, but 48% and 51% disapproved of his handling of the federal budget deficit and controlling federal spending, respectively. A CBS News poll taken August 27–31 showed 53% of those polled approved of his handling of the economy. A Rasmussen poll taken on November 12 found 45% of Americans rating Obama's handling of the economy as poor and 39% rating him as doing a good or excellent job. They found 72% of Democrats rated his handling of the economy as good or excellent, while only 10% of Republicans and 27% of voters not affiliated with either party agreed.

2010

On March 25, 2010, following his signing of landmark health care reform legislation into law, Obama's polling was revealed by Bloomberg to be 50%, with higher marks for relations with other countries (58%) and his running of the war in Afghanistan (54%). "Obama's approval rating is roughly equal to what Bill Clinton had at this point in his presidency, according to data maintained by Gallup (and) higher than the 45 percent Ronald Reagan recorded in April 1982" and more favorable than Democrats or Republicans office in 2010. They found Obama's approval rating was at 85% among Democrats, compared with 46% among independents and 11% among Republicans.

Fox News released the results of two polls on April 8–9, 2010. The first showed a drop in Obama's approval rating to 43%, with 48% disapproving. In that poll, Democrats approved of Obama's performance 80–12%, while independents disapproved 49–38%. The other poll, which concentrated on the economy, showed disapproval of Obama's handling of the economy by a 53–42% margin, with 62% saying they were dissatisfied with the handling of the federal deficit. According to a Gallup Poll released April 10, 2010, President Obama had a 45% approval rating, with 48% disapproving. In a poll from Rasmussen Reports, released April 10, 2010, 47% approved of the President's performance, while 53% disapproved.

2011

Obama's approval rating jumped to a high following the death of Osama Bin Laden on May 2, 2011. A GfK poll conducted May 5, 2011 found his approval rating to be 60%. During the debt ceiling debate in August 2011, Obama's approval rating dropped to the low-40s.

Personnel

Cabinet appointees

Twenty-two members of the Obama administration are either in the United States Cabinet (15) or are in positions considered to be Cabinet-level (7). The members of the Cabinet are the heads of the fifteen major departments (State, Defense, Justice, etc.), and the seven cabinet-level positions are the Vice President, White House Chief of Staff, Administrator of the Environmental Protection Agency, Director of the Office of Management and Budget, U.S. Trade Representative, Ambassador to the United Nations, and the Chair of the Council of Economic Advisers. Since Robert Gates was a member of the previous administration, his letter of resignation (a formality at the end of a President's term) was simply not accepted, and he did not need confirmation. On January 19, 2009, Senate Democratic leaders requested fifteen of the twenty positions to be ratified by unanimous consent, and seven gained unanimous confirmation by voice vote the next day: Ken Salazar, Steven Chu, Arne Duncan, Peter Orszag, Eric Shinseki, Tom Vilsack, and Janet Napolitano. On January 21, Obama presided over the swearing in of the seven unanimous nominees. Later that day, the Senate confirmed Hillary Clinton by a 94–2 vote. On January 22, several more confirmations were approved unanimously: Susan E. Rice, Ray LaHood, Lisa P. Jackson, and Shaun Donovan. On January 26, the Senate confirmed Geithner by a 60–34 margin.

At the conclusion of Obama's first week as President, Hilda Solis, Tom Daschle, Ron Kirk, and Eric Holder had yet to be confirmed, and there had been no second appointment for Secretary of Commerce. Holder was confirmed by a vote of 75–21 on February 2, and on February 3, Obama announced Senator Judd Gregg as his second nomination for Secretary of Commerce. Daschle withdrew later that day amid controversy over his failure to pay income taxes and potential conflicts of interest related to the speaking fees he accepted from health care interests. Solis was later confirmed by a vote of 80-17 on February 24, and Ron Kirk was confirmed on March 18 by a 92-5 vote in the Senate.

Gregg, who was the leading Republican negotiator and author of the TARP program in the Senate, after publication that he had a multi-million dollar investment in the Bank of America, on February 12, withdrew his nomination as Secretary of Commerce, citing "irresolvable conflicts" with President Obama and his staff over how to conduct the 2010 census and the American Recovery and Reinvestment Act of 2009. Former Washington governor Gary Locke was nominated on February 26 as Obama's third choice for Commerce Secretary and confirmed on March 24 by voice vote.

On March 2, Obama introduced Kansas governor Kathleen Sebelius as his second choice for Secretary of Health and Human Services. He also introduced Nancy-Ann DeParle as head of the new White House Office of Health Reform, which he suggested would work closely with the Department of Health and Human Services. At the end of March, Sebelius was the only remaining Cabinet member yet to be confirmed.

Six high-ranking cabinet nominees in the Obama administration had their confirmations delayed or rejected among reports that they did not pay all of their taxes, including Tom Daschle, Obama's original nominee for Health and Human Services Secretary, and Treasury Secretary Timothy Geithner. Though Geithner was confirmed, and Senator Max Baucus, chairman of the Senate Finance Committee, thought Daschle would have been confirmed, Daschle withdrew his nomination on February 3. Obama had nominated Nancy Killefer for the position of Chief Performance Officer, but Killefer also withdrew on February 3, citing unspecified problems with District of Columbia unemployment tax. A senior administration official said that Killefer's tax issues dealt with household help. Hilda Solis, Obama's nominee for Secretary of Labor, faced delayed confirmation hearings due to tax lien concerns pertaining to her husband's auto repair business, but she was later confirmed on February 24. While pundits puzzled over U.S. Trade Representative-designate Ron Kirk's failure to be confirmed by March 2009, it was reported on March 2 that Kirk owed over $10,000 in back taxes. Kirk agreed to pay them in exchange for Senate Finance Committee Chairman Max Baucus's aid in speeding up the confirmation process; he was later confirmed on March 18. On March 31, Kathleen Sebelius, Obama's nominee for Health and Human Services secretary, revealed in a letter to the Senate Finance Committee that her Certified Public Accountant found errors in her tax returns for years 2005-2007. She, along with her husband, paid more than $7,000 in back taxes, along with $878 in interest.

Other courts

Outside of the Supreme Court, by October 2009, Obama had nominated fewer than two dozen judges to fill judicial vacancies, of which there were close to 100. This has prompted some Democrats to criticize the pace of Obama's judicial appointments as too slow. In December 2009, Senator Patrick Leahy criticized Republicans for stalling those judicial nominations that had been made, noting that the Senate confirmed more district and circuit court nominees during the first year of the George W. Bush administration than it had approved by that point during the Barack Obama presidency.

As of July 2010, Obama's nominees to the district and circuit courts had been confirmed at a rate of only 43.5 percent, compared to 87.2 percent during Bill Clinton's administration and 91.3 percent for George W. Bush. The Center for American Progress, which compiled the data, commented:

Judicial confirmations slowed to a trickle on the day President Barack Obama took office. Filibusters, anonymous holds, and other obstructionary tactics have become the rule. Uncontroversial nominees wait months for a floor vote, and even district court nominees—low-ranking judges whose confirmations have never been controversial in the past—are routinely filibustered into oblivion. Nominations grind to a halt in many cases even after the Senate Judiciary Committee has unanimously endorsed a nominee.

Policies

Economy

Upon entering office, Obama planned to center his attention on handling the global financial crisis. Even before his inauguration he lobbied Congress to pass an economic stimulus bill, which became the top priority during his first month in office. As President, Obama made a high profile trip to Capitol Hill, Washington, D.C. to dialog with Congressional Republicans and advocate for the bill. On February 17, 2009, Obama signed into law a $787 billion plan that included spending for health care, infrastructure, education, various tax breaks and incentives, and direct assistance to individuals. The tax provisions of the law reduced taxes for 98 percent of taxpayers, bringing tax rates to their lowest levels in 60 years.

As part of the 2010 budget proposal, the Obama administration has proposed additional measures to attempt to stabilize the economy, including a $2–3 trillion measure aimed at stabilizing the financial system and freeing up credit. The program includes up to $1 trillion to buy toxic bank assets, an additional $1 trillion to expand a federal consumer loan program, and the $350 billion left in the Troubled Assets Relief Program. The plan also includes $50 billion intended to slow the wave of mortgage foreclosures. The 2011 budget includes a three-year freeze on discretionary spending, proposes several program cancellations, and raises taxes on high income earners to bring down deficits during the economic recovery.

In a July 2009 interview with ABC News, Biden was asked about the sustained increase of the U.S. unemployment rate from May 2007 to October 2009 despite the administration's multi-year economic stimulus package passed five months earlier. He responded "The truth is, we and everyone else, misread the economy. The figures we worked off of in January were the consensus figures and most of the blue chip indexes out there ... the truth is, there was a misreading of just how bad an economy we inherited." The White House indicates that 2 million jobs were created or saved due to the stimulus package in 2009 and self reporting by recipients of the grants, loans, and contracts portion of the package report that the package saved or created 608,317 jobs in the final three months of 2009.

The unemployment rate rose in 2009, reaching a peak in October at 10.1% and averaging 10.0% in the fourth quarter. Following a decrease to 9.7% in the first quarter of 2010, the unemployment rate fell to 9.6% in the second quarter, where it remained for the rest of the year. Between February and December 2010, employment rose by 0.8%, which was less than the average of 1.9% experienced during comparable periods in the past four employment recoveries. GDP growth returned in the third quarter of 2009, expanding at a 1.6% pace, followed by a 5.0% increase in the fourth quarter. Growth continued in 2010, posting an increase of 3.7% in the first quarter, with lesser gains throughout the rest of the year. Overall, the economy expanded at a rate of 2.9% in 2010.

During November–December 2010, Obama and a lame duck session of the 111th Congress focused on a dispute about the temporary Bush tax cuts, which were due to expire at the end of the year. Obama wanted to extend the tax cuts for taxpayers making less than $250,000 a year. Congressional Republicans agreed but also wanted to extend the tax cuts for those making over that amount, and refused to support any bill that did not do so. All the Republicans in the Senate also joined in saying that, until the tax dispute was resolved, they would filibuster to prevent consideration of any other legislation, except for bills to fund the U.S. government. On 7 December, Obama strongly defended a compromise agreement he had reached with the Republican congressional leadership that included a two-year extension of all the tax cuts, a 13-month extension of unemployment insurance, a one-year reduction in the FICA payroll tax, and other measures. On December 10, Senator Bernie Sanders (I-VT) led a filibuster against the compromise tax proposal, which lasted over eight hours. Obama persuaded many wary Democrats to support the bill, but not all; of the 148 votes against the bill in the House, 112 were cast by Democrats and only 36 by Republicans. The $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, which ''The Washington Post'' called "the most significant tax bill in nearly a decade", passed with bipartisan majorities in both houses of Congress and was signed into law by Obama on December 17, 2010.

Ethics

Lobbying reform

Early in his presidential campaign, Obama stated that "they [lobbyists] won't find a job in my White House", but softened his stance later in the campaign. On January 21, 2009, Obama issued an executive order for all future appointees to his administration, which stated, no appointee who was a registered lobbyist within the two years before his appointment could participate on matters in which he lobbied for a period of two years after the date of appointment. Three formal waivers were initially issued in early 2009, out of 800 executive appointments: to William J. Lynn III, a lobbyist for Raytheon, to hold the position of Deputy Secretary of Defense; to Jocelyn Frye, former general counsel at the National Partnership for Women and Families, to serve as Director of Policy and Projects in the Office of the First Lady; and to Cecilia Muñoz, former senior vice president for the National Council of La Raza, to serve as Director of Intergovernmental Affairs in the Executive Office of the President. As of March 21, 2009, at least thirty officials appointed by Obama had been lobbyists in the past five years. Ten additional waivers were announced in September 2009.

Not all recent former lobbyists require waivers; those without waivers write letters of recusal stating issues from which they must refrain because of their previous jobs. ''USA Today'' reported that 21 members of the Obama administration have at some time been registered as federal lobbyists, although most have not within the previous two years. Lobbyists in the administration include William Corr, an anti-tobacco lobbyist, as Deputy Secretary of Health and Human Services and Tom Vilsack, who lobbied in 2007, for a national teachers union, as Secretary of Agriculture. Also, the Secretary of Labor nominee, Hilda Solis, formerly served as a board member of American Rights at Work, which lobbied Congress on two bills Solis co-sponsored, and Mark Patterson, Treasury Secretary Timothy Geithner's chief of staff, is a former lobbyist for Goldman Sachs.

The Citizens for Responsibility and Ethics in Washington have criticized the administration, claiming that Obama is retreating from his own ethics rules barring lobbyists from working on the issues about which they lobbied during the previous two years by issuing waivers. According to Melanie Sloan, the group's executive director, "It makes it appear that they are saying one thing and doing another."

Transparency

The Obama administration has said that all executive orders, non-emergency legislation, and proclamations will be posted to the official White House website, whitehouse.gov, allowing the public to review and comment for five days before the President signs the legislation. The pledge was twice broken during Obama's first month in office when he signed SCHIP legislation and the Lilly Ledbetter Fair Pay Act with less than the full five days of "sunlight before signing". The administration has said that they are still "working through implementation procedures and some initial issues with the congressional calendar".

During his first week in office, Obama announced plans to post a video address each week on the site, and on YouTube, informing the public of government actions each week. During his speech at the 2008 Democratic National Convention, Obama stated, "I will also go through the federal budget, line by line, eliminating programs that no longer work and making the ones we do need work better and cost less - because we cannot meet twenty-first century challenges with a twentieth century bureaucracy."

On January 21, 2009, by executive order, Obama revoked Executive Order 13233, which had limited access to the records of former United States Presidents. Obama issued instructions to all agencies and departments in his administration to "adopt a presumption in favor" of Freedom of Information Act requests. In April 2009, the United States Department of Justice released four legal memos from the Bush administration to comply voluntarily with a Freedom of Information Act lawsuit filed by the American Civil Liberties Union. The memos were written by John Yoo and signed by Jay Bybee and Steven Bradbury, then Principal Assistant Attorneys General to the Department of Justice, and addressed to John A. Rizzo, general counsel of the Central Intelligence Agency. The memos describe in detail controversial interrogation methods the CIA used on prisoners suspected of terrorism. Obama became personally involved in the decision to release the memos, which was opposed by former CIA directors Michael Hayden, Porter Goss, George Tenet and John Deutch. Former Vice President Dick Cheney criticized Obama for not releasing more memos; Cheney claimed that unreleased memos detail successes of CIA interrogations.

The American Recovery and Reinvestment Act requires all recipients of the funds provided by the act to publish a plan for using the funds, along with purpose, cost, rationale, net job creation, and contact information about the plan to a website Recovery.gov so that the public can review and comment. Inspectors General from each department or executive agency will then review, as appropriate, any concerns raised by the public. Any findings of an Inspector General must be relayed immediately to the head of each department and published on Recovery.gov.

On June 16, 2009, Citizens for Responsibility and Ethics in Washington (CREW) filed a lawsuit against the Obama administration in order to get information about the visits of coal company executives. Anne Weismann, the chief counsel for CREW, stated "The Obama administration has now taken exactly the same position as the Bush administration... I don't see how you can keep people from knowing who visits the White House and adhere to a policy of openness and transparency." On June 16, MSNBC reported that its more comprehensive request for visitor logs since Obama's January 20 inauguration had been denied. The administration announced that White House visitor logs will be made available to the public on an ongoing basis, with certain limitations, for visits occurring after September 15, 2009. Beginning on January 29, 2010, the White House did begin to release the names of its visitor records. Since that time, names of visitors (which includes not only tourists, but also names of union leaders, Wall Street executives, lobbyists, party chairs, philanthropists and celebrities), have been released. The names are released in huge batches up to 75,000 names at a time. Names are released 90–120 days after having visited the White House. The complete list of names is available online by accessing the official White House website.

Obama stated during the 2008 Presidential campaign that he would have negotiations for health care reform televised on C-SPAN, citing transparency as being the leverage needed to ensure that people stay involved in the process taking place in Washington. This did not fully happen and Politifact gives President Obama a "Promise Broken" rating on this issue. After White House press secretary Robert Gibbs initially avoided addressing the issue, President Obama himself acknowledged that he met with Democratic leaders behind closed doors to discuss how best to garner enough votes in order to merge the two (House and Senate) passed versions of the health care bill. Doing this violated the letter of the pledge, although Obama maintains that negotiations in several congressional committees were open, televised hearings. Obama also cited an independent ethics watchdog group describe his administration as the most transparent in recent history.

The Obama administration has been characterized as much more aggressive than the Bush and other previous administrations in their response to whistleblowing and leaks to the press. Three people have been prosecuted under the rarely used Espionage Act of 1917. They include Thomas Andrews Drake, a former National Security Agency (NSA) employee who was critical of the NSA's Trailblazer Project, Stephen Jin-Woo Kim, a State Department contractor who allegedly had a conversation about North Korea with James Rosen of Fox News, and Jeffrey Sterling, who allegedly was a source for James Risen's book State of War. Risen has also been subpoenaed to reveal his sources, another rare action by the government.

Foreign policy

In his inaugural address, Obama suggested that he plans to begin the process of withdrawing from Iraq and continuing to focus on the war in Afghanistan. He also mentioned lessening the nuclear threat through "working tirelessly with old friends and former foes". He spoke about America's determination to combat terrorism, proclaiming America's spirit is "stronger and cannot be broken — you cannot outlast us, and we will defeat you." To the Muslim world, Obama extended an invite to "a new way forward, based on mutual interest and mutual respect". He also said the USA would "extend a hand" to those "who cling to power through corruption and deceit" if they "are willing to unclench" their fists. Shortly after his inauguration President Obama first called President Abbas of the Palestinian National Authority (PNA). Calls were also made to President Mubarak of Egypt, Prime Minister Olmert of Israel and King Abdullah of Jordan. Obama and Secretary of State Hillary Clinton named George Mitchell as Special Envoy for Middle East peace and Richard Holbrooke as special representative to Pakistan and Afghanistan on January 23, 2009. At the same time, Obama called on Israel to open the borders of Gaza, detailing early plans on his administration's peace plans for the Israeli–Palestinian conflict. On February 18, 2009, Obama announced that the U.S. military presence in Afghanistan would be bolstered by 17,000 new troops by summer. The announcement followed the recommendation of several experts including Defense Secretary Robert Gates that additional troops be deployed to the war-torn nation.

Obama declared his plan for ending the Iraq War on February 27, 2009, in a speech at Camp Lejeune, North Carolina, before an audience of Marines stationed there. According to the president, combat troops will be withdrawn from Iraq by August 2010, leaving a contingent of up to 50,000 servicemen and servicewomen to continue training, advisory, and counterterrorism operations until as late as the end of 2011.

Other characteristics of the Obama administration on foreign policy include a tough stance on tax havens, continuing military operation in Pakistan, and avowed focus on diplomacy to prevent nuclear proliferation in Iran and North Korea.

