    This means that because a specific enforcement led us to update the Hacked Materials Policy, we will no longer restrict their account under the terms of the previous policy and they can now Tweet again.

    In response, we’re updating our practice of not retroactively overturning prior enforcement. Decisions made under policies that are subsequently changed & published can now be appealed if the account at issue is a driver of that change. We believe this is fair and appropriate.

    Our policies are living documents. We're willing to update and adjust them when we encounter new scenarios or receive important feedback from the public. One such example is the recent change to our Hacked Materials Policy and its impact on accounts like the New York Post.

    We know we have more work to do to provide clarity in our product when we enforce our rules in this manner. We should provide additional clarity and context when preventing the Tweeting or DMing of URLs that violate our policies.

    The policy, established in 2018, prohibits the use of our service to distribute content obtained without authorization. We don’t want to incentivize hacking by allowing Twitter to be used as distribution for possibly illegally obtained materials.

    Commentary on or discussion about hacked materials, such as articles that cover them but do not include or link to the materials themselves, aren’t a violation of this policy. Our policy only covers links to or images of hacked material themselves.

    We use technology to detect Tweets that may break our rules. More than 1 in 2 Tweets we take action on for abuse are now proactively surfaced using technology, rather than relying on reports to Twitter. But if you see something before we do, please report it.
