In addition to offering stipends, the AB212 program collaborates with First 5 Napa, Childstart, Napa Valley College, and Community Resources for Children (CRC) throughout the year to provide a variety of professional development activities related to improving quality educational programs for young children.

- Conducting a local child care needs assessment
- Submitting a countywide comprehensive child care plan to the County Superintendent of Schools, County Board of Supervisors, and State Department of Education
- Establishing local priorities for child care funding, according to State policy and guidance
- Enhancing collaboration and partnerships in the child care community to meet local needs
The Child Care Planning Council is sanctioned by the Napa County Board of Supervisors and Napa County Superintendent of Schools, and is governed by State mandates, Council Bylaws, and the Brown Act (external website, new window). NCCPDC endeavors to convene all those concerned with child care issues in community forums and meetings in order to improve and sustain valuable, quality child care programs and opportunities for families.

In partnership with First 5 Napa, Community Resources for Children (CRC) & Napa Valley College, Napa implements Quality Counts, the Quality Rating Improvement System (QRIS) effort for Napa County.
QRIS is a statewide approach to rating and supporting early childhood program settings, classrooms, and family child care homes. The QRIS uses a tiered-matrix to identify and assign a quality rating based upon assessments and program features focusing on three core elements of program quality:
- Child Development and School-Readiness
- Child Observation, Desired Results Developmental Profiles (DRDP)
- Alignment with California Foundations & Frameworks
- Developmental/Health Screenings, Ages & Stages Questionnaire (ASQ-3 & ASQ-SE2)
- Teachers and Teaching
- Staffing Qualifications: Education, Experience, and Child Development Permit Levels
- Classroom Assessment Scoring System (CLASS)
- Program and Environment
- Ratios and Group Size (for centers only)
- Program Environment Rating Scales (ERS)
- Director Qualifications (for centers only)
Programs participating in Quality Counts are rated and receive support and incentives to maintain and improve the quality of their programs. Some of the benefits of participating in Quality Counts are:
- Quality improvement support, resources, training, and coaching services
- Incentives to programs rated at Tier 4 or Tier 5
Quality Counts helps early learning programs in the county provide the highest quality early care and education, so children in these programs get the quality start they deserve.