On April 1, 2009, Obama and China's President, Hu Jintao, announced the establishment of the U.S.-China Strategic and Economic Dialogue and agreed to work together to build a positive, cooperative, and comprehensive U.S.-China relationship for the 21st century.

In that same month, Obama requested that Congress approve $83.4 billion of supplemental military funding, mostly for the war in Iraq and to increase troop levels in Afghanistan. The request also includes $2.2 billion to increase the size of the US military, $350 million to upgrade security along the US-Mexico border, and $400 million in counterinsurgency aid for Pakistan.

In May 2009, it was reported that Obama plans to expand the military by 20,000 employees.

On June 4, 2009, Obama delivered a speech at Cairo University in Egypt. The wide ranging speech called for a "new beginning" in relations between the Islamic world and the United States. The speech received both praise and criticism from leaders in the region. In March 2010, Secretary of State Clinton criticized the Israeli government for approving expansion of settlements in East Jerusalem.

On April 8, 2010, Obama and Russian President Dmitry Medvedev signed the latest Strategic Arms Reduction Treaty (START), a "major" nuclear arms control agreement that reduces the nuclear weapons stockpiles of both countries.

In March 2011, international reaction to Muammar Gaddafi's military crackdown on rebel forces and civilians in Libya culminated in a United Nations resolution to enforce a no fly zone in Libya. Obama authorized U.S. forces to participate in international air attacks on Libyan air defenses using Tomahawk cruise missiles to establish the protective zone.

Guantánamo Bay detention camp

On his first day in office, Obama requested a 120-day suspension of all trials for alleged terrorists held at the Guantánamo Bay detention camp, so the new administration could "review the military commissions process, generally, and the cases pending before military commissions , specifically". Another order established a task force to lead a review of detention policies, procedures and individual cases. Obama addressed the State Department that "the United States will not torture" and drafted an executive order to close Guantánamo within a year. On January 22, 2009, Obama signed an executive order ensuring safe, lawful, and humane treatment of individuals detained in armed conflicts. This order restricts interrogators to methods listed and authorized by an Army Field Manual. A detainee released since Obama took office claimed in an interview with Agence France-Presse that conditions at Guantánamo had worsened, stating guards wanted to "take their last revenge" before the facility is closed. On March 13, 2009, the administration announced that it would no longer refer to prisoners at Guantánamo Bay as enemy combatants, but it also asserted that the president has the authority to detain terrorism suspects there without criminal charges.

The case review of detainee files by administration officials and prosecutors was made more difficult than expected as the Bush administration had failed to establish a coherent repository of the evidence and intelligence on each prisoner. By September 2009, prosecutors recommended to the Justice Department which detainees are eligible for trial, and the Justice Department and the Pentagon worked together to determine which of several now-scheduled trials will go forward in military tribunals and which in civilian courts. While 216 international terrorists are already held in maximum security prisons in the U.S., Congress was denying the administration funds to shut down the camp and adapt existing facilities elsewhere, arguing that the decision was "too dangerous to rush". In November, Obama stated that the U.S. would miss the January 2010 date for closing the Guantánamo Bay prison as he had ordered, acknowledging that he "knew this was going to be hard". Obama did not set a specific new deadline for closing the camp, citing that the delay was due to politics and lack of congressional cooperation. The state of Illinois has offered to sell to the federal government the Thomson Correctional Center, a new but largely unused prison, for the purpose of housing detainees. Federal officials testified at a December 23 hearing that if the state commission approves the sale for that purpose, it could take more than six months to ready the facility.

Killing of Osama bin Laden

Starting with information received in July 2010, intelligence developed by the CIA over the next several months determined what they believed to be the location of Osama bin Laden in a large compound in Abbottabad, Pakistan, a suburban area 35 miles from Islamabad. CIA head Leon Panetta reported this intelligence to Obama in March 2011. Meeting with his national security advisers over the course of the next six weeks, Obama rejected a plan to bomb the compound, and authorized a "surgical raid" to be conducted by United States Navy SEALs. The operation took place on May 1, 2011, resulting in the death of bin Laden and the seizure of papers and computer drives and disks from the compound. Bin Laden's body was identified through DNA testing, and buried at sea several hours later. Within minutes of Obama's announcement from Washington, DC, late in the evening on May 1, there were spontaneous celebrations around the country as crowds gathered outside the White House, and at New York City's Ground Zero and Times Square. Reaction to the announcement was positive across party lines, including from predecessors George W. Bush and Bill Clinton, and from many countries around the world.

Overseas Contingency Operation

Obama discontinued use of the term "War on Terror" and instead uses the term "Overseas Contingency Operation". However, Obama has stated that the U.S. is at war with Al-Qaeda, saying "Our nation is at war, against a far-reaching network of violence and hatred."

In April 2010, the Obama administration took the extraordinary step of authorizing the targeted killing of an American citizen, the radical Muslim cleric Anwar al-Awlaki, who was believed to have shifted from encouraging attacks on the United States to directly participating in them.

Gun control

During the presidential campaign, Obama announced that he favors measures that respect Second Amendment rights, while at the same time keeping guns away from children and criminals. On February 25, 2009, Attorney General Eric Holder announced that the Obama administration would seek a new assault weapons ban across the United States, saying that it would have a positive impact on the drug-related violence in Mexico. After the statement drew criticism from the NRA and some House Democrats, the Administration reportedly ordered the Justice Department to end public discussion of the issue. Obama has signed into law two bills containing amendments reducing restrictions on gun owners, one which permits guns to be transported in checked baggage on Amtrak trains and another which allows carrying loaded firearms in national parks located in states allowing concealed carry.

Science and technology

Cybersecurity

Obama initiated a 60-day review of cybersecurity by Melissa Hathaway, a consultant for Booz Allen Hamilton, appointed Acting Senior Director for Cyberspace.

''The New York Times'' reported in 2009, that the NSA is intercepting communications of American citizens including a Congressman, although the Justice Department believed that the NSA had corrected its errors. United States Attorney General Eric Holder resumed the wiretapping according to his understanding of the Foreign Intelligence Surveillance Act of 1978 Amendments Act of 2008 that Congress passed in July 2008, but without explaining what had occurred.

Environment

On January 27, 2009, Obama issued two presidential memoranda concerning energy policy. One directed the Department of Transportation to raise fuel efficiency standards incrementally to by 2020, and the other directed the Environmental Protection Agency to allow individual states to set stricter tailpipe emissions regulations than the federal standard.

The American Recovery and Reinvestment Act of 2009 provides $54 billion in funds to double domestic renewable energy production, renovate federal buildings making them more energy-efficient, improve the nation's electricity grid, repair public housing, and weatherize modest-income homes.

On February 10, 2009, Obama overturned a Bush administration policy that had opened up a five-year period of offshore drilling for oil and gas near both the Atlantic and Pacific coasts. Interior Secretary Ken Salazar has been quoted as saying, "To establish an orderly process that allows us to make wise decisions based on sound information, we need to set aside" the plan "and create our own timeline".

On May 19, 2009, Obama announced a plan to increase the CAFE national standards for gasoline mileage, by creating a single new national standard that will create a car and light truck fleet in the United States that is almost 40 percent cleaner and more fuel-efficient by 2016, than it is today, with an average of 35.5 miles per gallon. Environmental advocates and industry officials welcomed the new program, but for different reasons. Environmentalists called it a long-overdue tightening of emissions and fuel economy standards after decades of government delay and industry opposition. Auto industry officials said it would provide the single national efficiency standard they have long desired, a reasonable timetable to meet it and the certainty they need to proceed with product development plans.

On March 30, 2010, Obama partially reinstated Bush administration proposals to open certain offshore areas along the Atlantic coastline, the eastern Gulf of Mexico and the north coast of Alaska to oil and natural gas drilling. The proposals had earlier been set aside by President Obama after they were challenged in court on environmental grounds.

On May 27, 2010, Obama extended a moratorium on offshore drilling permits after the April 20, 2010 Deepwater Horizon oil spill which is considered to be the worst oil spill in U.S. history. Although BP took responsibility for the disaster and its ongoing after effects, Obama began a federal investigation along with forming a bipartisan commission to review the incident and methods to avoid it in the future. Obama visited the Gulf Coast on May 2 and May 28 and expressed his frustration on the June 8 ''NBC Today Show'', by saying "I don't sit around just talking to experts because this is a college seminar. We talk to these folks because they potentially have the best answers, so I know whose ass to kick." Obama's response to the disaster has drawn confusion and criticism within segments of the media and public.

NASA

Obama set up the Augustine panel to review the Constellation program in 2009, and announced in February 2010, that he was cutting the program from the 2011 United States federal budget, describing it as "over budget, behind schedule, and lacking in innovation." After the decision drew criticism in the United States, a new "Flexible path to Mars" plan was unveiled at a space conference in April 2010. It included new technology programs, increased R&D; spending, a focus on the International Space Station and contracting out flying crew to space to commercial providers. The new plan also increased NASA's 2011 budget to $19 billion from $18.3 billion in 2010.

In July 2009, Obama appointed Charles Bolden, a former astronaut, to be administrator of NASA.

Stem cell research

On March 9, 2009, Obama repealed a Bush-era policy that prevented federal tax dollars from being used to fund research on new lines of embryonic stem cells. Such research has been a matter of debate between those who emphasize the therapeutic potential of such research and those who suggest that elements of this research breach ethical limitations. Obama stated that "In recent years, when it comes to stem cell research, rather than furthering discovery, our government has forced what I believe is a false choice between sound science and moral values...In this case, I believe the two are not inconsistent. As a person of faith, I believe we are called to care for each other and work to ease human suffering. I believe we have been given the capacity and will to pursue this research — and the humanity and conscience to do so responsibly."

Social policy

On January 23, 2009, Obama rescinded the Mexico City Policy, a measure from the Reagan and Bush eras that required any non-governmental organization receiving U.S. Government funding to refrain from performing or promoting abortion services in other countries.

On June 17, 2009, Obama authorized the extension of some benefits (but not health insurance or pension benefits) to same-sex partners of federal employees. Obama has chosen to leave larger changes, such as the repeal of Don't ask, don't tell and the Defense of Marriage Act, to Congress.

On October 19, 2009, the U.S. Department of Justice issued a directive to federal prosecutors in states with medical marijuana laws not to investigate or prosecute cases of marijuana use or production done in compliance with those laws.

On December 16, 2009, President Obama signed the Consolidated Appropriations Act, 2010, which repealed a 21-year-old ban on federal funding of needle exchange programs.

On December 22, 2010, Obama signed the Don't Ask, Don't Tell Repeal Act of 2010, a bill that provides for repeal of the Don't ask, don't tell policy of 1993, that has prevented gay and lesbian people from serving openly in the United States Armed Forces. Repealing "Don't ask, don't tell" had been a key campaign promise that Obama had made during the 2008 presidential campaign.

Health care reform

Once the stimulus bill was enacted, health care reform became Obama's top domestic priority. On July 14, 2009, House Democratic leaders introduced a 1,000 page plan for overhauling the US health care system, which Obama wanted Congress to approve by the end of the year.

The U.S. Congressional Budget Office (CBO) estimated the ten-year cost to the federal government of the major insurance-related provisions of the bill at approximately $1.0 trillion. In mid-July 2009, Douglas Elmendorf, director of the CBO, testified that the proposals under consideration would significantly increase federal spending and did not include the "fundamental changes" needed to control the rapid growth in health care spending. However after reviewing the final version of the bill introduced after 14 months of debate the CBO estimated that it would reduce federal budget deficits by $143 billion over 10 years and by more than a trillion in the next decade.

After much public debate during the Congressional summer recess of 2009, Obama delivered a speech to a joint session of Congress on September 9 where he addressed concerns over his administration's proposals. In March 2010, Obama gave several speeches across the country to argue for the passage of health care reform. On March 21, 2010, after Obama announced an executive order reinforcing the current law against spending federal funds for elective abortion services, the House, by a vote of 219 to 212, passed the version of the bill previously passed on December 24, 2009, by a 60-vote supermajority in the Senate. The bill, which includes over 200 Republican amendments, was passed without a single Republican vote. On March 23, 2010, President Obama signed the bill into law. Immediately following the bill's passage, the House voted in favor of a reconciliation measure to make significant changes and corrections to the Patient Protection and Affordable Care Act, which was passed by both houses with two minor alterations on March 25, 2010, and signed into law on March 30, 2010.

Education reform

On March 30, 2010, Obama signed the Health Care and Education Reconciliation Act of 2010, which ended the role of private banks in lending out federally-insured student loans. By directly lending to students, the government is projected to save taxpayers $68 billion dollars over the next several years. Federally-insured student loans will instead be distributed by the Department of Education. The law also increased the amount of Pell Grant awards given each year, doubling its current funding. Starting in 2014, the law permits borrowers to cap the amount they spend on student loans each year to ten percent of their discretionary income and have their balance forgiven if they have faithfully paid the balance of their loan over 20 years. Additionally, the law seeks to make it easier for parents to qualify for Grad PLUS loans, and spends billions on poor and minority schools and $2 billion for community colleges.

Gates arrest controversy

On July 16, 2009, prominent African American Harvard University professor Henry Louis Gates, Jr., was arrested at his Cambridge, Massachusetts home by a local white police officer, Cambridge Police Sgt. James Crowley, for disorderly conduct. Gates, who was locked out of his house, had attempted to break into his own property, thus causing the initial alarm from a neighbor who called 9-1-1. The incident sparked national controversy over whether Gates's civil rights had been violated by Crowley. On July 21, the Cambridge Police Department dropped charges against Gates. On July 22, President Barack Obama, commented on the incident over national and international television, criticized the arrest, and stated the police acted "stupidly" in handling the incident. National law enforcement organizations and members objected to Obama's comments and criticized his handling of the issue. In the aftermath, Obama stated that he regretted his comments exacerbating the situation, and hoped that the situation could become a "teachable moment". To reduce tensions, on July 24, Obama invited both parties to the White House to discuss the issue over beers, and on July 30, Obama and Vice President Joe Biden joined Crowley and Gates in a private, cordial meeting in a courtyard near the White House Rose Garden; this became known colloquially as the "Beer Summit".

Wall Street reform

On July 21, 2010, Obama signed Dodd–Frank Wall Street Reform and Consumer Protection Act, considered to be the largest financial system overhaul since the New Deal. The law recognizes complex financial derivatives and makes rules to protect consumers from unfair practices in loans and credit cards by establishing a new consumer protection agency. At the signing ceremony in the Ronald Reagan Building in Washington D.C. Obama proclaimed, "There will be no more taxpayer-funded bailouts. Period." Obama also mentioned that "These reforms represent the strongest consumer financial protections in history." At the ceremony were Sen. Christopher Dodd, D-Conn., and Rep. Barney Frank, D-Mass., the two committee chairmen who sponsored the bill.

2010 midterm elections

Due in large part to voter frustration over high unemployment and a stalled economy, Republicans won control of the House in the 2010 midterm elections. On reflection after the election, Obama blamed himself, in part, for the many Democrats who went down to defeat knowing that they had risked their careers to support his agenda of economic stimulus legislation and a landmark health care bill. Democrats narrowly retained the Senate majority and will continue to control it through the 112th Congress.

Obama called the elections "humbling" and a "shellacking". He said that the results came because not enough Americans had felt the effects of the economic recovery.

2012 re-election campaign

On April 4, 2011, President Obama announced that he would seek re-election in the 2012 presidential election. The campaign will be based in Chicago and is being run by many former members of the White House staff and members of the successful 2008 campaign.

Barack Hussein Obama II (; born August 4, 1961) is the 44th and current President of the United States. He is the first African American to hold the office. Obama previously served as a United States Senator from Illinois, from January 2005 until he resigned following his victory in the 2008 presidential election.

Born in Honolulu, Hawaii, Obama is a graduate of Columbia University and Harvard Law School, where he was the president of the ''Harvard Law Review''. He was a community organizer in Chicago before earning his law degree. He worked as a civil rights attorney in Chicago and taught constitutional law at the University of Chicago Law School from 1992 to 2004. He served three terms representing the 13th District in the Illinois Senate from 1997 to 2004.

Following an unsuccessful bid against the Democratic incumbent for a seat in the United States House of Representatives in 2000, Obama ran for the United States Senate in 2004. Several events brought him to national attention during the campaign, including his victory in the March 2004 Illinois Democratic primary for the Senate election and his keynote address at the Democratic National Convention in July 2004. He won election to the U.S. Senate in Illinois in November 2004. His presidential campaign began in February 2007, and after a close campaign in the 2008 Democratic Party presidential primaries against Hillary Rodham Clinton, he won his party's nomination. In the 2008 presidential election, he defeated Republican nominee John McCain, and was inaugurated as president on January 20, 2009. Nine months later, Obama was named the 2009 Nobel Peace Prize laureate.

As president, Obama signed economic stimulus legislation in the form of the American Recovery and Reinvestment Act of 2009 and the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. Other domestic policy initiatives include the Patient Protection and Affordable Care Act, the Dodd–Frank Wall Street Reform and Consumer Protection Act, the Don't Ask, Don't Tell Repeal Act of 2010 and the Budget Control Act of 2011. In foreign policy, he ended the war in Iraq, increased troop levels in Afghanistan, signed the New START arms control treaty with Russia, ordered US involvement in the 2011 Libya military intervention, and ordered the military operation that resulted in the death of Osama bin Laden. In April 2011, Obama declared his intention to seek re-election in the 2012 presidential election.

Early life and career

Obama was born on August 4, 1961, at Kapiolani Maternity & Gynecological Hospital (now Kapiolani Medical Center for Women and Children) in Honolulu, Hawaii, and is the first President to have been born in Hawaii. His mother, Stanley Ann Dunham, was born in Wichita, Kansas, and was of mostly English ancestry, along with Scottish, Irish, German, and Swiss. His father, Barack Obama, Sr., was a Luo from Nyang’oma Kogelo, Nyanza Province, Kenya. Obama's parents met in 1960 in a Russian class at the University of Hawaiʻi at Mānoa, where his father was a foreign student on scholarship. The couple married on February 2, 1961, separated when Obama Sr. went to Harvard University on scholarship, and divorced in 1964. Obama Sr. remarried and returned to Kenya, visiting Barack in Hawaii only once, in 1971. He died in an automobile accident in 1982.

After her divorce, Dunham married Indonesian Lolo Soetoro, who was attending college in Hawaii. When Suharto, a military leader in Soetoro's home country, came to power in 1967, all Indonesian students studying abroad were recalled, and the family moved to the Menteng neighborhood of Jakarta. From ages six to ten, Obama attended local schools in Jakarta, including Besuki Public School and St. Francis of Assisi School.

In 1971, Obama returned to Honolulu to live with his maternal grandparents, Madelyn and Stanley Armour Dunham, and with the aid of a scholarship attended Punahou School, a private college preparatory school, from fifth grade until his graduation from high school in 1979. Obama's mother returned to Hawaii in 1972, remaining there until 1977 when she went back to Indonesia to work as an anthropological field worker. She finally returned to Hawaii in 1994 and lived there for one year before dying of ovarian cancer.

