Every escalation of #Putin's war in #Ukraine must be met with proportionate response. The EU's insufficient reaction to Russia's invasion of Georgia in 2008 and the first attack on Ukraine in 2014 emboldened the Kremlin. History teaches us appeasement doesn't work with tyrants.
