A. Logging In

How do I log in?

Users log into ECHO via the EPA Gateway, which is powered by Login.gov. Login.gov is a government-wide solution that offers secure, private, streamlined access to electronic systems across federal agencies. Registered users can simply and securely sign into multiple government agencies with a single Login.gov account. Select ECHO Login in the top right of any page to log into ECHO. You will be redirected to the EPA Gateway page.

EPA plans to add customization options to ECHO, allowing any user to get an account and save preferences. However, customization options aren't available yet and will be phased in as the functionality of the site grows.

I lost my username or password.

  • If you do not have an epa.gov email address: Follow the Login.gov instructions for forgot your password to recover your username and/or password.

I know my username and password, but I can't log in.

If you can't log in to ECHO:

  1. Go to Login.gov and try to log in with your email address and password. If you're not able to log in there, then see I lost my username or password or Login.gov Contact Us for assistance.
  2. If you can sign into Login.gov but still can't log into ECHO, then please contact us, and choose the "Login or account problem" sub-topic on the contact form.

How can I change my password?

If you have an epa.gov email address: Go to Password Self Service or contact the EPA call center at 866-411-4372 to change your password.

If you don't have an epa.gov email address: Go to secure.login.gov, and try to log in with your username and password. If you're not able to log in there, then follow the link to "Forgot your password" on that page to recover your username or reset your password.

How often must I change my password?

Login.gov passwords expire every 60 days. You can reset your password by following the instructions to change your password.

Can I log into ECHO with my EPA LAN ID?

Yes! ECHO, ICIS, and most other EPA applications use the EPA Gateway, so the same Login.gov or PIV card login will work for all of them. If you have a Login.gov account and are not an EPA employee, you will need to request access to the ECHO Government Users community. EPA employees are automatically granted access to ECHO Gov.

I'm unable to log into ECHO via Single Sign-On when using Firefox.

If you use Firefox web browser and try to log into ECHO (or other EPA applications) with the EPA Single Sign-On option, you may experience an endless login prompt where you can’t actually log in (as shown in the image below).

Follow these steps to fix the issue:

  1. In Firefox, enter about:config in the URL bar, and press Enter.
  2. If a warning page displays, click on “Accept the Risk and Continue”.

    Firefox warning page
  3. In the “Search preference name” box, enter network.negotiate-auth.trusted-uris. A table row should appear with that name.

  4. Click on the pencil icon on the row to edit the value. In the value box, enter: .epa.gov,.login.gov . Press Enter or click on the check icon to save.

You should now be able to log into ECHO with single sign-on.

I receive a webpage error after log in.

If you are using Login.gov to sign in to ECHO, the page may not send you back to ECHO after successful log in. Instead, Login.gov may send you to a webpage noting a "Error 404—Not Found."  If you experience this issue immediately after signing into Login.gov, do not close your browser. Go back to echo.epa.gov and select "ECHO Login" again.

B. Registration

How do I register for an account?

To access government-only content in ECHO, you must have: (1) a Login.gov account, with (2) membership in the ECHO Government Users community. Membership in the ECHO Government Users community is only available to U.S. Federal, state, local, and tribal government employees and their contractors, who have a business need for ECHO Government data. Government employees must provide a government email address. Contractors will be contacted to provide information about their government sponsor.

If you're an EPA employee: You should not register for an account. You may already log into ECHO with your LAN ID or PIV card.

If you already have a Login.gov account: You don't need to create a new account. Go to My ECHO » Request Access to see if you're already a member of ECHO Government Users, or to request membership. When prompted, log in with your existing Login.gov account and password.

If you don't have an account: First, create a Login.gov account. Second, complete the EPA Community Registration in Web Application Access and request membership in the ECHO Government Users community. Follow these instructions to create a Login.gov account and request membership through Web Application Access (PDF).