Of his early childhood, Obama recalled, "That my father looked nothing like the people around me—that he was black as pitch, my mother white as milk—barely registered in my mind." Reflecting later on his years in Honolulu, Obama wrote: "The opportunity that Hawaii offered—to experience a variety of cultures in a climate of mutual respect—became an integral part of my world view, and a basis for the values that I hold most dear." Obama has also written and talked about using alcohol, marijuana and cocaine during his teenage years to "push questions of who I was out of my mind." At the 2008 Civil Forum on the Presidency, Obama identified his high-school drug use as a great moral failure.

Following high school, Obama moved to Los Angeles in 1979 to attend Occidental College. In February 1981, he made his first public speech, calling for Occidental's disinvestment from South Africa due to its policy of apartheid. In mid-1981, Obama traveled to Indonesia to visit his mother and sister Maya, and visited the families of college friends in Pakistan and India for three weeks. Later in 1981, he transferred to Columbia University in New York City, where he majored in political science with a specialty in international relations and graduated with a Bachelor of Arts in 1983. He worked for a year at the Business International Corporation, then at the New York Public Interest Research Group.

Chicago community organizer and Harvard Law School

Two years after graduating, Obama was hired in Chicago as director of the Developing Communities Project (DCP), a church-based community organization originally comprising eight Catholic parishes in Roseland, West Pullman and Riverdale on Chicago's South Side. He worked there as a community organizer from June 1985 to May 1988. He helped set up a job training program, a college preparatory tutoring program, and a tenants' rights organization in Altgeld Gardens. Obama also worked as a consultant and instructor for the Gamaliel Foundation, a community organizing institute. In mid-1988, he traveled for the first time in Europe for three weeks and then for five weeks in Kenya, where he met many of his paternal relatives for the first time. He returned in August 2006 for a visit to his father's birthplace, a village near Kisumu in rural western Kenya.

In late 1988, Obama entered Harvard Law School. He was selected as an editor of the ''Harvard Law Review'' at the end of his first year, and president of the journal in his second year. During his summers, he returned to Chicago, where he worked as an associate at the law firms of Sidley Austin in 1989 and Hopkins & Sutter in 1990. After graduating with a J.D. ''magna cum laude'' from Harvard in 1991, he returned to Chicago. Obama's election as the first black president of the ''Harvard Law Review'' gained national media attention and led to a publishing contract and advance for a book about race relations, which evolved into a personal memoir. The manuscript was published in mid-1995 as ''Dreams from My Father''.

University of Chicago Law School and civil rights attorney

In 1991, Obama accepted a two-year position as Visiting Law and Government Fellow at the University of Chicago Law School to work on his first book. He then taught at the University of Chicago Law School for twelve years—as a Lecturer from 1992 to 1996, and as a Senior Lecturer from 1996 to 2004—teaching constitutional law.

From April to October 1992, Obama directed Illinois's Project Vote, a voter registration drive with ten staffers and seven hundred volunteer registrars; it achieved its goal of registering 150,000 of 400,000 unregistered African Americans in the state, and led to ''Crain's Chicago Business'' naming Obama to its 1993 list of "40 under Forty" powers to be. In 1993 he joined Davis, Miner, Barnhill & Galland, a 13-attorney law firm specializing in civil rights litigation and neighborhood economic development, where he was an associate for three years from 1993 to 1996, then of counsel from 1996 to 2004, with his law license becoming inactive in 2002.

From 1994 to 2002, Obama served on the boards of directors of the Woods Fund of Chicago, which in 1985 had been the first foundation to fund the Developing Communities Project; and of the Joyce Foundation. Once elected, Obama gained bipartisan support for legislation reforming ethics and health care laws. He sponsored a law increasing tax credits for low-income workers, negotiated welfare reform, and promoted increased subsidies for childcare. In 2001, as co-chairman of the bipartisan Joint Committee on Administrative Rules, Obama supported Republican Governor Ryan's payday loan regulations and predatory mortgage lending regulations aimed at averting home foreclosures.

Obama was reelected to the Illinois Senate in 1998, defeating Republican Yesse Yehudah in the general election, and was reelected again in 2002. In 2000, he lost a Democratic primary run for the U.S. House of Representatives to four-term incumbent Bobby Rush by a margin of two to one.

In January 2003, Obama became chairman of the Illinois Senate's Health and Human Services Committee when Democrats, after a decade in the minority, regained a majority. He sponsored and led unanimous, bipartisan passage of legislation to monitor racial profiling by requiring police to record the race of drivers they detained, and legislation making Illinois the first state to mandate videotaping of homicide interrogations. During his 2004 general election campaign for U.S. Senate, police representatives credited Obama for his active engagement with police organizations in enacting death penalty reforms. Obama resigned from the Illinois Senate in November 2004 following his election to the U.S. Senate.

U.S. Senate campaign

In May 2002, Obama commissioned a poll to assess his prospects in a 2004 U.S. Senate race; he created a campaign committee, began raising funds and lined up political media consultant David Axelrod by August 2002, and formally announced his candidacy in January 2003.

Obama was an early opponent of the George W. Bush administration's 2003 invasion of Iraq. On October 2, 2002, the day President Bush and Congress agreed on the joint resolution authorizing the Iraq War, Obama addressed the first high-profile Chicago anti-Iraq War rally, and spoke out against the war. He addressed another anti-war rally in March 2003 and told the crowd that "it's not too late" to stop the war.

Decisions by Republican incumbent Peter Fitzgerald and his Democratic predecessor Carol Moseley Braun to not participate in the election resulted in wide-open Democratic and Republican primary contests involving fifteen candidates. In the March 2004 primary election, Obama won in an unexpected landslide—which overnight made him a rising star within the national Democratic Party, started speculation about a presidential future, and led to the reissue of his memoir, ''Dreams from My Father''. In July 2004, Obama delivered the keynote address at the 2004 Democratic National Convention, seen by 9.1 million viewers. His speech was well received and elevated his status within the Democratic Party.

Obama's expected opponent in the general election, Republican primary winner Jack Ryan, withdrew from the race in June 2004. Six weeks later, Alan Keyes accepted the Republican nomination to replace Ryan. In the November 2004 general election, Obama won with 70 percent of the vote.

U.S. Senator: 2005–2008

Obama was sworn in as a senator on January 3, 2005, becoming the only Senate member of the Congressional Black Caucus. ''CQ Weekly'' characterized him as a "loyal Democrat" based on analysis of all Senate votes in 2005–2007. Obama announced on November 13, 2008, that he would resign his Senate seat on November 16, 2008, before the start of the lame-duck session, to focus on his transition period for the presidency.

Legislation

Obama cosponsored the Secure America and Orderly Immigration Act. He introduced two initiatives bearing his name: Lugar–Obama, which expanded the Nunn–Lugar cooperative threat reduction concept to conventional weapons; and the Federal Funding Accountability and Transparency Act of 2006, which authorized the establishment of USAspending.gov, a web search engine on federal spending. On June 3, 2008, Senator Obama—along with Senators Tom Carper, Tom Coburn, and John McCain—introduced follow-up legislation: Strengthening Transparency and Accountability in Federal Spending Act of 2008.

Obama sponsored legislation that would have required nuclear plant owners to notify state and local authorities of radioactive leaks, but the bill failed to pass in the full Senate after being heavily modified in committee. Regarding tort reform, Obama voted for the Class Action Fairness Act of 2005 and the FISA Amendments Act of 2008, which grants immunity from civil liability to telecommunications companies complicit with NSA warrantless wiretapping operations.

In December 2006, President Bush signed into law the Democratic Republic of the Congo Relief, Security, and Democracy Promotion Act, marking the first federal legislation to be enacted with Obama as its primary sponsor. In January 2007, Obama and Senator Feingold introduced a corporate jet provision to the Honest Leadership and Open Government Act, which was signed into law in September 2007. Obama also introduced Deceptive Practices and Voter Intimidation Prevention Act, a bill to criminalize deceptive practices in federal elections, and the Iraq War De-Escalation Act of 2007, neither of which has been signed into law.

Later in 2007, Obama sponsored an amendment to the Defense Authorization Act adding safeguards for personality-disorder military discharges. This amendment passed the full Senate in the spring of 2008. He sponsored the Iran Sanctions Enabling Act supporting divestment of state pension funds from Iran's oil and gas industry, which has not passed committee; and co-sponsored legislation to reduce risks of nuclear terrorism. Obama also sponsored a Senate amendment to the State Children's Health Insurance Program, providing one year of job protection for family members caring for soldiers with combat-related injuries.

Committees

Obama held assignments on the Senate Committees for Foreign Relations, Environment and Public Works and Veterans' Affairs through December 2006. In January 2007, he left the Environment and Public Works committee and took additional assignments with Health, Education, Labor and Pensions and Homeland Security and Governmental Affairs. He also became Chairman of the Senate's subcommittee on European Affairs. As a member of the Senate Foreign Relations Committee, Obama made official trips to Eastern Europe, the Middle East, Central Asia and Africa. He met with Mahmoud Abbas before Abbas became President of the Palestinian National Authority, and gave a speech at the University of Nairobi condemning corruption within the Kenyan government.

Presidential campaigns

2008 presidential campaign

On February 10, 2007, Obama announced his candidacy for President of the United States in front of the Old State Capitol building in Springfield, Illinois. The choice of the announcement site was viewed as symbolic because it was also where Abraham Lincoln delivered his historic "House Divided" speech in 1858. Obama emphasized the issues of rapidly ending the Iraq War, increasing energy independence, and providing universal health care, in a campaign that projected themes of "hope" and "change".

A large number of candidates entered the Democratic Party presidential primaries. The field narrowed to a duel between Obama and Senator Hillary Rodham Clinton after early contests, with the race remaining close throughout the primary process but with Obama gaining a steady lead in pledged delegates due to better long-range planning, superior fundraising, dominant organizing in caucus states, and better exploitation of delegate allocation rules. On June 7, 2008, Clinton ended her campaign and endorsed Obama.

On August 23, Obama announced his selection of Delaware Senator Joe Biden as his vice presidential running mate. Biden was selected from a field speculated to include former Indiana Governor and Senator Evan Bayh and Virginia Governor Tim Kaine. At the Democratic National Convention in Denver, Colorado, Hillary Clinton called for her supporters to endorse Obama, and she and Bill Clinton gave convention speeches in his support. Obama delivered his acceptance speech, not at the center where the Democratic National Convention was held, but at Invesco Field at Mile High to a crowd of over 75,000; the speech was viewed by over 38 million people worldwide.

During both the primary process and the general election, Obama's campaign set numerous fundraising records, particularly in the quantity of small donations. On June 19, 2008, Obama became the first major-party presidential candidate to turn down public financing in the general election since the system was created in 1976.

McCain was nominated as the Republican candidate and the two engaged in three presidential debates in September and October 2008. On November 4, Obama won the presidency with 365 electoral votes to 173 received by McCain. Obama won 52.9 percent of the popular vote to McCain's 45.7 percent. He became the first African American to be elected president. Obama delivered his victory speech before hundreds of thousands of supporters in Chicago's Grant Park.

2012 presidential campaign

On April 4, 2011, Obama announced his re-election campaign for 2012 in a video titled "It Begins with Us" that he posted on his website and filed election papers with the Federal Election Commission.

Presidency

First days

The inauguration of Barack Obama as the 44th President, and Joe Biden as Vice President, took place on January 20, 2009. In his first few days in office Obama issued executive orders and presidential memoranda directing the U.S. military to develop plans to withdraw troops from Iraq. He ordered the closing of the Guantanamo Bay detention camp "as soon as practicable and no later than" January 2010, but during his first two years in office he has been unable to persuade Congress to appropriate funds required to accomplish the shutdown. Obama reduced the secrecy given to presidential records and changed procedures to promote disclosure under the Freedom of Information Act. He also reversed George W. Bush's ban on federal funding to foreign establishments that allow abortions.

Domestic policy

The first bill signed into law by Obama was the Lilly Ledbetter Fair Pay Act of 2009, relaxing the statute of limitations for equal-pay lawsuits. Five days later, he signed the reauthorization of the State Children's Health Insurance Program (SCHIP) to cover an additional 4 million uninsured children. In March 2009, Obama reversed a Bush-era policy which had limited funding of embryonic stem cell research. Obama stated that he believed "sound science and moral values ... are not inconsistent" and pledged to develop "strict guidelines" on the research.

Obama appointed two women to serve on the Supreme Court in the first two years of his Presidency. Sonia Sotomayor, nominated by Obama on May 26, 2009, to replace retiring Associate Justice David Souter, was confirmed on August 6, 2009, becoming the first Hispanic to be a Supreme Court Justice. Elena Kagan, nominated by Obama on May 10, 2010, to replace retiring Associate Justice John Paul Stevens, was confirmed on August 5, 2010, bringing the number of women sitting simultaneously on the Court to three, for the first time in American history.

On September 30, 2009, the Obama administration proposed new regulations on power plants, factories and oil refineries in an attempt to limit greenhouse gas emissions and to curb global warming.

On October 8, 2009, Obama signed the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act, a measure that expands the 1969 United States federal hate-crime law to include crimes motivated by a victim's actual or perceived gender, sexual orientation, gender identity, or disability.

On March 30, 2010, Obama signed the Health Care and Education Reconciliation Act, a reconciliation bill which ends the process of the federal government giving subsidies to private banks to give out federally insured loans, increases the Pell Grant scholarship award, and makes changes to the Patient Protection and Affordable Care Act.

In a major space policy speech in April 2010, Obama announced a planned change in direction at NASA, the U.S. space agency. He ended plans for a return of human spaceflight to the moon and ended development of the Ares I rocket, Ares V rocket and Constellation program. He is focusing funding (which is expected to rise modestly) on Earth science projects and a new rocket type, as well as research and development for an eventual manned mission to Mars. Missions to the International Space Station are expected to continue until 2020.

On December 22, 2010, Obama signed the Don't Ask, Don't Tell Repeal Act of 2010, a bill that provides for repeal of the Don't ask, don't tell policy of 1993 that has prevented gay and lesbian people from serving openly in the United States Armed Forces. Repealing "Don't ask, don't tell" had been a key campaign promise that Obama had made during the 2008 presidential campaign.

On January 25, 2011, in his 2011 State of the Union Address, President Obama focused strongly on the themes of education and innovation, stressing the importance of innovation economics in working to make the United States more competitive globally. Among other plans and goals, Obama spoke of enacting a five-year freeze in domestic spending, eliminating tax breaks for oil companies and tax cuts for the wealthiest two percent of Americans, banning congressional earmarks, and reducing healthcare costs. Looking to the future, Obama promised that by 2015, the United States would have one million electric vehicles on the road and by 2035, clean-energy sources would be providing 80 percent of U.S. electricity.

Economic policy

On February 17, 2009, Obama signed the American Recovery and Reinvestment Act of 2009, a $787 billion economic stimulus package aimed at helping the economy recover from the deepening worldwide recession. The act includes increased federal spending for health care, infrastructure, education, various tax breaks and incentives, and direct assistance to individuals, which is being distributed over the course of several years.

In March, Obama's Treasury Secretary, Timothy Geithner, took further steps to manage the financial crisis, including introducing the Public-Private Investment Program for Legacy Assets, which contains provisions for buying up to $2 trillion in depreciated real estate assets. Obama intervened in the troubled automotive industry in March 2009, renewing loans for General Motors and Chrysler to continue operations while reorganizing. Over the following months the White House set terms for both firms' bankruptcies, including the sale of Chrysler to Italian automaker Fiat and a reorganization of GM giving the U.S. government a temporary 60 percent equity stake in the company, with the Canadian government shouldering a 12 percent stake. In June 2009, dissatisfied with the pace of economic stimulus, Obama called on his cabinet to accelerate the investment. He signed into law the Car Allowance Rebate System, known colloquially as "Cash for Clunkers", that temporarily boosted the economy.

Although spending and loan guarantees from the Federal Reserve and the Treasury Department authorized by the Bush and Obama administrations totaled about $11.5 trillion, only $3 trillion had been spent by the end of November 2009. However, Obama and the Congressional Budget Office predicted that the 2010 budget deficit will be $1.5 trillion or 10.6 percent of the nation's gross domestic product (GDP) compared to the 2009 deficit of $1.4 trillion or 9.9 percent of GDP. For 2011, the administration predicted the deficit will slightly shrink to $1.34 trillion, while the 10-year deficit will increase to $8.53 trillion or 90 percent of GDP. The most recent increase in the U.S. debt ceiling to $14.3 trillion was signed into law on February 12, 2010. On August 2, 2011, after a lengthy congressional debate over whether to raise the nation's debt limit, Obama signed the bipartisan Budget Control Act of 2011. The legislation enforces limits on discretionary spending until 2021, establishes a procedure to increase the debt limit, creates a Congressional Joint Select Committee on Deficit Reduction to propose further deficit reduction with a stated goal of achieving at least $1.5 trillion in budgetary savings over 10 years, and establishes automatic procedures for reducing spending by as much as $1.2 trillion if legislation originating with the new joint select committee does not achieve such savings. By passing the legislation, Congress was able to prevent an unprecedented U.S. government default on its obligations.

The unemployment rate rose in 2009, reaching a peak in October at 10.1 percent and averaging 10.0 percent in the fourth quarter. Following a decrease to 9.7 percent in the first quarter of 2010, the unemployment rate fell to 9.6 percent in the second quarter, where it remained for the rest of the year. Between February and December 2010, employment rose by 0.8 percent, which was less than the average of 1.9 percent experienced during comparable periods in the past four employment recoveries. GDP growth returned in the third quarter of 2009, expanding at a rate of 1.6 percent, followed by a 5.0 percent increase in the fourth quarter. Growth continued in 2010, posting an increase of 3.7 percent in the first quarter, with lesser gains throughout the rest of the year. In July 2010, the Federal Reserve expressed that although economic activity continued to increase, its pace had slowed, and Chairman Ben Bernanke stated that the economic outlook was "unusually uncertain." Overall, the economy expanded at a rate of 2.9 percent in 2010.

The Congressional Budget Office and a broad range of economists credit Obama's stimulus plan for economic growth. The CBO released a report stating that the stimulus bill increased employment by 1–2.1 million, while conceding that "It is impossible to determine how many of the reported jobs would have existed in the absence of the stimulus package." Although an April 2010 survey of members of the National Association for Business Economics showed an increase in job creation (over a similar January survey) for the first time in two years, 73 percent of 68 respondents believed that the stimulus bill has had no impact on employment.

Within a month of the 2010 midterm elections, Obama announced a compromise deal with the Congressional Republican leadership that included a temporary, two-year extension of the 2001 and 2003 income tax rates, a one-year payroll tax reduction, continuation of unemployment benefits, and a new rate and exemption amount for estate taxes. The compromise overcame opposition from some in both parties, and the resulting $858 billion Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 passed with bipartisan majorities in both houses of Congress before Obama signed it on December 17, 2010.

