This should probably go in the page options menu and show in a dialog. There's not reason for it not to be available in VE (with the clarification that it is a list of templates that existed when the page was loaded, although in VE we can also show a [shallow] list of templates added in the session).

I'll re-work this a bit to make this not about NWE but about VE, and then make a new dependent task for NWE.
