    A thread on why I'm so concerned about Bureau of Prisons Correctional Officers being sent to do public policing in DC and other cities. I've spent a career litigating prisoner rights. The contours of Constitutional rights are very different in prison than in the outside.

    After declining for weeks, the Cook County jail population is starting to increase. On May 9, the jail population was 4,031. By May 28, it has increased to 4,278 - a 6.1% or 247 person increase.

    I say this to say that Minneapolis had everything they needed to get this right, on paper: an outraged, organized community; a horrific tragedy; relatively progressive police & city leadership; outside "expertise" & resources. Clearly, all of that wasn't close to enough.

    Agency administrators, governors, and lawmakers across the US will soon be asked to propose/approve budget reductions of 10, 20, or 30%. This poses very tough choices for departments of corrections, probation, and parole. Also opportunity to adjust course.

    Lawmakers, Gordon are talking about anywhere from 20-30% cuts to agency budgets, with some estimating $600 million less a year in revenue because the pandemic. Deep deep cuts that will hit Wyoming’s public services and the citizens that rely on them. Federal aid is uncertain.