Health care reform

Obama called for Congress to pass legislation reforming health care in the United States, a key campaign promise and a top legislative goal. He proposed an expansion of health insurance coverage to cover the uninsured, to cap premium increases, and to allow people to retain their coverage when they leave or change jobs. His proposal was to spend $900 billion over 10 years and include a government insurance plan, also known as the public option, to compete with the corporate insurance sector as a main component to lowering costs and improving quality of health care. It would also make it illegal for insurers to drop sick people or deny them coverage for pre-existing conditions, and require every American carry health coverage. The plan also includes medical spending cuts and taxes on insurance companies that offer expensive plans.

On July 14, 2009, House Democratic leaders introduced a 1,017-page plan for overhauling the U.S. health care system, which Obama wanted Congress to approve by the end of 2009. After much public debate during the Congressional summer recess of 2009, Obama delivered a speech to a joint session of Congress on September 9 where he addressed concerns over the proposals. In March 2009, Obama lifted a ban on stem cell research.

On November 7, 2009, a health care bill featuring the public option was passed in the House. On December 24, 2009, the Senate passed its own bill—without a public option—on a party-line vote of 60–39. On March 21, 2010, the Patient Protection and Affordable Care Act passed by the Senate in December was passed in the House by a vote of 219 to 212. Obama signed the bill into law on March 23, 2010.

The Patient Protection and Affordable Care Act includes health-related provisions to take effect over four years, including expanding Medicaid eligibility for people making up to 133 percent of the federal poverty level (FPL) starting in 2014, subsidizing insurance premiums for people making up to 400 percent of the FPL ($88,000 for family of four in 2010) so their maximum "out-of-pocket" payment for annual premiums will be from 2 to 9.5 percent of income, providing incentives for businesses to provide health care benefits, prohibiting denial of coverage and denial of claims based on pre-existing conditions, establishing health insurance exchanges, prohibiting annual coverage caps, and support for medical research. According to White House and Congressional Budget Office figures, the maximum share of income that enrollees would have to pay would vary depending on their income relative to the federal poverty level.

The costs of these provisions are offset by taxes, fees, and cost-saving measures, such as new Medicare taxes for those in high-income brackets, taxes on indoor tanning, cuts to the Medicare Advantage program in favor of traditional Medicare, and fees on medical devices and pharmaceutical companies; there is also a tax penalty for those who do not obtain health insurance, unless they are exempt due to low income or other reasons. The Congressional Budget Office estimates that the net effect of both laws will be a reduction in the federal deficit by $143 billion over the first decade.

Gulf of Mexico oil spill

On April 20, 2010, an explosion destroyed an offshore drilling rig at the Macondo Prospect in the Gulf of Mexico, causing a major sustained oil leak. The well's operator, BP, initiated a containment and cleanup plan, and began drilling two relief wells intended to stop the flow. Obama visited the Gulf on May 2 among visits by members of his cabinet, and again on May 28 and June 4. On May 22 he announced a federal investigation and formed a bipartisan commission to recommend new safety standards, after a review by Secretary of the Interior Ken Salazar and concurrent Congressional hearings. On May 27, he announced a 6-month moratorium on new deepwater drilling permits and leases, pending regulatory review. As multiple efforts by BP failed, some in the media and public expressed confusion and criticism over various aspects of the incident, and stated a desire for more involvement by Obama and the federal government.

Foreign policy

In February and March, Vice President Joe Biden and Secretary of State Hillary Rodham Clinton made separate overseas trips to announce a "new era" in U.S. foreign relations with Russia and Europe, using the terms "break" and "reset" to signal major changes from the policies of the preceding administration. Obama attempted to reach out to Arab leaders by granting his first interview to an Arab cable TV network, Al Arabiya.

On March 19, Obama continued his outreach to the Muslim world, releasing a New Year's video message to the people and government of Iran. This attempt at outreach was rebuffed by the Iranian leadership. In April, Obama gave a speech in Ankara, Turkey, which was well received by many Arab governments. On June 4, 2009, Obama delivered a speech at Cairo University in Egypt calling for "a new beginning" in relations between the Islamic world and the United States and promoting Middle East peace.

On June 26, 2009, in response to the Iranian government's actions towards protesters following Iran's 2009 presidential election, Obama said: "The violence perpetrated against them is outrageous. We see it and we condemn it." On July 7, while in Moscow, he responded to a Vice President Biden comment on a possible Israeli military strike on Iran by saying: "We have said directly to the Israelis that it is important to try and resolve this in an international setting in a way that does not create major conflict in the Middle East."

On September 24, 2009, Obama became the first sitting U.S. president to preside over a meeting of the United Nations Security Council.

In March 2010, Obama took a public stance against plans by the government of Israeli Prime Minister Benjamin Netanyahu to continue building Jewish housing projects in predominantly Arab neighborhoods of East Jerusalem. During the same month, an agreement was reached with the administration of Russian President Dmitry Medvedev to replace the 1991 Strategic Arms Reduction Treaty with a new pact reducing the number of long-range nuclear weapons in the arsenals of both countries by about one-third. The New START treaty was signed by Obama and Medvedev in April 2010, and was ratified by the U.S. Senate in December 2010.

Iraq War

On February 27, 2009, Obama declared that combat operations in Iraq would end within 18 months. His remarks were made to a group of Marines preparing for deployment to Afghanistan. Obama said, "Let me say this as plainly as I can: By August 31, 2010, our combat mission in Iraq will end." The Obama administration scheduled the withdrawal of combat troops to be completed by August 2010, decreasing troops levels from 142,000 while leaving a transitional force of 35,000 to 50,000 in Iraq until the end of 2011. On August 19, 2010, the last United States combat brigade exited Iraq. The plan is to transition the mission of the remaining troops from combat operations to counter-terrorism and the training, equipping, and advising of Iraqi security forces. On August 31, 2010, Obama announced that the United States combat mission in Iraq was over. On October 21, 2011 President Obama announced that all U.S. troops would leave Iraq in time to be, "home for the holidays".

War in Afghanistan

Early in his presidency, Obama moved to bolster U.S. troop strength in Afghanistan. He announced an increase to U.S. troop levels of 17,000 in February 2009 to "stabilize a deteriorating situation in Afghanistan", an area he said had not received the "strategic attention, direction and resources it urgently requires". He replaced the military commander in Afghanistan, General David D. McKiernan, with former Special Forces commander Lt. Gen. Stanley A. McChrystal in May 2009, indicating that McChrystal's Special Forces experience would facilitate the use of counterinsurgency tactics in the war. On December 1, 2009, Obama announced the deployment of an additional 30,000 military personnel to Afghanistan. He also proposed to begin troop withdrawals 18 months from that date. McChrystal was replaced by David Petraeus in June 2010, after McChrystal's staff criticized White House personnel in a magazine article.

Israel

During the initial years of the Obama administration, the U.S. increased military cooperation with Israel, including a record number of U.S. troops participating in military exercises in the country, increased military aid, and the re-establishment of the U.S.-Israeli Joint Political Military Group and the Defense Policy Advisory Group. It was reported high-ranking defense officials from both countries had been making an unusual number of trips between the two countries, including Ehud Barak. Part of the military aid increase in 2010 was to fund Israel's missile defense shield. Before his retirement in September 2011, Adm. Mike Mullen, former Chairman of the Joint Chiefs of Staff, made four trips to Israel during his four-year tenure, two of them in 2010. Prior to 2007 no Chairman of the Joint Chiefs had done so for over ten years.

In 2011, Obama's Ambassador to the United Nations vetoed a resolution condemning Israeli settlements, with the U.S. the only nation on the Security Council doing so. Obama supports the two-state solution to the Arab-Israeli conflict based on the 1967 borders with land swaps.

Libya

In March 2011, as forces loyal to Muammar Gaddafi advanced on rebels across Libya, calls for a no-fly zone came from around the world, including Europe, the Arab League, and a resolution passed unanimously by the U.S. Senate. In response to the unanimous passage of United Nations Security Council Resolution 1973 on March 17, Gaddafi who had previously vowed to "show no mercy" to the citizens of Benghazi—announced an immediate cessation of military activities, yet reports came in that his forces continued shelling Misrata. The next day, on Obama's orders, the U.S. military took a lead role in air strikes to destroy the Libyan government's air defense capabilities in order to protect civilians and enforce a no-fly-zone, including the use of Tomahawk missiles, B-2 Spirits, and fighter jets. Six days later, on March 25, by unanimous vote of all of its 28 members, NATO took over leadership of the effort, dubbed Operation Unified Protector. Some Representatives questioned whether Obama had the constitutional authority to order military action in addition to questioning its cost, structure and aftermath.

Osama bin Laden

Starting with information received in July 2010, intelligence developed by the CIA over the next several months determined what they believed to be the location of Osama bin Laden in a large compound in Abbottabad, Pakistan, a suburban area 35 miles from Islamabad. CIA head Leon Panetta reported this intelligence to President Obama in March 2011. Meeting with his national security advisers over the course of the next six weeks, Obama rejected a plan to bomb the compound, and authorized a "surgical raid" to be conducted by United States Navy SEALs. The operation took place on May 1, 2011, resulting in the death of bin Laden and the seizure of papers and computer drives and disks from the compound. Bin Laden's body was identified through DNA testing, and buried at sea several hours later. Within minutes of the President's announcement from Washington, DC, late in the evening on May 1, there were spontaneous celebrations around the country as crowds gathered outside the White House, and at New York City's Ground Zero and Times Square. Reaction to the announcement was positive across party lines, including from former Presidents Bill Clinton and George W. Bush, and from many countries around the world.

2010 midterm election

Obama called the November 2, 2010 election, where the Democratic Party lost 63 seats in, and control of, the House of Representatives, "humbling" and a "shellacking". He said that the results came because not enough Americans had felt the effects of the economic recovery.

Cultural and political image

Obama's family history, upbringing, and Ivy League education differ markedly from those of African American politicians who launched their careers in the 1960s through participation in the civil rights movement. Obama is also not a descendant of American slaves. Expressing puzzlement over questions about whether he is "black enough", Obama told an August 2007 meeting of the National Association of Black Journalists that "we're still locked in this notion that if you appeal to white folks then there must be something wrong". Obama acknowledged his youthful image in an October 2007 campaign speech, saying: "I wouldn't be here if, time and again, the torch had not been passed to a new generation."

Obama is frequently referred to as an exceptional orator. During his pre-inauguration transition period and continuing into his presidency, Obama has delivered a series of weekly Internet video addresses.

According to the Gallup Organization, Obama began his presidency with a 68 percent approval rating before gradually declining for the rest of the year, and eventually bottoming out at 41 percent in August 2010, a trend similar to Ronald Reagan's and Bill Clinton's first years in office. He experienced a small poll bounce shortly after the death of Osama bin Laden, which lasted until around June 2011, when his approval numbers dropped back to where they were prior to the operation. Polls show strong support for Obama in other countries, and before being elected President he has met with prominent foreign figures including then-British Prime Minister Tony Blair, Italy's Democratic Party leader and then Mayor of Rome Walter Veltroni, and French President Nicolas Sarkozy.

In a February 2009 poll conducted by Harris Interactive for France 24 and the ''International Herald Tribune'', Obama was rated as the most respected world leader, as well as the most powerful. In a similar poll conducted by Harris in May 2009, Obama was rated as the most popular world leader, as well as the one figure most people would pin their hopes on for pulling the world out of the economic downturn.

Obama won Best Spoken Word Album Grammy Awards for abridged audiobook versions of ''Dreams from My Father'' in February 2006 and for ''The Audacity of Hope'' in February 2008. His concession speech after the New Hampshire primary was set to music by independent artists as the music video "Yes We Can", which was viewed 10 million times on YouTube in its first month and received a Daytime Emmy Award. In December 2008, ''Time'' magazine named Obama as its Person of the Year for his historic candidacy and election, which it described as "the steady march of seemingly impossible accomplishments".

On October 9, 2009, the Norwegian Nobel Committee announced that Obama had won the 2009 Nobel Peace Prize "for his extraordinary efforts to strengthen international diplomacy and cooperation between peoples". Obama accepted this award in Oslo, Norway on December 10, 2009, with "deep gratitude and great humility." The award drew a mixture of praise and criticism from world leaders and media figures. Obama is the fourth U.S. president to be awarded the Nobel Peace Prize and the third to become a Nobel laureate while in office.

Family and personal life

In a 2006 interview, Obama highlighted the diversity of his extended family: "It's like a little mini-United Nations", he said. "I've got relatives who look like Bernie Mac, and I've got relatives who look like Margaret Thatcher." Obama has a half-sister with whom he was raised, Maya Soetoro-Ng, the daughter of his mother and her Indonesian second husband and seven half-siblings from his Kenyan father's family – six of them living. Obama's mother was survived by her Kansas-born mother, Madelyn Dunham, until her death on November 2, 2008, two days before his election to the Presidency. Obama also has roots in Ireland; he met with his Irish cousins in Moneygall in May 2011. In ''Dreams from My Father'', Obama ties his mother's family history to possible Native American ancestors and distant relatives of Jefferson Davis, President of the Confederate States of America during the American Civil War.

Obama was known as "Barry" in his youth, but asked to be addressed with his given name during his college years. Besides his native English, Obama speaks Indonesian at the conversational level, which he learned during his four childhood years in Jakarta. He plays basketball, a sport he participated in as a member of his high school's varsity team.

Obama is a well known supporter of the Chicago White Sox, and threw out the first pitch at the 2005 ALCS when he was still a senator. In 2009, he threw out the ceremonial first pitch at the all star game while wearing a White Sox jacket. He is also primarily a Chicago Bears fan in the NFL, but in his childhood and adolescence was a fan of the Pittsburgh Steelers, and recently rooted for them ahead of their victory in Super Bowl XLIII 12 days after Obama took office as President.

In June 1989, Obama met Michelle Robinson when he was employed as a summer associate at the Chicago law firm of Sidley Austin. Assigned for three months as Obama's adviser at the firm, Robinson joined him at group social functions, but declined his initial requests to date. They began dating later that summer, became engaged in 1991, and were married on October 3, 1992. The couple's first daughter, Malia Ann, was born on July 4, 1998, followed by a second daughter, Natasha ("Sasha"), on June 10, 2001. The Obama daughters attended the private University of Chicago Laboratory Schools. When they moved to Washington, D.C., in January 2009, the girls started at the private Sidwell Friends School. The Obamas have a Portuguese Water Dog named Bo, a gift from Senator Ted Kennedy.

Applying the proceeds of a book deal, the family moved in 2005 from a Hyde Park, Chicago condominium to a $1.6 million house in neighboring Kenwood, Chicago. The purchase of an adjacent lot—and sale of part of it to Obama by the wife of developer, campaign donor and friend Tony Rezko—attracted media attention because of Rezko's subsequent indictment and conviction on political corruption charges that were unrelated to Obama.

In December 2007, ''Money'' magazine estimated the Obama family's net worth at $1.3 million. Their 2009 tax return showed a household income of $5.5 million—up from about $4.2 million in 2007 and $1.6 million in 2005—mostly from sales of his books. On his 2010 income of $1.7 million, he gave 14 percent to non-profit organizations, including $131,000 to Fisher House Foundation, a charity assisting wounded veterans' families, allowing them to reside near where the veteran is receiving medical treatments.

Obama tried to quit smoking several times, sometimes using nicotine replacement therapy, and, in early 2010, Michelle Obama said that he had successfully quit smoking.

Religious views

Obama is a Christian whose religious views developed in his adult life. He wrote in ''The Audacity of Hope'' that he "was not raised in a religious household". He described his mother, raised by non-religious parents (whom Obama has specified elsewhere as "non-practicing Methodists and Baptists"), to be detached from religion, yet "in many ways the most spiritually awakened person that I have ever known". He described his father as "raised a Muslim", but a "confirmed atheist" by the time his parents met, and his stepfather as "a man who saw religion as not particularly useful". Obama explained how, through working with black churches as a community organizer while in his twenties, he came to understand "the power of the African-American religious tradition to spur social change".

In an interview with the evangelical periodical ''Christianity Today'', Obama stated: "I am a Christian, and I am a devout Christian. I believe in the redemptive death and resurrection of Jesus Christ. I believe that that faith gives me a path to be cleansed of sin and have eternal life."

On September 27, 2010, Obama released a statement commenting on his religious views saying "I'm a Christian by choice. My family didn't—frankly, they weren't folks who went to church every week. And my mother was one of the most spiritual people I knew, but she didn't raise me in the church. So I came to my Christian faith later in life, and it was because the precepts of Jesus Christ spoke to me in terms of the kind of life that I would want to lead—being my brothers' and sisters' keeper, treating others as they would treat me."

Obama was baptized at the Trinity United Church of Christ, a black liberation church, in 1988, and was an active member there for two decades. Obama resigned from Trinity during the Presidential campaign after controversial statements made by Rev. Jeremiah Wright became public. After a prolonged effort to find a church to attend regularly in Washington, Obama announced in June 2009 that his primary place of worship would be the Evergreen Chapel at Camp David.

Lee Teng-hui (; born 15 January 1923) is a politician of the Republic of China (commonly known as Taiwan). He was the President of the Republic of China and Chairman of the Kuomintang (KMT) from 1988 to 2000. He presided over major advancements in democratic reforms including his own re-election which marked the first direct presidential election for the Republic of China. The first native Taiwanese to become ROC president and KMT chairman, Lee promoted the Taiwanese localization movement and led an aggressive foreign policy to gain diplomatic allies. Critics accused him of betraying the party he headed, secret support of Taiwanese independence, and involvement in corruption (black gold politics).

After leaving office Lee was expelled from the KMT for his role in founding the pro-independence Taiwan Solidarity Union (TSU), which forms part of the Pan-Green Coalition alongside Taiwan's Democratic Progressive Party. (Lee is considered the "spiritual leader" of the TSU.) Lee has been outspoken in support for Taiwanese independence though not necessarily a formal declaration.

Early life and education

Lee was born to a Hakka family in the rural farming community of Sanzhi (Sanshi-kyō), Taipei County (Taihoku, now New Taipei City), Taiwan (under Japanese rule at that time). As a child, he often dreamed of traveling abroad, and became an avid stamp collector. Growing up during the Japanese rule of Taiwan, he developed a strong affinity for Japan. His father was a middle-level Japanese police aide and his brother served and died in the Imperial Japanese Navy. Lee—one of only four Taiwanese students in his high school class—graduated with honors and was given a scholarship to Japan's Kyoto Imperial University, then known as Kyoto Technical School. A lifelong collector of books, Lee was heavily influenced by Japanese thinkers like Nitobe Inazo and Nishida Kitaro in Kyoto. In 1944 he too volunteered for service in the Imperial Japanese Army and became a second lieutenant officer of an anti-aircraft gun in Taiwan. He was ordered back to Japan in 1945 and participated in the clean-up after the great Tokyo firebombing of March, 1945. Lee stayed in Japan after the surrender and graduated from Kyoto University in 1946.

