The Open Enrollment program is no longer administered by the California Department of Education (CDE).
Background
The Open Enrollment Act is based on the former accountability system, the Academic Performance Index (API). California Education Code (EC) sections 48350-48361 provides students enrolled in a low-achieving school the option to transfer to a different school with a higher API than the student's school of residence.
In March 2017, the California State Board of Education and the California Department of Education launched a new state accountability system to replace the API. This new, multiple-measures system provides a fuller picture of how districts and schools are addressing the needs of their students while also identifying the specific strengths and areas in need of improvement. The new accountability and continuous improvement system was implemented using an online tool known as the California School Dashboard (Dashboard). As a result, the CDE can no longer identify lowest-achieving schools under the provisions of the Open Enrollment Act.Dashboard
