ICE illegally collected millions of bulk financial records from money transfer services like Western Union. This dragnet surveillance does nothing but erode the civil liberties of people who use these services, including immigrant, and unbanked communities.

The general provisions under the #UNCybercrimeTreaty authorizing real time data collection should be modified to prevent intrusions into networks and end devices. State Parties should not be able to rely on ambiguities to justify hacking activities.