After World War II, after the Republic of China took over Taiwan, Lee enrolled in the National Taiwan University, where in 1948 he earned a bachelor's degree in agricultural science. Lee joined the Communist Party of China (CPC) in September 1946, apparently briefly. He participated in the 228 Incident during this time. According to Wu Ketai, who inducted Lee into the Communist Party, the KMT was aware that Lee had been a Communist, but deliberately destroyed the records when Lee was promoted to the vice-presidency to protect his image. In a 2002 interview Lee himself admitted that he had been a communist. In that same interview Lee said that he has strongly opposed communism for a long time because he understands the theory well and knows that it is doomed to fail. Lee stated that he joined the Communist out of hatred for the KMT.

In 1953, Lee received a master's degree in agricultural economics from the Iowa State University in the United States. Lee returned to Taiwan in 1957 as an economist with the Joint Commission on Rural Reconstruction (JCRR), an institution sponsored by the U.S. and aimed at modernizing Taiwan's agricultural system and at land reform. During this period, he also worked as an adjunct professor in the Department of Economics at National Taiwan University and taught at the Graduate School of East Asian Studies at National Chengchi University.

In the mid-1960s Lee returned to the United States, and earned a PhD in agricultural economics from Cornell University in 1968. Lee's doctoral dissertation, ''Intersectoral Capital Flows in the Economic Development of Taiwan, 1895-1960'' (published as a book under the same name) was honored as the year's best doctoral thesis by the American Association of Agricultural Economics and remains an influential work on Taiwan's economy during the Japanese and early KMT periods.

Lee encountered Christianity as a young man and in 1961 was baptised. For most of the rest of his political career, despite holding high office, Lee has made a habit of giving sermons at churches around Taiwan, mostly on apolitical themes of service and humility.

Lee speaks Mandarin, Taiwanese, Japanese and American English.

Rise to power

Shortly after returning to Taiwan, Lee joined the KMT in 1971 and was made a cabinet minister without portfolio responsible for agriculture.

In 1978 Lee was appointed Mayor of Taipei, where he solved water shortages and improved the city's irrigation problems. In 1981, he became governor of Taiwan Province and made further irrigation improvements.

As a skilled technocrat, Lee soon caught the eye of President Chiang Ching-kuo as a strong candidate to serve as Vice President. Chiang sought to move more authority to the ''bensheng ren'' (residents on Taiwan before 1949 and their descendants) instead of continuing to promote ''waisheng ren'' (mainland Chinese immigrants who arrived in Taiwan after 1949 and their descendants) as his father had. President Chiang nominated Lee to become his Vice President. Lee was formally elected by the National Assembly in 1984.

Presidency

Chiang Ching-kuo died in January 1988 and Lee succeeded him as President. The "Palace Faction" of the KMT, a group of conservative mainlanders headed by General Hau Pei-tsun, Premier Yu Kuo-hwa, and Education Minister Lee Huan, was deeply distrustful of Lee Teng-hui and sought to block his accession to the KMT chairmanship and sideline him as a figurehead. With the help of James Soong—himself a member of the Palace Faction—who quieted the hardliners with the famous plea "Each day of delay is a day of disrespect to Ching-kuo," Lee was allowed to ascend to the chairmanship unobstructed. At the KMT party congress of July 1988, Lee named 31 members of the Central Committee, 16 of whom were --''bensheng ren'': for the first time, ''bensheng ren'' held a majority in what was then a powerful policy-making body.

As he consolidated power during the early years of his presidency, Lee allowed his rivals within the KMT to occupy positions of influence: when Yu Guo-hwa retired as premier in 1989, he was replaced by Lee Huan, who was succeeded by Hau Pei-tsun in 1990. At the same time, Lee made a major reshuffle of the Executive Yuan, as he had done with the KMT Central Committee, replacing several elderly ''waisheng ren'' with younger ''bensheng ren'', mostly of technical backgrounds. Fourteen of these new appointees, like Lee, received Ph.D.s in the United States. Prominent among the appointments were Lien Chan as foreign minister, and Shirley Kuo as finance minister.

1990 saw the arrival of the Wild Lily student movement on behalf of full democracy for Taiwan. Thousands of Taiwanese students demonstrated for democratic reforms. The demonstrations culminated in a sit-in demonstration by over 300,000 students at Memorial Square in Taipei. Students called for direct elections of the national president and vice president and for a new election for all legislative seats. On 21 March Lee welcomed some of the students to the Presidential Building. He expressed his support of their goals and pledged his commitment to full democracy in Taiwan. The moment is regarded by supporters of democracy in Taiwan as perhaps his finest moment in office. Gatherings recalling the student movement are regularly held around Taiwan every 21 March.

In May 1991 Lee spearheaded a drive to eliminate the Temporary Provisions Effective During the Period of Communist Rebellion, laws put in place following the KMT arrival in 1949 that suspended the democratic functions of the government. In December 1991 the original members of the Legislative Yuan, elected to represent mainland China constituencies in 1948, were forced to resign and new elections were held to apportion more seats to the bensheng ren. The elections forced Hau Pei-tsun from the premiership, a position he was given in exchange for his tacit support of Lee. He was replaced by Lien Chan, then an ally of Lee.

The prospect of the first island-wide democratic election the next year, together with Lee's June 1995 visit to Cornell University, sparked the Third Taiwan Strait Crisis. The previous eight presidents and vice presidents of the ROC had been elected by the members of the National Assembly. For the first time the President of the ROC would be elected by majority vote of Taiwan's population. The People's Republic of China conducted a series of missile tests in the waters surrounding Taiwan and other military maneuvers off the coast of Fujian in response to what Communist Party leaders described as moves by Lee to "split the motherland." The PRC government launched another set of tests just days before the election, sending missiles over the island to express its dissatisfaction should the Taiwanese people vote for Lee. The military actions disrupted trade and shipping lines and caused a temporary dip in the Asian stock market. Ironically, the 1996 missile launches boosted support for Lee instead.

On 23 March 1996, Lee became the first popularly elected ROC president with 54% of the vote. Many people who worked or resided in other countries made special trips back to the island to vote. In addition to the president, the governor of Taiwan Province and the mayors of Taipei and Kaohsiung (as leaders of provincial level divisions they were formerly appointed by the president) became popularly elected.

Lee, in an interview that same year, expressed his view that a special state-to-state relationship existed between Taiwan and mainland China that all negotiations between the two sides of the Strait needed to observe.

Lee, observing constitutional term limits he had helped enact, stepped down from the presidency at the end of his term in 2000. That year Democratic Progressive Party candidate Chen Shui-bian won the national election with 39% of the vote in a three-way race. Chen's victory marked an end to KMT rule and the first peaceful transfer of power in Taiwan's new democratic system.

Supporters of rival candidates Lien Chan and James Soong accused Lee of setting up the split in the KMT that had enabled Chen to win. Lee had promoted the uncharismatic Lien over the popular Soong as the KMT candidate. Soong had subsequently ran as an independent and was expelled from the KMT. The number of votes garnered by both Soong and Lien would have accounted for approximately 60% of the vote while individually the candidates placed behind Chen. Protests were staged in front of the KMT party headquarters in Taipei. Fuelling this anger were the persistent suspicions following Lee throughout his presidency that he secretly supported Taiwan independence and that he was intentionally sabotaging the Kuomintang from above. Lee resigned his chairmanship on 24 March and was expelled as a party member in December of the same year. KMT officials expressed dissatisfaction with efforts to "localize" the KMT and his tacit support of the new Chen administration.

Since leaving office Lee and the new party he went on to found, the TSU, have generally supported "green" causes in Taiwan. Lee continues to travel, make speeches, campaign for TSU candidates, and offer independent-minded commentary on Taiwan politics. Lee Teng-Hui University in Taiwan is named after him.

Taiwanization

Lee Teng-hui, during his term as president, supported Taiwanization. The Taiwanization movement has its roots in the home rule and independence groups founded during the Japanese era and sought to put emphasis on Taiwan as the center of people's lives as opposed to China or Japan. During the Chiang regime, China was promoted as the center of an ideology that would build a Chinese national outlook in a people who had once considered themselves Japanese subjects. Taiwan was often relegated to a backwater province of China in the KMT-supported history books. People were discouraged from studying local Taiwanese customs, which were to be replaced by mainstream Chinese customs. Lee sought to turn Taiwan into a center rather than an appendage. This shift was widely supported in Taiwan and found expression in Taiwanese literature movement. He further stated that he believed a Chinese identity and a Taiwanese identity were ultimately incompatible, a notion controversial in the KMT, even among those members who generally supported Taiwanization.

After the presidency

Since resigning the chairmanship of the KMT, Lee has campaigned actively on behalf of pan-green coalition candidates and opposed candidates of his former party who took pro-unification positions during the 2004 presidential elections. He has stated a number of political positions and ideas which he did not mention while he was President, but which he appeared to have privately maintained.

Lee has publicly supported the Name Rectification Campaigns in Taiwan and proposed changing the name of the country from the Republic of China to the Republic of Taiwan. He generally opposes unlimited economic ties with mainland China, though he supports trade.

Lee has also stated that he believes that Taiwan cannot avoid being assimilated into the People's Republic of China unless it completely rejects its historical Chinese identity and that he believes that it is essential that Taiwanese unite and develop a unified and separate identity other than the Chinese one. Furthermore, in reference to Mainlanders, he believes that to be truly Taiwanese, one must assume a "New Taiwanese" identity.

He dismisses both the notion that the strategy will trigger an invasion by the Chinese government and the notion that Taiwan benefits economically by developing economic ties with China. He argues the People's Republic of China is a paper tiger and both its military strength and economic strength have been far overestimated. Lee asserts that when presented with a united and assertive Taiwan, Taiwan will receive support from the international community and also from the United States and that the PRC will be obliged to back down. He also believes that the PRC economy is doomed to collapse and that unlimited integration with the PRC economy, on the part of Taiwan or any country, is unwise.

During the 2004 Presidential campaign, President Chen Shui-bian publicly campaigned with Lee Teng-hui and developed a campaign platform, including a call for a new constitution adopted by referendum, which could be interpreted as an opportunity to make the symbolic changes which Lee supports. There was concern in the United States and in the People's Republic of China that Chen would be supportive of Lee's positions, a belief which was reinforced by Lee's own actions while President and by Lee's public statements that Chen Shui-bian agreed with him.

The concern shared between the United States and the People's Republic of China was the possible unilateral change of the cross-strait status quo by President Chen, leading to a public rebuke of Chen from the United States President George W. Bush in December 2003. It is believed that this rebuke in part was intended to challenge the notion, which Lee had advanced, that American support of Taiwan was unconditional. After his close election in March 2004, Chen moved to distance himself from Lee, by stating explicitly that his regime's constitutional reforms would not rename "The Republic of China" to Taiwan. The difference in the two leader's positions was further highlighted by Chen's stated intent to establish greater economic links with China.

In February 2007 Lee shocked the media when he announced that he has never backed Taiwanese independence, when he was widely seen as the spiritual leader of the movement. Lee also said that he supported opening up trade and tourism with China, a position he had opposed before. Lee later explained that Taiwan already enjoys ''de facto'' independence and that political maneuvering over details of expressing it is counterproductive. He maintains that "Taiwan should seek 'normalization' by changing its name and amending its constitution."

Japanese support

Lee enjoys a warm relationship with the people and culture of Japan. Lee often assures Taiwanese audiences that Japan will support Taiwan if it formally announces its Taiwan independence. Taiwan was colonized by Japan from 1895 to 1945 and natives of the island who grew up in that period, such as Lee, attended schools where Japanese language, songs, and stories were taught. Lee's father was a low-level Japanese police aide; his older brother died serving in the Imperial Japanese Navy in World War II and is listed in Yasukuni Shrine in Tokyo. During his youth Lee had a Japanese name, Iwasato Masao (岩里政男). Lee speaks fondly of his upbringing and his teachers and has been welcomed in visits to Japan since leaving office. Lee's admiration and enjoyment of all things Japanese has been the target of criticism from both the Pan-Green Coalition and Pan-Blue Coalition in Taiwan, as well as from mainland China, due to the anti-Japanese sentiment formed during and after World War II.

In his retirement Lee became the first former president of a country known to participate in cosplay. The cosplay was centered on Heihachi Edajima (江田島平八 ''Edajima Heihachi''), a hawkish principal of a boarding school in the Japanese manga ''Sakigake!! Otokojuku'' (魁!!男塾) (Weekly Shōnen Jump). His cosplay interest and eponymous "school" called "輝！李塾" was mentioned on his personal website, beginning in late 2004. This manga comic was a comedy centered on a fictitious reform school for contemporary boys, modelled under the Imperial Japanese Army.

In a May 2007 trip to Japan, Lee visited the Yasukuni Shrine to pay tribute to his older brother. Controversy rose because the Shrine also enshrines World War II Class A criminals among the other soldiers. He is also expected to receive the first Shimpei Goto award, named after the former Japanese colonial governor of Taiwan, and to give a speech on 7 June regarding the global situation after 2007.

Indictment

On 30 June 2011, Lee, along with former KMT financier Liu Tai-Ying were indicted on graft and money-laundering charges and accused of embezzling US$7.79 million in public funds.

Cancer

In late 2011, Lee underwent surgery to remove colon adenocarcinoma, the most common form of colon cancer. Doctors are hopeful the stage II tumor was detected early.

Hu Jintao (Pinyin: ''Hú Jǐntāo'', pronounced ; born 21 December 1942) is the current Paramount leader of the People's Republic of China. He has held the titles of General Secretary of the Communist Party of China since 2002, President of the People's Republic of China since 2003, and Chairman of the Central Military Commission since 2004, succeeding Jiang Zemin as the chief of the fourth generation of leadership of the Communist Party of China.

Hu has been involved in the Communist party bureaucracy for most of his adult life, notably as Party secretary for Guizhou province and the Tibet Autonomous Region, and then later first Secretary of the CPC Secretariat and Vice-President under former leader Jiang Zemin. Hu is the first leader of the Communist Party without any significant revolutionary credentials. As such, his rise to the presidency represented China's transition of leadership from establishment communists to younger, more pragmatic technocrats.

During his term in office, Hu reintroduced state control in some sectors of the economy that were relaxed by the previous administration, and has been conservative with political reforms. Along with his colleague, Premier Wen Jiabao, Hu presided over nearly a decade of consistent economic growth and development that cemented China as a major world power. He sought to improve socio-economic equality domestically through the Scientific Development Concept, which aimed to build a "Harmonious Society" that was prosperous and free of social conflict. Meanwhile, Hu kept a tight lid on China politically, cracking down on social disturbances, ethnic minority protests, and dissident figures. In foreign policy, Hu advocated for "China's peaceful development", pursuing soft power in international relations and a business-oriented approach to diplomacy. Through Hu's tenure, China's influence in Africa, Latin America, and other developing countries has increased.

Hu possesses a low-key and reserved leadership style, and is reportedly a firm believer in consensus-based rule. These traits have made Hu a rather bland figure in the public eye, embodying the focus in Chinese politics on technocratic competence rather than personality. Due to term restrictions, Hu must step down as General Secretary in 2012 and President in 2013.

Early life

Hu Jintao was born in Taizhou, Jiangsu province on 21 December 1942. He grew up in Taizhou and finished his high school education there. His branch of the family migrated from Jixi County of Anhui province to Jiangyan during his grandfather's generation. His mother was a native of Taixian in Jiangsu.

Though his father owned a small tea trading business in Taizhou, the family was relatively poor. His mother was a teacher and died when he was seven, and he was raised by an aunt. Hu's father was later denounced during the Cultural Revolution, an event that (together with his relatively humble origins) apparently had a deep effect upon Hu, who diligently tried to clear his father's name.

Hu was a gifted student in Taizhou high school, excelling in activities such as singing and dancing. In 1964, while still a student at Beijing's Tsinghua University, Hu joined the Communist Party of China (CPC), before the Cultural Revolution. He was the chairman of Tsinghua Student Union at that time. He graduated in hydraulic engineering in 1965. At Tsinghua, Hu met a fellow student Liu Yongqing, now his wife. They have a son and a daughter named Hu Haifeng and Hu Haiqing respectively.

In 1968, Hu volunteered for his service in Gansu and worked on the construction of Liujiaxia Hydroelectric Station while also managing Party affairs for the local branch of the Ministry of Water Resources and Electric Power. From 1969 to 1974, Hu worked for Sinohydro Engineering Bureau, as an engineer.

Early political career

In 1973, Hu was transferred to the Construction Department of Gansu as a secretary. The next year he was promoted to vice senior chief. In 1980, Deng Xiaoping implemented the "Four Transformations" program, which aimed to produce communist leaders who were "more revolutionary, younger, more knowledgeable, and more specialized." In response to this nation-wide search for young party members, Song Ping, the first secretary of CPC Gansu Committee (Gansu's governor) discovered Hu Jintao and promoted him several ranks to the position of deputy head of the commission. Another protégé of Song, Wen Jiabao, also became prominent at the same time.

In 1982, Hu was promoted to the position of Communist Youth League Gansu Branch Secretary and was appointed as the director of the All-China Youth Federation. His mentor Song Ping was transferred to Beijing as Minister of Organization of the Communist Party of China, and was in charge of senior cadres' recommendation, candidacy and promotion. With the support of Hu Yaobang and Deng Xiaoping, Hu was assured of a bright future in the party. At Song Ping's suggestion, in 1982 central Party authorities invited Hu to Beijing to study at the Central Party School. Soon after, he was transferred to Beijing and appointed as secretariat of the Communist Youth League Central Committee ("CY Central"). Two years later Hu was promoted to First Secretary of CY Central, thus its actual leader. During his term in the Youth League, Hu escorted Hu Yaobang, who was General Secretary of CPC then, in visits around the country. Hu Yaobang, himself a veteran coming from the Youth League, could reminiscence his youth through Hu's company.

Party Committee Secretary of Guizhou

In 1985, Hu Yaobang pushed for Hu Jintao to be transferred to Guizhou as the provincial Committee Secretary of Communist Party of China. Hu attempted to improve the economy of the backwater province, and reputedly visited all of its eighty-six counties. While in Guizhou, Hu was careful to follow Beijing's directives and had a reputation of being "airtight"; he rarely would offer his views on policy matters in public. While Hu was generally seen as an official with integrity and honesty, some locals preferred his predecessor Zhu Houze. In 1987, Hu Jintao handled the local students protest parallel to the Democracy Wall carefully, whereas in Beijing similar protests resulted in Hu Yaobang's forced resignation.

