Congratulations to this wonderful group of new U.S. citizens! Glenn A. Grant, acting administrative director of the courts, administered the oath of allegiance to 40 new citizens from 22 different countries during a naturalization ceremony at the Richard J. As we continue to reflect on the leaders who served under New Jersey's modern-day court system, this week we recognize Judge Richard J. Williams, administrative director of the courts from 1999 to 2004. Judge Williams was instrumental in implementing the unification of courts under state jurisdiction. Among his other accomplishments, Judge Williams oversaw the start of drug court (now known as recovery court) and advances in technology that led to online payment of traffic tickets and the creation of the Judiciary’s website, njcourts.gov. Before becoming director, Judge Williams served as the assignment judge in the Atlantic/Cape May Vicinage from 1985 until 1999.

Bergen Assignment Judge Carol Novey Catuogno administered the oath of citizenship last week to 22 new citizens during the vicinage’s Law Day and naturalization ceremony. One of those new citizens is Diana Moreno-Buitrago, an IT analyst for the vicinage. U.S. District Judge Edward S. Kiel, who gave the keynote address, spoke about his experience coming to the United States as a child and watching his parents take the oath of citizenship in the same courtroom where years later he would take his oath to become a judge. Awards were given to winners of the vicinage’s mock trial competition and elections calendar poster contest.
