Title I, Part A

Title I, Part A federal funds help to meet the educational needs of students in California schools.

Funds are used to support effective, evidence-based educational strategies that close the achievement gap and enable the students to meet the state's challenging academic standards. Title I-funded schools are either Targeted Assistance Schools (TAS) or Schoolwide Program (SWP) schools.

Authorized Use of Funds

Capital Expenditure/Disposal of Equipment
Information pertaining to capital expenditures purchases and disposal of equipment with Title I, Part A and Title I, Part D Funds.

Carryover and Waiver
Title I, Part A limits the amount of carryover funds allocated to an LEA for each fiscal year (FY).

Closeout
Report FY expenditures to calculate Title I, Part A unspent funds.

Comparability of Services
LEAs receiving Title I, Part A funds must provide comparable services to all schools within the LEA using state and local funds.

Equitable Services Ombudsman
Title I, Part A and Title VIII of the Elementary and Secondary Education Act reauthorized as the Every Student Succeeds Act (ESSA).

Equitable Services for Title I Students
Title I requires that an LEA provides eligible private school children with Title I educational services that are equitable to those provided to eligible public school children.

ESSA
Information regarding California's plan to implement the ESSA.

LEA Allocations
LEA allocations are intended to help elementary and secondary schools establish and maintain programs that will improve the educational opportunities of low-income and disadvantaged students.

LEA Plan Provisions
All LEAs in California that receive federal funds must adhere to the LEA Plan provisions and assurances as required in the ESSA.

Neglected Reservation
Title I, Part A allocation for services to students who reside in eligible institutions for neglected children and youth or who are attending a community day program for such children within the LEA boundaries.

Parent and Family Engagement
Information related to implementation of programs, activities, and procedures for the engagement of parents and family members of Title I students.

Preschool Programs
Use of Title I, Part A funds for preschool programs.

Program Improvement
Information regarding Program Improvement for schools and LEAs.

Reservations
Required and authorized reservations of Title I, Part A funds by LEAs.

School Allocations
LEAs shall allocate funds to eligible school attendance areas or eligible schools.

School Choice
LEAs may elect to offer the Choice Program to new students enrolled in schools.

School Student Counts
Title I, Part A school student counts are collected and reported by the LEA on an annual basis.

School Support
Information pertaining to resources and assistance for school support.

SWP
A SWP is a comprehensive reform strategy designed to upgrade the entire educational program for all students in a Title I school.

State and Federal Programs Directors Meetings
Technical assistance for LEAs pertaining to state and federal programs.

Supplement Not Supplant
Title I federal funds help to meet the educational needs of students in California schools.

TAS
An LEA serving a TAS may only use Title I, Part A funds received only for programs that provide services to eligible children identified as having the greatest need for special assistance.

Title I, Part A Monitoring and Support
Provides compliance technical assistance and support for LEAs with Title I, Part A programs wanting more information to prepare for reviews, with links to training materials and other relevant topics.