Tenure in Tibet

The exit of his patron Hu Yaobang from the political scene was initially seen as unfavourable towards Hu Jintao. He drew criticism from party elders for failing to criticize the ousted reformer. In 1988, Hu was transferred to become Party Regional Committee Secretary of the Tibetan Autonomous Region, the restive area's number-one figure, while also taking on the role of Political Commissar of the local People's Liberation Army units. A number of Tibetans have long been opposed to government policy in the region and unrest and ethnic conflict were brewing, particularly anti-Han Chinese sentiments amongst local Tibetans. Minor clashes had been occurring since 1987, and when the scale of unrest grew, Hu responded with the deployment of some 1,700 People's Armed Police into Lhasa in February 1989 in an attempt to warn against further disturbance. Increased clashes culminated in serious rioting in Lhasa's core on 5 March 1989, five days before the 30th anniversary of the 1959 Tibetan uprising. What occurred after is a matter of dispute: rioters accused the police of shooting them arbitrarily, and the police claiming that they had acted in self-defense. In addition, there was speculation that Hu delayed his orders to clamp down on the protesters until late into the evening, when the police chief was forced to act because the situation was spiraling out of control. The protesters were suppressed early into the next day, and Hu asked Beijing to declare martial law on 8 March.

Hu's role in the demonstrations and rioting on March 5 was never made clear. While it is general protocol that Hu must have at least implicitly approved the use of force against protesters, whether he actually gave orders throughout March 5 is a matter of debate. In addition, John Tkacik cites that Hu had been coordinating with the Chengdu Military Region for troops to be on full alert as the situation progressed. Some diplomatic analysts linked what they saw as Hu's brutal use of force to the suppression of activists and students at in Tiananmen Square, which took place a mere three months later. Whether Hu provided "inspiration" for the PLA on June 4 is a matter of debate, but it was clear that Hu's actions in Lhasa earned him unprecedented attention in the upper echelons of party power, including paramount leader Deng Xiaoping. When tanks rolled into Tiananmen Square, Hu was one of the first regional leaders to declare his support for the central authorities. Hu experienced high-altitude sickness in June 1990, and returned to Beijing, but remained in his position for another two years, during which Hu achieved little. But his departure to Beijing was seen as a means to return to the centrefold of Chinese politics, which led to some doubts as to whether or not he was as ill as he had claimed.

Candidacy

Before the opening of the 14th National Congress of the CPC in 1992, the Party's senior leaders, including Deng and Chen Yun, were to select candidates for the Politburo Standing Committee to ensure a smooth transition of power from the so-called second-generation leaders (Deng, Chen, Li Xiannian, Wang Zhen, etc.) to third-generation Communist Party of China leaders (Jiang Zemin, Li Peng, Qiao Shi etc.). Deng also proposed that they should consider another candidate for a further future transition, preferably someone under fifty to represent the next generation of leaders. Song, as the organization chief, recommended Hu as an ideal candidate for the prospect of a future leader. As a result, shortly before his 50th birthday, Hu Jintao became the youngest member of the seven-member Politburo Standing Committee, and the second youngest Politburo Standing Committee member ever since the CPC took power in 1949.

In 1993, Hu took charge of the Secretariat of the CPC Central Committee, which oversaw day-to-day operations of the Central Committee, and the Central Party School, which was convenient for him to bring up his own supporters among senior CPC cadres. Hu was also put in charge of the ideological work of the CPC. Although Hu was considered heir apparent to Jiang, he always took great care to ensure that Jiang be at the center of the spotlight. In late 1998, Hu promoted Jiang's unpopular movement of the "Three Stresses" "stress study, stress politics, and stress healthy trends" giving speeches to promote it. In 2001, he publicized Jiang's Three Represents theory, which Jiang hoped to place him on the same level as other Marxist theoreticians. As a result, he left the public with an impression of being low-key, courteous, and adept at forming coalitions. In 1998, Hu became Vice-President of China, and Jiang wanted Hu to play a more active role in foreign affairs. Hu became China's leading voice during the NATO bombing of the Chinese embassy in Belgrade in 1999.

Secretaryship and Presidency

Since taking over as Party General Secretary at the Sixteenth National Congress of the Communist Party of China, Hu and his premier, Wen Jiabao, proposed to set up a Harmonious Society which aims at lessening the inequality and changing the style of the "GDP first and Welfare Second" policies. They focused on sectors of the Chinese population that have been left behind by the economic reform, and have taken a number of high profile trips to the poorer areas of China with the stated goal of understanding these areas better. Hu and Wen Jiabao have also attempted to move China away from a policy of favouring economic growth at all costs and toward a more balanced view of growth that includes factors in social inequality and environmental damage, including the use of the green gross domestic product in personnel decisions. Jiang's clique, however, maintained control in most developing areas, therefore Hu and Wen's measures of macroeconomic regulation faced great resistance.

SARS crisis

The first crisis of Hu's leadership happened during the outbreak of SARS in 2003. Following strong criticism of China for initially covering up and responding slowly to the crisis, he dismissed several party and government officials, including the health minister, who supported Jiang, and the Mayor of Beijing, Meng Xuenong, widely perceived as Hu's protégé. Meng's dismissal was sometimes seen as a yielding compromise to erode Jiang's support in the party. Hu and Wen took steps to increase the transparency of China's reporting to international health organizations, indirectly dealing a blow to Jiang's stance on the issue at hand.

Succession of Jiang Zemin

On 15 November 2002, a new Hu Jintao-led Politburo nominally succeeded Jiang. Although Jiang, then 76, stepped down from the powerful General Secretary and the Politburo Standing Committee to make way for a younger ''fourth generation'' of leadership, there was speculation that Jiang would retain significant influence because Hu was not associated with Jiang's influential ''Shanghai clique'', to which six out of the nine members of the all-powerful Standing Committee were believed to be linked. However, later developments show that many of its members have shifted their positions. Zeng Qinghong, for example, moved from a disciple of Jiang to serving as an intermediary between the two factions. In 2003, Jiang was also re-elected to the post of Chairman of the Central Military Commission of the CPC, a post from which Deng Xiaoping was able to wield power from behind the scenes as 'paramount leader', thus retaining military power.

Western observers attribute a sense of caution to Hu's philosophies, citing China's recent history of fallen heirs. Deng Xiaoping appointed three party General Secretaries, all designed to be successors, and was instrumental in the ousting of two of them, Hu Yaobang and Zhao Ziyang. His third and final selection, Jiang Zemin, won Deng's continued, although ambiguous backing and was the only General Secretary in Communist Chinese history to voluntarily leave his post when his term ended.

Although many believe Hu was originally hand-picked by Deng as the youngest member of China's top leadership and a leading candidate to succeed Jiang, he had exercised a great deal of political skills between 1992 and 2002 to consolidate his position, and eventually emerged as Jiang's heir apparent in his own right. Hu also benefited from the slow but progressive institutionalization of power succession within the Party, something his predecessors lacked entirely. Since the early 1980s, the People's Republic of China has been marked by progressive institutionalization and rule by consensus, and moved away from the Maoist authoritarian model. Although a western-style legal institution and rule of law remain to be put in place, Hu's power succession was conducted in a fairly orderly and civil manner, which was unprecedented in Communist China's history. This trend is expected to continue and an institutionalized mechanism of power transition is expected to emerge, first perhaps within the Party. In fact, it has been one of the Party's stated major goals to create an orderly system of succession and mechanism to prevent informal rule and a cult of personality. The rivalry between Jiang and Hu after Jiang stepped down from his posts was, arguably, an inevitable product of China's tradition of succession. Some analysts argue that although Jiang has consolidated power by the time he retired, his ideological stature within the Communist Party remains shaky at best, thus Jiang had to buy time to ensure that his ideological legacy such as the Three Represents, is enshrined in China's socialism doctrine. Jiang resigned as Chairman of the Central Military Commission in September 2004, his last official post. Whether this is the result of pressure from Hu or a personal decision is up for speculation. Since then Hu has officially taken on the three institutions in the People's Republic of China where power lie, the party, the state, as well as the military, thus informally, has become the paramount leader.

Hu and Premier Wen Jiabao inherited a China wrought with internal social, political and environmental problems. One of the biggest challenges Hu faces is the large wealth disparity between the Chinese rich and poor, for which discontent and anger mounted to a degree which wreaked havoc on communist rule. Furthermore, the cronyism and corruption plaguing China's civil service, military, educational, judicial and medical systems sought to destroy the country bit by bit. In the beginning of 2006, however, Hu launched the "8 Honours and 8 Shames" movement in a bid to promote a more selfless and moral outlook amongst the population. China's increasingly fragile environment has caused massive urban pollution, sandstorms and the destruction of vast tracts of habitable land. It remains to be seen if Hu, usually cautious in nature, is capable of managing the continued peaceful development of China while avoiding international incidents, at the same time presiding over an unprecedented increase in Chinese nationalist sentiment.

At the 17th CPC National Congress, Hu was re-elected as General Secretary and Chairman of the CPC Central Military Commission on 22 October 2007. At the 11th National People's Congress, Hu was re-elected as President on 15 March 2008. He was also re-elected as Chairman of the PRC Central Military Commission.

''Newsweek'' named Hu the second most powerful person in the world referring to him as "the man behind the wheel of the world's most supercharged economy." ''Forbes'' also named him the second most powerful person in the world. Hu was named the 2010 World's Most Powerful Person by Forbes Magazine. Hu has been listed four times (2008, 2007, 2005 & 2004) on the Time 100 annual list of most influential people.

Political positions

Scientific Perspective and Harmonious Society

Political observers indicate that Hu has distinguished himself from his predecessor in both domestic and foreign policy. Hu's political philosophy during his presidency is summarized by three slogans — a "Harmonious Society" domestically and "Peaceful Development" internationally, the former aided by the Scientific Development Concept, which seeks integrated sets of solutions to arrays of economic, environmental and social problems, and recognizes, in inner circles, a need for cautious and gradual political reforms. The Scientific Development doctrine has been written into the Communist Party and State Constitutions in 2007 and 2008, respectively. The role of the Party has changed, as formulated by Deng Xiaoping and implemented by Jiang Zemin, from a revolutionary party to a ruling party. Hu continues the Party’s modernization, calling for both "Advancement" of the Party and its increasing transparency in governance.

What emerges from these philosophies, in the view of Hu, is a country with systematic approach to national structure and development that combines dynamic economic growth, a free market energized by a vigorous "nonpublic" (i.e., private) sector, heavy-handed political and media control, personal but not political freedoms, concern for the welfare of all citizens, cultural enlightenment, and a synergistic approach to diverse social issues (the Scientific Development Perspective) that lead, in Hu’s vision, to a "Harmonious Society". In the view of the Chinese government, these philosophies, which has created a new "China Model" of governance, serves as a legitimate alternative to the West's "Democracy Model", particularly for developing countries. In Hu’s words, "A harmonious society should feature democracy, the rule of law, equity, justice, sincerity, amity and vitality." Such a society, he says, will give full scope to people's talent and creativity, enable all the people to share the social wealth brought by reform and development, and forge an ever closer relationship between the people and government. Hu has even emphasized the potential of religious communities to contribute to economic and social development under the banner of “Building a Harmonious Society.”

Western criticism of Hu, particularly regarding human rights, exposes his hypersensitivity to social stability but does not lay as much emphasis on his fresh commitment to address China’s multi-faceted social problems. Hu’s pragmatic, non-ideological agenda has two core values—maintaining social stability to further economic development and sustaining Chinese culture to enrich national sovereignty. In domestic policy, he seems to want more openness to the public on governmental functions and meetings. Recently, China's news agency published many Politburo Standing Committee meeting details. He also cancelled many events that are traditionally seen as communist extravagances, such as the lavish send-off and welcoming-back ceremonies of Chinese leaders when visiting foreign lands. Furthermore the Chinese leadership under Hu has also focused on such problems as the gap between rich and poor and uneven development between the interior and coastal regions. Both party and state seem to have moved away from a definition of development that focuses solely on GDP growth and toward a definition which includes social equality and environment effects.

In 2004, Hu gave an unprecedented showing and ordered all cadres from the five major power functions to stop the tradition of going to the Beidaihe seaside retreat for their annual summer meeting which, before, was commonly seen as a gathering of ruling elites from both current and elder cadres to decide China's destiny, and also an unnecessary waste of public funds. The move was seen by the Chinese public as symbolic of Hu's attitude towards corruption.

In June 2007, Hu gave an important speech at the Central Party School that was indicative of his position of power and his guiding philosophies. In the speech Hu used a very populist tone to appeal to ordinary Chinese, making serious note of the recent challenges China has been facing, especially with regards to income disparity. In addition, Hu noted the need for "increased democracy" in the country. Although the term has different meanings in the party than it does in the general Western sense, it shows that Hu's administration has placed political reform as an important part of the agenda in the coming years, a tone that was nonexistent during the Jiang era.

Media control

Despite initial expectations that Hu was a "closet liberal", Hu has shown a fairly hard-line approach to liberalisation of the media.

The media has been given greater latitude in reporting many topics of popular concern, such as the 2008 Sichuan earthquake, as well as into malpractices at the local level. The government has also been responsive to criticism of its media policy, for example in response to the SARS epidemic, and in regard to public commemorations of popular, but deposed, former leader Zhao Ziyang.

Hu has been very cautious with regards to the Internet, choosing to censor politically sensitive material to a degree more strict than the Jiang era. In February 2007, Hu embarked on further domestic media controls that restricted primetime TV series to "morally correct" content—he objected to lowbrow programming including some reality shows—on all Chinese TV stations, and listed "20 forbidden areas" of coverage on news reporting.

Taiwan

Early in his presidency, Hu faced an independence-supporting counterpart in then ROC president Chen Shui-bian. Chen called for talks without any preconditions, repudiating the 1992 consensus. Chen Shui-bian and his party had continued to express an ultimate goal of ''de jure'' Taiwanese independence, and made statements on the political status of Taiwan that the PRC considers provocative. Hu's initial response was a combination of "soft" and "hard" approaches. On the one hand, Hu expressed a flexibility to negotiate on many issues of concern to Taiwan. On the other hand, he continued to refuse talks without preconditions and remained committed to Chinese reunification as an ultimate goal. While Hu gave some signs of being more flexible with regard to political relationships with Taiwan as in his 17 May Statement, where he offered to address the issue of "international living space" for Taiwan, Hu's government remains firm in its position that the PRC will not tolerate any attempt by the Taiwanese government to declare ''de jure'' independence from China.

After the re-election of Chen Shui-bian in 2004, Hu's government changed tactics. Hu's government has conducted a no contact policy with Taiwan due to Chen Shui-Bian and the DPP's independence leanings and repudiation of the 1992 consensus. The government maintained its military build-up against Taiwan, and pursued a vigorous policy of isolating Taiwan diplomatically. In March 2005, the Anti-Secession Law was passed by the National People's Congress, formalising "non-peaceful means" as an option of response to a declaration of independence in Taiwan.

Hu's government increased contacts with the Kuomintang (KMT), its erstwhile foe in the Chinese Civil War, and still a major party in Taiwan. The increased contacts culminated in the 2005 Pan-Blue visits to mainland China, including a historic meeting between Hu and then-KMT chairman Lien Chan in April 2005. This was the first meeting between the leaders of the two parties since the conclusion of World War II.

On 20 March 2008, the Kuomintang under Ma Ying-jeou won the presidency in Taiwan, and a majority in the Legislative Yuan. Thereafter Hu immediately turned to a more 'soft' diplomatic approach and opened the way to a thaw in relations between the two sides. A series of historic meetings between the CPC and KMT have followed. On 12 April 2008, Hu Jintao met with Taiwan's Vice President-elect Vincent Siew in the latter's role as chairman of the Cross-strait Common Market Foundation during the Boao Forum for Asia. On 28 May 2008, Hu met with KMT chairman Wu Poh-hsiung, the first meeting between the heads of the CPC and the KMT as ruling parties. During this meeting, Hu and Wu agreed that both sides should re-commence official dialogue under the 1992 consensus – that "both sides recognize there is only one China, but agree to differ on its definition.". Wu committed the new government in Taiwan against Taiwanese independence; Hu committed his government to addressing the concerns of the Taiwanese people in regard to security, dignity, and "international living space", with a priority given to allowing Taiwan to participate in the World Health Organization.

In addition to the party-to-party dialogue, ''de facto'' governmental dialogue took place via the Straits Exchange Foundation and the Association for Relations Across the Taiwan Straits in June 2008 on the basis of the 1992 Consensus, with the first meeting held in Beijing. Both Hu and his new counterpart Ma Ying-jeou agreed that the 1992 Consensus is the basis for negotiations between the two sides of the Taiwan strait. On 26 March 2008, Hu Jintao held a telephone talk with then US President George W. Bush, in which he became the first Chinese leader to officially recognize the 1992 Consensus. After several months of negotiations, in December 2008, the two sides agreed on the resumption of the Three Links, i.e., a re-opening of mail, trade, and direct air links between the two sides. Relations have been cordial since between the two sides, and trade increased immensely, culminating in the signing of the preferential trade agreement ECFA in 2010.

Moral guidance

In response to the great number of social problems in China, in March 2006, Hu Jintao released the "Eight Honors and Eight Shames" as a set of moral codes to be followed by the Chinese people, and emphasized the need to spread the message to youth. Alternatively known as the "Eight Honors and Disgraces", it contained eight poetic lines which summarized what a good citizen should regard as an honor and what to regard as a shame. It has been widely regarded as one of Hu Jintao's ideological solutions to the perceived increasing lack of morality in China after Chinese economic reforms brought in a generation of Chinese predominantly concerned with earning money and power in an increasingly frail social fabric.

It has become a norm for Chinese communist leaders to make their own contributions to Marxist theory. Whether this is Hu's contribution to Marxist theory is debatable, but its general reception with the Chinese public has been moderate. Its promotion, however, is visible almost everywhere: in classroom posters, banners on the street, and electronic display boards for the preparation of the 2008 Olympics, and World Expo 2010 in Shanghai. The codes differ from the ideologies of his predecessors, namely, Jiang's Three Represents, Deng Xiaoping Theory, and Mao Zedong Thought in that the focus, for the first time, has been shifted to codifying moral standards as opposed to setting social or economic goals.

Evaluation

Most external observers agree that Hu presided over a decade of consistent economic growth, led China through the storm of the global financial crisis relatively unscathed, and increased China's international stature immensely. The Hu Administration is also credited with modernizing China's infrastructure, the launch of China's first manned spaceprobe, and the success of two international events: the 2008 Beijing Olympics and the 2010 Shanghai Expo. In addition, Hu's "soft approach" to Taiwan, coinciding with the election of a Kuomintang government in Taipei, was credited for having improved relationship between mainland China and Taiwan. Trade and contact between the two sides increased significantly during Hu's tenure.

In addition, Hu and Premier Wen Jiabao's populist policies has resulted in the elimination of agricultural taxes for farmers, more flexible policies towards migrant workers living in cities, more balanced development between the coastal regions and the hinterlands, enforcing minimum wage in cities and the promotion of sustainable and affordable housing developments. Generally speaking, these policies have been well-received by the Chinese public.

