The Title X (ten) family planning program is the only federal grant program dedicated exclusively to providing low-income patients with essential family planning and preventive health services and information.

Our Position

Title X plays a vital role in ensuring that safe, timely, and evidence-based care is available to every woman regardless of her financial circumstances. The Title X program has improved the lives of women and their families, enabling many women to achieve greater educational, financial, and employment success and stability. These public health strides help American society in many ways, including by saving taxpayer dollars – every dollar invested in the Title X program saves taxpayers an estimated $7.09.

In February 2019, the Administration finalized a regulation that jeopardizes access to family planning and preventive health care for more than 4 million low-income women, men, and adolescents. ACOG strongly opposes this regulation and advocates for continued access to evidence-based health care free from political interference for all people.

ACOG also opposes state efforts to exclude or disadvantage family planning health specialists’ participation in the Title X program by giving preference to entities that may have little experience providing sexual and reproductive health care and may provide only limited contraception options.
