Before It’s Too Late is Maryland’s coordinated and comprehensive strategy to combat the opioid and substance use crisis and to mobilize resources for effective prevention, enforcement, and treatment.
People with substance use related disorders face prejudice and discrimination due to lack of understanding about the disease. Stigma – like prejudice and discrimination – can perpetuate the problem. Unfortunately, negative attitudes toward people who misuse substances, or mental health conditions, are common.

This year, Maryland enacted 2022 HB 794, which created the Opioid Restitution Fund Advisory Council. Beginning this Fall, the mission of the council will be to provide guidance on the use of legal settlement funds received from prescription opioid manufacturers and distributors.
Health policy experts, members of the treatment and recovery communities, representatives of community organizations, individuals with lived experience, and family members of individuals with substance use disorder are welcome to apply. The OOCC is greatly looking forward to working with the advisory council to identify and support programs and initiatives that can help reduce overdose morbidity and mortality in Maryland.