In foreign policy, Hu's critics say that his government has been overly aggressive in asserting its new power, overestimated its reach, and raised the ire and apprehension of various neighbours, including Southeast Asian countries, India, and Japan. Such policies are also said to be provocative towards the United States. Domestic critics, including the country's elites, intellectuals, and particularly dissidents, point to various shortcomings of the Hu administration and his failure in implementing his signature "Harmonious Society" policy. They cite, for example, that China's internal security budget has exceeded its military budget during Hu's tenure as protests and other 'mass incidents' continued to increase across the country. China's gini coefficient, for example, has climbed to 0.47 by 2010, indicating a potentially unsustainable wealth gap between the rich and the poor. Corruption also has not been curbed significantly, with the downfall of Railways Minister Liu Zhijun being emblematic of the endemic level of graft that exists in the highest levels of government. In addition, the Hu Administration's continued insistence on censorship and the curtailing of freedom of speech has drawn many critics from human rights organizations and Western governments, while artists and writers inside the country chided the Hu Administration's increased restrictions on cultural expressions.

Due to the increasingly consensus-based decision making process of the Chinese leadership, there is debate on how much power Hu held personally to effect change. Some credit Hu for being an effective mediator in a system increasingly affected by special interests and political factionalism.

Personal life

Hu is married to Liu Yongqing, whom he met at Tsinghua University. They have two children together, Hu Haifeng and Hu Haiqing. Hu is the first PRC paramount leader to speak relatively unaccented Standard Chinese without strongly regional characteristics. He is well known as having a cautious attitude and a self-deprecatory personality. Unlike Wen Jiabao, the Premier, he has never granted a public one-on-one interview. He has been noted for his liking for table tennis and ballroom dancing. Hu is also said to possess a photographic memory that became evident in his high school days.

Dmitry Anatolyevich Medvedev (; born 14 September 1965) is the third President of the Russian Federation.

Born to a family of academics, Medvedev graduated from the Law Department of Leningrad State University in 1987. He defended his dissertation in 1990 and worked as a docent at his alma mater, now renamed to Saint Petersburg State University, where he taught civil and Roman law until 1999. Medvedev's political career began as the election campaign manager and later an adviser of St. Petersburg Mayor Anatoly Sobchak. During this time, Medvedev befriended Vladimir Putin. In November 1999, Medvedev was hired in the Russian presidential administration, where he worked as deputy chief of staff. In the 2000 Presidential elections, Medvedev was Putin's campaign manager. On 14 November 2005, Medvedev was appointed First Deputy Prime Minister and was tasked with overseeing National Priority Projects. He also worked as the Chairman of Gazprom's board of directors, a post which he held until 2008.

On 10 December 2007, Medvedev was informally endorsed as a candidate for the forthcoming presidential elections by four political parties: United Russia, Fair Russia, Agrarian Party of Russia and Civilian Power, and was officially endorsed by United Russia on 17 December 2007. Medvedev's candidacy was backed by the popular outgoing President Vladimir Putin, giving a significant boost to his popularity. The 2008 presidential election, held on 2 March 2008, was won by Medvedev with 70.28% of the popular vote, and he was inaugurated on 7 May 2008.

Widely regarded as more liberal than his predecessor, Medvedev's top agenda as President has been a wide-ranging modernisation programme, aiming at modernising Russia's economy and society, and lessening the country's reliance on oil and gas. During Medvedev's tenure, Russia emerged victorious in the 2008 South Ossetia war and recovered from the late-2000s recession. Recognising corruption as one of Russia's most severe problems, Medvedev has launched an anti-corruption campaign and initiated a substantial law enforcement reform. In foreign policy, his main achievements include the signing of the New START treaty, a "reset" of the Russia – United States relations which were severely strained following Russia's war with Georgia, as well as increasing Russia's cooperation with the BRICS-countries.

In September 2011, Medvedev stated he would not run for a second term as Russian President in 2012.

Background

Early life

Dmitry Medvedev was born on 14 September 1965 in Leningrad, Soviet Union. His father, Anatoly Afanasyevich Medvedev (November 1926 — 2004), was an expert in chemical processing and taught at the Leningrad State Institute of Technology. Dmitry's mother, Yulia Veniaminovna Medvedeva (née Shaposhnikova, born 21 November 1939), studied languages at Voronezh University and taught Russian at Herzen State Pedagogical University. Later she would also work as a tour guide at Pavlovsk Palace. The Medvedevs lived in a 40 m² apartment at 6 Bela Kun Street in the Kupchino district of Leningrad. Dmitry was his parents' only child. The Medvedevs were regarded as a fairly typical Soviet intelligentsia family of the time. His maternal grandparents were Ukrainians, whose surname was Kovalev, originally Koval. Medvedev traces his family roots to the Belgorod region.

As a child, Medvedev was bookish and studious, described by his first grade teacher Vera Smirnova as a "dreadful why-asker". After school, he would only spend a short while playing with his friends before hurrying home to work with his assignments. In the third grade he studied the ten-volume Small Soviet Encyclopedia belonging to his father. In the second and third grades, he was very interested in dinosaurs and memorized all of Earth's geologic development periods, from the Archean up to the Cenozoic. In the fourth and fifth grades, he became interested in chemistry, enjoying conducting experiments; after that, he picked up sports, practicing three or four times a week. In the seventh grade, he became romantically involved with Svetlana Linnik, his future wife, who was studying at the same school in a parallel class. The romance negatively affected Medvedev's school performance. Medvedev calls the school's final exams in 1982 a "tough period when I had to mobilize my abilities to the utmost for the first time in my life."

Student years and academic career

In the autumn of 1982, the 17-year old Medvedev enrolled at the Leningrad State University in order to study law. Although he also considered studying linguistics, Medvedev later said he never regretted his choice, finding his chosen subject increasingly fascinating as his studies progressed, and said he was lucky "to have chosen a field that genuinely interested me and that was really my thing". Fellow students described Medvedev as a correct and diplomatic person, who in debates presented his arguments firmly but without offending his opponent. During his student years, Medvedev was a fan of the English rock bands Black Sabbath and Deep Purple. He was also fond of sports and participated in academic competitions in rowing and weight-lifting.

He graduated from the Law Department of Leningrad State University in 1987 (together with Ilya Yeliseyev, Anton Ivanov, Nikolay Vinnichenko and Konstantin Chuychenko, who later became his associates). After graduating, Medvedev considered joining the prosecutor's office and becoming an investigator; however, he took an opportunity to pursue graduate studies as the civil law chair, Medvedev's specialisation, and decided to accept three budget-funded post-graduate students to work later at the chair itself. In 1990, Medvedev defended his dissertation, titled "Problems of realisation of civil juridical personality of state enterprise" and received his Candidate of Sciences degree in private law.

Anatoly Sobchak, a major democratic politician of the 1980s and 1990s, was one of Medvedev's professors at the university. In 1988, Medvedev joined Sobchak's team of democrats and served as the de facto head of Sobchak's successful campaign for a seat in the new Soviet parliament, the Congress of People's Deputies of the USSR.

After Sobchak's election campaign finished, Medvedev continued his academic career, getting a position of docent at his alma mater, now renamed to Saint Petersburg State University. There, he taught civil and roman law until 1999. According to one student, Medvedev was a popular teacher, "strict but not harsh". During his tenure, Medvedev co-wrote a popular three-volume civil law textbook which over the years has sold a million copies. Medvedev also worked at a small law consultancy firm which he had founded with his friends Ilya Yeliseyev and Anton Ivanov, to supplement his academic salary.

Early career

Career in St Petersburg

In 1990, Anatoly Sobchak returned from Moscow and became Chairman of the Leningrad City Council. Sobchak hired Medvedev, who had previously headed his election campaign, as his adviser. Another of Sobchak's former students, Vladimir Putin, also arrived to help him. The next summer, Sobchak was elected Mayor of the city, and Medvedev became an expert consultant to the City Hall's Committee for Foreign Affairs, which was headed by Putin. The Committee met at the Smolny Institute and Medvedev dropped by once or twice a week to help Putin. During this time, Putin and Medvedev became friends. Putin sometimes took Medvedev to his family dacha on weekends, and invited Medvedev to some of working travels abroad.

In November 1993, Medvedev became the legal affairs director of Ilim Pulp Enterprise (ILP), a St. Petersburg-based timber company. Medvedev aided to company in developing its strategy as the firm launched a significant expansion. Medvedev also received 20% of the company's stock. In the next seven years, Ilim Pulp Enterprise became Russia's largest lumber company with an annual revenue of around $500 million. Medvedev sold his shares in ILP in 1999, before his first job at the central government of Russia. The amount of profits Medvedev may potentially have received from his stock is unknown.

Career in the central government

In June 1996, Medvedev's former colleague Vladimir Putin was brought into the Russian presidential administration, and three years later, on 16 August 1999, became Prime Minister of Russia. In November 1999, Medvedev became one of several people from St. Petersburg brought by Vladimir Putin to top government positions in Moscow. In December of the same year, he was appointed deputy head of the presidential staff. Medvedev became one of the politicians closest to President Putin, and during the 2000 Presidential elections he was Putin's campaign manager. Putin won the election with 52.94% of the popular vote. Medvedev has said he thoroughly enjoyed the work and the responsibility, calling it "a test of strength".

As President, Putin launched a campaign against corrupt oligarchs and economic mismanagement. For this purpose, he appointed Medvedev Chairman of Gazprom's board of directors in 2000. Together with Alexei Miller, Medvedev managed to put an end to the large-scale tax evasion and asset stripping that was going on in the company by the previous corrupt management. Medvedev then served as deputy chair from 2001 to 2002, becoming chair for the second time in June 2002, a position which he held until his ascension to Presidency in 2008. During Medvedev's tenure, Gazprom's debts were restructured and the company's market capitalisation grew from $7.8 billion in 2000 to $300 billion in early 2008. Medvedev also headed Russia's negotiations with Ukraine and Belarus during gas price disputes.

In October 2003, Medvedev replaced Alexander Voloshin as presidential chief of staff. In November 2005, Medvedev moved from the presidential administration to the government when Putin appointed him as the First Deputy Prime Minister of Russia. In particular, Medvedev was made responsible for the implementation of the National Priority Projects, focusing on improving public health, education, housing and agriculture. The program achieved some major results, such as increase of wages in healthcare and education and construction of new apartments, but its funding, 4% of the federal budget, was not enough to significantly overhaul Russia's infrastructure. According to opinion polls, most Russians believed the money invested in the projects had been spent ineffectively.

In December 2005, Medvedev was named Person of the Year by ''Expert'' magazine, a Russian business weekly. He shared the title with Alexei Miller, CEO of Gazprom.

Presidential candidate

Following his appointment as First Deputy Prime Minister, many political observers began to regard Medvedev as a potential candidate for the 2008 presidential elections, although Western observers widely believed Medvedev was too liberal and too pro-Western for Putin to endorse him as a candidate. Instead, Western observers expected the candidate to arise from the ranks of the so-called siloviki, security and military officials many of whom were appointed to high positions during Putin's presidency. The silovik Sergei Ivanov and the administrator-specialist Viktor Zubkov were seen as the strongest candidates. In opinion polls which asked Russians to pick their favourite successor to Putin from a list of candidates not containing Putin himself, Medvedev often came out first, beating Ivanov and Zubkov as well as the opposition candidates. In November 2006, Medvedev's trust rating was 17%, more than double than that of Ivanov. Medvedev's popularity was probably boosted by his high-profile role in the National Priority Projects.

Many observers were surprised when on 10 December 2007, President Putin announced that Medvedev was his preferred successor. The announcement was staged on TV with four parties suggesting Medvedev's candidature to Putin, and Putin then giving his endorsement. The four pro-Kremlin parties were United Russia, Fair Russia, Agrarian Party of Russia and Civilian Power. United Russia held its party congress on 17 December 2007 where by secret ballot of the delegates, Medvedev was officially endorsed as their candidate in the 2008 presidential election. He formally registered his candidacy with the Central Election Commission on 20 December 2007 and said he would step down as chairman of Gazprom, since under the current laws, the president is not permitted to hold another post. His registration was formally accepted as valid by the Russian Central Election Commission on 21 January 2008. Describing his reasons for endorsing Medvedev, Putin said:

2008 presidential elections

Election campaign

As the 2 March 2008 elections approached, outgoing President Vladimir Putin remained the country's most popular politician. An opinion poll by Russia's independent polling organization, the Levada Center, conducted over the period 21–24 December 2007 indicated that when presented a list of potential candidates, 79% of Russians were ready to vote for Medvedev if the election were immediately held. The other main contenders, the Communists' Gennady Zyuganov and the LDPRs Vladimir Zhirinovsky both received in 9% in the same poll. Much of Putin's popularity transferred to his chosen candidate, with 42% of the survey responders saying that that Medvedev's strength came from Putin's support to him.

In his first speech after being endorsed, Medvedev announced that, as President, he would appoint Vladimir Putin to the post of prime minister to head the Russian government. Although constitutionally barred from a third consecutive presidential term, such a role would allow Putin to continue as an influential figure in Russian politics. Putin pledged that he would accept the position of prime minister should Medvedev be elected president. Although Putin had pledged not to change the distribution of authority between president and prime minister, many analysts expected a shift in the center of power from the presidency to the prime minister post when Putin assumed the latter under a Medvedev presidency. Election posters portrayed the pair side-by-side with the slogan "Together We Win" (""). Medvedev vowed to work closely with Putin once elected.

In December 2007, in preparation for his election campaign, Medvedev announced that funding of the National Priority Projects would be raised by 260 billion rubles for 2008. Medvedev's election campaign was relatively low-key and, like his predecessor, Medvedev refused to take part in televised debates, citing his high workload as first deputy prime minister as the reason. Instead, Medvedev preferred to present his views on his election website .

In January 2008, Medvedev launched his campaign with stops in the oblasts. On 22 January 2008, Medvedev held what was effectively his first campaign speech at Russia's second Civic Forum, advocating a liberal-conservative agenda for modernising Russia. Medvedev argued that Russia needed "decades of stable development" because the country had "exhausted its share of revolutions and social upheavals back in the twentieth century". Medvedev therefore emphasised liberal modernisation while still aiming to continue his predecessor's agenda of stabilisation. On 15 February 2008, Medvedev held a keynote speech at the Fifth Krasnoyarsk Economic Forum, saying that: In the Krasnoyarsk speech, Medvedev harshly condemned Russia's "legal nihilism" and highlighted the need to ensure independence of the country's juridicial system and the need for an anti-corruption program. In economy, Medvedev advocated private property, economic deregulation and lower taxes. According to him, Russia's economy should be modernised by focusing on four "I"s: institutions, infrastructure, innovation and investment.

Election victory

Medvedev was elected President of Russia on 2 March 2008. According to the final election results, he won 70.28% (52,530,712) of votes with a turnout of over 69.78% of registered voters. The main other contenders, Gennady Zyuganov and Vladimir Zhirinovsky, received 17.72% and 9.35%, respectively. At least 3/4 of Medvedev's vote was Putin's electorate. According to surveys, had Putin and Medvedev both run for president in the same elections, Medvedev would have received 9% of the vote.

The fairness of the election was disputed by many western observers and officials. Andreas Gross, head of the Parliamentary Assembly of the Council of Europe (PACE) mission, stated that the elections were "neither free nor fair". Moreover, the few western vote monitors bemoaned the inequality of candidate registration and the abuse of administrative resources by Medvedev allowing blanket television coverage. Russian programmer Shpilkin, analyzed the results of Medvedev's election and came to the conclusion that the results were falsified by the election committees. However, after the correction for the alleged falsification factor, Medvedev still came out as the winner, although with 63% of the vote instead of 70%.

According to John P. Willerton, the 2008 presidential elections and Medvedev's inauguration "represented an unprecedented moment in the over thousand-year history of the Russian state, as a politically strong and healthy 55-year old president willingly turned powers to a similarly vigorous leader." At the time of the elections, President Putin was on the height of his popularity. With United Russia's substantial majority in the State Duma, Putin could have easily amended the constitution to allow him to serve a third consecutive term, yet he refused to do so.

Presidency

Inauguration

On 7 May 2008, Dmitry Medvedev took an oath as the third President of the Russian Federation in a ceremony held in Kremlin Palace. After taking the oath of office and receiving a gold chain of double-headed eagles symbolizing the presidency, he stated: }} As his inauguration coincided with the celebration of the Victory Day on 9 May, he attended the military parade at Red Square and signed a decree to provide housing to war veterans.

Personnel appointments

On 8 May 2008, Dmitry Medvedev appointed Vladimir Putin Prime Minister of Russia as he had promised during his election campaign. The nomination was approved by the State Duma with a clear majority of 392–56, with only communist deputees voting against.

On 12 May 2008, Putin proposed the list of names for his new cabinet, which Medvedev approved. Most of the personnel remained unchanged from the times of Putin's presidency, but there were a couple of high-profile changes. Minister of Justice Vladimir Ustinov was replaced by Aleksandr Konovalov; Minister of Energy Viktor Khristenko was replaced with Sergei Shmatko; Minister of Communications Leonid Reiman was replaced with Igor Shchegolev and Vitaliy Mutko received the newly created position of Minister of Sports, Tourism and Youth policy.

In the presidential administration, Medvedev replaced Sergei Sobyanin with Sergei Naryshkin as the head of the administration. The head of the Federal Security Service Nikolai Patrushev was replaced with Alexander Bortnikov. Medvedev's economic adviser Arkady Dvorkovich and his Press Attaché Natalya Timakova became part of the President's core team. Medvedev's old classmate from his student years, Konstantin Chuichenko, became his personal assistant.

Medvedev was careful not to upset the balance of different factions in the Presidential administration and in the government. However, the influence of the powerful siloviki weakened after Medvedev's inauguration for the first time in 20 years. In their place, Medvedev brought in the so-called civiliki, a network of St. Petersburg civil law scholars preferred by Medvedev for high positions.

"Tandem rule"

From the beginning of Medvedev's tenure, the nature of his Presidency and his relationship with Vladimir Putin was subject to considerable media speculation. In a unique situation in the Russian Federation's political history, the constitutionally powerful President was now flanked with a highly influential Prime Minister (Putin), who also remained the country's most popular politician. Previous Prime Ministers had proven to be almost completely subordinate to the President and none of them had enjoyed strong public approval, with Putin's previous tenure (1999–2000) as Prime Minister under Boris Yeltsin being the only exception. Journalists quickly dubbed the new system with a practically dual-headed executive as "government by tandem" or "tandemocracy", with Medvedev and Putin called the "ruling tandem".

Professor Daniel Treisman has argued that early in Medvedev's Presidency, Prime Minister Putin seemed ready to disengage and started withdrawing to the background. In the first year of Medvedev's Presidency, two external events threatening Russia—the Late-2000s financial crisis and the 2008 South Ossetia war—changed Putin's plans and caused him resume a stronger role in Russian politics.

Main external events

2008 South Ossetia war

The long-lingering conflict between Georgia and the separatist regions of South Ossetia and Abkhazia, which were supported by Russia, escalated during the summer of 2008. In the night of 7–8 August, Georgia launched a surprise attack, codenamed "Operation Clear Field", against South Ossetia with 10,000–11,000 soldiers and 75 tanks. Several Russian peacekeepers were killed in the attack, and many South Ossetians who had Russian citizenship.

At the time of the attack, Medvedev was on vacation and Prime Minister Putin was attending the opening ceremony of the 2008 Beijing Olympics. At about 1:00 a.m on 8 August, Medvedev held a telephone conversation with Defence Minister Anatoliy Serdyukov. It is likely that during this conversation, Medvedev authorised the use of force against Georgia. The next day, Medvedev released a statement, in which he said:

In the early hours of 8 August, Russian military forces launched a counter-offensive against Georgian troops. After five days of heavy fighting, all Georgian forces were routed from South Ossetia and Abkhazia. On 12 August, Medvedev announced an end to the Russian military operation, entitled "Operation to force Georgia into peace". Later on the same day, a peace deal brokered by EU President Nicolas Sarkozy was signed between the warring parties. On 26 August, after being unanimously passed by the State Duma, Medvedev signed a decree recognising South Ossetia and Abkhazia as independent states. The five-day conflict cost the lives of 48 Russian soldiers, including 10 peacekeepers, while the casualties for Georgia totaled 170 soldiers and 14 policemen.

The Russian popular opinion of the military intervention was broadly positive, not just among the supporters of the government, but across the political spectrum. Medvedev's popularity ratings soared by around 10 percentage points to over 70%, due to what was seen as his effective handling of the war. Although Putin also had a visible role during the conflict, hurrying, for example, home from the Beijing Olympics to meet refugees arriving from the conflict zone, it was Medvedev who made the key decisions, authorising the use of force and leading the peace negotiations. Western media coverage of the war was, however, very critical of Russia. Especially the American media was quick to take the side of Georgia. For example, early reporting by the New York Times credited Georgian claims blaming Russia for starting the war, which later turned out to be unreliable. In September 2009, an international fact-finding mission headed by Swiss diplomat Heidi Tagliavini confirmed that it was Georgia who started war, although according to it Russia responded with "disproportionate" measures.

2008–2009 Economic crisis

In September 2008, Russia was hit by repercussions of the global financial crisis. Before this, Russian officials, such as Finance Minister Alexei Kudrin, had said they believed Russia would be safe, due to its stable macroeconomic situation and substantial reserves accumulated during the years of growth. Despite this, the recession proved to be the worst in the history of Russia, and the county saw its GDP fall by over 8% in 2009. The government's response was swift and decisive: it used over a trillion rubles (more than $40 billion) to help troubled banks, and initiated a large-scale stimulus program, lending $50 billion to struggling companies.

According to some analysts, the economic crisis, together with the 2008 South Ossetia war, delayed Medvedev's liberal program. Instead of launching the reforms, the government and the Presidency had to focus their efforts on anti-crisis measures and handling the foreign policy implications of the war.

Domestic policy

Economy

In the economic sphere, Medvedev has launched a modernisation programme which aims at modernising Russia's economy and society, decreasing the country's dependency on oil and gas revenues and creating a diversified economy based on high technology and innovation. The programme is based on the top 5 priorities for the country's technological development: efficient energy use; nuclear technology; information technology; medical technology and pharmaceuticals; and space technology in combination with telecommunications. For Medvedev, the modernisation programme has become one of the most ambitious and important agendas of his presidency.

In November 2010, on his annual speech to the Federal Assembly Medvedev stressed for greater privatization of unneeded state assets both at the federal and regional level, and that Russia's regions must sell-off non-core assets to help fund post-crisis spending, following in the footsteps of the state's planned $32 billion 3-year asset sales. Medvedev said the money from privatisation should be used to help modernise the economy and the regions should be rewarded for finding their own sources of cash.

Medvedev has named technological innovation one of the key priorities of his presidency. In May 2009, Medvedev established the Presidential Commission on Innovation, which he will personally chair every month. The commission comprises almost the entire Russian government and some of the best minds from academia and business. Medvedev has also said that giant state corporations will inevitably be privatized, and although the state had increased its role in the economy in recent years, this should remain a temporary move.

On 7 August 2009, Dmitry Medvedev instructed Prosecutor General Yury Chayka and Chief of the Audit Directorate of the Presidential Administration of Russia Konstantin Chuychenko to probe state corporations, a new highly privileged form of organizations earlier promoted by President Putin, to question their appropriateness.

In June 2010, he visited the Twitter headquarters in Silicon Valley declaring a mission to bring more high-tech innovation and investment to the country.

Police reform

Medvedev has made reforming Russia's law enforcement one of his top agendas. Medvedev initiated the reform at the end of 2009, with a presidential decree issued on 24 December ordering the government to start planning the reform. In early August 2010 a draft law was posted on the Internet at the address http://www.zakonoproekt2010.ru for public discussion. The website was popular, with more than 2,000 comments posted within 24 hours of its opening. Based on citizen feedback, several modifications to the draft were made. On 27 October 2010, President Medvedev submitted the draft to the lower house of the State Duma. The lower house of the Duma voted to approve the bill on 28 January 2011, and the upper house followed suit on 2 February 2011. On 7 February 2011, President Medvedev signed the bill into law. The changes came into effect on 1 March 2011.

Under the reform, the salaries of Russian police officers will be increased by 30%, Interior Ministry personnel will be cut and financing and jurisdiction over the police will be centralised. Around 217 billion rubles ($7 billion) have been allocated to the police reform from the federal budget for the time frame 2012–2013.

Anti-corruption campaign

Fighting corruption has been one of the key areas of Medvedev's presidency. On 19 May 2008, Medvedev signed a decree on anti-corruption measures, which included creation of an Anti-Corruption Council. In the first meeting of the Council on 30 September 2008, Medvedev said:

In July 2008, Medvedev's ''National Anti-Corruption Plan'' was published in the official Rossiyskaya Gazeta newspaper. It suggested measures aimed at making sanctions for corruption more severe, such as legislation to disqualify state and municipal officials who commit minor corruption offences and making it obligatory for officials to report corruption. The plan ordered the government to prepare anti-corruption legislation based on these suggestions. The bill that followed, called ''On Corruption Counteraction'' was signed into law on 25 December 2008 as Federal Law N 273-FZ. According to Professor Richard Sakwa, "Russia now at last had serious, if flawed, legislation against corruption, which in the context was quite an achievement, although preliminary results were meagre." Russia's score in Corruption Perceptions Index rose from 2.1 in 2008 to 2.2 in 2009, which "could be interpreted as a mildly positive response to the newly-adopted package of anti-corruption legislation initiated and promoted by president Medvedev and passed by the Duma in December 2008", according to Transparency International's CPI 2009 Regional Highlights report.

On 13 April 2010, Medvedev signed presidential decree No. 460 which introduced the ''National Anti-Corruption Strategy'', a midterm government policy, while the plan is updated every two years. The new strategy stipulated increased fines, greater public oversight of government budgets and sociological research. According to Georgy Satarov, president of the Indem think tank, the latest decree "probably reflected Medvedev's frustration with the fact that the 2008 plan had yielded little result."

In January 2011, President Medvedev admitted that the government had so far failed in its anti-corruption measures.

On 4 May 2011, Medvedev continued his anti-corruption efforts by signing the Federal Law ''On Amendments to the Criminal Code and the Code of Administrative Offences of the Russian Federation to Improve State Anti-Corruption Management''. The bill raised fines for corruption to up to 100 times the amount of the bribe given or received, with the maximum fine being 500 million rubles ($18.3 million).

Education

President Medvedev initiated new policy called "Our New School" and instructed the government to present a review on the implementation of the initiative every year.

Development of the political system

Regional elections held on 1 March 2009 were followed by accusations of administrative resources being used in support of United Russia candidates, with the leader of A Just Russia Sergey Mironov being especially critical. Responding to this, Medvedev met with Chairman of the Central Election Commission of Russia, Vladimir Churov, and called for moderation in the use of administrative resources. In August 2009, Medvedev promised to break the near-dominant position of United Russia party in national and regional legislatures, stating that "New democratic times are beginning". The next regional elections were held on 11 October 2009 and won by United Russia with 66% of the vote. The elections were again harshly criticised for the use of administrative resources in favour of United Russia candidates. Communist, LDPR and A Just Russia parliamentary deputies staged an unprecedented walkout on 14–15 October 2009 as a result. Professor Richard Sakwa has noted, that although Medvedev has often promised to stand up for more political pluralism, after the 2009 regional elections, a gulf had formed between Medvedev's words and the worsening situation, with the question arising "whether Medvedev had the desire or ability to renew Russia's political system."

On 26 October 2009, the First Deputy Chief of Staff Vladislav Surkov, warned that democratic experiments could result in more instability and that more instability "could rip Russia apart". On 6 November 2010, Medvedev vetoed a recently passed bill which restricted antigovernment demonstrations. The bill, passed on 22 October, notably prohibited anyone who had previously been convicted of organizing an illegal mass rally from seeking permission to stage a demonstration.

In late November 2010, Medvedev made a public statement about the damage being done to Russia's politics by the dominance of the United Russia party. He claimed that the country faced political stagnation if the ruling party would "degrade" if not challenged; "this stagnation is equally damaging to both the ruling party and the opposition forces." In the same speech, he said Russian democracy was "imperfect" but improving. BBC Russian correspondents reported that this came on the heels of discontent in political circles and opposition that the authorities, in their view, had too much control over the political process.

In his first address to the Russian parliament on 5 November 2008, Medvedev proposed to change the Constitution of Russia in order to increase the terms of the President and State Duma from four to six and five years respectively (see 2008 Amendments to the Constitution of Russia).

Medvedev on 8 May 2009, proposed to the legislature and on 2 June signed into law an amendment whereby the chairperson of the Constitutional Court and his deputies would be proposed to the parliament by the president rather than elected by the judges, as was the case before.

In May 2009, Medvedev set up the Presidential Commission of the Russian Federation to Counter Attempts to Falsify History to the Detriment of Russia's Interests.

In a speech on 15 September 2009, Medvedev stated that he approved of the 2004 abolition of direct popular elections of regional leaders, effectively in favor of their appointment by the Kremlin, and added that he didn't see a possibility of a return to direct elections even in 100 years.

Election reform

In 2009, Medvedev proposed an amendment to the election law which would decrease the State Duma election threshold from 7% to 5%. The amendment was signed into law in Spring 2009. Parties receiving more than 5% but less than 6% of the votes will now be guaranteed one seat, while parties receiving more than 6% but less than 7% will get two seats. These seats will be allocated before the seats for parties with over 7% support.

The Russian election law stipulates that parties with representatives in the State Duma (currently United Russia, Communist Party of the Russian Federation, Liberal Democratic Party of Russia and A Just Russia) are free to put forward a list of candidates for the Duma elections, while parties with no current representation need first to collect signatures. Under the 2009 amendments initiated by Medvedev, the amount of signatures required was lowered from 200,000 to 150,000 for the 2011 Duma elections. In subsequent elections, only 120,000 signatures will be required.

In response to the largest demonstrations since the end of the Soviet Union - reported in over 60 cities across Russia in early December 2011 in response to widely reported alleged violations in parliamentary elections and the barring of opposition parties from them - President Medvedev has publicly ordered an investigation of fraud reports.

Foreign policy

In August, during the third month of Medvedev's presidency, Russia took part in the 2008 South Ossetia war with Georgia, which drove tension in Russian-American relations to a post-Cold War high. On 26 August, following a unanimous vote of the Federal Assembly of Russia, Medvedev issued a presidential decree officially recognizing Abkhazia and South Ossetia as independent states, an action condemned by the G7. On 31 August 2008, Medvedev announced a shift in the Russian foreign policy under his government, built around five main principles:

# Fundamental principles of international law are supreme. # The world will be multipolar. # Russia will not seek confrontation with other nations. # Russia will protect its citizens wherever they are. # Russia will develop ties in friendly regions.

In his address to the parliament on 5 November 2008 he also promised to deploy the Iskander missile system and radar-jamming facilities in Kaliningrad Oblast to counter the U.S. missile defence system in Eastern Europe. Following U.S. President Barack Obama's announcement on 17 September 2009, that Washington would not deploy missile-defense elements in the Czech Republic and Poland, Dmitry Medvedev said he decided against deploying Iskander missiles in Russia's Kaliningrad Oblast.

On 21 November 2011, Medvedev claimed that the war on Georgia had prevented further NATO expansion.

Relationship with Putin

Although the Russian constitution clearly apportions the majority of power to the president, speculation has arisen over the question of whether it is Medvedev or Prime Minister Vladimir Putin who actually wields the most power. According to ''The Daily Telegraph'', "Kremlin-watchers" note that Medvedev uses the more formal form of 'you' (Вы, 'vy') when addressing Putin, while Putin addresses Medvedev with the more informal 'ty' (ты). According to a poll conducted in September 2009 by the Levada Center in which 1,600 Russians from across Russia took part, 13% believed Medvedev held the most power, 32% Putin, and 48% both (7% failed to answer). However Medvedev has affirmed his position of strength, stating, "I am the leader of this state, I am the head of this state, and the division of power is based on this."

2012 Presidential elections

As both Putin and Medvedev could run for President in the 2012 general elections, there is a view from some analysts that some of Medvedev's recent actions and comments are designed to separate his image from Putin's: examples noted by the BBC included his dealings in late 2010 with NATO and America, possibly designed to show himself as being better able to deal with the Western nations, and comments in November about the need for a stronger opposition in Russian politics, to present himself as a moderniser. The BBC also noted that other analysts believe the split is exaggerated, and Medvedev and Putin are "trying to maximise support for the authorities by appealing to different parts of society". There is belief that the court verdict on former oligarch Mikhail Khodorkovsky and his partner Platon Lebedev, both of whom funded opposition parties before their arrests, will indicate whether or not Putin "is still calling all the shots".

On 24 September 2011, while speaking at the United Russia party congress, Medvedev announced that he would recommend the party to nominate Vladimir Putin as its presidential candidate and that the two men had long ago cut a deal to allow Mr Putin to return to the presidency in 2012 after he was forced to stand down in 2008 by term limits." Medvedev said he himself would be ready to perform "practical work in the government". Putin accepted Medvedev's offer the same day, and backed him for the position of the Prime Minister of Russia in case the United Russia, whose list of candidates in the elections Medvedev agreed to head, would win in the upcoming Russian legislative election. The same day the Russian Orthodox Church endorsed the proposal by President Medvedev to let Putin return to the post of President of Russia.

On 22 December 2011, in his last state of the nation address in Moscow, Medvedev called for comprehensive reform of Russia’s political system — including restoring the election of regional governors and allowing half the seats in the State Duma to be directly elected in the regions. "I want to say that I hear those who talk about the need for change, and understand them", Medvedev said in an address to the Duma. "We need to give all active citizens the legal chance to participate in political life." However, the opposition to the ruling United Russia party of Medvedev and Prime Minister Putin dismissed the proposals as political posturing that failed to adequately address protesters who claimed the December 4 election was rigged.

Personal life

Medvedev is married and has a son named Ilya Dmitrevich Medvedev (born 1995). His wife, Svetlana Vladimirovna Medvedeva, was both his childhood friend and school sweetheart. They married several years after their graduation from secondary school in 1982.

Medvedev is a devoted fan of British hard rock, listing Led Zeppelin, Black Sabbath, Pink Floyd, and Deep Purple as his favorite bands. He is a collector of their original vinyl records and has previously said that he has collected all of the recordings of Deep Purple. As a youth, he was making copies of their records, although these bands were then on the official state-issued blacklist. In February 2008, Medvedev and Sergei Ivanov attended a Deep Purple concert in Moscow together.

During a visit to Serbia, Medvedev received the Order of St. Sava for "his contribution to the unity of the world Orthodoxy and his love to the Serbian people", it is the highest award of the Serbian Orthodox church.

Despite a busy schedule, Medvedev always reserves an hour each morning and again each evening to swim and weight train. He swims 1,500 meters twice a day. He also jogs, plays chess, and practices yoga. Among his hobbies are reading the works of Mikhail Bulgakov and he is also a fan of the Harry Potter books after asking JK Rowling for her autograph when they met during the G-20 London Summit in April 2009. He is also a fan of football and follows his hometown professional football team, FC Zenit Saint Petersburg. And since he has been living in Moscow he supports PFC CSKA Moscow as well.

Medvedev is an avid amateur photographer. In January 2010, one of his photographs was sold at a charity auction for 51 million rubles (US$1,750,000), making it one of the most expensive ever sold.

Medvedev keeps an aquarium in his office and cares for his fish himself. Medvedev owns a Neva Masquerade male cat named Dorofei. Dorofei used to fight with a cat belonging to Mikhail Gorbachev—who was Medvedev's neighbor—so the Medvedevs had to have Dorofei neutered.

Medvedev's reported 2007 annual income is $80,000, and he reported approximately the same amount as bank savings. Medvedev's wife reported no savings or income. They live in an upscale apartment house "''Zolotye Klyuchi''" in Moscow.

On the ''Runet'', Medvedev is sometimes associated with the ''Medved'' meme, linked to ''padonki'' slang, which resulted in many ironical and satirical writings and cartoons that blend Medvedev with a bear. (The word ''medved'' means "bear" in Russian and the surname "Medvedev" is a patronymic which means "of the bears"). Medvedev is familiar with this phenomenon and takes no offence, stating that the web meme has the right to exist.

Medvedev is competent in English, but due in part to protocol, he only speaks Russian in interviews.

Publications

Medvedev wrote two short articles on the subject of his doctoral dissertation in Russian law journals. He is also one of the authors of a textbook on civil law for universities first published in 1991 (the 6th edition of ''Civil Law. In 3 Volumes.'' was published in 2007). He is the author of a textbook for universities entitled, ''Questions of Russia's National Development'', first published in 2007, concerning the role of the Russian state in social policy and economic development. He is also the lead co-author of a book of legal commentary entitled, ''A Commentary on the Federal Law "On the State Civil Service of the Russian Federation"'', scheduled for publication in 2008. This work considers the Russian Federal law on the Civil service, which went into effect on 27 July 2004, from multiple perspectives — scholarly, jurisprudential, practical, enforcement- and implementation-related.

In October 2008, President Medvedev began posting a videoblog at the presidential website kremlin.ru (English). His videoblog posts have also been posted in the official LiveJournal community "blog_medvedev" since 21 April 2009 by the Kremlin administration. In June 2011 Medvedev participated in launching of the "Eternal Values" project of RIA Novosti together with Russian Chapter of Wikimedia Foundation. RIA Novosti granted free CC-BY-SA-3 licenses to a one hundred of its images while Medvedev registered as Dmitry Medvedev for RIAN personally uploaded one of those photographs to Wikimedia Commons.

On 13 April 2009, Medvedev gave a major interview to the ''Novaya Gazeta'' newspaper. The interview was the first one he had ever given to a Russian print publication and covered such issues as civil society and the social contract, transparency of public officials and Internet development. jurisprudential, practical, enforcement- and implementation-related.
